한국의 연구장비 현황과 구축패턴 (Distribution Patterns of Research Equipments in Korea)

  • 본 연구는 한국에서의 연구장비가 어떻게 구축되어 왔고 또 현재 어떻게 구축되고 있는 지를 과거와 현재의 패턴을 구분해 살펴본 것이다. 그렇지만 논의의 전개를 위해 연구장비와 관련된 이론적인 논의, 정부개입의 논거, 연구장비 현황 등을 먼저 검토하였다. 최근은 연구장비의 집적화, 산학연 공동활용형 구축과 같은 패턴과 대학외 구축, 무질서한 구축 등으로 특징지어 진다. 이로 인해 본고는 전주기형과 범부처적인 연구장비정책을 권고하였다.

  • This is the review of 2,500 cases on the trend analysis of technology and market. We find the fact that the patterns of trend analysis are defined by the purpose and size of the series and analysis, not by the difference of experience, educational background, country or organization. Based on these facts, we define 14 types of the analysis of technology and market. Also we conceptualize several patterns of the analysis in methodology, techniques, analytical index, structure, information source and the value by types of trend analysis.

  • This paper aims at setting up a theory of science-based industry, discussing the patterns of technological innovation and the issues of industrial change. The paradigms of technological change are changing rapidly from engineering-based to science-based innovation and industry. New paradigms are clearly distinctive from old paradigms, and hence raises several issues of the theory of industry.

Forecasting Korean National Innovation System and Science & Technology Policy after the COVID-19

  • The COVID-19 is a pandemic that affects all facets of our life and will change many patterns in science technology and innovation. A qualitative study was conducted using Focus Group Interview involving ten industry-academia-research experts with the objective of identifying changes in Korea's national innovation system and science & technology policy after the COVID-19. Eight questions were designed, based on the major components of the national innovation system, such as companies, universities, and research institutes, to discuss the changes in the national innovation system and science & technology policy. Also, keyword analysis and cluster analysis were performed using the network analysis program VOSviewer. It is predicted that, in the wake of the COVID-19, Korea's national innovation system will shift to a new paradigm that is more decentralized, responsive, and autonomous. Furthermore, several policy agendas that can turn these changes into positive momentum of change in science & technology policy are presented.

  • This paper examines the change of innovation practices in the Korean industry which is entering into the 'post catching-up regime'. In catching-up regime, the technological loaming practices of Korean firms could be characterized as the assimilation and improvement of foreign technologies through crisis construction and time pressure. Crisis construction and time pressure were the important factors enhancing the intensity of technological teaming and shaping the way of doing imitative innovation. But the innovation patterns of firm are changing. The new ways of doing innovation are emerging in Korean mobile phone industry which is becoming a world leader: the emphasis on the importance of technological planning, the enhancement of collaborative networks among related firms, the toleration on the failure and the effort to acquire core technologies. Though Korean firms have not developed enough capabilities to create basic core technologies, they can develop their competitiveness through creative combination of technologies and are approaching the world frontier.

이동통신서비스 확산패턴 - 유럽국가 자료를 중심으로 (Diffusion Patterns of Mobile Telecommunications Services in the European Countries)

  • 이동통신시장은 지난 10년 동안 괄목할 만한 가입자 증가로 인해 급격하게 성장했다. 서비스의 확산패턴은 그러한 새로운 서비스를 준비하는 이동통신사에게 주요 관심사이다. 우리는 이러한 서비스의 확산패턴이 이전의 모바일 서비스와 유사할 것으로 가정하며, 이러한 서비스의 확산패턴을 확인하는 것은 차세대 모바일 서비스를 위한 이동통신사에게 필수적이다. 본 연구에서는 이동통신서비스의 유사한 확산패턴을 보여 주는 국가를 분류하였다. 전통적인 확산모델을 사용하여, 25개의 서유럽 국가들의 이동통신 확산패턴을 추정한다. 1993년부터 2004년까지 이들 국가들의 월 보급률 자료를 기초로 하였다. 클러스터 분석을 통해 이동통신 확산패턴측면에서 상위 모방국가와 하위 모방국가의 두 그룹을 분류하였다. 이 연구의 결과는 이동통신서비스의 상이한 확산패턴을 설명하기 위한 인과모형을 개발하거나 차세대 이동통신서비스를 위한 새로운 네트워크를 계획할 때 그 기초를 제공한다.

