In this study, the theoretical review was carried out on the concepts regarding the continuity of operation plan and business continuity management plan, international standard ISO22301 and common required functions for disaster response, and the business continuity guideline of local governments in Japan and establishment cases were analyzed to draw matters to be reflected for establishing the business continuity plan of local governments according to the occurrence of earthquake and tsunami. In conclusion, the standard guideline of central government should be prepared for establishing the business continuity plan of local governments and the foundation to establish the plan smoothly based on such guideline should be provided. Also, the business continuity plan should be prepared based on the previous established safety management plans by reflecting the regional characteristics of local governments. And, in order to establish the business continuity plan that fits the region, proper investigations can be carried out to examine the characteristics of each organizations, resources, facilities and environments. Lastly, detailed scenario on the scale of earthquake and tsunami occurrence and damages is prepared to establish the business continuity plan of local governments and conditions for prompt countermeasures according to the scale.
The purpose of this study is to review the changes in the aviation safety management system, how that system has evolved and what forces caused these changes to take place. Also included is an examination of the development process of the aviation safety management system in view of the new institutionalism, identifying the patterns of change. Based on the results of this study, I propose policy methods to design a desirable civil aviation safety system with a view toward raising the safety standards in the Korean civil aviation community. The major analysis variables are as follows: first, aviation accidents caused by external factors and international standards as independent variables second, environmental changes and political processes affecting aviation safety management system as major mediating variables and third, the aviation safety management legal system, the aviation safety management organizations and an expert participation system as dependent variables. The institutional changes and continuance of the aviation safety management system show that when specific circumstances arise, the continuance lasts depending on the path dependency, and in a certain circumstance, when immanent changing factors reach a critical point, the system suddenly changes by a punctuated equilibrium, which are all included in this study.

With the overwhelming development of information technologies, the need for software development that can deal with diversified and complex business processes has increased dramatically. As a result, companies prefer softwares that can handle far more complex processing ability and also it should be stable as well as easier to maintain. These ambivalent requirements keep the software development organizations from assessing the quantitative abilities, so that under the support of the U.S. Department of Defense the Capability Maturity Model (CMM) and Capability Maturity Model Integration (CMMI) have been developed. The CMMI upper levels for the software development companies will be evaluated to be excellent and authenticated, which drives the companies to get and maintain high levels of maturity. In this paper, a case study for a domestic software company has been exploited how to achieve CMMI level 4 and what kind of factors have been played an effective role. These issues at the domestic and international software and maintenance program, can influence the trustworthiness and marketing effects for the global market. In this paper, the company's actual case study will give clues to find out the important factors for the development and maintenance of software companies maturity levels.
This study examines the status of major corruption in the public and private sectors in Korea. This study adopts the secondary data analysis method, and uses 'The Status of Corruption in Korean Society' released by Ipsos in March 2019. The annual difference analysis is conducted to examine the trend of major corruption, and the results are as follows. First, in the public sector, the number of conspicuous crimes, such as bribery, has decreased, but intelligent crimes that are not easily detected, such as abuse of authority, are increasing. In the private sector, embezzlement was on the decline, but breach of trust remained at a certain level. Second, from 2003 to 2017, the average annual change rate of major corruption in the public sector was 8.0%, while the private sector was 1.8%. Third, the public sector has seen a slight increase in corruption except in 2015, but the private sector has been declining since 2014. This study is different as it makes academic contributions by offering three anti-corruption measures; changing the culture of high power distance, changing the culture of low corruption perception, and abolishing the culture of impunity. Empirical studies using primary data that separate the two groups are required.
