This article analyzes issues regarding the economic development of the arctic area with the aim of finding ways to help solve the problems and to support sustainable economic development of the arctic area. Some proposals are introduced for establishing a sound legal infrastructure of the Korea-Russia economic development of the arctic area. As Russia develops the Arctic area and the route through the Arctic area, Korea will gain the possibility of transportation efficiency, vitalization of international transaction, and finding new markets. Resource development in the North Pole is ongoing, with matching international transaction and economic benefits. To reflect the Korea-Russia interests and to sustain the effect, the legal infrastructure is inevitable. For example, it would be reinforced by pushing forward the Korea-Russia FTA. The legal infrastructure for economic cooperation of Korea and Russia has to reflect that 'the development of the Arctic area and making the route through the Arctic area' should increase the sustainability and vitality of international transaction. The legal infrastructure for economic benefits can also help mitigating non-economic arguments of international community such as the security risk in the Korean-peninsula and around the world.

Owing to the digital revolution, Internet Commerce and Electronic Commerce is having a profound influence on the global trade and internal commerce, revolutionizing the way of doing business. e-Trade have adopted in order to the reshape of the International Trade enterprise's competitiveness, and it is now being utilized as a major export marketing instrument to develop new customers, save export transaction costs ad facilitate new work processes. The purpose of this study is to provide a program for activation in e-Trade of the International Trade enterprise in Kangwon Do. However, at present, the environment of e-trade Infrastructure in Kangwon Do is very poor. Therefore, this study points out the problems of e-trade of the International Trade enterprise in Kangwon Do and provides many considerations for a program for activation of e-Trade.

As information technology has a great impacts on contemporary business environment, global electronic trade is becoming a new paradigm in international trade transaction. The internet provides a fundamentally different environment for international marketing and trade, it also requires a different approach to international business. Now it is unrealistic to apply the same marketing strategies under global environment without making some modifications to be appropriate to the electronic edge. This paper attempts to investigate what kinds of factors influence the level of electronic trade utilization and performance, and suggests some strategies for usage of electronic trade for small-medium enterprises in Korea. According to the results of this research, the usage of electronic trade by small-medium enterprises is fundamentally important for the diffusion of electronic trade. Therefore it is suggested that the government needs to support small-medium enterprises by financing them to have system for electronic trade.

본 연구에서는 EU 집행위원회가 취한 반덤핑 규제와 특징을 분석하고, EU의 대 한국산 제품에 대한 반덤핑 규제에 영향을 미치는 EU의 GDP 성장률, 실업률, 무역수지, EU 한국간 무역수지, 수입침투도 등과의 관계를 실증 분석함으로써 EU의 반덤핑 조치결정과 EU의 거시 경제변수들 간의 관계를 확인하고자 하였다. 2004년~2012년까지 분기자료를 기반으로 실증분석 결과 EU의 거시경제 변수 중에서 GDP 증가율, 무역수지, EU 한국 무역수지 부분은 EU 반덤핑 영향에 유의한 결과를 가져오며, 다만 EU 실업율, 수입침투도 부분에서는 EU 반덤핑 규제 영향력에 대한 유의성이 없음을 확인하였다. 이러한 결과를 바탕으로 한국기업이나 정부는 EU의 반덤핑 규제에 대한 피소가능성이 높은 EU 경제상황을 예의 주시하면서 적절한 대응책을 마련해야 할 것이다.

