The study was carried out to investigate the water balance and losses of nutrients from paddy fields during cropping period. The size of paddy fields was 95 ha and the fields were irrigated from a pumping station. The runoff loading was the highest in June because of the high concentrations of nutrients due to applied fertilizer. When the runoff losses of nutrients were compared to applied chemical fertilizer, it was found that 39.1 % to 42.5 % of nitrogen lost via runoff while runoff losses of phosphorus account for 6.3 % to 8.0 % of the total applied amount during cropping period. When the ratio was calculated between nutrients losses by infiltration and the applied of chemical fertilizer, two year results showed 9.1 % to 10.7 % for nitrogen and 0.2 % for phosphorus, respectively.

Irrigation water has been mainly used for paddy rice. Irrigated paddy land tends to be recently converted to land for green house, farm house, and rural-industrial complex. Consequently, demand of water for crops, domestic & industrial, rural recreations, small-scaled hydropower, livestocks, and environment in the rural area, so called rural water, is rapidly increasing. In order to supply rural water, water in the existing irrigation reservoir could be enlarged by repairment of irrigation canal and reinforcement of irrigation reservoir, and be saved by the operation rule curve, utilization of dead water, and balanced storage management.

This study aimed to develop an agricultural drought assessment methodology for irrigated paddy field districts from a single reservoir. Agricultural drought was defined as the reservoir storage shortage state that cannot satisfy water requirement from the paddy fields. The suggested model, SRADEMP (a Single Reservoir Agricultural Drought Evaluation Model for Paddy), was composed of 4 submodels: PWBM (Paddy Water Balance Model), RWBM (Reservoir Water Balance Model), FA (Frequency and probability Analysis model), and DCI (Drought Classification and Indexing model). Two indices, PDF (Paddy Drought Frequency) and PDI (Paddy Drought Index) were also introduced to classify agricultural drought severity Both values were divided into 4 steps, i.e. normal, moderate drought, severe drought, and extreme drought. Each step of PDI was ranged from +4.2 to -1.39, from -1.39 to -3.33, from -3.33 to -4.0 and less than -4.0, respectively. SRADEMP was applied to Jangheung reservoir irrigation district, and the results showed good relationships between simulated results and the observed data including historical drought records showing that SRADEMP explains better the drought conditions in irrigated paddy districts than PDSI.
Water shortages are expected to be a major impact of climate change. This study examined the growth of Chinese cabbage seedling using reclaimed wastewater and waste nutrient solution as alternative irrigation resources. Generally, the concentration of nutrients, such as $K^+$, $NH_4^+$, $Mg^{2+}$, $Ca^{2+}$, $Cl^-$,$NO_3^-$, $PO_4^-$ and $SO_4^{2-}$, in waste nutrient solution was higher than that in wastewater. However, Chinese cabbage seedling irrigated with wastewater was supplied a higher concentration of $Na^+$ and $Cl^-$ than waste nutrient solution. The growth of Chinese cabbage seedling irrigated with waste nutrient solution was similar or higher than those irrigated with groundwater as control, while the growth of those irrigated with wastewater was similar to those irrigated with groundwater. The total nitrogen uptake in Chinese cabbage seedling irrigated with groundwater, waste nutrient solution from organic and inorganic hydroponic cultures, and wastewater was 5.47, 10.02, 5.20, and 4.59 mg/plant, respectively. The nitrogen uptake of Chinese cabbage seedling irrigated with waste nutrient solution from organic hydroponic substrates in a 50% lower dose than recommended was 8.34 mg/plant, which is higher than that of the cabbage irrigated with groundwater. Overall, the results suggest that waste nutrient solution and wastewater can be used as alternate water resources, and can allow a reduction in the amount of fertilizer needed to raise Chinese cabbage seedling.

