보육교직원 자격과 재교육 정책 현황 분석 및 발전 방향 고찰 (Consideration of Policy on Qualification and In-service Education of Childcare Center Staff for Improving Educare Quality)

  • 본 연구는 영유아 보육의 질 확보를 위한 보육교직원 자격과 재교육 정책을 고찰하고 바람직한 정책방향을 제시하는 데 그 목적이 있다. 연구방법은 보육교직원 관련 정책 및 관련법에 대한 각종 자료와 문헌을 조사하고 이를 분석하는 방법을 채택하였다. 주요 연구결과는 다음과 같이 정리될 수 있다. 첫째, 보육교직원 자격기준에 대해서는 철학적, 발달심리학적, 사회적 배경의 논리적, 합리적 근거에 의한 법 정비가 필요하다. 둘째, 보육관련 교과목 및 학점 기준, 보육관련 교과목영역 선정과 필수교과목 지정에 대한 명확한 근거 마련이 필요하다. 셋째, 이수 교과목 영역 조정과 필수, 선택교과목 조정과 일부 교과목의 명칭을 변경하는 것이 바람직하다. 넷째, NCS(국가직무능력 표준) 보육 분야의 직무능력 수준도 고려하여 교과목을 선정하여야 한다는 것을 밝혔다. 다섯째, 원장의 자격기준 요건을 강화할 필요성이 있다. 여섯째, 유보 격차 해소를 위해 보육교사, 유치원교사 통합형 영유아교사 양성체제가 필요하다. 보육교직원 역량 강화와 전문성 제고를 위하여 보수교육 대상자의 효율적 관리를 위한 운영체계 및 전산 체계화가 필요하다. 보수교육 운영 주체의 다양화, 보수교육 내용의 정기적 모니터링이 필요하다. 보수교육 행재정적 지원 체계 확립이 필요하다. 보수교육의 자발적 참여, 정부와 부모가 지원하는 보육교직원 전문성 계발 정책 수립이 필요한 것으로 나타났다.

소방시설설계업의 발전방향에 관한 연구 (A Study on the Fire Design Business Development Direction)

  • 소방산업이 발전하려면 소방법의 제도적인 면에서 무엇이 바뀌어야 하며, 현재 소방산업에 종사하고 있는 소방인의 생각 또한 무엇이 변해야 하는지를 연구하고 국민들이 안정된 생활을 할 수 있도록 객관적인 입장에서 예방소방업무에 대한 인식을 하여야 할 것이다. 소방시설업중 설계업은 건축물의 신축시 가장 기본이 되는 소방시설업으로 소방공사업, 소방감리업, 유지관리업까지 필수적으로 따라 다니는 법적으로 중요한 사항이다. 본 연구는 소방산업이 국민의 생명과 복리증진에 기여하고 국민들이 이해하며 관심을 가지는 소방산업이 될 수 있도록 소방산업 중 소방시설설계업의 문제점을 파악하여 그 발전방향을 제시하였으며, 소방시설설계업의 소방정책에 대한 개선방안으로 일반소방시설설계업의 법적인 제도에서 기계분야와 전기분야로 구분되어 설계전문성이 결여되므로 제도적으로 통합하여 국민안전에 기여하여야 할 것이다.

국제 테러리즘의 대응체제 구축방안 (Proposal on for Response System to International Terrorism)

