The Development and Application of Standard Diagnostic Table for Mountain Ginseng Management (산양삼 경영 표준진단표의 개발 및 현지 적용)

  • This study aims to develop a standard diagnostic table for mountain ginseng so that the cultivators not only can check their current level of management with the table, but also can understand and address operational challenges better by themselves utilizing the table. The standard diagnostic table consists of 3 categories and 18 subcategories to diagnose the general status of forestry households, the indicators of management performance and the level of management. To develop the table, the study conducted a survey on the actual condition of management, targeting 81 forestry households throughout 15 municipalities including Mu-ju, Jeollabukdo, and Ham-yang, Gyeongsangnamdo, all of which are the chief producing districts of mountain ginseng. Then, the study calculated total scores by regions by aggregating the scores of 18 subcategories, in order to evaluate and compare the management level among regions based on the scores. According to the result, the average score of 81 forestry households was 57.2 point-58% of which surveyed belonged to the range of 40-60 point. Compared by regions, the average score of Jeollabukdo regions was 52.9 point, the lowest, and that of Gyeongsangnamdo regions was 61.4 point, the highest. It is remarkable that among the indicators of management base, the average score of 'mounding (the height of mound)' item was recorded rather low with 1.59 point, reflecting the fact that the cultivators tend to raise mountain ginseng with no additional mounds. As for the indicators of production skills, the average score of the pest control item was remarkably low with 1.28 point. Over 90% of cultivators answered that they do not usually forecast or survey the pest disease in advance. Meanwhile, it is also noticeable that the item of sowing and planting methods, and the item of seed were both rather high, recording 4.00 and 4.47 point respectively. As for the item of management and sales skill, however, the score was rather low with 2.20 point, meaning that the forestry households still have a low interest in the business management.

A Study of the Force Majeure as Immunity by 3rd Party Liability of the Aircraft-Operator -With respect to the German Aviation Act- (항공기운항자의 제3자 책임에 관한 면책사유로서의 불가항력 조항에 관한 고찰 - 독일 항공법상의 해석을 중심으로 -)

  • Two controversial issues exist in interpretation of "Force Majeure" set forth in the Article 931 (4) of the Korean Commercial Code. Firstly, its scope of application is ambiguous. Secondly, there is a concern that the "immunity" under paragraph 1 and "Force Majeure" may overlap each other. "Force Majeure" refers an event resulted from either natural disaster or 3rd-party. Meanwhile, the latter implies relatively extensive and comprehensive meaning and its interpretation may vary depends on law enforcement. In general, the aircraft accident hardly results in damage or loss to the 3rd-party. Additionally, it is worth to review newly enacted clause and to define its applicability. When the 3rd party is suffered from damage or loss incurred by any external act, it is necessary to explicit the concept of the non-contractual liabilities with respect to 3rd party. From the perspective of protecting aviation industries, the commercial aviation operator may be entitled to immunity in respect of claim for damage incurred by the event of Force Majeure. However, this approach is directly opposite to the victim's benefit and protection by the law. Therefore, the priority of the legal protection should be considered. Although the interest of the commercial aviation operator is not negligible, the protection of the law should be favorable to the 3rd party. Otherwise, the innocent party has no right to claim for damage incurred by aviation accident. Another issue is about the possibility of overlapping of the provision set forth in the paragraph 1 and 4. The former states that the liabilities shall be exempted on account of either the unsettled political or economic situation but this clause is inconsistent with the interpretation on Force Majeure under the latter. As argued above, this may include any event resulted from either political or economic account by the external influence of the 3rd party, thus these two provisions are overlapped. Consequently, in order to develop ordinances and guidelines and to ensure an equal protection to both parties, above two issues must remain open for further discussions.

