  • Many reclaimed tideland projects in Korea have been conducted to secure the food self-sufficiency. In fact, the domestic food self-sufficiency has been greatly improved and reclaimed tideland projects contribute to Korea's economic and social development directly or indirectly replacing agricultural lands from urbanization, industrialization. As result, current self-sufficiency of rice reach the demand(104.6%) while rate of upland crops has less than 30% of self-sufficiency rate and corn, wheat, soybeans, etc. are virtually dependent on imports. Domestic price of crop is expected to be unstable by trend of international grain prices. Therefore, developing reclaimed tidelands as upland which is originally constructed for paddy fields could be a good option to become steady in domestic crop market and dedicate to ensure a stable food security. The study to prepare measures for dealing with disasters in reclaimed tidelands of west coast district is required in order to utilize those sites for infra construction of multi-utilization in those sites and The result of flooding analysis in this study can suggest policy direction for practical utilization of reclaimed tidelands in yellow sea area.

  • The Waimea Basin is located on the northern tip of the South Island of New Zealand. It is a highly productive area with intense water use with multi-stakeholder interest in water. Irrigation from the underground aquifers here makes up the largest portion of used water; however the same aquifers are also the key urban and industrial sources of water. The Waimea/Wairoa Rivers are the main sources of recharge to the underlying aquifers and also feed the costal springs that highly valued by the community and iwi. Due to the location of the main rivers and springs close to the urban centre the water resource system here has high community and aesthetic values. Recent enhanced hydrological modelling work has shown the water resources in this area to be over allocated by 22% for a 1:10 year drought security for maintaining a minimalistic flow of 250 l/s in the lower Waimea River. The current irrigated land area is about 3700 hectares with an additional potential for irrigation of 1500 hectares. Further pressures are also coming on-line with significant population growth in the region. Recent droughts have resulted in significant water use cutbacks and the threat of seawater intrusion in the coastal margins. The Waimea Water Augmentation Committee (WWAC) initiated a three year stage 1 feasibility study in 2004/2005 into the viability of water storage in the upper parts of the catchment for enhancing water availability and its security of supply for consumptive, environmental, community and aesthetic benefits downstream. The project also sought to future proof water supply needs for the Waimea Plains and the surrounding areas for a 50 - 100 year planning horizon. The broad range stage 1 investigation programme has identified the Upper Lee Catchment as being suitable for a storage structure to provide the needs identified and also a possibility for some small scale hydro electricity generation as well. The stage 2 detailed feasibility investigations that are underway now (2007/2008), and to be completed in two years is to provide all details for progressing with the next stage of obtaining necessary permits for construction and commissioning a suitable dam.

  • This study examined Artificial Neurons Networks model (ANNs) for forecast flash discharge at Southern part of Thailand by using rainfall data and discharge data. The Sungai Kolok River Basin has meant the border crossing between Thailand and Malaysia which watershed drains an area lies in Thailand 691.88 square kilometer from over all 2,175 square kilometer. The river originates in mountainous area of Waeng district then flow through Gulf of Thailand at Narathiwat Province, which the river length is approximately 103 kilometers. Almost every year, flooding seems to have increased in frequency and magnitude which is highly non-linear and complicated phenomena. The purpose of this study is to forecast runoff on Sungai Kolok at X.119A gauge station (Sungai Kolok district, Narathiwat province) for 3 days in advance by using Artificial Neural Networks model (ANNs). 3 daily rainfall stations and 2 daily runoff station have been measured by Royal Irrigation Department and Meteorological Department during flood period 2000-2014 were used as input data. In order to check an accuracy of forecasting, forecasted runoff were compared with observed data by pursuing Coefficient of determination ($R^2$). The result of the first day gets the highest accuracy and then decreased in day 2 and day 3, consequently. $R^2$values for first day, second day and third day of runoff forecasting is 0.71, 0.62 and 0.49 respectively. The results confirmed that the ANNs model can be used when the range of collected dataset is short and real-time operated. In conclusion, the ANNs model is suitable to runoff forecasting during flood incident of Sungai Kolok river because it is straightforward model and require with only a few parameters for simulation.

  • Recently, the population growth, industrial and agricultural development are rapidly undergoing in the Lower Rio Grande Valley (LRGV) in Texas. The Lower Rio Grande Valley (LRGV) composed of the 4 counties and three of them are interesting for Non-point and point source pollutant modeling: Starr, Cameron, and Hidalgo. Especially, the LRGV is an intensively irrigation region, and Texas A&M University Agriculture Program and the New Mexico State University College of Agriculture applied irrigation district program, projects in GIS and Hydrology based agricultural water management systems and assessment of prioritized protecting stream network, water quality and rehabilitation based on water saving potential in Rio Grande River. In the LRGV region, where point and non-point sources of pollution may be a big concern, because increasing fertilizers and pesticides use and population cause. This project objective seeks to determine the accumulation of non-point and point source and discuss the main impacts of agriculture and environmental concern with water quality related to pesticides, fertilizer, and nutrients within LRGV region. The GIS technique is widely used and developed for the assessment of non-point source pollution in LRGV region. This project shows the losses in $kg/km^2/yr$ of BOD (Biological Oxygen Demand), TN (total Nitrogen) and TP (total phosphorus) in the runoff from the surface of LRGV. Especially, farmers in Cameron County consume a lot of fertilizer and pesticide to improve crop yield net profit. Then, this region can be created as larger nonpoint source area for nutrients and the intensity of runoff by excess irrigation water. And many sediment and used irrigation water with including high nutrients can be discharged into Rio Grade River.

