There is a Korean proverb that learns old things and learns new things from it. This study analyzes the change of the policy governance system in the field of information and communication since 2008 and outlines the future directions. The launch of the Korea Communications Commission (KCC), which combines the Ministry of Information and Communication and the Korea Broadcasting Commission in 2008, and the separation of the Korea Communications Commission and Ministry of Science, ICT and Future Planning in 2013, were systematic responses to the policy environment. Recent changes in the ICT environment, such as the advent of the fourth industrial revolution and the intelligence information society, call for an organizational timely response. In the future, it will be very important to set the scope of ICT policy, the establishment of a dedicated organization, the strengthening of the regulatory system, and the role of the government and the market.

The 4th industrial revolution technology has brought many changes not only in human life but also in the industrial field. ICT such as 5G and artificial intelligence and convergence/complex systems such as drones and robots are convenient for humans, and automation of all processes in the industrial field. However, these advanced information and communication technologies also have adverse functions. As advanced ICT was incorporated into military and terrorist weapon systems, more powerful and highly destructive weapon systems began to be developed. In particular, by applying advanced ICT to the production and use of terrorist tools, the terrorist method became more sophisticated and caused more damage. In this paper, we derive advanced ICT that can be abused according to the terror patterns in the 4th industrial revolution era, and present a method that is applied from preparation to execution of terrorism. The abuse of advanced ICT makes terrorism more stealthy and subtle, and increases its destructive power.

The era of information technologies has stimulated the demand of educational reform based on the use of information and communication technology (ICT). It requires explicit guidelines, vibrant objectives, mobilization of resources and political commitment at all levels of the country to achieve the desired results. However, change is not easy, it requires to overcome the impediments that hinder the successful integration of ICT in public schools. The pace of this reform is active in developed countries, while developing countries are lagging behind in achieving the required goals. The foremost purpose of this study is to highlight the barriers in the effective integration of ICT faced by developed countries in general and developing countries in particular. Reviewing the impediments to the integration of ICT in public schools may assist educators to become technology adopters in the future. Findings of the study reveal that intrinsic barriers are easy to surmount; once extrinsic barriers have been subdued successfully.

This article proposes to consider the experience of using information and communication technologies in educational processes and social practices of Ukrainian universities. The history of the introduction of information and communication technologies in the development of the higher education system is considered, the system of organizing the information space of universities is investigated. The distinctive features of the structure of a single information space, as well as distance e-learning technologies are highlighted. Empirical material obtained in the course of sociological research is used to discuss specific examples of the use of ICT in universities.

산업화 이후 온실효과에 의한 지구 온난화 현상 발생으로 전 세계적으로 기후변화에 대해 관심이 높다. 또한, 최근들어 기상이변 등은 기후변화에 대한 대응이 시급함을 실감하게 한다. 컴퓨터, 랩탑, 휴대폰과 같은 정보통신(ICT: Information Communication Technology) 기기도 이산화탄소와 같은 온실가스를 배출하고 에너지 소비가 많아, 정보통신 부분에서의 기후변화에 대한 대응이 중요하다는 인식이 급증하고 있다. 그린 ICT(Green ICT)는 이러한 정보통신 부분에서의 기후변화에 대응하는 방법으로 그 표준화 추진이 요구되는 상황이며, 본 고에서는 특히 국내 그린 ICT 표준화 추진 현황에 대해 알아본다. 국내 그린 ICT 표준화는 한국정보통신기술협회(TTA) 단체표준 및 표준화 포럼을 중심으로 이루어지고 있으며, 국제전기통신연합(ITU) 등의 국제 표준화 기구에 대한 대응 연구반을 통해서도 이루어지고 있다.

본 논문은 음성인식 기술을 활용한 게임과 교육 분야의 연계성에 대한 연구를 제시한다. 음성인식 게임은 사용자의 음성 명령을 인식하고 상호작용을 가능하게 함으로써 학습자의 참여와 흥미를 유발한다. 관련 연구들은 음성인식 게임이 언어 학습, 수학 학습, 학습 장애 학생 지원 등 다양한 교육 분야에서 효과적으로 활용될 수 있다는 것을 보여준다. 음성인식 게임은 교육 환경에서의 음성인식 기술의 잠재력을 제시하며, 추가 연구가 필요하다는 결론을 도출한다.

Agricultural machines can be viewed as a very important factor to reduce the workforce and reduce production costs as well as keep up with now days trend caused Labor shortages and the workforce reduction by aging in rural. The latest agricultural machinery has developed into a major agricultural industry to apply and integrate the telecommunication, next-generation batteries, semiconductors, wireless communications, content and high-tech display industry technology with a wide range of applications. In this study, to apply the information and communication technologies on agricultural planters relied on a mechanical method, we designed a quick and sophisticated ICT convergence planters that enable to monitor.

본 연구에서는 감성 분석 기반의 키워드 도출형 영화 리뷰 웹사이트를 개발하였다. 사용자들은 영화에 대한 리뷰를 작성할 때, 자동으로 키워드를 추출하는 기능을 활용하여 다양하면서도 빠르게 정보를 얻을 수 있다. 사용자가 작성한 리뷰를 시스템에 입력하면, 내부적으로 ChatGPT를 활용하여 텍스트를 분석하고 키워드를 추출한다. 이를 통해 사용자는 별다른 노력 없이도 키워드를 통해 영화의 장르, 감독, 배우, 플롯 요소 등 다양한 정보를 빠르게 확인할 수 있다. 추출된 키워드는 저장되어 시각화에 활용되며, 사용자들은 리뷰에 대한 원하는 정보를 쉽게 얻을 수 있다. 개발된 키워드 도출형 영화 리뷰 웹사이트는 사용자들에게 빠르고 다양한 정보를 제공하며, 영화 관련 결정을 내리는 데에 도움을 줄 것으로 기대된다.

본 논문은 안드로이드에서 화면 캡쳐와 OCR을 통한 실시간 번역 애플리케이션 개발을 주제로 한다. 코틀린으로 개발된 애플리케이션은 사용자가 원하는 화면 영역을 캡쳐하여 해당 텍스트를 OCR로 추출하고, 구글 Cloud Vision API와 Cloud Translation API를 활용해 번역한다. 이를 통해 외국어 애플리케이션 사용의 편의성을 향상시키고, 정보의 이해와 공유를 도울 수 있음을 제시한다. 이 기술은 더욱 다양한 분야에서의 활용 가능성을 열어놓고 있다.

본 논문은 Windows 플랫폼에서 마우스 움직임 데이터를 수집하고 이를 웹사이트와 통합하여 시각화하는 서비스의 개발을 제시한다. 이 서비스는 마우스 움직임 데이터의 수치화와 표현을 가능하게 하여 사용자 행동에 대한 유용한 통찰력을 제공한다. 윈도우를 기반으로 마우스 움직임 데이터를 수집하여 데이터베이스에 데이터를 저장한다. 데이터베이스에 저장된 데이터는 실시간으로 연동하여 시각화하여 웹사이트를 통하여 보여준다. 본 연구를 통해 무의미하게 여겨질 수 있는 데이터를 사용자에게 의미있게 전환하여 보여주기 위한 시도를 하였다.