  • 테러리즘의 최종 목적은 대량살상 자체가 목표이기 때문에 효과적인 테러활동을 억제하기 위해서는 테러의 위협환경과 그 경로를 차단해야 하며, 이에 대한 적극적인 대응방안이 강구되어야 한다. 그러면 위의 위협에 대한 구체적은 대응방안으로서, 첫째, 국제사회는 테러의 근본 원인보다는 테러의 주체, 수단과 방법을 제거하거나, 테러의 대상을 보호하는데 많은 노력을 해온 것이 사실이다. 하지만 향후 테러 방지를 위해서 테러의 발생 원인을 제거하는데 보다 적극적이고 장기간의 노력이 필요하다 하겠다. 둘째, 예방적인 차원의 대응방안이 모색되어야 한다. 테러리즘의 근절을 위해 가장 효과적인방법은 예방이다. 이를 위해서는 테러리즘의 발생원이이 되는 객관적인 환경오소 자체를 제거하고, 테러리스트의 활동 근거지를 추적, 섬멸하여 대량살상무기 및 지원자금의 유입 등을 봉쇄하여 조직을 무력화 시켜야 한다. 셋째, 테러 대응 조직체계를 정립하여 통합된 위기관리기구나 기능이 작동될 수 있도록 장애요인의 지속적인 제거와 국제적 연대를 강화하고, 국내에서 발생 가능한 테러유형을 분석하여, 특성, 대응체계, 전략, 법 적용, 테러피해의 산정, 그리고 대응 프로그램 개발이 시급히 이루어져야 하며, 또한 새로운 테러수단과 양상에 대한 대책수립을 지원할 연구 기반을 구축하고, 이를 활성화시킬 방안이 모색되어야 할 것이다. 넷째, 대(對)테러 대비 총괄적인 정부종합대책 강구를 위해 기관간 업무 분장 등 현장대응체제 발전을 위해 무력테러(행자부), 화학테러(환경부), 생물테러(복지부), 핵${\cdot}$방사능테러(과기부) 등 분야별 테러대응 세부대책을 보완${\cdot}$발전시켜나가야 한다.나 TDT에서는 유의한 차이가 관찰되지 않았다. 또 뚜렛 장애 환아군의 세 가지 서로 다른 유전형 사이에 틱 장애의 가족력, 주의력결핍 과잉행동장애, 강박증, 약물에 대한 반응, 공존 질환 여부 등에 있어서 유의한 차이는 없었다. 결 론:본 연구에 있어 사례 수가 적고 TDT에서 유의한 결과가 발견되지 않았기 때문에 해석에 조심을 기할 필요는 있겠으나, 본 연구는 COMT유전자의 기능적 다형성과 뚜렛 장애 간에 연관 관계가 있음을 밝혀 낸 최초의 보고라 하겠다.산수, 토막짜기 점수도 유의하게 높았다. 약물치료력에 있어서는 임상가가 평가한 약물 반응이 순응군에서 유의하게 높았고, 약물 용량도 순응군이 유의하게 높았으며, 오후 약물 순응율(2003년 3월 평가)도 유의하게 순응군이 높았다. 또한 주치의의 지휘에 따라서도 순응율에 차이를 보였다. 결 론:국내에서는 최초로, 외래 치료를 받고 있는 ADHD 아동에 대한 MPH-IR 순응도를 조사하였다. 평균 1년 치료기간동안의 순응도는 62%로 외국에서의 연구결과와 유사하였으며, 지능이 높을 때, 약물반응이 우수하고, 약물용량이 높으며, 오후약물에 대한 순응이 초기에 높을 때 약물 순응률이 보다 높았다. 결국 약물치료 효과에 대한 만족도가 순응률 결정에 가장 중요한 요인이라고 생각되며, 약물치료효과를 높이기 위한 다양한 전략을 사용하여, 약물 순응도를 향상 시킬 필요가 있다고 생각된다.으나, 주의력에서는 전두엽의 실행능력(executive function)과 관련되는 검사들에서 산소흡입이 특이한 효과를 보여준다는 것이 확인되었고, 기억능력에서는 단기기억능력 평가에서 산소흡입군이 대조군보다 유의한 효과를 보여주는 것으로 평가되었다. 이러한 연구결과는 산소흡입이

지구온난화에 따른 국내 기후변화와 젖소 착유우의 생산효율에 미치는 영향 평가 : 모델 시뮬레이션을 이용한 접근 (Climate Change by Global Warming and Its Effects on Production Efficiency of Lactating Dairy Cows in Korea : a Simulation Modeling Approach)