Agricultural water demand is considered as the major sector of water withdrawal due to irrigation. The majority part of the global agricultural field depends on various irrigation techniques. Therefore, a timely and sufficient supply of water is the most important requirement for agriculture. Irrigation is implemented in different ways in various land surface models, it can be modeled empirically based on observed irrigation rates or by calculating water supply and demand. Certain models can also calculate the irrigation demand as per the soil water deficit. In these implementations, irrigation is typically applied uniformly over the irrigated land regardless of crop types or irrigation techniques. Whereas, the latest version of Community Land Model (CLM) in the Community Terrestrial Systems Model (CTSM) uses a global distribution map of irrigation with 64 crop functional types (CFTs) to simulate the irrigation water demand. It can estimate irrigation water withdrawal from different sources and the amount or the areas irrigated with different irrigation techniques. Hence, we set up the model for the simulation period of 16 years from 2000 to 2015 to analyze the global irrigation demand at a spatial resolution of 1.9° × 2.5°. The simulated irrigation water demand is evaluated with the available observation data from FAO AQUASTAT database at the country scale. With the evaluated model, this study aims to suggest new sustainable scenarios for the ratios of irrigation water withdrawal, high depending on the withdrawal sources e.g. surface water and groundwater. With such scenarios, the CFT maps are considered as the determining factor for selecting the areas where the crop pattern can be altered for a sustainable irrigation water management depending on the available withdrawal sources. Overall, our study demonstrate that the scenarios for the future sustainable water resources management in terms of irrigation water withdrawal from the both the surface water and groundwater sources may overcome the excessive stress on exploiting the groundwater in major river basins globally.
This study is aimed at identifying the national economic value of the irrigation facilities by reviewing the existing papers on economic values of the irrigation facilities and presenting current status of dual O & M problems of the irrigation facilities. This study suggested the unified O & M system rather than continuing the existing dual O & M system of irrigation facilities based on the surveyed results of the activities of irrigation fraternities in Chungnam Province. The findings and proposals for the successful unified and mono O & M system of the irrigation facilities are as follows: (1) Total number of irrigation facilities in the nation accounts for 67,582, while the total length of irrigation and drainage canals amounted to about 174,259km. On account of the total length of structural canals was estimated at 31%, much losses of water and much O & M costs have been inevitable for the full irrigation rice culture. In spite of the past heavy investment for irrigation facilities, the ratio of rain-fed and partially irrigated paddy fields accounts for 23% in 2003. Both Korea Agricultural and Rural Infrastructure Corporation (KARICO) and the city and Gun Governments have managed the irrigation facilities separately by irrigation fraternities. The KARICO have commanded 59% of irrigation paddy area with 18% of the total irrigation facilities, while the city and Gun governments covered 41% of irrigation paddy area with 82% of the existing number of irrigation facilities representing small and medium scale. (2) The 1999 demand prices of irrigation water per ton expressed in 2000 constant market price was estimated at 388 won, the supply price was amounted to 184 won per ton. Considering the supply and demand curve of the irrigation water, the existing irrigation facilities could not satisfy the demand of irrigation water. (3) In 1999, total present added value of the irrigation facilities during the economic life accounted for 48 trillion won, while total supply cost was 44.7 trillion won. The marginal benefit and cost ratio of irrigation water was 1.08. (4) The total O & M cost per year amounting to 681.1 billion won have been required to maintain and repair the existing irrigation facilities in Korea. For the successful unified O & M of irrigation facilities covering whole irrigated paddy field in Korea, 950 billion won of O & M costs are required to keep up the marginal benefit of irrigation water as 2,800 billion won per year. The total O & M cost as 950 billion won should be allocated 40%, 380 billion won for O & M costs of irrigation facilities and 60%, 570 billion won for improvement of irrigation facilities. (5) The study investigated and reviewed the present O & M status of the irrigation facilities by small and medium irrigation fraternities. Most of the farmers belong to the irrigation fraternities preferred not only unified O & M but also KARICO take-over of the whole O & M activities of the irrigation facilities. The prevailing O & M cost per 10a expended by the Corporation was amounted to 104,890 won, while that of city and Gun governments was only amounted to 4,600 won per 10a. regarding the small amount of O & M cost expended by city and Gun governments, it is evident that the existing irrigation system have been managed ineffectively and deteriorated the facilities comparing that of KARICO. In conclusion, the Government could not satisfied the demand of irrigation water by suppling water with existing irrigation facilities. Therefore new additional investment and financial support for irrigation water development should be made to convert rain-fed and partially irrigated paddy fields into fully irrigated ones. The operation and maintenance cost should be supported to keep the marginal values of rice production of existing irrigation facilities in the national economy and to modernize the obsolete irrigation facilities. By unifying the existing dual O & M systems, all the farmers belong to the irrigated paddy fields have to be equally benefited and could be increased their farm income and be stabilized their rural lives.

