아시아 ·태평양 지역의 정보통신 관련 업무를 관장하고 있는 APT(아·태 전기통신협의체)는 1995년 ASTAP(APT 표준화 프로그램)이라는 지역 표준화기구를 설립 및 운영하고 있다. 지역 표준화기구로서의 ASTAP은 매년 1회씩 정기적 포럼을 통해 표준화 활동 방향 등을 정립하고 있으며, 2000년 6월에 개최된 제3차 ASTAP Forum을 통해서는 보다 실질적인 결과물 창출과 산업체의 참여 활성화 유도를 위한 조직의 개편이 단행된 바 있다. APT의 이러한 지역 표준화기구 운영은 효율적 정보통신표준화를 위한 지역 국가간의 긴밀한 협력 체계를 유도하고, 나아가 정보통신표준화 활동을 통한 지역의 공동 이익 및 세계 시장에서의 위상 강화를 추구해 나아갈 수 있는 기반이 되고 있다. 따라서, 본 논문에서는 아 태 지역 표준화기구(ASTAP)의 운영 방안과 현안 이슈들을 분석함으로써, 우리나라가 동 지역에서의 정보통신표준화 활동을 보다 효율적으로 할 수 있는 방안을 모색하는 데 역점을 두었다.

최근 정보통신 국제표준을 세계 시장을 선점하기 위한 필수적인 전략으로 인식하여 선진 각국 및 기업 간의 국제표준화 경쟁이 심화되고 있다. 또한 정보통신 기술의 융 복합화가 통신과 방송의 융합은 물론이고 타 산업과 정보통신 기술 간의 융합으로 새로운 영역의 기술 분야가 대두되고 있으며, 이는 표준화의 중요성 및 영역의 확대를 가져오고 있다. 따라서 21세기 스마트 정보사회에서 우리나라가 세계 정보통신 시장에서 주도적인 위치를 확보하기 위해서는 정보통신시장을 주도할 미래핵심 기술에 대한 국제 표준화를 추진할 수 있는 정보통신 표준화 전략의 수립 및 체계적인 추진이 필요하다. 본 논문에서는 정보통신 동향 및 표준화 환경을 분석하여 향후 바람직한 표준화 추진 전략을 모색하고자 한다.

인터넷의 발달로 디지털콘텐츠의 생성과 활용이 급격히 증가하면서 디지털콘텐츠에 대한 서비스 방식이 URL 방식에서 URN 방식으로 변화하고 있다. 한국과학기술정보연구원의 KOI나 한국전산원의 UCI가 그 예라고 할 수 있다. 그러나 식별체계 간의 등록$\cdot$변환서비스가 호환되지 않기 때문에 식별체계를 활용하여 디지털콘텐츠를 서비스하기 위해서는 커널메타데이터를 각각 등록하여야 하며, 디지털콘텐츠 변환서비스도 서로 연계가 이루어 지지 않기 때문에 개별적으로 서비스 되고 있다. 디지털콘텐츠를 보다 효율적으로 생성$\cdot$활용하기 위하여 식별체계간의 등록$\cdot$변환서비스 연계가 가능한 식별체계 간 연계시스템 구축 방안을 제시하고자 한다.

This paper presents a fundamental study to establish a standardization system of the Construction Continuous Acquisition and Life-cycle Support(CALS). A state of the art in standardization of the Construction CALS is reviewed to find some defects in developing CALS system in construction industry. It is analyzed that three major parts were needed to set up a standardization system for the Construction CALS. Firstly, the range of Construction CALS standardization is set up to identifying Construction CALS and defining the standards and standardization. Secondly, the strategy to carry out more effectively in Construction CALS standardization and make the relationship of the concerned system presented here can be used to establish the Construction CALS standardization system. In addition, the spread and application device are proposed to use Construction CALS standards at public institution and construction related companies. Conclusively, a classification of the Construction CALS standards was proposed and some objects to be standardized were represented in that. Results studied in this paper will provide the primary information and basic model to develop a guideline for standardization of the Construction CALS.

Nowadays, for the competitive power of an enterprise, there are many attempts to implement information system that could support business innovation by business process re-engineering. However, there is no effort to standardize the core business processes of enterprise based on standards of data, documents. These facts make it difficult to introduce and implement enterprise information system designed by business processes of the higher level. Therefore, standardization of business process by analyzing the functionality and relationships among them are important and necessary. The results of our research are summarized as process-driven standardization (standardization of core business processes) and development of a repository. In process-driven standardization, we proposed the reference model by analyzing the business processes of the leading enterprises for core business processes. The reference model focuses on core business processes, such as sales management, procurement management, production management, logistics management, and customer support in manufacturing industry. We developed a knowledge-based system as a repository for a integrated management system of business process. And this repository was built up web-based system for the purpose of both reference and management.