A study on the process of spatial reduction of cotton culture in Korea since 1945 (해방 이후 우리나라 면작농업 소멸의 지역적 전개과정)

  • U.S. had given large amount of cotton to Korea as food aid program since 1945. This cotton aid had negative impact on cotton culture in Korean agriculture. Korean government used counterparts funds (sale proceeds of food aid) not for investment to agriculture sector, but for military budgets. And food aid on program type had influenced general economic policies, which neglected agricultural sector too. Anti-agricultural policy which was helped by U.S. food aid, had caused cotton cultivator an economic loss. So this economic loss had made many farmers abandon cotton culture. But in our times, cotton is cultivated for the purpose of domestic consumption in a few rural villages. The purposes of this study are 1) to analyze the process of spatial reduction of cotton culture since 1945 in regional contexts in Korea, and 2) to identify the function and meaning of cotton culture which does not pay off in agricultural region. Materials for acreage of cotton culture are acquired through the agricultural statistical year book(1952-1989) and census. To clarify the meanings of cotton culture, field survey are conducted in a rural village which is identified as only one where cotton was cultivated in 1993. In these contexts, this study has come to the following conclusions. In the period of under the rule of Japanese Imperialism (1910-1945), G. arboreum, species of cotton which was traditionally cultivated since 1364, had been driven out. And G. hirustun species, which is suitable for the production of highly qualified textile, has been hierarchically diffused by policy. In these period, regional structure of Korean agriculture was reorganized for the provision with food to Japan. Crops leading this dependent spatial structure were rice and cotton. So agricultural region, specialized with cotton, were distributed in the hinterland of the area which is specialized with rice. U.S. cotton aid to Korea began in 1947. U.S. took an interest in agricultural export because of her domestic surplus of cotton. Cotton aid is one mechanism by which U.S government developed agricultural market in recipient countries, Specially in the exchange rates, up-valuation of won to the U.S. dollars made domestic cotton more expensive than cotton imported, Production cost of domestic cotton is higher than Government's purchasing price of cotton which was also more expensive than price of cotton imported. Korean farmer could not help abandoning the cultivation of cotton, and this gave rise to spatial reduction of cotton culture. Spatially, cotton culture was abandoned in early stage of reduction in regions where stand at a disadvantage climatically, and in next stage in regions where other up-land crops which paid off in urban market, eg, fruits, could be cultivated. In the stage of extinction, cotton was cultivated only in area where G. hirustun species was originated in Korean peninsula. This region is not only suitable climatically for cotton culture, but is far away from urban market. Use of cotton produced is not for spinning, but for fillings of comforter. The main purpose of cotton culture in rural village is not for cotton yields, but for increase of production of seasame, which is grown together with cotton as mixed crops. Cotton product are used for domestic consumption and sold out to gin house. Though cotton culture is not paid off, farmer wanted to cultivate continuously for the cultural purpose, and they wanted the cotton culture promotion policy with the goverment subsidy.

The Social and Economic Impact of the Urban Regeneration Project in Jeonju Hanok Village Area (전주 한옥마을의 도시재생사업이 지역변화에 미친 영향)

  • Recently, urban regeneration is being actively promoted in Korea and among those Jeonju Hanok Village is the major project which is the most consistently promoted. For this, visitors of Jeonju Hanok Village are skyrocketing. However, due to this condition, various problems are occurring, especially about commercialization. In this regard, this study is to suggest management of the Jeonju Hanok Village and new orientation in the policy, by analyzing physical, economic, and social status due to urban regeneration for Jeonju Hanok Village which has lost its identity and been commercialized. For this, the study analyzed changes in land usage and real transaction price, SNS data. Firstly, in the physical analysis, the study realized that there is commercialization going around the main streets of Jeonju Hanok Village. Due to the rapid commercialization, living spaces for locals are replaced to commercial spaces for tourists, and the emigration of locals is caused by economic/environmental damages with the degradation of housing environments. Secondly, in the economic analysis, there was no gap in real transactions among streets in 2010 but has shown a valid gap in 2016. The traffic of tourists is heavy and the real transaction prices of streets that are adjacent to major tourist sights rose the most. Rising real transaction prices are a positive phenomenon in the aspect of the city regeneration but it is concerned that they can be perceived as investment subjects. Thirdly, in the social analysis, tourists are using commercial aspects more than historical or cultural sites, and have lots of interest on those. However, because there are also lots of opinions about the commercialization of Hanok Village, we think the plans which can establish the identity of Hanok Village should be prepared. The study has its meaning on analyzing reality based on the land usage, real transaction, SNS data and suggesting political implications.

