본 논문에서는 첫째, 항만투자와 관련된 기존연구검토, 선진국의 항만관리 및 투자평가 제도를 소개하였으며, 둘째, 설문지조사법을 통해서 국내항만관련전문가들이 생각하는 항만투자평가모형을 파악하여 제시하였다. 셋째, 슬랙에 근거하여 새로운 다년도 패널컨제스쳔모형을 개발하는 한편 그러한 모형에 따라서 국내항만들에 대한 투자(1994-2004년)가 과연 효율성 증진에 기여를 하였는지 여부를 파악하는 실증분석을 하고 해석하였다. 실증분석결과를 요약해 보면 다음과 같다. 첫째, 3개 모형 모두에서 컨제스쳔이 발생한 항만(군산, 부산), 2개 이상의 모형에서 컨제스쳔이 발생한 항만(평택, 목포, 여수, 제주)들로 나타났다. 둘째, 항만투자를 통해서 효율성이 크게 증가된 항만들은 마산, 인천, 동해, 삼척항이었다. 또한 비교적 큰 증가를 이룬 항만들은 묵호, 제주, 삼척항이었다. 위와 같은 실증분석 결과는 다음과 같은 정책적인 함의를 갖고 있다. 즉, 향후 국토해양부는 그동안 시행해 왔던 항만에 대한 투자정책을 좀더 과학적으로 계량화하여 투자의 효율성을 높여야만 한다. 그러기 위해서 반드시 고려해야만 하는 사항은 개별항만들에 대한 그 동안의 항만투자효과를 측정해야만 하고, 이때 투자의 비효율성(컨제스쳔)이 어떤 항만에서 많이 발생하고 있는지를 본 논문에서 사용하고 있는 슬랙에 근거한 다년도 패널컨제스쳔 측정방법을 통해서 반드시 밝혀내야만 한다. 또한 각 항만의 투입 및 산출요소들을 현장조사를 통해서 면밀하게 분석하고 그러한 결과와 본 분석의 결과를 함께 고려하여 현실적이고 합리적인 항만투자규모를 결정해야만 한다.

The presented research is devoted to determining the role of the mechanism of attracting investment resources in innovative development in the conditions of transformation using the process approach. It is proved that the process approach is dominant for this study because investments are considered as a process of investing in innovative development in the enterprise in the context of digitalization, and its application allows to take into account the impact on the mechanism of attracting investment resources. related to the mechanism of attracting investment resources of the enterprise. It is substantiated that the mechanism of attracting investment resources for innovative development in the context of digitalization is a specific way of organizing, mobilizing and using investment resources for innovative development of the enterprise in the context of digitalization under the influence of economic development laws, government regulation. The effectiveness of attracting investment resources in innovative development is ensured by the mechanism that exists in the enterprise. The mechanism of attraction of investment resources in innovative development in the conditions of digitalization gives the chance to define an optimum ratio between sources and volume of attraction of investments in innovation sphere.

This study empirically tested a research model and hypothesis extracted and based on IT governance and knowledge sharing theories. In this study we targeted CIO and IS managers to find the effects of the degree of knowledge sharing between CEO and CIO regarding five areas of IT governance decision-making: IT principles, IT architecture, IT infrastructure, business application needs, and IT investment and prioritization, on IT and business alignment. Additionally we studied the effects of business alignment on the effectiveness of information systems. Results showed that the degree of knowledge sharing in CEO and CIO on IT principles, IT infrastructure, IT investment and prioritization had a positive influence on IT and business alignment, ultimately showing a positive influence on the effectiveness of information systems. This research has shown that fording the preferable relationship between IT and business affected by performing high quality decision making based on knowledge sharing and consequently it also is a basis to provide a positive influence to the effectiveness of the information system.

이 연구에서는 기업 전자교육프로그램(e-learning program)의 효과성 평가를 위한 일종의 투자수익률 분석방법을 제안한다. 일반적으로 전자교육프로그램의 투자수익률 분석을 위한 정확한 비용과 수익 산출은 복잡한 과정이기 때문에 이를 분석하는 것은 용이한 일이 아니다. 이 때문에 지금까지 기업 전자교육프로그램의 투자수익률 분석에 대한 연구는 쉽게 찾아볼 수가 없다. 그러나 투자 대비 수익을 중시하는 기업 환경에서 교육투자수익률 분석은 교육훈련프로그램의 효과성을 검증하고 투자여부를 결정하는데 있어 매우 중요한 근거가 된다. 따라서 이 연구는 특정 회사의 전자교육프로그램의 투자수익률 분석을 시도함으로써 기업 전자교육프로그램의 투자대비 수익률을 규명하고자 하는 데에 구체적인 방안을 제공하고 다양한 기업 교육훈련프로그램의 투자수익률 분석을 위해 시사점을 제시하는 데 목적이 있다.