최근 정보통신 산업에서 일어나고 있는 기술 및 제품 경쟁은 표준화 경쟁이라고 해도 과언이 아닐 정도로 표준 획득은 시장을 선점하기 위하여 핵심 요소로 정보통신기술 변화의 흐름은 표준화를 지향하고 있다. 더욱이 WTO TBT(Technical Barries to Trade)의 발효는 범세계적으로 하나의 표준을 지향해 나아감에 따라 국제표준(Global Standards)의 중요성은 크게 증대되고 있다. 이에 기업은 물론 각 국가는 표준을 핵심 전략으로 인식하고, 다양한 전략적 접근을 통하여 시장선점 나아가 표준획득을 위해 치열한 경쟁을 하고 있다. 본 고에서는 게임이론 중 상대 경기자의 유형(type)을 알 수 없는 동적 불비정보게임(Dynamic Incomplete Information Game)을 이용하여, 정보통신 산업 내 먼저 네트워크를 형성한 선도기업과 이에 대하여 선도기업의 기술과의 호환을 추구하고자 진입한 추종기업간의 경쟁을 분석하고, 이를 통하여 선도기업과 추종기업 간 표준화 경쟁에 있어서 최선의 경쟁 전략을 분석해 보고자 한다.

오랫동안 점진적이고 장기적으로 표준화를 추진해온 기록관리 선진국들과 달리 우리는 기록관리 전 영역에 걸친 표준화를 단기간에 성취하기 위해 종합적 표준화 전략을 수립 추진해왔다. 그러나 현재 기록관리 표준은 품질 및 실효성 측면에서 비판이 제기되고 있으며, 이를 개선하기 위해 장기적이고 전략적인 표준화 정책이 요구된다. 이 연구는 표준화 전략 재구축을 위한 모형을 제안하기 위한 것이다. 이를 위해 현재 표준화 전략을 평가하고, 국내 GIS나 전자상거래 분야, 호주 빅토리아 주의 표준화 전략을 분석하였다. 전략 재구축 모형에는 전략목표, 재구축 원칙과 함께 표준화 대상 체계화, 우선순위 결정, 표준화 절차 정비, 표준화 정책 및 조직 정비 등 4개 영역별 정비과제를 포함하였다.

This study presents the categorical structure for ther epresentation of a 3D human body position system in the WD stage after NP approval by the International Organization for Standardization (ISO), analyzes the needs of electronic medical record users and establishes future implementation plans for expanding its use in Korea. Research was conducted on the needs of doctors, nurses, health and medical information managers, and radiology departments, which are the main stakeholders of electronic medical records. The overall requirements for electronic medical records were derived from the results, and the requirements for each stage of use of electronic medical records were analyzed. Based on the results of the study, the study proposes plans to expand the use of the categorical structure for the representation of the 3D human body position system, and also aims to establish a standard system for health and medical terminology in Korea and contribute to the development of health and medical information standards through international standardization.

현재, 국내에서의 건설분야는 지상영역에서 지하공간개발영역으로 변화하고 있다. 이와 함께 지하공간개발 추진시 난개발, 환경오염 등의 문제점들은 매우 중요한 화두가 되고 있다. 이러한 시점에서 지하공간을 파악할 수 있는 지하정보들의 활용이 급증될 것으로 예상되고 있다. 그러나, 아직 국내에서의 지하정보는 기관별 개별적으로 구축 관리 하고 있어 통합 활용이 어려운 실정이다. 그러므로 지하공간정보의 통합 활용이 필요한 시점에서 지하정보들의 통합 인프라 구축을 위해서는 통합 DB표준화가 반드시 실행되어져야 한다. 본 연구에서는 각 각의 지하정보들을 기반으로 지하공간정보 인프라 구축 통합 표준화 활용 방안을 연구하였다. 연구결과 지하공간정보 통합 표준화 내용으로는 지층별 표준화, 단위체계 표준화, 지하공간정보 연계 표준화를 제시하였으며 활용성 검토를 위해 각 기관의 전문가들에게 설문조사를 실시한 결과 높은 활용성이 검증 되었다.
