세계 주요 공항의 환경 효율성 분석에 관한 연구 (Measuring Environmental Efficiency of International Airports: DEA and DDF Approach)

  • 본 연구는 각 공항의 2018년 지속가능성 보고서를 바탕으로 21개 국제 공항의 환경 효율성을 측정하였다. 최근 다양한 산업 분야에서 환경 및 사회적 책임에 관심을 기울여왔는데, 특히 항공 분야의 경우 환경 친화적 및 지속가능성 운영에 관심을 보이는 선도적인 부문 중 하나이다. 그럼에도 불구하고, 공항의 환경적 운영에 관련된 연구는 경제적 또는 운영 효율성 연구에 비하면 매우 부족한 실정이다. 따라서 본 연구는 Directional Distance Function (DDF)의 활용을 통해 공항의 환경 비효율성에 대한 개선 여부를 알아보고, Data Envelopment Analysis (DEA)의 적용을 통해 운영 효율성을 측정하는 것을 목적으로 한다. 연구 결과, 주요 공항들은 설비를 효율적으로 운영하고 있으나, 그들 모두가 공항에서 배출되는 물질을 효율적으로 운영하지는 못했다. 게다가, 많은 공항은 여전히 잠재적으로 CO2와 물 소비량을 감소시킬 수 있는 개선의 여지가 존재하였다. 이를 통해 본 연구는 항공 분야에서 실행가능한 환경적 개선점을 제시하고자 하였다. 더 나아가서, 다른 산업 분야에서도 환경 효율성 개선을 위한 기준으로서 이 연구를 활용할 수 있을 것이다.

Measuring Korea's Industry-level Productivity Change Due to Tariff Cuts using a CGE Model

  • Purpose - This study examined the effect of tariff cuts on productivity in Korea's manufacturing industries and the effect of initial productivity level before tariff cuts on productivity improvement after tariff cuts. We also attempted to identify whether import-driven or export-driven factors are more important for productivity improvement, especially in low productivity industries. Design/methodology - Since tariff reduction is a policy decision that can affect cross-industry, its impact is spread across all industries beyond the scope of a single firm through the input and output network of industry structure. Accordingly, we proposed a new method to measure the change in productivity to reflect the impact of tariff cuts across industries. Through an Armington CGE analysis, changes in endogenous variables can be directly measured after the exogenous shock of tariff reduction, and the amount of movements in productivity triggered by tariff cuts can also be calculated. We can thus assess the effectiveness of exogenous policy, such as tariff cuts, through the difference between the benchmark and counterfactual values of endogenous variables. Findings - This study confirmed that tariff reduction positively affected productivity improvement in Korea's manufacturing industries. It also confirmed that productivity gains occur in Korea's leading export industries. Finally, greater productivity gains were recorded in the group with additional high-export-share or high-import-share conditions for low productivity industries. These results are, in a limited sense, consistent with the existing studies that emphasize the importance of exports and imports on productivity improvement, especially for low productivity industries. Originality/value - The results of our experiments are different from those of non-CGE studies, which measure the industry-level change in productivity with dummy coefficients, in terms of directly calculating the amount of change in productivity. In addition, we propose that the Armington CGE model is more appropriate than the Melitz CGE model to directly measure the productivity after tariff cuts. This is because the Melitz CGE model assumes the given specific productivity density, which does not change after an overall drop of tariffs. To the best of our knowledge, this approach to directly calculating productivity by reflecting the impact of tariff reduction across industries through CGE analysis, is unprecedented in this literature.

New Distribution Strategies of Korean SMEs in Post COVID-19 Pandemic Era: Focusing on the Innovation of Official Distribution Channels

  • Purpose - In this study, we aim to explore new distribution strategies for sustainable growth in the era of the 4th industrial revolution, focusing on SMEs (small and medium-sized enterprises) in Korea, and suggest ways to upgrade the government's official distribution channel to the next level. Design/methodology - First of all, this paper explored the prior research, the current status of sales support for SMEs, and the changes in the distribution industry due to COVID-19 pandemic. Based on Moon (2016)'s ABCD strategic model - Agility, Benchmarking, Convergence, and Dedication, the study then derived directions in which official distribution channels should move and the new distribution strategy for Korean SMEs to secure competitive advantage. Findings - First, in terms of 'Agility', in order to upgrade official distribution channels, which are currently at some competitive disadvantages compared to private distribution companies, we must quickly introduce technologies for the 4th industrial revolution, such as AI, Big Data, etc., and establish precise strategies to strengthen the capabilities of SMEs. Second, in terms of 'Benchmarking', the use of "Chamelezones" has been increasing to enhance the competitiveness of offline stores in line with recent ontact trends. Therefore, official distribution channels should also benchmark such cases, strengthening their competitiveness by utilizing offline spaces more efficiently and effectively. Third, in terms of 'Convergence', in line with the rapidly changing trend of the times, official distribution channels should also promote active partnerships with media commerce, e-commerce and ICT platforms, as well as cooperation with private retailers, and focus on creating synergy effects through them. Finally, from the perspective of 'Dedication', digitalization should be promoted step by step, finding the sector that can accelerate digital among the value chains of official distribution channels, and continuing to discuss how to digitize it realistically. Originality/value - Based on this analysis, we have presented strategies and implications for innovating official distribution channels for SMEs, which will contribute to enhancing the competitive advantage of official distribution channels in the post COVID-19 pandemic era.

