The purpose of this study was to identify the psychometric properties of the vocational ability scale used in the 8th Panel Survey of Employment for the Disabled in Korea by using the Rasch model. The sample data was collected from 398 individuals with intellectual disabilities. Item fitness, item difficulty, the appropriateness of the rating scale, and the separation index of the vocational ability scale were evaluated. All 15 items show an appropriate fitness level. The analysis of item difficulty indicate that modifications are required. Specifically, the need for the addition of less difficult question items is identified. The use of a 5-point rating scale is shown to decrease the test difficulty in terms of clarity and readability when appropriate and a 4-point modification is also determined as appropriate. With respect to the outcomes of the analysis, the person separation reliability value and separation index are high, and the reliability of the items is also high.

Traditional medical knowledge and its biological resources, including Korean Medicine, has regarded as an important object of intellectual property rights. International organizations have been discussed and implemented various treaties on how to exercise and protect the property rights of traditional medicines. In Korea, the governmental policies and the academic societies have endeavored to establish the protection method and academic foundations of Korean Medicine's intellectual properties. This study will examine the current situation of discussions in major international organizations and Korean governmental policies related to the protection of traditional medical intellectual properties. Furthermore, this paper will contemplate the possible arguments and countermeasures to protect the traditional knowledge of Korean Medicine. We hope that this study will contribute to find the reasonable and effective ways of protection of Korean Medicine's intellectual property rights.

Under the influence of growing popularity of "hallyu" (Korean wave), corporates that have copyrights such as music, movie, drama as their core competitiveness are showing continuing growth. In Addition, they built on contents are rapidly growing, interests in protection and management of intellectual property rights linked to contents are growing. Global contents development corporates are making great efforts to create profits out of copyrights. They could utilize original contents to strengthen brand value use it to produce additional contents in current market. Also they take advantage of existing storyline of the contents and strong brand to explore new markets. This paper looks into Value articulation model by Professor James Conley and analyzed the firms that utilized intellectual property rights to extend the period of protection, strengthen their competitiveness and succeeded in breaking into new market by using the rights they possess. Also, this paper examines the usage of intellectual property rights and business expansion strategy of of Iconix, the Korean entertainment company, which gained tremendous popularity in last ten years using this model. In Value articulation model, Conley classifies the process of exploiting the portfolio of the single product's(or service's) intellectual property right for a period of time into three stages ; value transference, value translation, value transportation. Pororo's strategy of utilizing intellectual property right is suggestive to domestic entertainment companies. Under the influence of hallyu" (Korean wave), domestic contents such as movies, dramas and music are enjoying the high level of popularity recently not to mention animations. In reality, Korean entertainment companies who have no background or experience of Intellectual property rights are not creating enough added values compared to fast growing market. It is believed Iconix's intellectual property rights management strategy will suggest positive aspects to domestic companies. Moreover, I hope various intellectual property rights management strategies including Conley's value articulation are studied and they can make contributions to managing domestic entertainment companies.

The international government committee is progressing their agreements about intellectual property protection of traditional knowledge(TK), gene resource(GR), folklore(FL) in WIPO. It is in the course of selection with precedence of TK, GR, FL in WlPO, focused on discussions about listing of TK documents, standardization of DB construction, sharing and profit distribution of GR. Their are disagreements between developed countries and underdeveloped countries about intellectual property protection agreements of TK, GR. The developed countries insist on using, the existing intellectual property protections, but the underdeveloped countries ask new ones on character of TK, GR, It causes intangible assets to be valuable trade properties in future world trade. We have to make national plans to face agreements about IP of TK, GR in WIPO with our own TK, GR. We must have a basic attitude about laying down these plans such as raising national economy, considering our TK, GR to be relics of mankind culture. In addition to these, it needs accurate analysis about agreements in WIPO, our TK, GR, scientific mechanical level and capital power.

This research Groped for a summary program about intellectual property protection of traditional knowledge(TK) etc. debating in WIPO. This program confirms that such as TK, GR etc. not only to be the cultural property accumulated in human history, but also to be the original resource may be using at present. Therefore, we suggest that the focus of discussion should transfer to UNESCO instead of WIPO which only deal with the intellectual property protection. Besides, the main body which protecting and supporting TK should become its holding organization so as to achieve more effective management about it. In order to protect and support TK, the government should have firstly the recognition that TK is the property belongs to the country. By this viewpoint, it needs to setup DB through overall excavation of the unofficial knowledges in order to protect and support these TK, GR. Because the positive dealing with those WIPO's discussion means to support our TK, GR, so there should have some reorganization about existing related ones, and also needs systemic supporting policies & management' system.

On July 23th, 2009, the newly-revised copyright law was reflected the free trade agreement which occurred between the United States and the Republic of Korea. The agreement is expected to have positive effects such as competition as well as the social efficiency in the field of intellectual property. Nevertheless, Korean government should pay much costs, Therefore, we should minimize the cost in a short run and maximize the benefits we could obtain out of the agreement in a long run. However, we are not prepared to improve economic value of the intellectual property rights. Specifically, it should be noted that the aspects of law execution to protect not only the intellectual property rights. If we manage to get the utmost out of the agreement, we could be going through the transition from a consumer nation of intellectual properties to a producer nation.

The purpose of this paper is to analyze academic papers published by North Korean scientists, to uncover major areas of research in North Korean science and technology, and to uncover the intellectual structures that underlie these science and technology. Through quantitative analysis, it is to find out who the main research actors are, what research areas are being dealt with, which research areas last a long time, which areas have been discontinued, and which research areas are receiving new attention. In order to detect major research areas and intellectual bases in North Korean science and technology, North Korean scientists' articles were collected from WoS (SCIE). CiteSpace, a scientific quantitative analysis tool, was used to identify major research areas based on author simultaneous citation analysis. The main research areas in North Korea are found to be material properties, vibration analysis, incline matrice, sodium cointercalation, and external magnetic field.

This paper reviews the applicabilities and the problems of copyright law and patent law to the computer-related intellectual properties such as data bases and computer softwares, with special reference to the practices in the advanced countries like U.S., U.K., and Japan. It also discusses Japanese proposals of-the new computer program right law which has been based on entirely different concepts of new media. The author concludes that the legal protection devices of any individual countries should be considered in the context of the eventual international agreements.

현재뿐만 아니라 미래에 기업의 생존을 결정하는 것은 기술을 바탕으로 하는 지적 재산권이라 할 수 있다. 얼마나 많은 지적재산권을 소유하고 있는가도 중요하지만 소유하고 있는 지적 재산권을 어떻게 활용하고 관리할 수 있는 능력이 외부 위험으로부터 기업을 지키는 핵심적인 요소가 될 것이다. 따라서 본 논문에서는 중소기업을 위한 지적 재산권을 효율적으로 관리할 수 있는 시스템을 제안한다.
