대학에서 창출하는 지적/인적자원에 대한 기업연계 플랫폼: 인문사회계열을 중심으로 (The knowledge and human resources distribution system for university-industry cooperation)

  • 대학은 교육을 통한 인재육성과 더불어, 사회적 가치를 창출할 수 있는 새로운 지식 및 아이디어를 창출하는 것을 주요한 목적으로 한다. 이러한 지적 자원은 비단 교수들이 생산하는 논문에 국한되지 않으며, 학생들로부터 창출되는 창의적인 아이디어, 독창적 문제인식 및 솔루션을 포괄하고 있다. 대학에서 창출되는 주요한 지적자원은 학술적인 지식인 '논문', 교육적 용도의 '강의자료', 텀프로젝트, 공모전 등을 통해 창출되는 창의적 형태의 '아이디어', 그리고 법적인 지적재산권이 확보된 '특허'등이 있다. 그러나, 이러한 대학의 지적 자원은 대부분 강의실 이외의 공간으로 유통되지 못하고 있으며, 대학 내에서조차 체계적으로 관리되지 못한다. 본 연구는 인문사회계열의 대학에서 창출되는 다양한 형태의 지적 자원을 기업에 유통시키고, 이를 통하여 대학의 인적자원이 기업에 연계될 수 있도록 하는 새로운 형태의 시스템 플랫폼을 제안한다. 즉, 대학의 지적자원을 실제로 이를 활용할 기업에게 시스템적으로 유통시킬 수 있는 방안을 연구하였으며, 이와 더불어 대학에서 배출되는 우수한 인재들의 정보를 기업에 함께 전달하여, 산학연계를 공고히 할 수 있는 시스템의 플랫폼을 설계하였다. 이를 위해, 본 연구에서는 시스템의 주요 사용자인 학생 및 교수, 그리고 기업의 실무담당자 총 100명에 대한 사용자 요구도를 조사하고, 이를 토대로 대학의 지적/인적자원에 대한 유통플랫폼 및 이에 대한 그래픽 사용자 인터페이스 (Graphic User Interface) 프로토타입을 구성하였다. 마지막으로, 제안된 플랫폼을 효과적으로 운영할 수 있는 방안에 대한 정책적 시사점을 제안하였다.

  • Recently, controversy over intellectual property rights for protecting genetic resources and traditional knowledge has been emerging. Very active debates and global discussions are being carried out in various international organizations for possible approaches to be taken for these properties, and for the fair and equal sharing of the benefits from these intellectual properties. There is a need to evaluate adopting a sui generis system which is being pushed by developing nations, or adopting a policy which will guaranteee benefit sharing such as sharing royalties from marketing final products, technical transfers, capacity building, and participating in research activities. Also, it is very important to examine the legal issues concerning genetic resources based on Convention on Biological Diversity for the fair and equal sharing of the benefits with developing nations, at the same time assuring developed nations of access to genetic resources.

  • This study on intellectual capital which is in spotlight as an important factor has meaning that it provides information on intellectual capital to interested parties(stockholders, employers, employees, customers, etc.), suggests intellectual capital measurement indices for strategic management of human resources, and presents intellectual capital management process which is useful in companies practically by designing and verifying intellectual capital measurement models for effective management of intellectual capital.

Alternative Dispute Resolution in Genetic Resources and Traditional Knowledge: Settlement at the World Intellectual Property Arbitration and Mediation Center

  • The growing importance of biological resources as sovereign rights to healthcare, energy, and food has sparked international discussions on Genetic Resources (GRs) and Traditional Knowledge (TK). As the bio-industry continues to grow, research and development utilizing patented biological resources are advocated. Currently, World Intellectual Property Organization (WIPO) is actively discussing GRs and TK, and an effective response to national interest has been sought. Of late, there have been growing disputes over issues like ownership, control, and access and benefit-sharing between indigenous peoples and users of GRs and TK resources. Resolution of disputes concerning GRs and TK are thus becoming critical not only to stakeholders such as the indigenous peoples and corporations, but also to third-party users. Due to the weakness of the current IP and court system however, such disputes are not addressed adequately. This paper will address the use of Alternative Dispute Resolution (ADR), which is an out-of-court dispute resolution system, on conflicting issues regarding GRs and TK. It will consider the WIPO as a forum for ADR and ADR for GRs and TK disputes and it will seek both parties in the dispute to benefit from the use of the ADR process.

