This research investigates the characteristics, principles, advantages, factors and problems of cluster development in Kazakhstan, and identifies the prerequisites, conditions and stages of organizing clusters on the framework of special economic zones. In this research, we used methods, which will allow analyzing of the organization industrial clusters in special economic zones in Kazakhstan. The author studied international experience of cluster development and the efficiency of the use of the model of the "rhombus effect" with account the specific features of interaction between the participants of the cluster, analysis of the legal framework for the formation and development of clusters. These have been identified as the more important or strategically necessary clusters in Kazakhstan: innovation-technological cluster, innovation-education cluster, innovation-petrochemical cluster, innovative-metallurgical cluster, transport and logistics cluster, textile industry cluster, tourism cluster, agro cluster, construction cluster, medical and pharmaceutical cluster. Firstly, the results suggest that the interaction of science, education, business and government in the development and implementation of innovation policy is not sufficiently structured to provide a balanced representation of the interests of the range of various innovative enterprises in Kazakhstan. Secondly, the legal basis of cluster development in Kazakhstan is determined. Need to develop mechanisms for the implementation of promising direction. Thirdly, the clusters can be formed in the existing special economic zones, allowing them to get right to the mass production of high-tech products that are developed.

In this study, the possibility of the application of knowledge management concept in a unit of regional industrial cluster is explored based on diverse case studies. For this purpose, a new framework for knowledge management strategies in an industrial cluster was developed and a model of Knowledge Hub was suggested for the support of integrated knowledge management in an industrial cluster. Additionally, characteristics of Knowledge Hub that should be considered in the design of the Hub are discussed. The concept of Knowledge Hub in this study could be particularly useful for the promotion of innovations in linking clusters and provincial industrial clusters.

This research focused on the cluster analysis for the vitalization of the innovation cluster, Gwanggyo Technovalley. The study was performed based on both theoretical study and quantitative and qualitative study approaches. Particularly, questionnaire survey was performed for the cluster analysis of the innovation cluster. The major determinants for vitalization of the innovation cluster, Gwanggyo Technovalley can be summarized as follows; the strategy formulation for the development of the innovation cluster, the enhancement of the host institution capability and gradual enlargement of the role of the host institution. In terms of the needs of times, this study regarding the cluster analysis for the vitalization of the innovation cluster, Gwanggyo Technovalley is anticipated to be a good reference for the R&D organizations and technology cluster participants in coming years.

This study does a case study of the electric-electronic cluster in Tamaulipas, Mexico. The purpose of this study is to investigate the development of industrial cluster in Mexico. The electric-electronics cluster in Tamaulipas, Mexico is MNC(Multinational Corporation) cluster. The number of MNC cluster increased after trade liberalization in Mexico. The result has demonstrated that the actual needs of maquila plants run by MNCs are the primary drivers for the formation and development of the cluster, which are related to education and human resource development. Overall, the electric-electronics cluster in Tamaulipas, Mexico is in its initial state, and the linkage between cluster members and local sectors such as Mexican suppliers is not strong. Finally, this study suggests the developmental ideas for the cluster.

The industrial cluster policy of 21st century rise to the focus method of regional economic promotion, therefore, the importance of study in cluster identification and mapping as policy task will bring into relief. This paper will confirms the estimate index and policy of industrial clusters with regional industry. The result in this case study, Cluster development should embrace the pursuit of competitive advantage and specialization rather than simply imitate successful clusters in other locations. This requires building on local sources of uniqueness. Government should reinforce and building on existing and emerging clusters rather than attempt to create entirely new ones. This sort of role for government is very different from industrial policy. The aim of cluster policy is to reinforce the development of all clusters. Not all clusters will succeed, but market forces should determine the outcomes. In other words, government should build on market- oriented system and innovative infra. The result of this study is meaning to the development of objectivity estimate index and derivation of cluster-focused policy with a case study of industrial clusters.

This paper deals with the consideration of mathematical models with regards to growth of cluster and firms by reviewing the Metcalf and Breuner's articles. prior studies have been argued the phenomenon of local industrial clusters and districts. Several concepts have been adopted to support the success of and changes to these clusters and firm growth. Through the review of two papers, evolution of both cluster and firm growth may be achieved in terms of utilizations of the different local aspects and mechanisms. This paper supports the theoretical back bone with regards to the regional cluster policy implementing in Korea for the purpose of regional developments. In particular, a mathematical model that, on a more abstract level, captures the fundamental dynamic structure of all the observed mechanisms. On the basis of this model, the emergence and evolution of local clusters can be described. Also this model has given that the knowledge sharing between firms has an important role to firms and cluster' growth.

Sports paradigm shift gave an opportunity to transform into production-oriented industry activities creating high value-added. Sports industrial cluster, organic union of qualitative industries producing and distributing of various sports derivative products, is necessary system in these sports paradigm shift. This study is intended to suggest the definition, construction, and direction for future of sports industrial cluster. In order to ensure the sustainable growth of sports industrial cluster, a growth strategy such as switching to the sementic cluster is needed. And the direction for future of sports industrial cluster were as following; finding the growth engine sports industry field according to the convergence, systematically promoting by setting the medium and long term development goals, constructing a wide industrial region for global competitiveness of sports industry.

The purpose of the paper is to draw conclusions form the EU's cluster policy for Korean government policy. The paper consists of five chapters. This research aims to find planning issues on reuse of an industrial heritage as a cultural cluster and to suggest planning factors which can be referred when designing the similar cases. Analysis standards were formed through reviewing of precedent literatures, and the selected cases(i.e Shanghai M50, Yokohama BankART1929, and Incheon ArtPlatform) were analyzed to identify both physical and nonphysical planning characteristics. By combining analyses, the following results were obtained; (1) The demand and supply of the arts coexist in one place, and the studios and galleries are designed with high ceilings; (2) The regional and historical characteristics are revealed from preserving major architectural elements of previous buildings, and open spaces are provided to promote a variety of activities for local residents; (3) Various strategies to overcome disadvantage in location are developed, and the concepts of design can be easily recognized by buildings' exterior as the reused industrial heritage and the cultural cluster; (4) Diverse supports for artists make it possible to gather many competent artists, and the cooperative networks among artists play a pivotal role in the development of cultural cluster; (5) The cluster runs educational programs reflecting the needs of local residents, and builds a strong relationship with the local community by supporting regional art industry or developing linked programs; (6) The cluster serves various functions such as cafes, pubs, restaurants, art shops, and bookstores, and hosts appealing events and festivals to attract many people even who are not interested in arts.

After the participatory government began, various cluster policies in explicit and tacit forms had been promoted. However, an opinion of coming up with new policy alternative different from the existing one is recently brought up for strengthening the competitiveness of industrial agglomerations. This research attempts to discuss the ways in which both a smart specialization strategy and a triple-helix innovation system approach, as an alternative approach to regional industrial policy, are theoretically associated with the existing cluster policy. Through this discussion, it highlights that post-cluster policy should be not just based on regional specificity, but also facilitated by establishing the consensus space of innovation on the bassis of voluntary cooperation among industry, academy and government. It also stresses that it is necessary to focus on nurturing a new industry by systematic and intensive investment and the diversification of industrial cluster for reinforcing competitiveness of local universities and revitalizing practical cooperation between industry and university.