  • 지난 25년간 지구온난화로 인한 국내 기후변화 양상은 지역 간에 차이가 있어, 고온지역은 평균온도의 증가를 보이지는 않았으나, 최저기온의 지속적인 상승과 그에 따른 열대야 발생을 확인할 수 있었다. 또한 그로 인한 젖소의 고온스트레스 발생, 섭취량의 감소 및 생산성 저하가 예상된다. 저온지역의 경우에는 여름철 평균온도 및 최저온도의 상승으로 인해 연평균기온이 유의적으로 상승한 반면, 겨울철에는 오히려 최저기온의 지속적인 하강이 관찰됨에 따라 동물의 저온스트레스가 가중될 것으로 예상된다. 착유우가 저온스트레스 상태에 있을 때는 에너지요구량과 건물섭취량이 증가하여 생산 효율이 떨어지며, 사료효율의 감소로 경제성은 감소되고 우유 생산비는 증가한다. 특히, 극심한 저온스트레스 또는 사료, 음수 및 우사바닥의 결빙은 섭취량 감소를 야기하며 이에 따른 생산성의 저하는 더욱 가중될 것으로 예상된다. 결론적으로 지구온난화로 인한 기후변화에 따른 지역별 영향은 다르며, 온도 스트레스에 의한 낙농우의 생산성 저하를 최소화하고, 동물의 복지와 건강을 증진시키기 위해서는 지역별 기후변화 특성에 맞춘 사양기술의 개발이 필요하다.

서울지하철 범죄 실태에 대한 범죄심리학적 연구 (Study on the Realities in Seoul Subway Crimes: Criminal Psychology)

  • ‘Defined legally as a violation of law' (Sutherland, E. H. Principles of Criminology, Lippincott, Chicago, 1939) Crime within the group is essentially and primarily antisocial in that the criminal who is welfare of his group acts instead against it and breaks the principles of social solidarity not merely by not doing what these principles prescribe, but by doing something exactly opposites. Any program set up to attack crime and delinquent behavior at their sources. A program of his nature needs the constant and comprehensive collaboration of psychiatrists, social works, educations, lawmakers, and public officials, since crime is a social problem and it should be treated as such. Some crime preventives which should be mentioned are as follows, (1) The insurance that every child will be decently born and that his home life be socially and economically adequate; without socially mature parents the chid is handicapped at the start; thus parental education, integrated with the public school system, should be developed now. (2) A more meaningful educational program which would emphasize ideals of citizenship, moral integrity, and respect for the law and the police. (3) A periodic check made for potential delinquents throughout the public schools and treatment provided if possible; and if not, proper segregation in institutions. (4) Careful attention paid to press, movies, and radio so that crime may no longer appear to be glamorous. This can be done by women's clubs, civic bodies, and other educational groups exerting pressure on the movie syndicates and broadcasting companies to free their productions of the tawdry and lurid characteristics of crime and criminals. Aggression associated with the phallic stage of development, The child ordinarily comprehends sexual intercourse as an aggressive and sadistic act on the part of the male, and specifically on the part of the penis. Evidence that the penis is phantasied as a weapon of violence and destruction come from unconscious productions of normal adults. One patient with compulsive-neurotic criminalism was apprehended after breaking into hardware store and stealing money. He later confessed to many similar incidents over the preceding two years. At the same time it was apparent that he stole only for the sake of stealing. He did not need the money he thus obtained and had no special plans for using it.

사회복지사의 경력몰입 결정요인에 대한 다층분석연구 (Multilevel Analysis Study on Determinants of Career Commitment among Social Workers)

  • 본 연구는 사회복지현장에서 체계적 경력과정이 개인과 조직 모두의 성공적 성과달성의 핵심적 요소라 인식함을 전제로, 사회복지사의 경력몰입에 영향을 미치는 요인을 다차원적 수준에서 실증적으로 분석함으로써 이론적 통계적 정확성에 기반 한 자료를 토대로 경력관리의 방향성에 대한 실천적 함의를 이끌어내고자 하였다. 이에 본 연구는 46개 기관에 787명의 사회복지사를 대상으로 구조화된 설문지를 통해 개인 및 조직특성 자료를 수집하고, 다층분석기법을 활용하여 조직효과를 감안한 영향요인에 대해 분석하였다. 분석결과, 우선 경력몰입의 총 분산 중 기관특성에 의한 설명이 15.8%로 유의미하게 나타났고, 이의 영향요인으로 개인수준에서는 프로티언 경력태도, 성장욕구, 인적 네트워크, 자기효능감이, 조직수준에서는 자격보상제도가 각각 유의미한 변수로 확인되었다. 이에 조직효과를 감안한 개인요인들의 활성화로 성공적 경력몰입을 이끌어내기 위한 방안으로 조직 내 슈퍼비전의 체계화, 근로자지원프로그램의 적용, 전문적 경력개발의 인센티브제공, 학습조직으로의 전환 등 개인-기관 통합적 실천전략을 제안하고 논의하였다.

