Private participation on public infrastructures projects is being promoted by governments of several developing countries, among them Colombia. As a result, several advantages such as service delivery efficiency, technology application and faster execution of the projects have been recognized. Hence, the Colombian Government is looking for schemes that allow the private investment in projects like hospitals, schools, prisons and public edification. In this paper, experiences in PPP from other countries were analyzed and adjusted to the Colombian environment. As a result, a model adapted to Colombia is presented, based on a well-developed case from Spain. The awarding process is defined by economic criteria, previous compliance of minimum technical exigencies. Once the infrastructure is operating, contractual periodical payments will be done, based on the performance of the facility.

It is common that whoever is having a very low achievement level in mathematics has a poor attitude toward mathematics. However, it is totally opposite when we look at the case of Korean students. On several studies on international comparisons in mathematics and science achievement, Korean students recorded a top ranks among the nations. However, their attitudes toward mathematics are very poor; almost at the bottom in international assessment among other countries compared to international peers. The purpose of this study is to examine the relationship between students' attitudes toward mathematics and teaching methods and to analyze findings of research articles published within the last 15 years. These findings will contribute not only to understanding a relationship between students' attitudes toward mathematics and teaching methods, but to provide guidelines for how students' attitudes toward mathematics can be improved.
This study's purpose is to present the improvement of effectiveness of security activity for international conference among Several Countries which can be held hereafter. On the basis of security activity problems originating in APEC that had been held in Busan in 2005. I made up questions three times to on the members of the police, military, fire figher and national intelligence service who had experienced in Busan APEC and recognition of possible problem and possibility of improvement on each item of questions was analyzed by Delphi Method. Also interviews with 4 security experts selected from each security agency were conducted to present improvement in each part of problem. The results obtained from the face to face interview with four experts of security-enforcement agency about the role and importance of site activity stage for international conference among several countries are as followings ; First, the system that experienced security-enforcement agents can be selected for the next national security event is needed, by data-basing the security-enforcement agents who were experienced in security event as man power management. Second, the middle-term plan for the introduction of high-tech equipment and joint inspection with relevant security agents are needed for the efficient explosive technical detection. Third, high-tech security equipment could be introduced through the international high-tech security equipment exhibition. Fourth, an anti-terrorism plan should be measured by sharing information through the cooperation with domestic and international intelligence agency. Fifth, public relations should be measured systematically by organization rather than agents' individual public relations. Sixth, political consideration to secure integrative coordination with other agency is needed for security activity, through normal cooperation with fire fighting related agency such as an electric, gas, elevator company. Seventh, a definite press guideline is needed for a convenient news coverage and safety during security event.
TCN standard has been applied to international train for provision of interoperability among European countries. In this paper, several TCN analyzers developed by European companies are introduced and the urgent need of TCN project engineering tool is emphasized for Korean High Speed Train.

Construction companies in Korea have shown interest in BIM (Building Information Modeling) even if late, adopted it, and applied it to several projects. But, it is hard to figure out the status of BIM implementation. Thus, this study is to figure out the status of BIM implementation in Korea by surveying major construction companies in Korea and comparing with similar surveys abroad. The survey result shows that only 11 companies in Korean construction industry adopted BIM. The clash check (73%) was mostly used among various BIM functions and other functions were used less than 30%. As of 2008, only 8 construction companies have used BIM in 27 projects and thus, Korean companies are in the BIM introduction period. Therefore, successful introduction of BIM is required by benchmarking the BIM introduction process of overseas construction industries

After the dissolution of the Soviet Union, the Kra-Araks Basin (KAB) became an international river basin with respect to the South Caucasus states of Armenia, Azerbaijan, and Georgia. However, there are no agreements regarding water allocation, water quality, or ecosystem maintenance among the aforementioned riparians. The main water problems in the basin include not only water quantity and quality, but also the lack of joint management. The aforementioned countries share many similar circumstances: location in a politically unstable but strategic region bureaucratic and structural issues; and more importantly, ongoing ethnic and related conflicts. Despite these obstacles, the countries recognize that they depend greatly on the basin, whose waters they must share. To that end, they proposed and participated in the joint NATO-OSCE South Caucasus River Monitoring (SCRMP) project between 2002 and 2009.The SCRMP sought to investigate and characterize the surface water quality in the KAB by providing equipment and training to all three countries. Several years' worth of water quality data were collected in the KAB: major ions; heavy metals; POPs (persistent organic pollutants); and radionuclides; The North Atlantic Treaty Organization (primary funder) and the Organization for Security and Co-operation in Europesupported the SCRMP not only to build capacity but also to promote cooperation and minimize conflict over water and other resources, thus providing a measure of security for Europe and other regions. The South Caucasus is a strategically-important region, functioning as a bridge between Asia and Europe. Energy-rich Azerbaijan seeks to become a key player in trade by serving as a transportation and energy hub between the energy and mineral-rich Central Asian KUT countries (Kazakhstan, Uzbekistan, and Turkmenistan) and Western Asia, Europe, and other areas. The presentation will summarize the scientific results of the SCRMP, elucidate the regional water-energy-security nexus, discuss future work in the region, and explain why the world needs to be concerned about the KAB and the entire South Caucasus.
A legal system is designed to regulate social phenomena appropriately minimizing potential disputes arising out of conflicts with social phenomena and to seek for stability of legal life. The development of information technology and network infrastructure changed way of communication significantly, which realized the new transactional concepts, such as EDI(Electronic Data Interchange), Commerce At Light Speed(CALS) and Electronic Commerce(EC). However, current legal systems of each nation, which are based upon the paper document, do not seem to accomodate such types of emerging transactions. In that context, we can observe many issues which cannot be resolved among the parties involved in such transactions even under the several sui-generis statutes regarding EDI in Korea. Based upon the recognition of the above circumstances, this paper will browse legislative efforts in advanced countries and international institutions like UNCITRAL, and WTO. Also this will cover outstanding issues in relation with the deployment of electronic commerce in Korea and suggest what should be revisited for better accommodation of the changes going on.

