A Study on Calculation Method of Compensation for Indirect Damage of Fishery by Undertaking Public Project (공익사업시행(公益事業施行)으로 인한 어업(漁業)의 간접피해(間接被害) 보상액(補償額) 산출방법(算出方法)에 관(關)한 연구(硏究))

  • Under the provision of Article 63 of the Enforcement Regulation of the Act on Acquisition and Compensation of Land and Others for Public Project that is recently enacted and implemented (hereinafter referred to as the 'Lend Compensation Act') the compensation is required to make 'When the Actual Damage Amount' is confirmed for the damage in fishery affairs that is outside of the public project area. The compensation for fishery business on the indirect damage area has been excluded from the advance compensation subject to conflict with the existing laws on fishery business compensation with the controversy in method, procedure, time and others to confirm the actual damage amount, and it lacks the standard of calculation for detailed compensation on partial damages outside of business implementation area, which caused the ceaseless conflicts and straggles between the project implementation party and the victimized fishermen regarding the calculation method of damages, standard, compensation period and others. In particular, from the numerous problems in damage compensation in fishery on the indirect damage area, the most recent problem emerged is the issue on application method of damage period in calculating the damage compensation amount that the struggle has been deepened with the differences between the project implementation party and the victimized fishermen without the stipulation on the compensation, that caused the difficulties in carrying out the public project and other serious social problems. In this study, the reasonable application method for the damage period and the calculation plan of the damage amount for calculating the damages on fishery industry outside of the public project implementation zone that is not fully specified under the Land Compensation Act, and the indirect damage area is not influenced for the notification of project recognition, and the compensation to undertake with the damage in the fishery industry in project implementation area to have the nature of damage compensation, the right to engage in fishery industry has the perpetual nature of rights, the fishery damage compensation system of Japan also recognizes the perpetual right on fishery industry to calculate the compensation amount, and the compensation for damage amount has been exercised for the period of actual damage occurrence period regardless of remaining effective period for most of fishery permit and license for fishery compensation outside of the project implementation area following the recent various public projects as well as the development process of theory on fishery loss compensation that the calculation of damage amount on the fishery industry outside of the project implementation zone would be prudent to compensate by calculating the applicable damages during the period of actual damages, and by doing so, the 'just compensation' guaranteed under the Constitution may be materialized. Therefore, the calculation of the damages from the implementation of the public project shall consider the actual period of damages and the degree of damage from the public project to calculate by the income capitalization method, however, considering the equitable consideration with the compensation following the cancellation, it shall not exceed the compensation following the termination of the applicable fishery businesses. Furthermore, the calculation method of partial damage amount on the fishery business following the project implementation shall apply, depending on the period of damage occurrence, by (1) the case of calculating the future damage amount at the present time, and (2) calculating the damage from the past to the present time as well as the damage to be incurred later, by selecting the calculation method for damages following the damage occurrence type.

  • This study is intended to propose a systematic procedure for the development of the reliability-based seismic safety and cost-effective Performance criteria for design and upgrading of long span PC bridges. In the paper, a set of cost function models for life cycle cost analysis of bridges is proposed. The total life cycle cost functions consist of initial cost and direct/indirect damage costs considering repair/replacement costs, human losses and property damage costs, road user costs, and indirect regional economic losses. The damage costs are successfully expressed in terms of Park-Ang median global damage indices and damage probabilities. The proposed approach is successfully applied to model bridges in both regions of a moderate seismicity area like Seoul, Korea and a high one like Tokyo, Japan. It may be expected that the proposed approach can be effectively utilized for the development of cost-effective performance criteria for design and upgrading of various types of bridges as well as long span PC bridges.