독거노인의 지각된 사회적 지지와 시설 돌봄 선호: 고독사 가능성 인식의 매개 효과 분석 (Perceived Social Support Among the Elderly People Living Alone and Their Preference for Institutional Care: Analysis of the Mediator Effect in the Perception of the Probability of Lonely Death)

  • 본 연구는 확장된(Expanding) Andersen 행동 모델(2002)에 기반하여 독거노인의 고독사 가능성 인식이 지각된 사회적 지지와 시설 돌봄 선호와의 관계에서 어떠한 역할을 하는지 실증적으로 분석해 보고자 하였다. 이를 위해 2018년 서울시에서 실시한 노인실태조사에서 독거노인을 추출해 연구대상(n=676)으로 삼았으며, 지각된 사회적 지지를 독립변수, 시설 돌봄 선호를 종속변수, 고독사 가능성 인식을 매개변수로 Baron&Kenny(1986)의 3단계 매개 효과 분석을 위해 이항 로지스틱 회귀분석을 실시하였다. 연구 결과 지각된 사회적 지지는 시설 돌봄 선호와 고독사 가능성 인식에 부적인 영향을, 고독사 가능성 인식은 독거노인의 시설 돌봄 선호에 정적인 영향을 미칠 가능성이 있음을 확인하였다. 마지막으로 지각된 사회적 지지가 시설 돌봄 선호에 미치는 영향에서 고독사 가능성 인식은 부분 매개 효과가 있는 것으로 분석되었다. 연구의 목적과 주요결과에 따른 실천적 제안은 다음과 같다. 첫째, 증가하는 독거노인을 대상으로 시설 돌봄 선호의 가능성 요인으로 확인된 지각된 사회적 지지의 수준을 높이기 위한 다양한 프로그램의 개발과 지원이 요구된다. 둘째, 고독사 가능성 인식은 시설 돌봄 선호의 심리사회적 요인으로 확인된 바, 독거노인을 대상으로 고독사 준비를 위한 교육과 지원이 보다 활성화 될 필요가 있다. 본 연구결과는 노인돌봄 정책의 컨셉 중 하나인 "aging in place" 실현에 관한 논의의 기초자료로서 활용될 수 있을 것이다.

가족계획과 모자보건 통합을 위한 조산원의 투입효과 분석 -서산지역의 개입연구 평가보고- (An Intervention Study on Integration of Family Planning and Maternal/Infant Care Services in Rural Korea)