A study on the Construction and the Transition of Daebodan in the Late Josun Dynasty (조선후기 창덕궁 대보단의 조성과 변천에 관한 연구)

  • The Daebodan was an altar, which held a memorial service for emperors of the Ming dynasty. This alter, which was referred to as Hwangdan, was first constructed in 1704. When the Japanese Invasion of Korea commenced in 1592, Shinjong, the emperor of the Ming dynasty, sent reinforcements to Josun to help. This alter was made to repay Shinjong's kindness. Before this, Song-siyeol(宋時烈), Leader of Noron(老論), made a shrine at Hwayangdong to hold memorial services for Shinjong, and after some time, this developed into a national ceremony. Construction of the Daebodan largely changed the backyard of Changdukgung-palace. However considering the construction process, the meaning of the Daebodan was not a big deal. At first, the optimal place for the Daebodan was selected at the site of a inner icehouse. But the inner icehouse could not be transferred to other site due to the circumstances. After all, the Daebodan was constructed at the site of Byeoldaeyeong(別隊營) which was located in the outside of palace. Most of the stones for the new Daebodan were used ones. And the annexe of Byeoldaeyeong was used for Daebodan without any changes being made. The scale of the construction was not particularly grand. After the construction, Sukjong, who made the Daebodan, showed barely any interest in it. But the conception of the Daebodan was back again in the history by Youngjo. He was also not interested in the Daebodan during his early years of ruling time. However, in the 1740's, he started to become interested in the ceremony of Daebodan, and carried out a large-scale reconstruction of the Daebodan. Jegigo(祭器庫) was rebuilt In 1739. And Jaesil(齋室), staying one night before the ceremonial day, was added in 1745. In 1749, the Daebodan was greatly changed by enshrining Uijong and Taejo, emperors of the Ming dynasty. The shape of alter was changed. Moreover this alter was made by newly quarried stones. And several buildings, Junsachung(典祀廳), Jaesaengchung(宰牲廳) and Akgongchung(樂工廳), were added to the site. In 1762, meritorious retainers were enshrined to the Daebodan. After all the Daebodan became an important part of the backyard of Changdukgung-palace. During the reign of Jungjo, the Daebodan also was an important part of backyard of Changdukgung-palace. But significant changes were not made at that time. The only change was the moving of Kyungbonggak(敬奉閣) in 1799. Afterward the Daebodan remained unchanged. The ceremonies at the Daebodan stopped in 1908. And the Daebodan disappeared into the mist of history.

Factors Affecting to the Instrumental Ability of Daily Living(IADL) in the Urban Elderly (도시지역 노인들의 도구적 일상생활 수행능력(IADL)에 영향을 미치는 요인)

