This study of the subject will review past and present irrigation development in Korea. Particular attention will be given to water pricing structure and a case study on the purpose of rational operation and management of irrigation water and organizations, and the optimum irrigation water and organizations, and the optimum irrigation water fee inorder to reduce farmers burden and to rationalize the farmland associations management so as to achieve development of the rural environment. In 1971, the reservoir of the Farmland Improvement A sociation (FIA) produced only 775 millison $m^3$ of irrigation water or 77% of planned capacity of 1,015 million $m^3$. It was caused by inefficient maintenance of irrigation facilities; for instance, about 21% of reservoirs, pumping stations and weirs in Korea have been silted by soil erosion which hinder to water production according to an ADC survey. The first Irritation Association was established in 1906, whcih was renamed the Farmland Assoeiation by the Rural Development Enouragement Law in 1970. By the end of 1971, 411,000 ha of rice paddies were under the control of 267 associations nationwide. The average water price assessed by Associations nationwide rose from 790 won per 0.1 ha. in 1966 to 1,886 won in 1971. The annual growth rate was 20%. The highest water price in 1971 was 4,773 won her 0.1 ha. and the lowest was 437 won. This range was caused by differences in debt burden, geographic conditions and management efficiency among the Associations. In 1971, the number of Associations which exceeded the average water price of 1,886 won per 0.1 ha. was 144, or 55.1% of all Association. In determination of water price, there are two principles; one is determined by production cost such as installation cost of irrigation facilities, maintenance cost, management cost and depreciation ect. For instance, the Yong San River Development project was required 33.7 billion won for total construction and maintenance cost is 3.1 billion won for repayment, maintenance and management cost per year. The project produces 590 million $m^3$ of irrigation water annually. Accordingly, the water price per $m^3$ is 5.25 won. The other principle is determined by water value in the crop products and in compared with production of irrigated paddy and non-irrigated paddy. By using this method, water value in compared with paddy rice vs. upland rice(Average of 1967-1971) was 14.15 won per $m^3$ and irrigated paddy vs. non-irrigated paddy was 2.98 won per $m^3$. In contrast the irrigation fee in average association of 1967-1971 was 1.54 won per $m^3$. Accordingly, the current national average irrigation fee(water price) is resonable compared with its water value. In this study, it is found that the ceiling of water price in terms of water value is 2.98 won per $m^3$ or 2,530 won per 0.1 ha. However, in 1971 55% of the associations were above the average of nationwide irrigation fees. which shows the need for rationalization of the Association's management. In connection with rationalization of the Association's management, this study recommends the following matters. (1) Irrigation fee must be assessed according to the amount of water consumption taking intoaccount the farmer's ability. (2) Irrigation fee should be graded according to behefits and crop patterns. (3) Training personnel in the operation and procedures of water management to save O&M costs. (4) Insolvent farmland association should be integrated into larger, sound associations in the same GUN in order to reduce farmers' water cost. (5) The maintenance and repair of existing irrigation facilities is as important as expansion of facilities. (6) Establishment of a new Union of Farmland Association is required to promoted proper maintenance and to protect the huge investment in irrigation facilities by means of technical supervision and guidance.

The efficient operation and management strategies of reservoirs in irrigation periods of drought events are an essential element for drought planning and countermeasure. Korea Rural Community Corporation has developed the real-time water level observation system of agricultural reservoirs to efficiently operate reservoirs, however, it is not possible to predict drought conditions, and only provides information of current situation. Hence, it is necessary to evaluate accurate irrigation vulnerability and efficiently reservoir operation rules using current water level. In this paper, the improvement methods of reservoir operation planning were developed with water supply vulnerability characteristic curves comparing to automatic water gauge at agricultural reservoirs. The 11 reservoirs were simulated applying the reservoir operation rules which was determined by irrigation vulnerability characteristic curves criteria and real time water level, and evaluated water supply situation in 2012 year. The analysis of results can be identified probabilistic possibility of water supply failures compared with the existing reservoir operation criteria. These results of efficient reservoir operation rules can be achieved enable irrigation planners to optimally manage available water resources for decision making, and contributed to maintain the water supply according to demand strategy for agricultural reservoirs management.
Very important factor for crop cultivation are water, nutrient and temperature. However, the essential factor for crop cultivation is water management. Water management is the most important and difficult problems in crop cultivation. The water saving irrigation manual can be used with easy to the farmer and who want automatic irrigation without soil sampling and any kinds of sensors measuring soil water status. The water requirement of red pepper cultivated in plastic film house is different according to soil texture, area as well as climate condition and growth stage. And, the measurement of potential evapo-transpiration (PET) and crop coefficient (Kc) to decide optimum irrigation schedule is very difficult. Results : The average PET during 30 years of northern region of korea for the red pepper cultivation was a $2.31mm\;day^{-1}$. The water saving irrigation manual as water saving is possible, those irrigation interval and amount of irrigation according to growing season and soil texture, are developed using the lysimeter experiments carried out by the RDA for 11 years about potential evapo-transpiration, Kc for the northern region of korea.