As globalization of communication is going on and as the media have become increasingly central to the world economy, media policy matters have become the province of world economic organizations like the IMF and the WTO. The WTO service negotiation is focused primarily on the discriminatory and quantitative barriers associated with the trade of audiovisual services. Domestic measures such as subsidization, content regulation including quotas, and licensing requirements and restrictions on foreign ownership and control are at issues here. These measures have been successfully implemented by countries wishing to withstand competition from the American audiovisual industry. The debate about trade in audiovisual services is permeated by the unstated assumption that these programs are pure commodities whose production, distribution, exhibition and in turn, values are solely determined by the market forces. It is therefore presumed that liberalization of trade in audiovisual services will benefit all, serving cultural pluralism and diversity as well as economic efficiency. However, this assumption is not shared by developing countries, the recipients of U.S. television material. They argue audiovisual sector requires a social and cultural approach, since it plays a key role in the preservation of people's identity and social bonds. They claim that it is the each state's right to define its media policy and to implement it through the means it considers fit. These clashing views over the nature of the audiovisual material and the ways in which protect cultural pluralism and diversity do not confine to be the realm of theoretical debate. Each state's interest and motivation to protect its local industry and to have a competitive advantage in the international market is working in this battle. Consolidation with the countries like Australia, Canada, and EU nations, in favour of cultural exemption, seems to be the best policy for us. However, we are not entirely free from the WTO pressures, considering relation to the U. S. This study analyzes Korean Broadcasting Law compared with those of other OECD countries and tries to propose some strategical guidelines facing WTO service negotiation in the area of broadcasting.
As the concern with the creation of environmental problems and regulations about them becomes internationally growing, environmental cooperations with countries concerned are emerging as the first item on the political agenda. In case of South Korea, cooperations with countries in the Asian region is needed urgently. In particular, cooperations with North Korea will be an important factor to reunify the Korean peninsula as well as to solve environmental problems in South Korea. Accordingly, it is necessary to seek feasible alternatives and possibilities of coping with international environment in South and North Korea. This study is limited to literature study based on collecting materials and the testimony of former residents in North Korea. The period of study ranges from May to December in 1992. The research findings show the following environmental problems and alternatives : It is recognized in South Korea that the creation of environmental problems is product of economic development. Currently, the Korean government makes an effort to revise environmental administration and law, to encourage environmental education, and to proceed with environmental technology policies by establishing environmental policies together with economic development plans. North Korea ascribes the cause of environmental problems to colonial exploitation by Japan and the U.S. Environmental pollutants in North Korea is relatively less than South Korea, provisions such as environmental conservation movement, environmental education, and environmental administration and law are not well organized in the country. However, North korea will speed up its economic development to solve economic crises. Therefore, it is expected that industrial wastes, corrosion of nature, and water pollution will result in serious environmental problems. The fields expected to cooperate with South and North Korea are in the following : South Korea may adopt the model of the former East and West Germany and proceed to cooperate with North Korea in public sector as well as private sector. The possible programs are such as academic exchange to conserve environment, joint research in the area of the Demilitarized Zone, conservation of ecosystems around Imjin and Pukhan Rivers, South Korea's support of advanced environmental technology and industrial and financial aid to North Korea. Conflicts between countries concerned in the North East Asian region will be caused by the responsibilities of pollutions because of the seashore development of the Yellow Sea by South Korea and increasing seashore industrial complexes around the Yellow Sea in China, Therefore, it is desirable that the two countries will participate in organizations related to environment. Joint projects between South and North Korea will be as follows : 1. Construction of long-range monitoring system : 2. Investigation of the state of pollutions around the Yellow Sea and alternatives : 3. Construction of joint monitoring system to regulate the movement of pollutants : 4. Cooperation of environmental technology and exchange of information ; and 5. Support of Cooperation of environment in private sector. Efforts to cooperate with North korea is expected to overcome differences between the two countries as well as to encourage unification of the korean peninsula, which will lead to reducing the cost of environmental recovery. These efforts will also contribute to the maintenance for peace and stability on the korean peninsula as well as in the North East Asian region.