  • This project was a service-cum-research effort with a quasi-experimental study design to examine the health benefits of an integrated Family Planning (FP)/Maternal & Child health (MCH) Service approach that provides crucial factors missing in the present on-going programs. The specific objectives were: 1) To test the effectiveness of trained nurse/midwives (MW) assigned as change agents in the Health Sub-Center (HSC) to bring about the changes in the eight FP/MCH indicators, namely; (i)FP/MCH contacts between field workers and their clients (ii) the use of effective FP methods, (iii) the inter-birth interval and/or open interval, (iv) prenatal care by medically qualified personnel, (v) medically supervised deliveries, (vi) the rate of induced abortion, (vii) maternal and infant morbidity, and (viii) preinatal & infant mortality. 2) To measure the integrative linkage (contacts) between MW & HSC workers and between HSC and clients. 3) To examine the organizational or administrative factors influencing integrative linkage between health workers. Study design; The above objectives called for quasi-experimental design setting up a study and control area with and without a midwife. An active intervention program (FP/MCH minimum 'package' program) was conducted for a 2 year period from June 1982-July 1984 in Seosan County and 'before and after' surveys were conducted to measure the change. Service input; This study was undertaken by the Soonchunhyang University in collaboration with WHO. After a baseline survery in 1981, trained nurses/midwives were introduced into two health sub-centers in a rural setting (Seosan county) for a 2 year period from 1982 to 1984. A major service input was the establishment of midwifery services in the existing health delivery system with emphasis on nurse/midwife's role as the link between health workers (nurse aids) and village health workers, and the referral of risk patients to the private physician (OBGY specialist). An evaluation survey was made in August 1984 to assess the effectiveness of this alternative integrated approach in the study areas in comparison with the control area which had normal government services. Method of evaluation; a. In this study, the primary objective was first to examine to what extent the FP/MCH package program brought about changes in the pre-determined eight indicators (outcome and impact measures) and the following relationship was first analyzed; b. Nevertheless, this project did not automatically accept the assumption that if two or more activities were integrated, the results would automatically be better than a non-integrated or categorical program. There is a need to assess the 'integration process' itself within the package program. The process of integration was measured in terms of interactive linkages, or the quantity & quality of contacts between workers & clients and among workers. Intergrative linkages were hypothesized to be influenced by organizational factors at the HSC clinic level including HSC goals, sltrurture, authority, leadership style, resources, and personal characteristics of HSC staff. The extent or degree of integration, as measured by the intensity of integrative linkages, was in turn presumed to influence programme performance. Thus as indicated diagrammatically below, organizational factors constituted the independent variables, integration as the intervening variable and programme performance with respect to family planning and health services as the dependent variable: Concerning organizational factors, however, due to the limited number of HSCs (2 in the study area and 3 in the control area), they were studied by participatory observation of an anthropologist who was independent of the project. In this observation, we examined whether the assumed integration process actually occurred or not. If not, what were the constraints in producing an effective integration process. Summary of Findings; A) Program effects and impact 1. Effects on FP use: During this 2 year action period, FP acceptance increased from 58% in 1981 to 78% in 1984 in both the study and control areas. This increase in both areas was mainly due to the new family planning campaign driven by the Government for the same study period. Therefore, there was no increment of FP acceptance rate due to additional input of MW to the on-going FP program. But in the study area, quality aspects of FP were somewhat improved, having a better continuation rate of IUDs & pills and more use of effective Contraceptive methods in comparison with the control area. 2. Effects of use of MCH services: Between the study and control areas, however, there was a significant difference in maternal and child health care. For example, the coverage of prenatal care was increased from 53% for 1981 birth cohort to 75% for 1984 birth cohort in the study area. In the control area, the same increased from 41% (1981) to 65% (1984). It is noteworthy that almost two thirds of the recent birth cohort received prenatal care even in the control area, indicating that there is a growing demand of MCH care as the size of family norm becomes smaller 3. There has been a substantive increase in delivery care by medical professions in the study area, with an annual increase rate of 10% due to midwives input in the study areas. The project had about two times greater effect on postnatal care (68% vs. 33%) at delivery care(45.2% vs. 26.1%). 4. The study area had better reproductive efficiency (wanted pregancies with FP practice & healthy live births survived by one year old) than the control area, especially among women under 30 (14.1% vs. 9.6%). The proportion of women who preferred the 1st trimester for their first prenatal care rose significantly in the study area as compared to the control area (24% vs 13%). B) Effects on Interactive Linkage 1. This project made a contribution in making several useful steps in the direction of service integration, namely; i) The health workers have become familiar with procedures on how to work together with each other (especially with a midwife) in carrying out their work in FP/MCH and, ii) The health workers have gotten a feeling of the usefulness of family health records (statistical integration) in identifying targets in their own work and their usefulness in caring for family health. 