  • This study was intended to find out the factors affecting to the IADL, allowing objective assessment of physical function status of increasing elderly populations. The subjects of 635 elderly persons aged over 65 years old who live in Taejon metropolitan city were interviewed during the two-month period from June to July of 2000. The IADL of Older American Resources and Services(OARS), developed in Duke medical college of USA, was interpreted for use. The study results were statistically processed using SPSSWIN(ver 10.0) and conferred the following results: 1. Among the seven items of IADL, the women showed higher rates of 'yes' in items about using the telephone, getting to the places out of walking distance, going shopping for groceries, taking their own medicine while outnumbered by the men only in the item about managing their own money, without significant differences between them in items about preparing their own meals and doing their own housework. 2. In terms of IADL scores, $82.0\%$ of subjects showed the normal range of scores and $18.0\%$ were under the normal range, meaning dysfunction IADL. Specifications of general characteristics revealed that more dysfunctional were the male subjects, the higher age groups who are more than 75 years old, the higher educated groups, the groups who live in nursing homes, the groups without a spouse. 3. Based on daily activities, lower scores of IADL were found in the subjects who don't go out, who don't have recreational activities, who don't attend elderly gatherings in their neighborhood, who don't hold social meetings. Specifications of psychological traits revealed that more dysfunctional were IADL in the subjects who don't feel satisfied with their lives of the past or the present, who have a deep feeling of isolation, and who don't have the will to live. 4. Among 7 items of health habits, only the subjects who don't regular exercise had lower scores of IADL than those who do. According to HPI, the lower HPI, the more dysfunctional. 5. Based on the factors associated with IADL, the odds ratio of the subjects who don't live together with their families were 1.53 times that of the ones who do, who are educated 3.22 times that of the ones who are not, who don't have spouses 2.09 times that of the ones who do, who don't go out 4.35 times that of the ones who frequently go out, who don't recreational activities for an interest 2.64 times that of the ones who do, who don't attend elderly gatherings in their neighborhood 1.47 times that of the ones who do, who don't hold social meetings 2.23 times that of the ones who do, who don't feel satisfied with their present living 1.43 times that of the ones who do, who have a feeling of isolation 1.53times that of the ones who don'1, who have the weak will to live 3.21 times that of the ones who have the strong one, and who don't regular exercise 2.45 times that of the ones who do. 6. Logistic regression analysis of the study results found that such factors are significantly related as the degree of education, with/without spouse, social meetings, the will to live, and regular exercise, and that higher rates of dysfunctional subjects were in the more educated group, in the group without spouse, in the group who don't frequently go out, who don't have social meetings, who have the weak will to live, and who don't exercise.

An Analysis of Students' Difficulty on Science Stories in Elementary School Science Textbooks - Focusing on 6th Grade Science (초등학교 과학교과서에 기술된 과학이야기에 대한 학생들의 어려움 분석 - 6학년 과학을 중심으로 -)

  • This study was performed to look into the difficulty of students in understanding science stories in 6th grade science textbooks and to analyze those factors. To do this, 6th grader (N=65) were selected from J Elementary School located in Gyeonggi-do Siheung-si as study subjects. 26 science stories in 6th grade science textbooks were classified by field and context (complement of knowledge, science history of scientists, science in life, cutting-edge science technology, environment issues) in which the characteristics were investigated and analyzed. Also, a survey about the difficulty in understanding science stories(26 items) was conducted(65 students) and a semi-structured interview was conducted for students to clarify the meaning of collected data from surveys(4 students). As result of analyzing surveys on science story context in science textbooks and interviews, 4 fields of 'energy,' 'matter,' 'life,' and 'earth' were evenly mentioned. Science in life and complement of science knowledge were mentions most for context and this had relation with the characteristic of science textbooks to provide many opportunities to apply learned knowledge in actual social issues. Reactions of students on science stories were mostly positive that they help studying science, but there was also difficulty in well understanding science stories. Difficulty of understanding context, problems of context suggesting methods, difficulty of science terminology, lack of interest, and etc. were analyzed as factors. Specific causes were mentioned to be description type class, unimportant context, lack of explanation on suggested context, problem of pictures by students.

Present State of the Dangsan Forest at 'Jwasuyeongseongji' in Busan and the Perspectives on It's Authenticity Restoration as a Historic Remain (부산 '좌수영성지(左水營城址)'의 진정성(authenticity) 회복방안 고찰)