The objectives of this study were to develop a hydrologic simulation model to estimate surface drainage for irrigation districts consisting of paddy and protected cultivation, and to evaluate the applicability of the developed model. The model consists of three sub-models; agricultural supply, paddy block drainage, and protected cultivation runoff. The model simulates daily total drainage as the sum of paddy field drainage, irrigation canal drainage, and protected cultivation runoff at the outlets of the irrigation districts. The agricultural supply sub-model was formulated considering crop water requirement for growing seasons and agricultural water management loss. Agricultural supply was calculated for use as input data for the paddy block sub-model. The paddy block drainage sub-model simulates paddy field drainage based on water balance, and irrigation canal drainage as a fraction of agricultural supply. Protected cultivation runoff is calculated based on NRCS (Natural Resources Conservation Service) curve number method. The Idong reservoir irrigation district was selected for surface drainage monitoring and model verification. The parameters of model were calibrated using a trial and error technique, and validated with the measured data from the study site. The model can be a useful tool to estimate surface drainage for irrigated districts consisting of paddy and protected cultivation.

This study of the subject will review past and present irrigation development in Korea. Particular attention will be given to water pricing structure and a case study on the purpose of rational operation and management of irrigation water and organizations, and the optimum irrigation water and organizations, and the optimum irrigation water fee inorder to reduce farmers burden and to rationalize the farmland associations management so as to achieve development of the rural environment. In 1971, the reservoir of the Farmland Improvement A sociation (FIA) produced only 775 millison $m^3$ of irrigation water or 77% of planned capacity of 1,015 million $m^3$. It was caused by inefficient maintenance of irrigation facilities; for instance, about 21% of reservoirs, pumping stations and weirs in Korea have been silted by soil erosion which hinder to water production according to an ADC survey. The first Irritation Association was established in 1906, whcih was renamed the Farmland Assoeiation by the Rural Development Enouragement Law in 1970. By the end of 1971, 411,000 ha of rice paddies were under the control of 267 associations nationwide. The average water price assessed by Associations nationwide rose from 790 won per 0.1 ha. in 1966 to 1,886 won in 1971. The annual growth rate was 20%. The highest water price in 1971 was 4,773 won her 0.1 ha. and the lowest was 437 won. This range was caused by differences in debt burden, geographic conditions and management efficiency among the Associations. In 1971, the number of Associations which exceeded the average water price of 1,886 won per 0.1 ha. was 144, or 55.1% of all Association. In determination of water price, there are two principles; one is determined by production cost such as installation cost of irrigation facilities, maintenance cost, management cost and depreciation ect. For instance, the Yong San River Development project was required 33.7 billion won for total construction and maintenance cost is 3.1 billion won for repayment, maintenance and management cost per year. The project produces 590 million $m^3$ of irrigation water annually. Accordingly, the water price per $m^3$ is 5.25 won. The other principle is determined by water value in the crop products and in compared with production of irrigated paddy and non-irrigated paddy. By using this method, water value in compared with paddy rice vs. upland rice(Average of 1967-1971) was 14.15 won per $m^3$ and irrigated paddy vs. non-irrigated paddy was 2.98 won per $m^3$. In contrast the irrigation fee in average association of 1967-1971 was 1.54 won per $m^3$. Accordingly, the current national average irrigation fee(water price) is resonable compared with its water value. In this study, it is found that the ceiling of water price in terms of water value is 2.98 won per $m^3$ or 2,530 won per 0.1 ha. However, in 1971 55% of the associations were above the average of nationwide irrigation fees. which shows the need for rationalization of the Association's management. In connection with rationalization of the Association's management, this study recommends the following matters. (1) Irrigation fee must be assessed according to the amount of water consumption taking intoaccount the farmer's ability. (2) Irrigation fee should be graded according to behefits and crop patterns. (3) Training personnel in the operation and procedures of water management to save O&M costs. (4) Insolvent farmland association should be integrated into larger, sound associations in the same GUN in order to reduce farmers' water cost. (5) The maintenance and repair of existing irrigation facilities is as important as expansion of facilities. (6) Establishment of a new Union of Farmland Association is required to promoted proper maintenance and to protect the huge investment in irrigation facilities by means of technical supervision and guidance.