무역거래에 있어 화환신용장은 수입업자에 대한 신용도와 구매대금 지급의 보장기능으로 가장 많이 사용되는 결제수단이었다. 그러나 실무에서 절차상의 복잡성, 수익자가 개설은행에 대금지급을 청구하기 위해서는 신용장에 지정된 서류를 반드시 구비해야 하는데 요구되는 필수서류와 부가서류들의 준비과정과 비용 및 신용장 요구조건과의 일치에 상당한 복잡성이 존재해왔다. 이로 인해 대금결제과정의 시간적 비용적인 측면이 문제점으로 제기되어 왔다. 이러한 기존의 무역거래 절차상 지연 등에서 오는 문제점 등을 거래비용측면에서 전자신용장을 활용함으로써 개선하고자 하는 인식이 요구되는 것이다. 본 연구는 거래비용측면에서 발생할 수 있는 시간적 비용적인 측면을 극복할 수 있는 방안으로서 전자신용장을 활용하는 전략을 제시하는데 있다. 이를 위하여 기존 신용장과 전자신용장의 문제점 파악과 거래비용측면에서의 활용전략을 제시하고자 한다.

Dispute plays a key role in maintaining the desirable performance of trade transaction. In an effort to stay competitive in a global marketplace, the Korean companies need to become more aware of alternatives to costly and time-consuming litigation. Korean companies, therefore, should be more concerned with ADR(Alternative Dispute Resolution) system and should utilize ADR to settle their disputes effectively and efficiently. ADR encompasses all process of dispute resolution as a substitute for the traditional litigation. Generally, three kinds of ADR are available in Korea: Negotiation, mediation, and arbitration. This article investigates reasons why ADR isn't used well in Korea and suggests ways how ADR can work best in international trade disputes. To expand ADR system in international trade disputes, it is very important for both the company and the scholar to recognize the concept and usefulness of ADR system. The Korean Commercial Arbitration Board also must help both Korean companies and scholars recognize the mechanism of dispute resolution and utilize ADR system in international trade disputes.

인터넷의 급속한 보급에 따른 전자상거래의 확산으로 국제무역거래에 적합한 새로운 전자무역결제방식이 다양하게 개발되고 있는 실정이다. 이러한 새로운 전자무역결제방식중의 하나인 TradeCard의 특징과 경제적 효용성을 살펴보고, TradeCard가 제공하는 다양한 서비스의 내용과 그 시스템 하에서 운영되는 무역거래절차를 분석한 다음, TradeCard의 활용상의 문제점을 지적하고자 한다.

본 논문은 인터넷 전자상거래를 기반으로 최근 활성화되고 있는 전자무역의 거래관행상의 영향 및 문제점을 실증분석하고 있다. 전자무역의 인터넷 전자상거래의 활용정도 및 장애요인 등을 분석하고 그에 따른 제반문제를 법제도적 측면을 비롯하여 정책적 측면 등을 중심으로 분석함으로서 전자무역의 새로운 거래관행의 확립과 법제도적 개선책의 모색을 통하여 전자무역거래의 활성화방안을 안전한 전자거래시스템의 확보 외에 관련 인력의 양성 및 교육훈련프로그램의 개발 등이 요구되고 있다.

The purpose of this paper is to review the major issues of trade facilitation that have been discussing in relevant international organization such as WTO, WCO, UN/ECE, and UNCTAD In recent years the term, trade facilitation, has become extremely popular and, therefore, applied to an ever-growing number of activities. Trade Facilitation encompasses the simplification, standardization, harmonization and elimination of the procedures, data requirements and administration involved in an international trade transaction. The facilitation of trade procedures is seen by all major international business as vital for economic development. Several factors are fuelling the need for trade facilitation of which two are the globalization of international trade and the rapid IT-development. Another important factor includes increased economic integration by an explosion of regional and bilateral free-trade agreement that often feature complex customs requirements. Technological progress has also introduced faster and cheaper forms of transportation and transportation management techniques, such as the increased use of e-business and JIT. The Internet is also fragmenting containers of goods that could have been custom cleared on a single entry into dozens of individual shipments that each require separate customs documents and clearance procedures. This creates a challenge for express couriers who anticipate exponential growth in small shipments by individual consumers, as compared to shipment by wholesalers or retailers. These consumers expect goods to be cleared immediately. It is no wonder that express couriers are actively promoting, and participating in the trade facilitation agenda.