Predictors of Re-participation in Faecal Occult Blood Test-Based Screening for Colorectal Cancer

  • Background: There is little information on longitudinal patterns of participation in faecal occult blood test (FOBT) based colorectal cancer (CRC) screening or on demographic or behavioural factors associated with participation in re-screening. The lack of an agreed system for describing participatory behaviour over multiple rounds also hampers our ability to report, understand and make use of observed associations. Our aims were to develop a system for describing patterns of participatory behaviour in FOBT-based CRC screening programs and to identify factors associated with particular behavioural patterns. Methods: A descriptive framework was developed and applied to a data extract of screening invitation outcomes over two rounds of the NBCSP. The proportion of invitees in each behaviour category was determined and associations between behaviour patterns and demographic and program factors were identified using multivariate analyses. Results: We considered Re-Participants, Dropouts, Late Entrants and Never Participants to be the most appropriate labels for the four possible observed participatory categories after two invitation rounds. The screening participation rate of the South Australian cohort of the NBCSP remained stable over two rounds at 51%, with second round Dropouts (10.3%) being balanced by Late Entrants (10.5%). Non-Participants comprised 38.7% of invitees. Relative to Re-Participants, Dropouts were older, more likely to be female, of lower SES, had changed their place of residence between offers had a positive test result in the first round. Late Entrants tended to be in the youngest age band. Conclusions: Specific demographic characteristics are associated with behavioural sub-groups defined by responses to 2 offers of CRC screening. Targeted group-specific strategies could reduce dropout behaviour or encourage those who declined the first invitation to participate in the second round. It will be important to keep first round participants engaged in order to maximise the benefit of a CRC screening program.

시장 불확실성 수준과 혁신체제 패턴간 적합에 관한 연구 : 우리나라 초고속인터넷산업의 사례

  • This study explored the patterns of activities and interactions among participants in the adoption process of a new system innovation, ADSL, in Korea, using an integrative framework of innovation system and strategic decision-making process for uncertainty reduction. An in-depth case analysis was undertaken to identify the adoption process of ADSL innovation, as a case in point, in conjunction with activities and interactions among related parties such as government, service providers, equipment suppliers, and content providers. The results of case analysis revealed that as the level of uncertainty in the adoption of ADSL innovation decreases, the focus of decision-making activities moves from scoping, to searching, to evaluating and to committing. Also this study found that at the early stage of ADSL adoption with higher level of uncertainty, government plays a pivotal role in coordination of related parties to participate in the innovation process, while service providers replaced this role at later stage of innovation with lower level of uncertainty. This study discussed theoretical and policy implications for the adoption of new system innovations with varying degrees of uncertainty.

지식집약서비스 공급업체의 혁신 특성과 전략 (Innovation Features and Strategy of Knowledge Intensive Service Suppliers in Korea)

  • This paper explores the features, patterns and strategies of innovation in knowledge intensive service (KIS) suppliers in Korea. It was found that characteristics of service innovation and manufacturing innovation tend to converge. Also, diverging elements were found particularly in organizational dimension in the innovation of the service sector. Investigation into the case of information and communication technology (ICT) services revealed that KIS suppliers are active in innovation. They obtained ideas required for their innovations from their knowledge activities inside firms and in the process of interaction with user firms. Large KIS suppliers are to a great extent interested in R&D for innovation, while small and medium suppliers are interested in developmental work. Weak knowledge flow was found between KIS suppliers and the public sector like universities and public research institutes.

Adapting Public Research Institutes to New Dynamics of Innovation

  • Governments around the world place great hopes in innovation in their search for new sources of growth and for responses to grand challenges, such as climate change, new or re-emerging infectious diseases, accelerating urbanisation, ageing, food security, and availability of clean water. However they must devise their relevant support policies -- including through sponsored research within public research institutes -- taking into account that innovation processes are currently undergoing a major transformation. New innovation patterns include a broadening scope of relevant activities, a growing importance but changing nature of scientific roots of technological development, a stronger demand-pull, the emergence of new local and national STI powerhouses, and the rise of more open and globalised innovation networks. They translate into new opportunities but also constraints for policies to enhance the contribution of public research institutes to national innovation performance. The article derives the main policy implications regarding the desirable evolution of the mission, research focus, as well as the funding and steering of public research institutes, with a special reference to Korea.