Mobility is an essential human need. Human survival and societal interaction depend on the ability to move people and goods. Efficient mobility systems are essential facilitators of economic development. Cities could not exist and global trade could not occur without systems to transport people and goods cheaply and efficiently. Rail has been considered as one of the important components of the transportation infrastructure required to service and improve the performance and productivity of an economy. In Nigeria, the rail infrastructure built by the colonial master several decades ago has been left in a state of total deterioration. This long neglect was occasioned by the failure of the government to pay adequate attention to infrastructure development. There is a vital and urgent need for rail infrastructure development in Nigeria. This study presents a systematic review of the evolution of rail, the current nature of railway infrastructure delivery in Nigeria, and offers possible suggestions on how to achieve an effective and sustainable rail infrastructure delivery in Nigeria. A thorough literature search of academic databases was conducted on current research trends on the subject of railway infrastructure by systematically reviewing selected published articles from reputable research domains. The analysis of the selected articles revealed the following among others (1) the existing railway infrastructure is in a state of mess and not sustainable, and (2), Government's investment/commitment in rail infrastructure seems inadequate compared to what is obtainable in other developed countries. Rail infrastructure development cannot be left to the Federal government of Nigeria to solve on its own; collaboration and participation are required. Government as a matter of priority should devote considerable attention to the development of rail infrastructure to harness the economic potential and transformation that sustainable rail infrastructural projects will provide.

With rapid industrialization, electric power consumption has been increasing every year in Korea and in other countries. The provision of additional power stations to produce more electricity is one possible response to this steady increase in consumption. Another alternative is to improve the efficiency of existing stations through timely and effective maintenance works. Since the construction of a new power plant involves a large amount of capital as well as difficulties in the selection of sites, the improvement of existing power stations' efficiencies is often a preferred solution. Therefore, this paper focuses on maintenance project management to address this issue. Among several types of maintenance works, this paper concentrates on planned outage maintenance (POM). This focus arises from the critical impact of POM on other maintenance work, as well as the entire process of electricity production. Unlike other maintenance work, POM is done on the basis of mid and long-term plans. In addition, only POM works are conducted during the outage of all power plants. To evaluate the efficiency of POM works, budget data relating to 164 POM projects between 2001 and 2008 was collected from 7 sites in South Korea. Data envelopment analysis (DEA) was selected as a methodology for evaluation. From this analysis, comparative study was used to determine the categories of projects that had performed well, and those with the most optimized budget structures. Moreover, through discussion with industry, this research develops a feasible proposed method by which to enhance the efficiency of POM projects.
Since the end of the $19^{th}$ century, Korean English-language newspapers have been published in Korea to inform readers about Korea and Korean people's point of view concerning world problems. Among them was the Korean Republic (KR), the former name of the Korea Herald, founded on August $15^{th}$, 1953 (Korean Liberation Day from Japanese colonial rule). This newspaper was started especially to report on international affairs, just after the Armistice agreement was signed on July $27^{th}$, 1953, at the initiative of the first president of the Republic of Korea, Syngman Rhee. He vehemently expressed his and the Korean people's opinion about Korean problems in world politics where big powers were dominating and deciding small countries' destinies. This paper is written to show that Korean English-language newspapers were used as tool of public diplomacy not only for the readers of target countries but also for Korean readers, well before the media diplomacy theory became popular several decades later. In the deplorable world situation where Korea was colonized and divided into halves by the wills of the super powers, the Korean media participated actively via dialogue in English to solve the Korean problem. This paper studies the editorials of the KR for one year, the year just after its foundation. Vis-a-vis the United States, the KR defended its political system of free democracy by insisting on the Korean people's hopes, the reunification of the peninsula and acquiring American assistance in economic and military areas. Regarding Japan, Korea had doubt about its expansionist policy by way of rearmament. First, the Korean government tried to defend its territorial waters, including Dokdo Island. As for multi-lateral relationships, Korea was concerned about the spread of communism to its territory in the world where socialism was dominating.