  • The extreme 2017 spring drought affected a large portion of South Korea in the Southern Gyeonggi-do and Chungcheongnam-do districts. This drought event was one of the climatologically driest spring seasons over the 1961-2016 period of record. It was characterized by exceptionally low reservoir water levels, with the average water level being 36% lower over most of western South Korea. In this study, we consider drought response methods to alleviate the shortage of agricultural water in times of drought. It could be to store water from a stream into a reservoir. There is a cyclical method for reusing water supplied from a reservoir into streams through drainage. We intended to present a decision-making plan for water supply based on the calculation of the quantity of water supply and leakage. We compared the rainfall-runoff equation with the TANK model, which is a long-term run-off model. Estimations of reservoir inflow during non-irrigation seasons applied to the Madun, Daesa, and Pungjeon reservoirs. We applied the run-off flow to the last 30 years of rainfall data to estimate reservoir storage. We calculated the available water in the river during the non-irrigation season. The daily average inflow from 2003 to 2018 was calculated from October to April. Simulation results show that an average of 67,000 tons of water is obtained during the non-irrigation season. The report shows that about 53,000 tons of water are available except during the winter season from December to February. The Madun Reservoir began in early October with a 10 percent storage rate. In the starting ratio, a simulated rate of 4 K, 6 K, and 8 K tons is predicted to be 44%, 50%, and 60%. We can estimate the amount of water needed and the timing of water pump operations during the non-irrigation season that focuses on fresh water reservoirs and improve decision making for efficient water supplies.

  • The change of rainfall pattern and hydrologic factors due to climate change increases the occurrence probability of agricultural reservoir water shortage. Water supply assessment of reservoir is usually performed current reservoir level compared to historical water levels or the simulation of reservoir operation based on the water budget analysis. Since each reservoir has the native property for watershed, irrigation district and irrigation water requirement, it is necessary to improve the assessment methods of agricultural reservoir water capability about water resources system. This study proposed a practical methods that water supply vulnerability assessment for an agricultural reservoir based on a concept of probabilistic reliability. The vulnerability assessment of water supply is calculated from probability distribution of water demand condition and water supply condition that influences on water resources management and reservoir operations. The water supply vulnerability indices are estimated to evaluate the performance of water supply on agricultural reservoir system, and thus it is recommended a more objective method to evaluate water supply reliability.

  • A study was carried out to investigate the water balance and losses of nutrients at a paddy plot located at the southern Korea. The observed amount of precipitation, irrigation, runoff, evapotranspiration and percolation for the experimental paddy plot during cropping period were 1,030, 566, 701, 551. and 310 mm for 1999 and 1.214, 413, 710, 682, and 234 mm for 2000 year, respectively. The measured input quantities of N and P into the paddy field during cropping period were 122 to 140 kg N $ha^-1$ and 29 to 30 kg $P_2O_5$ kg $ha^-1$ by chemical fertilizer, 20 to 28 kg N $ha^-1$ and 0.35 to 0.36 kg P $ha^-1$ by precipitation, and 26 to 35 kg N $ha^-1$ and 0.57 to 0.72 kg P$ha^-1$ by irrigation water. respectively. The output amounts of N and P from paddy field were measured as follows. They were 48 to 52 kg N $ha^-1$ and 1.1 to 1.6 kg P $ha^-1$by runoff water, and 9 to 12 kg N $ha^-1$ and 0.04 to 0.05 kg $ha^-1$ by percolation water. When the runoff losses of nutrients were compared to applied chemical fertilizer. it was found that 34.3 % to 42.6 % of nitrogen lost via runoff while runoff losses of phosphorus account for 3.8 % to 5.3 % of the total applied amount. When the ratio was calculated between nutrients losses by percolation water and the applied of chemical fertilizer, two year results showed 6.4 % to 9.8 % for the nitrogen and 0.1% to 0.2% phosphorus, respectively.

  • This study established a water supply network based on the operation case of Mandae Reservoir in Yanggu-gun, Gangwon-do, to analyze the efficient distribution and management of agricultural water supplied from the reservoir to irrigation areas using the hydraulic analysis model SWMM. In order to construct a model to analyze the water canal network, network conditions needs to be simplified, and in particular, excessive detail or simplification of the irrigation area can lead to errors in the analysis results. Therefore, the effect of the water canal network model was analyzed by simulating the appropriate simplification process step by step. The results of simplifying the actual block shape of the analysis target area using SWMM showed that there was no significant difference in the results even if 7 lots were simplified to 2. Also, it was found that the construction and analysis of a simplified network model were reliable when the excess quantity was 2% or more compared to the required quantity for each case of analysis of the paddy field.

  • This study tries to examine the characteristics of the ancient Dujiangyan Irrigation System and geographical conditions in the western part of Sichuan Basin in China. The Dujiangyan System constructed in the third century B.C is located at the mouth of gorge of the River Mi. This spot shows that its altitude above sea level is higher than that of the three other rivers in this district. Also, this river reaches the maximum discharge. These facts reveal the spot has the great potentiality as an ideal location for man-made channels. Li Bing realized the "three magical projects": Yuzui and Jinggang Dyke(a water dividing dyke), Baopingkou(a water inlet), and Feishayan(a spillway). The dyke divided the River Min into two parts. The inner river is connected to the Baopingkou. And the Feishayan discharges flood and silt from the inner river to the outer. These projects have composed a scientific irrigation and drainage network. Finally, in the Chengdu Plain were digged a dozen channels for irrigation. Some of them are connected eastward to the River Bu. Since then the Dujiangyan System has been bring great benefits to agricultural production. This resulted in the population increase and establishment of new counties which have made the plain a "Land of Abundance".