READINESS OF NIGERIAN BUILDING DESIGN FIRMS TO ADOPT BUILDING INFORMATION MODELLING (BIM) TECHNOLOGIES

  • Building Information Modelling (BIM) has become the new international benchmark for efficiency in design, construction and maintenance of buildings. It is the platform that brings about collaboration between project stakeholders and improvement of project outcomes. With all its potentials, not much of the impact of BIM technologies has been felt in the Nigerian construction industry. This research aimed at assessing the readiness of the Nigerian building design firms to adopt BIM technologies. The research was exploratory in nature. A field survey was conducted with the use of structured questionnaire, self administered to a sample of building design consultancy firms (architectural, structural, M&E, quantity surveying, and multi-disciplinary design firms) within Abuja and Kaduna. The questionnaire sought the perception of the responding firms on the factors affecting BIM adoption in the Nigerian construction industry, and their level of readiness to adopt BIM technologies in their practices based on the four categories of readiness-management, people, process and technology. 42.26% response rate was achieved and used for analysis. ANOVA and DUNCAN post-hoc tests were used to establish the differences between the responses of the groups of firms, while means and standard deviations were obtained to establish the important factors affecting BIM adoption in Nigeria. The survey revealed that all the groups of Nigerian design firms are appreciably ready for the adoption of BIM technologies in their practice, with slight variations in their respective levels of readiness. 'Lack of awareness of BIM technology among professionals' and clients and 'lack of knowledgeable and experienced partners' were identified as the most important barriers of BIM adoption in Nigeria; while the most significant drivers are 'availability of well trained professionals' and 'cooperation and commitment of professional bodies to the adoption'. Education and training of building design professionals and cooperation of all stakeholders in the design and construction supply chain were recommended as part of measures to ensure successful adoption of BIM in the Nigerian construction industry.

수학.과학 성취도 추이변화 국제 비교 연구(TIMSS 2003)에서 우리나라 중학생들의 과학 성취도 분석 (An Analysis of Korean Middle School Student Science Achievement in Trends in International Mathematics and Science Study (TIMSS 2003))

  • 이 연구는 수학 과학 성취도 추이변화 국제 비교 연구(TIMSS 2003)에서 우리나라 중학생들의 과학 성취도의 국제적 수준 및 추이 변화를 파악하고, 내용 영역별 성취도 및 남 여학생의 성취도 차이를 분석하며, 과학의 정의적 영역에서 성취를 비교함으로써 우리나라 과학 교육 개선에 대한 시사점을 얻고자 하였다. 우리나라 중학생의 과학 성취도는 558점으로, 싱가포르, 대만에 이어 3위를 차지하였다. 그리고 TIMSS 1995, TIMSS 1999, TIMSS 2003에 이르면서 과학성취도 점수가 높아졌고 전체 순위도 높아졌다. 우리나라 중학생들은 물리 영역에서 연구 참여국 가운데 가장 높은 점수를 받았지만, 화학 영역의 성취도 순위는 9위로 나타났고, 추이 변화 결과에서 화학 영역의 성취도가 유의하게 감소하였다. 한편 수윌 수준의 학생 비율이 싱가포르나 대만에 비교할 때 상대적으로 낮았고, 우리나라 남 여학생의 과학 성취도 차이가 점점 줄어드는 추세에 있기는 하나, 여전히 그 차이가 비교적 큰 편이었다. 또한 과학 학습에 대한 자신감, 과학에 대한 가치 인식, 과학 학습의 즐거움 등 정의적 영역에서의 성취가 매우 낮은 편이었다. 이러한 결과에 근거하여 수윌성 교육, 과학 교육과정 내용 체계에 대한 논의, 여학생의 과학 성취도 향상 방안, 과학에 대한 태도 향상 방안 등의 필요성이 제기된다.