This study was conducted to analyze the cost effectiveness in line with total phosphorus standard enforcement of public sewage treatment facilities. The additional cost for the total phosphorus removal process was calculated to analyze the cost effectiveness of the advanced water purification process. The analysis results showed that the T-P removal by coagulation sedimentation was more efficient than the advanced water purification facilities in terms of facilities investment cost, and if the coagulation filteration was used for T-P removal, the activated carbon process among the advanced water purification techniques was more efficient in terms of facilities investment cost. In this study, the effects of the T-P removal process that will be additionally introduced according to the tightening of the effluent T-P standard were analyzed within a limit. The actual benefits of improved T-P concentration in the water source will provide diverse values, including the leisure water, environment improvement water, eco-system in the water source and industrial water, in addition to the advanced water purification.

With the constant growth of R&D investment, it has been increasingly necessary to evaluate the effectiveness of R&D performance and there is a high emphasis on ensuring the accountability and effectiveness of R&D programs. The evaluation of performance of a firm is especially necessary in times of economic downturn to justify R&D investment. However, there is a marked shortage of clear guidelines as to where and how particular metrics are used to measure the output and outcome of R&D activity in firms. Many firms have difficulties in selecting appropriate indicators for their R&D and financial performances. To fill this gap, this article discusses and presents the findings from the literature in such a way that they become useful for researchers or managers who are in charge of measuring the R&D and business performances arising from innovation activities. Finally, based on the findings about metrics of R&D performance, this article proposes the hypothetical framework to investigate the relationship between technology forecasting, strategic technology planning, and business performance. The framework of this article will assist policy makers, universities, research institutes/national laboratories, and companies to enhance their decision making process in technology development.

With the shift of the electric power industry from a regulated monopoly structure to a competitive market environment, the focus of the transmission expansion planning has been moving from reliability-driven transmission expansion to market-based transmission expansion. In market-based transmission expansion, however, a growing demand for electricity, an increasing number of transmission bottlenecks, and the falling levels of transmission investment have created the need for an incentive to motivate investors. The expectation of profit serves as a motivational factor for market participants to invest in transmission expansion in a competitive market. To promote investment in transmission expansion, there is an increasing need for a systematic method to examine transmission expansion for investment incentives from multiple perspectives. In this paper, the transmission expansion problem in a competitive market environment is formulated from ISO and investors' perspectives. The proposed method uses parametric analysis to analyze benefits for investors to identify the most profitable location and amount for transmission addition. Numerical results are presented to demonstrate the effectiveness of the proposed method.

비용편익분석은 어떤 사업으로 인하여 자연배분의 변화가 생길 때 그에 따른 경제적 편익을 측정하게 되며 사업을 시행하여 생기는 편익과 비용을 비교하여 경제성을 평가하고 대안 중에서 우선순위를 결정할 때 유용하다. 따라서, 본 논문은 자본에 관한 투자기준을 마련하기 위해서 분석용 모델인 "비용편익분석"을 활용 하여 제조기업의 어떤 사업계획에 의하여 생겨나는 자본요소가 어떻게 투자되어야 생산비용을 최소화 할 수 있는지를 자본투자에서 가장 핵심적인 생산설비투자와 기술개발투자에 대한 비용편익분석을 통하여 그 방법론을 제시함으로써, 자본투자에 있어서 "비용효과분석"의 활용성을 확인하고자 한다.

Results of Investment mean not results of procedure but the final goal of an organization. That is to say, results focus on success or failure of investment. So, cost effectiveness means financial cost that is affected in order to attain the output of organizational goal. Many enterprises are investing in developing and redeveloping various projects of information systems. But, it is not generally considered to check values with monitoring and evaluating their projects. We propose a new value model for information systems investment.

RFID system the key technology of ubiquitous era, has been emphasized in logistics. Logistic enterprises are required to apply RFID systems considering their investment costs, actual effectiveness, operational satisfaction and so on. For such a purpose, many applicable methods of RFID system have been developed A method that RFID tags are directly attached to products or pallets is utilized in most cases. However, this method requires expensive investment cost, frequent replacement of damaged tags for the small and medium (SM) third party logistics. In this paper, we analyze statistically the current status and requirements of SM third party logistics. Based on their requirements, we propose the realtime warehousing-delivery management by the method to attach a RFID tag to each warehouse rack, together with the economy analysis index in order to evaluate economical efficiency. Consequently, this method is expected to reduce Investment cost and to improve operational effectiveness and satisfaction.