전통지식의 개념과 한국전통지식자원 분류도구 개발 (Definition of Traditional Knowledge and Development of a Tool for the Classification of Korean Traditional Knowledge Resources)

  • Most countries recognize traditional knowledge as an economical resource in recent years, and so are actively participating in WIPO discussions for making sure of their intellectual property rights. In this study, the definition of traditional knowledge was discussed for making clear its categories and relative subjects. A tool for Korean Traditional Knowledge Resource Classification(KTKRC) was developed for putting the data of the resources in order, and was indispensable for searching for and examining cultural artifacts within the system of international intellectual property rights. KTKRC covers comprehensively our various traditional knowledge resources and has a similar structure to IPC for international searching, examining, and information exchange. KTKRC consists of a section of traditional knowledge(A), and three subsections: production technology(A0), living technology(A2) and creative technology(A4). The subsections include 8 classes, 28 subclasses, 105 groups, and a great number of subgroups.

중소병원 간호조직의 지적자본이 조직성과에 미치는 영향 (Effects of Intellectual Capital on Organizational Performance of Nurses in Medium and Small Hospitals)

  • Purpose: This study was a descriptive study conducted to investigate the effects of intellectual capital on organizational performance of nurses in medium and small hospitals. Methods: Data were collected from 241 nurses working in medium and/or small hospitals located in G City from August 10 to September 17, 2011. The measurement tools were the Intellectual Capital scale and Organizational Performance scale. Data were analyzed using frequency, percentage, mean, standard deviation, t-test, one way ANOVA, Pearson correlation, and hierarchical regression with SPSS WIN 18.0 PC. Results: Intellectual capital composed of human, customer, and structure capital had significant effects on organizational performance of nurses working in medium and small hospitals and explained 50.4% of the variance. Conclusion: In order to promote organizational performance of nurses, nursing managers and administrators need to invest more resources into the intellectual capital of the system including human, customer, and structure capital.

  • The purpose of this study is to investigate the role of IT-enabled dynamic capability in the relationship between intellectual capital and innovation performance under Industry 4.0. We approach the intellectual capital from the perspective of the resource-based view and define the components of intellectual capital as human capital, social capital, and organizational capital. On the other hand, the IT-based dynamic capability means that the information technology and the utilization ability of the enterprise are combined to overcome the turbulent environment. The empirical results showed that the IT-enabled dynamic capabilities mediated the relationship between intellectual capital and innovation performance as it revealed in theory. And in terms of practical implications, we found the importance of an organization's information technology ability to effectively utilize intangible resources for organizational performance.

수학 및 과학 간 지적 자원의 사용: 이론적 모형에 대한 실증 연구 (A theoretical model for the utilization of intellectual resources between science and mathematics: An empirical study)

  • 학생들이 수학과 과학을 배울 때 개발 및 사용하는 지적 자원의 이론적 모형을 구성하였다. 9,300명의 미국 4학년 학생들의 수학 과학 성취도 평가의 응답을 통계적으로 분석하여 이 이론적 모델을 검증하였다. 그 결과는 이론적 모형이 타당함을 보여주며, 4학년 학생들의 과학 학습에서 인식적 실천은 수학 학습에서 인식적 실천의 발달에 영향을 준다.

The Investigation into the Relationship between Intellectual Preferences Model and Preparation for Organization

  • Purpose - The objective of the present study is to examine the relationship between intellectual preferences of individuals and the level of readiness for change according to Ned Herman. Research design, data and methodology - For this, Iranian Supreme Audit Court was selected as a case study in this research and it was carried out to evaluate research variables and test hypotheses using standard questionnaires of intellectual preferences and readiness for change based on the methodology. It should be remarked that only 32 managers of Audit Court were willing to participate in this research and responded to the questionnaires. Results - The outputs of the performed tests showed that although there is not a significant relationship between the individuals with intellectual preferences for class A and readiness for change them, approaching the intellectual preferences of the individuals to D region increases the readiness for change them. On the other hand, whatever individuals have intellectual preferences for branches in groups B and C, the level of preparedness for change is low. Conclusions - The results of this research have made a clear policy for the effective utilization in human resources based on their intellectual preferences model for management with organizational changes.

  • According to the growing importance of science and technology policy, investment in research and development (R&D) has been increased. In this context, a patent as one of outcome of firm's systematic R&D investment is the way to hold a dominant position in companies' technology competitiveness and also to protect technology right. This study attempts to find the effects of input resources and intellectual property production activity on company value. It conducted empirical analysis based on 238 KOSDAQ-listed and medium-sized firms. Using the previous research, this study configurated research variables about activity of patent production, company value, and input of resources. Through these variables, it aims to know the effect of input of resources and activity of patent production on company value. First, the result of regression analysis shows that R&D cost has the positive effect on a patent production and sales promotion cost positively affects on the registration of the trademark. Second, the output of regression analysis indicates that a patent has the positive effect on company value but a trademark has not. With regard to the input of resources, R&D cost has the influence on company value but sales promotion cost has not. This study attempts to find the effectiveness of company's intellectual property registration on its value and suggests a way that the systematic R&D investment contributes the growth of company value.
