정보관리 분야에서는 컴퓨터와 정보 네트워크의 발달, 그리고 초고속 정보통신망 구축과 같은 환경변화로 인하여 새로운 시대를 맞이하고 있다. 이러한 변화의 시대에 정보의 중요성과 새로운 정보기술의 발달, 정보이용자들의 주변환경 변화를 인식하게 됨에 따라 디지털 도서관(digital library)을 구상하게 되었다. 본고에서는 새롭게 등장한 디지털 도서관의 개념과 기능을 알아보고, CD-ROM, OCR 기법과 이미지 스캐닝, hypertext, hypermedia, multimedia와 같은 정보기술에 대해서 살펴보았다. 또한 이러한 기술을 응용한 시스템 사례를 살펴봄으로써 정보관리 분야에서 새로운 전자정보 서비스를 위한 전략과 정보의 디지털 화를 위한 응용가능성을 살펴보고자 한다.

21세기는 지식정보화의 시대이자 교육과 문화의 세기이다. 이러한 시대적 흐름의 중심에 있는 공공도서관의 중요성은 아무리 강조해도 지나치지 않다. 공공도서관은 창조경제와 문화융성을 위한 베이스캠프로서 학문과 문화의 저수지이다. 최근 이러한 공공도서관이 도서관 관련 법규도 준수하지 못하는 열악한 상태에서 행정체계 일원화 추진과 함께 도서관계의 큰 이슈로 대두되면서 많은 문제점을 야기하고 있다. 따라서 이 연구에서는 공공도서관의 행정체계 일원화 추진에 대한 제반 주장과 문제점을 분석하여 개선 방안을 제시하는데 연구의 목적을 두었다. 이를 위해 첫째, 공공도서관 일원화 논의의 전개과정을 고찰하였고, 둘째, 공공도서관 일원화의 쟁점과 문제점을 살펴보았으며, 셋째, 공공도서관 일원화 관련 개선방안을 마련하여 제시하였다.

본 연구는 현재의 도서관협력망에 대해서 개개 도서관 사서들이 어떻게 생각하고 있으며, 협력이 필요한 부분이 무엇인지 파악하는데 목적이 있다. 연구방법은 설문조사와 면담조사를 사용하였다. 연구결과 현재의 도서관협력망에 대해서 오직 30% 미만만이 성공가능성을 예측하여 많은 개선점을 필요로 하고 있었다. 내용에서는 목록DB 분야를 가장 중요하다고 생각하고 있었으며, 분담수서와 공동수서 부분의 중요성이 가장 낮게 평가되었다. 그리고, 협력이 필요한 분야는 합동교육, 교육.문화프로그램 협력 공동홍보 등이며 반대로 공동수서, 분담수서에 대해서는 그 필요성을 낮게 보고있었다. 또한 도서관협력망에 대한 평가는 부분적으로 도서관의 협력망 가입여부와 소재한 위치가 영향을 미치는 것으로 나타났다. 도서관협력망에 대해서 하향식 모델과 상향식 모델을 제시하여 현재의 문제점 해결하는 대안을 제시하였다.

In this paper we propose Personal Information Management System for Library Database. It manages personal search pattern for the given user and provide specific book list for library book search system. With the proposed system, the conventional overlap searching time will be decreased with personalized information and search history. This system manages the individual data according to personal searching pattern, sequence and usability. Therefore, the user can locate necessary book information more accurately with their distinct interest and search history.

본 연구는 어린이도서관 웹사이트의 네비게이션 시스템 분석을 실시하고, 분석 결과에 따른 문제점과 개선 방안을 제시 하였다. 35개 어린이 도서관 웹사이트를 대상으로 글로벌 네비게이션, 로컬 네비게이션, 국소적 네비게이션, 지원 네비게이션으로 구분하여 현황 조사를 실시하였다. 분석결과 네비게이션의 메뉴수가 너무 많으며, 퀵 링크를 사용하고 있는 웹사이트는 전체 웹사이트 중 18%에 불과한 것으로 나타났다. 검색인터페이스가 외부 시스템을 그대로 사용하는 도서관이 상당수 있는 것으로 나타났으며 웹사이트 중 링크가 연결되어 전단계로 이동할 수 있는 웹사이트는 60%로 나타났다.