  • The 'Jwasuyeongseongji' (Site of naval wall-fortress in Suyeong) in Busan is the subject of this study. It has been desturbed mostly, and is named 'Suyeong historic site'. One of the important aspects of 'Jwasuyeongseongji' is that it was a historic place confronting with the Japanese Invasion of Chosun in 1592. This was the place where the Japanese Invasion of Chosun broke out and a number of people were slaughtered by the Japanese invaders. Now the place is converted to a playground. Although 'Jwasuyeongseongji' is the place of historic interest, the forest area is separated by paths and sidewalks. Further, there are sports facilities and relaxing people. Examples of advanced countries show that the abuse like Jwaisuyeongseongji is thoroughly prohibited. Although the Dangsan forest of jwasuyeongseongji remains in the megalopolis of Busan, it has been damaged and abused in spite of being a historic site. Nevertheless, Jwasuyeongseongji is an invaluable traditional cultural heritage. The objective of this study was to search for solutions of authenticity restoration for the remains of Dangsan forest at Jwasuyeongseongji in Busan. The Dangsan forest at Jwasuyeongseongji is a forest of Pinus thunbergii in an area of $130{\times}230m$. Jwasuyeongseongji is currently named Suyeong historic park, and is registered as monuments No. 8 by Suyeong-gu, Busan. The two Dangsan trees at Jwasuyeongseongji are registered as natural monuments No. 270 and No. 311. The complex management system needs to be designated as 'Dangsan forest of Jwasuyeongseongji in Busan', and managed as a natural monument or national historic site. Dangsan forest has a meaning of divine place. Therefore, the artificial facilities need to be removed from Dangsan forest so that the original features are restored with the spirit of Jwasuyeongseongji. Also, the administration needs to be transfered from Suyeong-gu, Busan to the Cultural Heritage Administration.

Evaluation on the Usefulness of Filter in Sentinel Lymphoscintigraphy Using $^{99m}Tc$-Phytate (Phytate를 이용한 감시림프절 검사 시 Filter의 유용성 평가)

  • Purpose: The aim of this study was to investigate distribution of particle size in phytate kit and compare filtered method with non-filtered method using 200 nm filter for sentinel lymphoscintigraphy (SLS). Materials and Methods: Five phytate kit of having the same available period was measured by particle size analyzer. For in-vivo experiment, $^{99m}Tc$-phytate was injected intradermally at both foot to perform lymphoscintigraphy. Imaging was acquired at 1hour after injection. Region of interest (ROI) was drawn in inguinal and background area for analysis. RAW 264.7 cells (Murine macrophage cell) were prepared for measurement of celluar uptake as a representative of macrophages. Paired t-test was performed using SPSS (SPSS Inc, USA) for statistical analysis. Results: The size of most particle in Techne phytate kit was distributed in 130~650 nm(90.5 %). In-vivo study, the ROI analysis showed similar result between filtered and non-filtered sample, and the numerical value of count/pixel were $58.3{\pm}5.97$ and $60.2{\pm}4.88$. In-vitro study, cellular uptake study also showed no difference between filtered and non-filtered sample by gamma counting. Conclusion: The present study demonstrates that there was no meaning of 200 nm filtered method for SLS using $^{99m}Tc$-phytate.

On the Problem of Virtue in Confucian and Neoconfucian Philosophy (유학 및 신유학 철학에서의 덕의 문제)

  • The concept of virtue seems to be one of the rare cases where the European and the Chinese traditions coincide. The meaning of the Latin word virtus and of Greek $aret{\acute{e}}$ seems to be similar to the Chinese $d{\acute{e}}$德. Most striking in virtue is that it is a capacity for self-realisation through action which is unique to man. On the other hand, there is something physical about it. It is the strength to do something. This strength overcomes the resistance of what is naturally given, it transforms the world, turns the natural world into a human one. In the Chinese tradition, $d{\acute{e}}$ 德, i.e. virtue, is therefore always connected with $da{\grave{o}}$ 道, the totality of natural forces. In the Chinese tradition, as opposed to the European one, virtue is itself considered to be a natural force that is present in man. This force sustains man's connectedness, unity and harmony with the surrounding world. Things exist through the unity of principle理 and ether氣. But the knowledge of this unity is due to principle. Moral and legal norms are shifted totally to the sphere of principle. Therefore their have found the final dissolution from a heroic models. Above all the classical Confucians, but also the other schools, would reply to this that there is nothing more precise than a concrete successful action. Its result fits the world perfectly. The difference is due to the differing interest of ethical thought. In the case of the Confucians the path is more direct. The actor establishes a precise pattern for other actions. Education therefore lies in detailed knowledge about forms of behaviour, not so much in conceptual differentiation. It is quite possible that generalisation may be a methodical prerequisite for success in this endeavour. That problem, too, is discussed. But the success of conceptualisation lies in the successful performance of individual actions, not in shaping actions in accordance with normative concepts.