두바이 도시혁신에 따른 주변국가의 4차산업 혁신확산 (The innovation diffusion and neighbors in the 4th wave through Dubai-city)

  • Purpose - It suggests that making a policy and strategies for a way of Dubai has a strong priority strategy on science and technology by using much oil dollars to prepare risk when oil dollar's decrease. This has been now investigated how the leading innovator has changed the periphery countries. Research design, data, and methodology - Analyze policy, status, what other neighbouring Middle East countries also want to benchmark a successful case of a leading Dubai strategy. Higher manpower is needed absolutely to develop S&T. and etc. Dubai and Arab countries establish university to nurture as well as invite the talented manpower from overseas to recover deficient manpower. Dubai built totally academy city and invited branch of the overseas famous university, and Saudi Arabia built university(KAUST) and invite faculty and support good scholarship for students. Abrab countries especially, This is studied the process of differentiating and integrating the migrant workers of these cities into the globalized cities. This has resulted in large-scale employment for foreign and local companies in these cities and the spread of science and innovation. Results - Dubai supports venture or SMEs by using a strong priority strategy and attracts foreigner's investor, with which the neighbouring countries have been preparing together for 4th wave. It demonstrates that the gravitational model has been activated from neighboring countries of innovation science to create Dubai's hub. The maturity of long-term urban innovation is related to innovation capability through the national response and review. As a result, the flow of skilled international migration has been localized because of the mutual intersection with the local employment structure, and the development has spread as it spreads to neighboring countries. Conclusion - For the exploiting of new Distribution market in the neighbouring countries, Middle East countries' a strong priority strategy on S&T and education system give an influence on economic situation of the 4th wave in the world and world order of leading by USA, Japan, or EU, and etc. This is due to the creation of clusters in the form of SEZs, friendly industrial policies and world-class infrastructure and innovation development. Its neighbours benchmark the cases of distribution of science innovation and centralizes the surrounding people.

REDD 기준선 설정 시 토지이용변화 예측모형 적용의 한계: 중국 운남성 시솽반나 열대림 사례를 중심으로 (Limitations of Applying Land-Change Models for REDD Reference Level Setting: A Case Study of Xishuangbanna, Yunnan, China)

  • 본 논문은 REDD(Reducing Emissions from Deforestation and forest Degradation, 개발도상국의 산림파괴 및 산림황폐화 방지를 통한 온실가스 감축) 기준선 설정시 토지이용변화 예측모형 적용의 한계점을 지적한다. REDD는 산림을 보호하는 대가로 탄소배출권을 생성하고 이를 거래하는 내용이 골자를 이루는 국제환경보전 정책이다. 탄소배출권의 규모는 기준선(reference level)에 근거해 정해지는데, '기준선'이란 산림파괴 패턴이 현상태 그대로 유지될 경우 미래에 발생할 탄소배출량을 의미한다. 본 논문에서는 토지이용변화 예측모형인 Geographic Emission Benchmark(GEB)와 GEOMOD의 모델링 결과를 비교하여 공간적 스케일이 변함에 따라 이들의 정확도가 어떻게 달라지는지를 분석하였다. 두 모형을 중국 운남성 시솽반나 열대림 사례에 적용한 결과, GEB가 상대적으로 양적 예측이 더 우수한 것으로 나타났고, GEOMOD는 위치적 예측이 더 정확한 것으로 밝혀졌다. 양적 예측은 몇 헥타르의 산림이 미래에 경작지로 개간이 될 것인가에 대한 결과를 의미하고, 위치적 예측은 그 개간이 어디에서 일어날 것인가에 대한 결과를 가리킨다. 또한, 위치적 예측이 다소 부정확하더라도 양적인 예측이 우수하면 전반적으로 특정 모형이 우수한 결과를 나타낼 수 있는 것으로 나타났다. 이는 REDD 기준선 설정시 양적 예측과 위치적 예측이 모두 중요한 만큼 다양한 조건 하에서의 정확도 변이를 고려하여 신중하게 토지이용변화 예측모형 적용해야지만 정확한 기준선을 설정할 수 있음을 시사한다.

국내 일부 다중벽탄소나노튜브의 직업노출기준 추정 (Estimation of an Occupational Exposure Limit for Multi-Walled Carbon Nanotubes Manufactured in Korea)

  • With the development of nanotechnology, nanomaterials are used in various fields. Therefore, the interest regarding the safety of nanomaterial use is increasing and much effort is diverted toward establishment of exposure assessment and management methods. Occupational exposure limits (OELs) are effectively used to protect the health of workers in various industrial workplaces. This study aimed to propose an OEL for domestic multi-walled carbon nanotubes (MWCNTs) based on animal inhalation toxicity test. Basic procedure for development of OELs was examined. For OEL estimation, epidemiological study and quantitative risk assessment are generally performed based on toxicity data. In addition, inhalation toxicity data-based no observed adverse effect level (NOAEL) and benchmark dose (BMD) are estimated to obtain the OEL. Three different estimation processes (NEDO in Japan, NIOSH in USA, and Baytubes in Germany) of OELs for carbon nanotubes (CNTs) were intensively reviewed. From the rat inhalation toxicity test for MWCNTs manufactured in Korea, a NOAEL of $0.98mg/m^3$ was derived. Using the simple equation for estimation of OEL suggested by NEDO, the OEL of $142{\mu}g/m^3$ was estimated for the MWCNT manufacturing workplace. Here, we used test rat and Korean human data and adopted 36 as an uncertainty factor. The OEL for MWCNT estimated in this work is higher than those ($2-80{\mu}g/m^3$) suggested by previous investigators. It may be greatly caused by different physicochemical properties of MWCNT and their dispersion method and test rat data. For setting of regulatory OELs in CNT workplaces, further epidemiological studies in addition to animal studies are needed. More advanced technical methods such as CNT dispersion in air and liquid should be also developed.