This study derived big issues in overseas construction through big data analysis. To derive big issues in overseas construction, candidate groups of big issues were identified through big data analysis targeting 53,759 issues including 39,436 issues from major portal sites, 10,387 issues from daily newspapers, and 336 issues in construction magazines from Oct. 1, 2016 to Sep. 30, 2017. The main results are as follows: First, the main issues of overseas construction for the past one year showed that markets were concentrated in Middle East Asia and most of them were low-price order plant projects, which revealed the limitations. Although orders of overseas construction were slightly upward in the first half of 2017 compared to previous year, overseas construction orders are still unstable due to uncertainties in the international affairs and drops in oil prices. Second, the interest topics based on the 8th core keywords of overseas construction among the overseas construction issues for the past one year showed that region (29.9%), corporation environment (22.0%), profitability (17.0%), organizations (15.1%), projects (5.2%), market environment (3.6%), policy and system (3.6%), and education (3.5%) in the order of interest. Third, 10 core issues that have expandability and persistence of discourse were extracted out of 30 issue candidates with regard to eight keywords. Based on the extracted issues, detailed analysis on each of the core issues in overseas construction and correlation analysis between 10 core issues were conducted.

Due to habitat damage associated with climate change and human activities, biodiversity has decreased all over the world. In order to prevent further reduction in biodiversity, the international community has endeavored to establish a cooperative system, such as the Convention on Biological Diversity (CBD). Until now, most biodiversity strategic planning has been led by the national government. However, the National Biodiversity Strategy and Action Plan is conservative and its strategic plan is vague. Therefore, we propose a method for managing local biological resources called the Local Biodiversity Strategy and Action Plan. In order to provide the strategic plans and detailed plans for the Local Biodiversity Strategy and Action Plan, the report has examined several cases including Convention on Biological Diversity, Strategic Plan for Biodiversity 2011-2020, and the biodiversity strategies and action plans of the Republic of Korea and several other countries. As a result, the report demonstrates the survey and protection of bio-species, the designation and monitoring of conservation region, the management of the integrated eco-network, the establishment of biodiversity organizations and capacity building, the methods to promote networking and traditional knowledge, and the strategy for development in bioindustry. Consequently, the implementation of biodiversity management strategies by local governments will play a significant role in preserving and increasing biodiversity by realizing the goals of Strategic Plan for Biodiversity 2011-2020.

Domestic and international CERTs are carrying out security monitoring and response services based on security devices for intrusion incident prevention and damage minimization of the organizations. However, the security monitoring and response service has a fatal limitation in that it is unable to detect unknown attacks that are not matched to the predefined signatures. In recent, many approaches have adopted the darknet technique in order to overcome the limitation. Since the darknet means a set of unused IP addresses, no real systems connected to the darknet. Thus, all the incoming traffic to the darknet can be regarded as attack activities. In this paper, we present a collection and analysis method of malicious URLs based on darkent traffic for advanced security monitoring and response service. The proposed method prepared 8,192 darknet space and extracted all of URLs from the darknet traffic, and carried out in-depth analysis for the extracted URLs. The analysis results can contribute to the emergence response of large-scale cyber threats and it is able to improve the performance of the security monitoring and response if we apply the malicious URLs into the security devices, DNS sinkhole service, etc.
Digital library research has attracted much attention. While many research projects are funded by government agencies and national and international bodies, some are run by specific academic and research institutions and libraries. While some digital library projects, such as the ELINOR project in the UK, the first two phases of the eLib(Electronic Libraries) programme in the UK, and the first phase of the DLI(Digital Library Initiative) in the USA, are now over, a number of other projects are currently under-way in different parts of the world. Beginning with the definitions and characteristics of digital libraries proposed by various researchers, this paper provides brief accounts of some major digital library projects that are currently in progress, or are just completed, in different parts of the world. There follows a review of digital library research under 16 major headings. Literature for this review has been identified through a search on the LISA CD-ROM database and a Dialog search on library and information science databases, and the resulting output has been supplemented by a scan of the various Issues of D-Lib Magazine and Ariadne, and the Web sites of various organizations and institutions engaged in digital library research. The review indicates that we have learned a lot through digital library research within a short span of time. However, a number of issues are yet to be resolved. The paper ends with an indication of the research issues that need to be addressed and resolved in the near future in order to bring the digital library from the researcher's laboratory to the real life environment.