2. On the other hand, because of a lack of required organizational factors, complete linkage was not obtained as the project intended. i) In regards to the government health worker's activities in terms of home visiting there was not much difference between the study & control areas though the MW did more home visiting than Government health workers. ii) In assessing the service performance of MW & health workers, the midwives balanced their workload between 40% FP, 40% MCH & 20% other activities (mainly immunization). However, $85{\sim}90%$ of the services provided by the health workers were other than FP/MCH, mainly for immunizations such as the encephalitis campaign. In the control area, a similar pattern was observed. Over 75% of their service was other than FP/MCH. Therefore, the pattern shows the health workers are a long way from becoming multipurpose workers even though the government is pushing in this direction. 3. Villagers were much more likely to visit the health sub-center clinic in the study area than in the control area (58% vs.31%) and for more combined care (45% vs.23%). C) Organization factors (admistrative integrative issues) 1. When MW (new workers with higher qualification) were introduced to HSC, it was noted that there were conflicts between the existing HSC workers (Nurse aids with less qualification than MW) and the MW for the beginning period of the project. The cause of the conflict was studied by an anthropologist and it was pointed out that these functional integration problems stemmed from the structural inadequacies of the health subcenter organization as indicated below; i) There is still no general consensus about the objectives and goals of the project between the project staff and the existing health workers. ii) There is no formal linkage between the responsibility of each member's job in the health sub-center. iii) There is still little chance for midwives to play a catalytic role or to establish communicative networks between workers in order to link various knowledge and skills to provide better FP/MCH services in the health sub-center. 2. Based on the above findings the project recommended to the County Chief (who has power to control the administrative staff and the technical staff in his county) the following ; i) In order to solve the conflicts between the individual roles and functions in performing health care activities, there must be goals agreed upon by both. ii) The health sub·center must function as an autonomous organization to undertake the integration health project. In order to do that, it is necessary to support administrative considerations, and to establish a communication system for supervision and to control of the health sub-centers. iii) The administrative organization, tentatively, must be organized to bind the health worker's midwive's and director's jobs by an organic relationship in order to achieve the integrative system under the leadership of health sub-center director. After submitting this observation report, there has been better understanding from frequent meetings & communication between HW/MW in FP/MCH work as the program developed. Lessons learned from the Seosan Project (on issues of FP/MCH integration in Korea); 1) A majority or about 80% of the couples are now practicing FP. As indicated by the study, there is a growing demand from clients for the health system to provide more MCH services than FP in order to maintain the achieved small size of family through FP practice. It is fortunate to see that the government is now formulating a MCH policy for the year 2,000 and revising MCH laws and regulations to emphasize more MCH care for achieving a small size family through family planning practice. 2) Goal consensus in FP/MCH shouBd be made among the health workers It administrators, especially to emphasize the need of care of 'wanted' child. But there is a long way to go to realize the 'real' integration of FP into MCH in Korea, unless there is a structural integration FP/MCH because a categorical FP is still first priority to reduce the rate of population growth for economic reasons but not yet for health/welfare reasons in practice. 3) There should be more financial allocation: (i) a midwife should be made available to help to promote the MCH program and coordinate services, (in) there should be a health sub·center director who can provide leadership training for managing the integrated program. There is a need for 'organizational support', if the decision of integration is made to obtain benefit from both FP & MCH. In other words, costs should be paid equally to both FP/MCH. The integration slogan itself, without the commitment of paying such costs, is powerless to advocate it. 4) Need of management training for middle level health personnel is more acute as the Government has already constructed 90 MCH centers attached to the County Health Center but without adequate manpower, facilities, and guidelines for integrating the work of both FP and MCH. 5) The local government still considers these MCH centers only as delivery centers to take care only of those visiting maternity cases. The MCH center should be a center for the managment of all pregnancies occurring in the community and the promotion of FP with a systematic and effective linkage of resources available in the county such as i.e. Village Health Worker, Community Health Practitioner, Health Sub-center Physicians & Health workers, Doctors and Midwives in MCH center, OBGY Specialists in clinics & hospitals as practiced by the Seosan project at primary health care level.

