The General Assembly of the UN has proclaimed the year 1983 world Communications Year, Development of Communications Infrastructures, with the International Telecommunication Union serving as the lead agency for the year. Therefore, Author investigate the purpose and background of WCY83 and its programs by ITU. As the result, those international plans to implement effectively WCY83 are highly reputed to be reasonable. On this Occassion, I review the current problems refferring to communications policies in Korea and suggest some proposals from the view point of its legislations in order to stimulate the development of communications Science.

Recently, Life Cycle Cost (LCC) for civil infrastructures, such as pavements, bridges, and dams, has been emphasized. However there are few cost models for road tunnel especially for maintenance phase. The road network is composed of highways, bridges, and road tunnels. Thus it is as important as for road tunnels to keep safe for traffic. The maintenance strategies for road tunnels can be achieved based on the minimization of LCC in maintenance phase. For this purpose, in this paper, cost model and cost classification for road tunnel in maintenance phase are suggested.

Due to many advantages of advanced composite materials, research on the application of composites to the construction industry is initiated. In this paper, fabrication methods efficient for infrastructures and application examples of each method are discussed. It also presents the structural characteristics of concrete filled glass fiber reinforced composite tubular member. Experimental results shows that strength and ductility of composite compression member is considerably increased due to concrete confinement action of composite surface.

The railway system is composed of large scale infrastructures and high-cost trains. For planning and analyzing this kind of complex system, simulation method can be used for efficient tool. In this research, we review basic simulation programming models and present a modeling for the elements of railway system such as rail-line infrastructure, train, time table and operational route. Additionally, some considerations on the development of multi-train traffic simulator for KyongBu-line are discussed.

As the economy of a country develops, the necessity for social overhead capital such as railroad, highway and other transportation infrastructures becomes an utmost issue as the volume of traffic increases. As the standard of living has been raised the needs for ecological road pavement also increase. As a matter of fact, the concrete and asphalt pavement have been constructed without considering the harmony with nature. The Road Compound pavement is constructed with local soils from optimum mixture proportions that did not contaminate the surroundings and represent the ecological pavement.

The purpose of this study is to provide basic data of government policy by evaluating the competitiveness of construction infrastructures by country. The results of this study are as follows: Among the 20 countries, Korea ranked the 10th in the construction market stability, 12th in the construction system, and 10th in the infrastructure, 12th in the overall construction infrastructure competitiveness.

Almost all buildings/infrastructures made of composite materials are fabricated without proper design. Unlike airplane or automobile parts, prototype test is impossible. One cannot destroy 10 story buildings or 100 meter-long bridges. In order to realize “composites in construction”, the following subjects must be studied in detail, for his design: Concept optimization, Simple method of analysis, Folded plate theory, Size effects in failure, and Critical frequency Unlike the design procedures with conventional materials, his design should include material design, selection of manufacturing method, and quality control methods, in addition to the fabrication method.

Object caching is a desirable feature to improve the both scalability and performance of distributed application systems for information infrastructure, the information management system leveraging the power of network computing. However, in order to exploit such benefits, we claim that the following problems: cache server placement, cache replacement, and cache synchronization, should be considered when designing any object cache system. We are under developing DOC: a Distributed Object Caching, as a part of building our information infrastructures. In this paper, we show how each problem is inter-related, and focus to highlight how we handle cache server deployment problem

SCADA(Supervisory Control and Data Acquisition) is popular control and monitor areas not only in critical infrastructures such as electric power, gas, oil but also industrial applications. Increasement of cyber attack technique and frequency threats secure operation of SCADA systems. Recently many researches have been studied for protecting SCADA system against cyber attacks. This paper introduces overall security technologies in SCADA systems.