A surrogate model-based framework for seismic resilience estimation of bridge transportation networks

  • A bridge transportation network supplies products from various source nodes to destination nodes through bridge structures in a target region. However, recent frequent earthquakes have caused damage to bridge structures, resulting in extreme direct damage to the target area as well as indirect damage to other lifeline structures. Therefore, in this study, a surrogate model-based comprehensive framework to estimate the seismic resilience of bridge transportation networks is proposed. For this purpose, total system travel time (TSTT) is introduced for accurate performance indicator of the bridge transportation network, and an artificial neural network (ANN)-based surrogate model is constructed to reduce traffic analysis time for high-dimensional TSTT computation. The proposed framework includes procedures for constructing an ANN-based surrogate model to accelerate network performance computation, as well as conventional procedures such as direct Monte Carlo simulation (MCS) calculation and bridge restoration calculation. To demonstrate the proposed framework, Pohang bridge transportation network is reconstructed based on geographic information system (GIS) data, and an ANN model is constructed with the damage states of the transportation network and TSTT using the representative earthquake epicenter in the target area. For obtaining the seismic resilience curve of the Pohang region, five epicenters are considered, with earthquake magnitudes 6.0 to 8.0, and the direct and indirect damages of the bridge transportation network are evaluated. Thus, it is concluded that the proposed surrogate model-based framework can efficiently evaluate the seismic resilience of a high-dimensional bridge transportation network, and also it can be used for decision-making to minimize damage.

Heavy Snow Vulnerability in South Korea Using PSR and DPSIR Methods (PSR과 DPSIR을 이용한 대한민국 대설 취약성 분석)

  • Recently, the risk of snow disasters has been increasing South Korea. The damages of heavy snow were categorized into direct and indirect. Direct damage is usually the collapse of buildings as houses, greenhouse or barns. Indirect damage is various, for example, traffic congestion, traffic acident, drop damage, and so on. In South Korea, direct damage is severe in rural area, mosty collapse of greenhouse or barns. However, indirect damage such as traffic accident is mostly occurred in urban area. Therefore, the regional characteristics should be considered when vulnerability is evaluated. Therefore, in this study, the PSR and DPSIR method were applied by regional scale in South Korea. The PSR evaluation method is divided into pressure, state, and reaction index. however, the DPSIR evaluation method is divided into Driving force, Pressure, State, Impact, and Response index. the DPSIR evaluation method is divided into Driving force, Pressure, State, Impact, and Response index. Data corresponding to each indicator were collected, and the weight was calculated using the entropy method to calculate the snowfall vulnerability index by regional scale in South Korea. Calculated heavy snow damage vulnerabilities from the two methods were compared. The calculated vulnerabilities were validated using the recent snow damage in South Korea from 2018 to 2022. Snow vulnerability index calculated using the DPSIR method showed more reliable results. The results of this study could be utilized as an information to prepare the mitigation of heavy snow damage and to establish an efficient snow removal response system.

Analysis on the Type of Damaged Land in DeMilitarized Zone(DMZ) Area and Restoration Direction (비무장지대(DMZ) 인근의 훼손지 유형 분석 및 복원방향)

  • Purpose of this study is to classify damaged lands according to the cause of the damage and their influences based on characteristic of the damaged lands in DeMilitarized Zone(DMZ) area, and utilize this study as a fundamental study for establishment of ecosystem restoration system. Literature review and field survey have been conducted to review the damage status of DMZ area. For field survey, first year and second year have been conducted, in which type of the damage has been reviewed in this study. In the result, types of damage have been classified into 6 categories: 'alteration of initial landform', 'loss of surface layer', 'land pollution', 'alteration of soil chemical property', 'decline of vegetation', and 'invasion of foreign species'. Restoration for each damage type is as following. First, for alteration of initial landform, the land is restored to the original landform prior to the damage and connection to surrounding ecosystem is considered. Second, for loss of surface layer, lost surface layer is restored or further loss is prevented with stabilization. Third, for land pollution, source of the pollution is eradicated or self-circulation with purification of polluted land is encouraged. Fourth, for alteration of soil chemical property, soil is restored of its original property with eradication of the pollution source and improvement of soil. Fifth, for decline of vegetation, current vegetation and anticipated alteration in future are considered and number of wild species is to be increased based on structure and characteristic of nearby vegetation. Sixth, for invasion of foreign species, prevention of dominance by risky species and facilitation ecological stability with ecological management are to be considered. Influence according to the cause of damage has occurred in secondary(indirect) influence or simultaneous occurrence of several damage types. Considering all these aspects, when type of the damage is complex, restoration process for each of former mentioned 6 damage types with solitary influence should be considered in unison.