The objective of this study is assessing water management efficiency using water withdrawals from rivers and water requirements for paddies. The water management efficiency was defined by the ratio of water requirements and water withdrawals. Water withdrawals were estimated using the operating times and pumping capacity of the pumping stations from 1992 to 1999 in the Han River and Nakdong River basins. Water requirements were estimated by adding the evapotranspiration of the crops and infiltrations in the irrigated area. Evapotranspiration from the paddies was calculated by the FAO modified Penman method with observed daily weather data. The monthly water management efficiency was analyzed for each pumping stations and the district offices of KARICO (Korea Agricultural and Rural Infrastructure Corporation). The efficiencies of 59 pumping stations in the Han River basin varied from 19% to 135%, and the average was 61%. The efficiencies of 146 pumping stations in the Nakdong River basin ranged from 17% to 190%, and the average was 72%. There were no good correlations between the water management efficiency and pump capacity or irrigated area, it showed that the water management efficiency was affected by the traditional water management practices rather than the scale of irrigation district.

Agricultural drought is a natural phenomenon that is difficult to observe and quantitatively express, and agricultural water use is high and usage patterns are diverse, so even if there is a lack of rainfall. The frequency and severity of agricultural drought are increased during the irrigation period where the demand for agricultural water is generated, and reasonable and efficient management of agricultural water for stable water supply is required. As one method to solve the water shortage of agricultural water in an unstructured method, it is necessary to analyze the appropriate supply amount and supply method through simulation from the intake works to the canals organization and paddy field. In this study, irrigation efficiency was analyzed for irrigation systems from April to September over the past three years from the Musu Reservoir located in Jincheon-gun, Chungcheongbuk-do and Pungjeon Reservoir located in Seosan-si, Chungcheongnam-do. SWMM (Storm Water Management Model) was used to collect agricultural water, and irrigation efficiency analysis was conducted using adequacy indicators, and water supply vulnerability. The results of the agricultural water distribution simulation, irrigation efficiency and water supply vulnerability assessment are thought to help the overall understanding of the agricultural water supply and the efficient water management through preliminary analysis of the methods of agricultural water supply in case of drought events.

A decision support system, Daily Irrigation Network Operation Simulation model (DINOPS) was developed that can adequately describe the physical behavior of an irrigation system. The model is to depict the physical features of complex water allocation schemes of the irrigation system and to simulate the response of the system to different irrigation schemes. The model was validated on the Banweol irrigation district by comparing the simulated canal discharges and paddy water levels with the field data. The operation of the DINOPS model was demonstrated on the irrigation district where several irrigation management practices were evaluated with computing irrigation efficiencies and rainfall effectiveness respectively. The model sensitivity with respect to heights of bund and block diversion rates were analyzed and discussed.

A field study was performed to investigate the effect of water saving irrigation method on water use efficiency and rice yield. The field plot was 40a (40 ${\times}$ 100m) in size and located at Buryangmyun, Kimjae city, Chonbuk province. Field measurements were made during the growing seasons, May to September of the year 1998 and 1990. Irrigation water volume, drainage water volume, rainfall and ponding depth were measured. Irrigation water management practice employed was such that to keep the ponding depth about 3 to 4cm by intermittent irrigation with drying the soil surface until hair cracks emerge before the next irrigation. The amounts of water volume irrigated and drained were measured by pipe flow meter and ponding depth was observed by using a partly buried 120mm diameter PVC pipe. The results showed that the irrigation water depths, the rainfalls, and the drainage depths were 379mm, 458mm, and 448mm in 1988, and 274mm, 819mm, and 736mm in 1990, respectively. The average yield was 590kg per 10a. The water saving irrigation method saved irrigation water by about 20% with higher yield compared with the traditional method.

Hasa TM/TC system is composed of one control center, two reservoirs, six pumping stations and twelve canal systems. For this system we developed water management program which includes flood forecast program, drought reduction program, irrigation scheduling program and database program. With these program we expect that operators can improve the irrigation efficiencies of the irrigation systems due to the timely irrigation on a right place, in a proper quantity and reduce the cost of maintenance and reduce flood and drought damages of the Hasa district. In agricultural engineering respect, the databases including water level, rainfall, the amount of flowing can be useful to the researcher who make a study of hydrology and hydraulics in rural area. Water management program records all of the TM/TC data to MOB format file per 10 minutes.

Irrigation return flow plays an important role in river flow forecasting, basin water supply planning, and determining irrigation water use. Therefore, accurate calculation of irrigation return flow rate is essential for the rational use and management of water resources. In this study, EPA-SWMM (Environmental Protection Agency-Storm Water Management Model) modeling was used to analyze the irrigation return flow and return flow rate of each intake work using irrigation canal network. As a result of the EPA-SWMM, we tried to estimate the quick return flow and delayed return flow using the water supply, paddy field, drainage, infiltration, precipitation, and evapotranspiration. We selected 9 districts, including pumping stations and weirs, to reflect various characteristics of irrigation water, focusing on the four major rivers (Hangang, Geumgang, Nakdonggang, Yeongsangang, and Seomjingang). We analyzed the irrigation period from May 1, 2021 to September 10, 2021. As a result of estimating the irrigation return flow rate, it varied from approximately 44 to 56%. In the case of the Gokseong Guseong area with the highest return flow rate, it was estimated that the quick return flow was 4,677 103 m3 and the delayed return flow was 1,473 103 m3 , with a quick return flow rate of 42.6% and a delayed return flow rate of 13.4%.