More stable and higher yields in rice paddy depend mainly upon an adequately balanced supply of water for higher yield. Rice paddy is supplied naturally by rainfall but inevitably requires artificial supplenental irrigation for higher yields. Even though it may be true that the water requirement of rice plants is generally higher than those of other crops, the submerged condition is not necessarily required for rice. The moisture requirements of rice vary according to its growing stages and it is possible to increse the irrigation efficiency by means of lessening the loss due to percolation and evapolation in the field. This experiment was conducted on the effect of the various amount of water supply and different irrigation periods for yield and yield components, and was carried out to find out the most suitable irrigation method and to increase the irrigation efficiency for higher yields in rice paddy. Randomized block design with 3 replications was employed where the 3 levels of the amount of irrigation water; (120% moisture contents), unirrigated (90~100%) and more un irrigated candition (80~90% moisture content), and levels of the various irrigation periods; usual, initial, intermediate and final periods, being treated. The results obtained in this experiment are as follows: 1. As for the physical and chemical and soil properfies, and other characteristics, there are no differences among the treatments enough to be effective for the growth of rice plants. 2. Culm length was measured after harvest as shown in table 2. 3. Difference of the amount of irrigation water did not change the culm length and ear length, however it also indicated more apparent increase in final treatment plots thatn that of usual. 3. No difference in the number of ears and number of ears pers per hill was founded treatments both in the difference of water supply and in the various irrigation periods. 4. There is no difference in the maturing rate and 1000 grains weight. 5. The number of panicles and grains and more increased in 80~100% moisture contents soil than those of 120%. and it shows in un irrigated plots, more irrigated plots and control plots in turn. Other wise according to the period\ulcorner of irrigation the trend is appeared in turn initial, usual, final and intermediate treatments.6. Yield as shown in table 7. 8 was more increased in unirrigated plots(90~IOO% moisture content) than the control plots (120% moisture content) by up to 8.2% and also 3. 2% in more unirrigated plots than that of control by periods is shown: usual plots final, initial, inter mediate treatment plots in turn. 7. The above resutts lead to the conclusion that no remarkable, differences in yields and soil properties are made by the unirrigation. However, it is apparent that this treatment has .some advantages in the points that one could spare the amount of water supply for irrigation with more increase in yield. In addition, a higher temperature and a brisk oxygen supply would be possible throug h this treatments. Accordingly, these treatment would be a more reasonable and economical cultivation method of rice for the better harvest.

The objectives of this study were to monitor and assess the environmental impacts of indirect wastewater reuse on water quality and soil in paddy fields. Yongin monitoring site (YI) irrigated from agricultural reservoir and Osan monitoring site (OS) irrigated with treated wastewater diluted with stream water were selected as control and treatment, respectively. Monitoring results for irrigation water quality showed a significant statistical difference in salinity, exchangeable cation and nutrients. Pond water quality showed a similar tendency with irrigation water except for the decreased difference in nutrients due to the fertilization impact. Soil chemical properties mainly influenced by fertilization activity such as T-N, T-P, and $P_2O_5$ were changed similarly in soil profiles of both monitoring sites, while the properties, EC, Ca, Mg, and Na, mainly effected by irrigation water quality showed a considerable change with time and soil depth in treatment plots. Heavy metal contents in paddy soil of both control and treatment did not exceed the soil contamination warning standards. This study could contribute to suggest the irrigation water quality standards and proper agricultural practices including fertilization for indirect wastewater reuse, although long-term monitoring is needed to get more scientific results.

- 2년 이상 서비스를 이용한 적이 없는 경우
- 기타 정상적인 서비스 운영에 방해가 될 경우
② 상기 이용제한 규정에 따라 서비스를 이용하는 회원에게 서비스 이용에 대하여 별도 공지 없이 서비스 이용의
일시정지, 이용계약 해지 할 수 있습니다.
제 17 조 (전자우편주소 수집 금지)
회원은 전자우편주소 추출기 등을 이용하여 전자우편주소를 수집 또는 제3자에게 제공할 수 없습니다.
제 6 장 손해배상 및 기타사항
제 18 조 (손해배상)
당 사이트는 무료로 제공되는 서비스와 관련하여 회원에게 어떠한 손해가 발생하더라도 당 사이트가 고의 또는 과실로 인한 손해발생을 제외하고는 이에 대하여 책임을 부담하지 아니합니다.
제 19 조 (관할 법원)
서비스 이용으로 발생한 분쟁에 대해 소송이 제기되는 경우 민사 소송법상의 관할 법원에 제기합니다.

1. (시행일) 이 약관은 2016년 9월 5일부터 적용되며, 종전 약관은 본 약관으로 대체되며, 개정된 약관의 적용일 이전 가입자도 개정된 약관의 적용을 받습니다.