  • In this study, we present an algorithm that analyzes the risk by reflecting regional characteristics for factors affected by direct and indirect damage from heavy-snow. Factors affected by heavy-snow damage by 29 regions are selected as influencing variables, and the concept of sensitivity is derived through the relationship with the amount of damage. A snow damage risk prediction model was developed using a machine learning (XGBoost) algorithm by setting weather conditions (snow cover, humidity, temperature) and sensitivity as independent variables, and setting the risk derived according to changes in the independent variables as dependent variables.

  • With recent growth of population and industry, urban development grows into grand scheme of excavation and construction in urban area. As the development progress advanced, the developments get large and deepen. With a progress of technology development in geotechnical engineering in Korea, most our grand scheme of projects follows great progress. On the other hand, some excavation in construction site caused direct or indirect event that affects the adjacent or surrounding structures by excavation from time to time. This event usually happens around residential and commercial area where underground tunnel, subway station, commercial building, and high-rises excavation site is, could lead great damage on economy as well as personal injury or human casualties. In order to prevent this event, the study has to be done with analysis on various events of excavation and its cause. In this paper, the research has collected the various excavation events and their causes to analyze on each site and event to define emphasis on surrounding environment.

A Comparative Analysis of Landslide Susceptibility Assessment by Using Global and Spatial Regression Methods in Inje Area, Korea

  • Landslides are major natural geological hazards that result in a large amount of property damage each year, with both direct and indirect costs. Many researchers have produced landslide susceptibility maps using various techniques over the last few decades. This paper presents the landslide susceptibility results from the geographically weighted regression model using remote sensing and geographic information system data for landslide susceptibility in the Inje area of South Korea. Landslide locations were identified from aerial photographs. The eleven landslide-related factors were calculated and extracted from the spatial database and used to analyze landslide susceptibility. Compared with the global logistic regression model, the Akaike Information Criteria was improved by 109.12, the adjusted R-squared was improved from 0.165 to 0.304, and the Moran’s I index of this analysis was improved from 0.4258 to 0.0553. The comparisons of susceptibility obtained from the models show that geographically weighted regression has higher predictive performance.

  • KEPCO's high voltage distribution power line laid under the ground near to the J-booster pumping station that supply water for living. Lightening rod equipment does not installed at the J-booster pumping station because KEPCO's over head ground wire for protection functions as a lightening rod equipment. In this study, it is concerned whether KEPCO's over head ground wire for protect the distribution power line affect to the J-booster pumping station which is installed for reduce the damage from the direct and indirect lightening. If KEPCO's protection area does not affect to the J-pumping station, it is plan to examine the construction method of lightening rod protection angle and lightening rod equipment and to suggest the optimum protection plan using the surrounding structure based on the suitability of protection area.

Acute Phase Retinal Phototoxicity Induced by Blue Fluorescent Light (토끼에서의 청형광 광선에 의한 실험적 급성 망막독성)

  • Even though phototherapy is an effective means of treating hyperbilirubinemia, adequate binocular shields are essential to prevent light hazard of retina during phototherapy. The phototherapy to young albino rabbits was performed under various conditions; exposured for 12, 24, and 48 hours, continuity or intermittence of irradiation, and use of shields. Although there was no definite pathologic change in indirect ophthalmoscopic examination, severe damage was seen at electron microscopic level. In all experimental groups, swelling and edema of photoreceptor were seen at right after phototherapy. Futhermore, more severe damage was seen in case of intermittent irradiated group and prolong exposed group. In mydriatic eyes, severity of damage was similiar to non mydriatic eyes, but area of retinal damage was more extensive than non-mydriatic eyes. In control group which was protected by binocular shields during phototherapy, no significant abnormality was found.