  • Because of differences in thoughts and ideology, our country, Korea has been deprived of national unity for some thirty years of time and tide. To achieve peaceful unification, the cultivation of national strength is of paramount importance. This national strength is also essential if Korea is to take rightful place in the international societies and to have the confidence of these societies. However, national strength can never be achieved in a short time. The fundamental elements in economic development that are directly conducive to the cultivation of national strength can be said to lie in -a stable political system, -exertion of powerful leadership, -cultivation of a spirit of diligence, self-help and cooperation, -modernization of human brain power, and -establishment of a scientific and well planned economic policy and strong enforcement of this policy. Our country, Korea, has attained brilliant economic development in the past 15 years under the strong leadership of president Park Chung Hee. However, there are still many problems to be solved. A few of them are: -housing and home problems, -increasing demand for employment, -increasing demand for staple food and -the need to improve international balance of payment. Solution of the above mentioned problems requires step by step scientific development of each sector and region of our contry. As a spearhead project in regional development, the Saemaul Campaign or new village movement can be cited. The campaign is now spreading throughout the country like a grass fire. However, such campaigns need considerable encouragement and support and the means for the desired development must be provided if the regional and sectoral development program is to sucdceed. The construction of large multipurpose dams in major river basin plays significant role in all aspects of national, regional and sectoral development. It ensures that the water resource, for which there is no substitute, is retained and utilized for irrigation of agricultural areas, production of power for industry, provision of water for domestic and industrial uses and control of river water. Water is the very essence of life and we must conserve and utilize what we have for the betterment of our peoples and their heir. The regional and social impact of construction of a large dam is enormous. It is intended to, and does, dras tically improve the "without-project" socio-economic conditions. A good example of this is the Soyanggang multipurpose dam. This project will significantly contribute to our national strength by utilizing the stored water for the benefit of human life and relief of flood and drought damages. Annual average precipitation in Korea is 1160mm, a comparatively abundant amount. The catchment areas of the Han River, Keum River, and Youngsan River are $62,755\textrm{km}^2$, accounting for 64% of the national total. Approximately 62% of the national population inhabits in this area, and 67% of the national gross product comes from the area. The annual population growth rate of the country is currently estimated at 1.7%, and every year the population growth in urban area increases at a rising rate. The population of Seoul, Pusan, and Taegu, the three major cities in Korea, is equal to one third of our national total. According to the census conducted on October 1, 1975, the population in the urban areas has increased by 384,000, whereas that in rural areas has decreased by 59,000,000 in the past five years. The composition of population between urban and rural areas varied from 41%~59% in 1959 to 48%~52% in 1975. To mitigate this treand towards concentration of population in urban areas, employment opportunities must be provided in regional and rural areas. However, heavy and chemical industries, which mitigate production and employment problems at the same time, must have abundant water and energy. Also increase in staple food production cannot be attained without water. At this point in time, when water demand is rapidly growing, it is essential for the country to provide as much a reservoir capacity as possible to capture the monsoon rainfall, which concentarated in the rainy seaon from June to Septesmber, and conserve the water for year round use. The floods, which at one time we called "the devil" have now become a source of immense benefit to Korea. Let me explain the topographic condition in Korea. In northern and eastern areas we have high mountains and rugged country. Our rivers originate in these mountains and flow in a general southerly or westerly direction throught ancient plains. These plains were formed by progressive deposition of sediments from the mountains and provide our country with large areas of fertile land, emminently suited to settlement and irrigated agricultural development. It is, therefore, quite natural that these areas should become the polar point for our regional development program. Hower, we are fortunate in that we have an additional area or areas, which can be used for agricultural production and settlement of our peoples, particularly those peoples who may be displaced by the formation of our reservoirs. I am speaking of the tidelands along the western and southern coasts. The other day the Ministry of Agriculture and Fishery informed the public of a tideland reclamation of which 400,000 hectares will be used for growing rice as part of our national food self-sufficiency programme. Now, again, we arrive at the need for water, as without it we cannot realize this ambitious programme. And again we need those dams to provide it. As I mentioned before, dams not only provide us with essential water for agriculture, domestic and industrial use, but provide us with electrical energy, as it is generally extremely economical to use the water being release for the former purposes to drive turbines and generators. At the present time we have 13 hydro-electric power plants with an installed capacity of 711,000 kilowatts equal to 16% of our national total. There are about 110 potential dams ites in the country, which could yield about 2,300,000 kilowatts of hydro-electric power. There are about 54 sites suitable for pumped storage which could produce a further 38,600,000 kilowatts of power. All available if we carefully develop our water resources. To summarize, water resource development is essential to the regional development program and the welfare of our people, it must proceed hand-in-hand with other aspects of regional development such as land impovement, high way extension, development of our forests, erosion control, and develop ment of heavy and chemical industries. Through the successful implementation of such an integrated regional development program, we can look forward to a period of national strength, and due recognition of our country by the worlds societies.