전자정부 정보보호관리체계(G-ISMS) 적용 정책 (Adaptation Policy of ISO 27001 ISMS (Information Security Management System) for e-Government)

  • 우리나라 전자정부는 UN 전자정부 참여지수 2위, 미국 브루킹스연구소(전 브라운대학) 평가에서 3년 연속 1위를 차지할 정도로 잘 구축되어 있으나, 반면에 세계경제포럼(WEF)에서 2007년 조사한 정보보호 순위는 51위로서 인터넷 이용자수와 서비스 환경에 비해서 상대적으로 열악한 수준이다. 2008년 한 해 동안에만 옥션 정보유출, GS 칼텍스 정보 유출 등 크고 작은 보안 사고들이 끊임없이 발생하여 국민들이 사이버위협에 노출되고 주요 정보들이 유출되자 점차 정보보안, 개인정보보호의 필요성과 중요성에 눈을 뜨게 되어 정보보호에 대한 요구가 점차 늘어나고 있는 추세이다. 본고에서는 주요 국가들의 전자정부 서비스 수준과 정보보호를 위한 투자 제도 정책 등을 벤치마킹하여, 우리나라에서 이를 효율적으로 활용할 수 있는 방안을 찾아보고, 중앙행정기관 및 지방자치단체에서 제공하고 있는 전자정부 서비스의 안전성과 보안성을 향상시킬 수 있도록 국제적으로 표준화된 정보보호 관리체계인 ISO 27001 ISMS를 적용할 수 있는 정책을 발굴하여 국가 정보보호 수준을 더욱 높이고자 한다.

세계 주요 공항 운영 효율성 분석: DEA와 Malmquist 생산성 지수 분석을 중심으로 (An analysis of the operational efficiency of the major airports worldwide using DEA and Malmquist productivity indices)

  • Purpose - We live in a world of constant change and competition. Many airports have specific competitiveness goals and strategies for achieving and maintaining them. The global economic recession, financial crises, and rising oil prices have resulted in an increasingly important role for facility investment and renewal and the implementation of appropriate policies in ensuring the competitive advantage for airports. It is thus important to analyze the factors that enhance efficiency and productivity for an airport. This study aims to determine the efficiency levels of 20 major airports in East Asia, Europe, and North America. Further, this study also suggests suitable policies and strategies for their development. Research design, data, and methodology - This paper employs the DEA-CCR, DEA-BCC, and DEA-Malmquist production index analysis models to determine airport efficiency. The study uses data on the efficiency and productivity of the world's leading airports between 2006 and 2010. The input variables include the airport size, the number of runways, the size of passenger terminals, and the size of cargo terminals. The output variables include the annual number of passengers and the annual cargo volume. The study uses basic data from the 2010 World Airport Traffic Report (ACI). The world's top 20 airports (as rated by the ACI report) are investigated. The study uses the expanded DEA Model and the Super Efficiency Model to identify the most effective airports among the top 20. The Malmquist productivity index analysis is used to measure airport effectiveness. Results - This study analyzes longitudinal and cross-sectional data on the world's top 20 airports covering 2006 to 2010. A CCR analysis shows that the most efficient airports in 2010 were Gatwick Airport (LGW), Zurich Airport (ZRH), Vienna Airport (VIE), Leonardo da Vinci Fiumicino Airport (FCO), Los Angeles International Airport (LAX), Seattle-Tacoma Airport (SEA), San Francisco Airport (SFO), HongKong Airport (HKG), Beijing Capital International Airport (PEK), and Shanghai Pudong Airport (PVG). We find that changes in airport productivity are affected more by technical factors than by airport efficiency. Conclusions - Based on the study results, we offer four airport development proposals. First, a benchmark airport needs to be identified. Second, inefficiency must be reduced and high-cost factors need to be managed. Third, airport operations should be enhanced through technical innovation. Finally, scientific demand forecasting and facility preparation must become the focus of attention. This paper has some limitations. Because the Malmquist productivity index is based on the hypothesis of the, the identified production change could be over- or under-estimated. Further, as DEA estimates the relative efficiency. It also cannot generalize to include all airport conditions because the variables are limited. To measure airport productivity more accurately, other input variables and environmental variables such as financial and policy factors should be included.