21세기 지식정보시대 공공도서관이 사회적으로 인정받고 발전의 기반을 마련하기 위해서는 우선 도서관 측에서 사회적 역할을 명확하게 인식하고 이를 효과적으로 수행해야 한다. 본고에서는 이러한 입장에서 도서관의 바람직한 사회적 역할 수행 방안으로 도서관 권리선언 제정, 독서실 기능 폐지, 서비스 품질 향상을 위한 평가제도 개선 및 인증제도 도입, 도서관 장서의 개선을 제안하였다.

기술 환경의 변화는 문헌정보시스템의 혁신적인 변화를 촉진하고 있다. 본 연구에서는 문헌 정보 체계기술과 인터넷 정보기술을 융합된 차세대 문헌 정보 시스템의 원형으로 시맨틱 라이브러리를 정의하고, 시맨틱 라이브러리의 기능적 요구사항과 아키텍처의 참조모델을 제시하였다. 시맨틱 라이브러리는 온톨로지와 메타데이터 기반의 의미적 상호 운용성과 통합을 실현하고 정보 자원의 개방과 공유 참여와 협업을 통하여 이용자 정보서비스를 혁신하는 체제이다. 또한 시맨틱 라이브러리는 FRBR의 논리구조를 근간으로 하여 서비스 지향 아키텍처로 구현됨으로써 효과적으로 시스템을 구축을 실현할 수 있다. 본 연구에서는 차세대 문헌정보 시스템의 모델로 6개 수평 계층과 3개 수직요소로 구성되는 시맨틱 라이브러리의 참조 모델을 제시하였다.

This paper surveyed the theoretical backgrounds of digital library. Its definition and function and case studies, and basic skills for system construction of digital library were suggested. The differences between the traditional library and the digital library were compared. And the conditions that should be take into consideration of digital library construction were suggested. Suggestions are summarized as follows : 1. For the construction of digital library, library collection should be digitalized by using CD-ROM and commercial online services. 2. The digitalization of library collection should be planned by subject sharing between the libraries. For the control of this cooperation, the orgnization to propel the digitalization should be established. And it is necessary to enact the standards for the digital library. 3. The connection between MARC formatted bibliographic database and full-text should be studied. 4. All the types of information about texts, pictures, sounds and if films should be also digitalized. 5. To satisfy the needs of many users, we have to establish the various users's interface which is fitted for several kinds of users. 6. When a digital library was constructed, the copyright and resources sharing must be guranteed depending on the cost of database's usage. 7. Because the digitalization of library will be related to the various kinds of libraries, the interface for resources sharing will be constantly concerned. 8. The sharing of information resources between the libraries will be enacted on the Internet. And we must be interested in various internet tools such as telecommunication softwares, media convert programs, etc. 9. By training staffs continously, all libraries must be ready to come the library in the future.

본 연구는 공공도서관에서 운영하는 프로그램의 성과를 측정할 수 있는 시스템의 구축을 목적으로 한다. 이를 위해 로직모델을 기반으로 개발된 도서관 성과측정 프레임워크를 적용하고 사서가 직접 KOLAS에서 데이터를 반출하고 성과평가 시스템에 업로드하여 성과를 측정하고 결과를 출력할 수 있도록 시스템(LibOutcomes system)을 구축하였다. 연구 결과, 성과평가 시스템을 이용한 성과 측정은 시각적으로 결과를 확인하기에 유용하였다. 또한 웹 기반 시스템으로 구축함으로써 접근 및 이용의 용이성을 확보할 수 있었고, 향후 KOLAS의 한 기능으로 확장할 수 있는 가능성을 제시하였다.

This research has investigated the perceptions of subject specialization services and the opinions of students majoring in library and information science preparing for librarianship, librarians operating in the field, and library directors on the status and ways of nurturing subject specialization for librarians, among others. To this end, based on the results of previous research and the survey questionnaire analysis, we have presented a policy to train subject librarians. First, we have proposed a plan for systematizing the current educational system within the department of library and information science. We have also suggested ways to secure subject expertise based on curriculum management, minor programs, multi-major programs, and interdisciplinary major programs based on the standard curriculum model. Second, we have presented a subject specialization educational system for field librarians, and further suggested details for the development of an educational program that can help build subject expertise and the operation of educational methods as well as the personnel in charge of implementing the educational programs. Third, we have proposed institutionalization of the qualifications of the subject librarian where the qualification requirements have been organized considering academic background, major program, library career, and career experience in the subject specialization service, further suggesting the implementation and maintenance of the system.
