Study on Analysis and Improvement of Head of Ri Election Rules & Regulations -Focusing on Eup/Myeon Regional Village Codes of Jeju Special Self-Governing Province- (이장(里長)선출 규정 분석 및 개선에 관한 연구 -제주특별자치도 읍·면지역 향약을 중심으로-)

  • This study is a literature review that analyzes the head of Ri election rules and regulations described in the village code, identifies problems, and proposes solutions for these problems. For data collection, a total of 146 village codes was collected from January 2019 to August 2019. The results showed people in most villages vote for the head of Ri according to democratic electoral processes. For system improvement, a one-person, one-vote system was proposed instead of a one-family, one-vote system in order to enhance gender equality and political rights. As for the appointment system, the following changes were proposed: First, candidate eligibility should be improved as only people who were born in that village are eligible; Second, the maximum age of candidacy for the head of Ri should be established as under 65 years old by considering physical ability in the event of disaster occurrences and physical activity required for running village businesses; Third, consecutive terms of the head of Ri when there is no successor should be limited in order to prevent indigenous forces from settling in the local community; and Fourth, education should be provided for building the head of Ri's stature in order to devote to promote public interest for village development.

Cultural awareness and its practice of Jang Hyeongwang (여헌(旅軒) 장현광(張顯光)의 문화의식(文化意識)과 그 실천(實踐))

  • This paper examines Jang Hyeongwang's cultural awareness and the way of practice by focusing on his spirit of humanities in relation to the understanding of territory and bibliographic materials. In fact, this starts from conflicting evaluations on Jang Hyeongwang's way of learning in the field of Korean history. Jang Hyeongwang emphasizes realization of humanity, which is considered as basic framework of culture. He claims the indivisibility of Dao(道) and culture(mun文) by arguing that almighty principle of Dao manifests itself through phenomena of culture. In other words, Dao is the root of culture and, at the same time, culture is the necessary element of making Dao valuable. Furthermore, he insists that realization of human culture is the gist of manifesting the pattern of nature. In this vein, the roles of human beings are so important in creating humanistic civilization. He considers all kinds of human affairs as the contents of humanistic culture, which are contained in six classics. Especially, He says that the moral is reality of human culture and that literature is a literal expression of humanistic spirit. Thus, he criticizes that there are literatures without moral practices. He pays a special attention to his indigenous culture. He links the cultural understanding of geography, which is the foundation of realizing humanistic spirit, to awareness of Korean territory and grasps the territory in the light of topography of geographic power. Thus, he defines it as "Central Field" which bears comparison with China (middle kingdom). With the positive understanding of his country, he insisted that Korean indigenous culture and custom are as much advanced as China and was so proud of the moral characters and norms that Korean people had formed so far. Moreover, Jang truly exhibited affection to Korean literature, which had formed through Korean history. Kim Hyu, one of his students, activates Jang's will to preservation of Korean culture. Over twenty years, Kim completed Collected Record of Korean Literatures(haedong munhon ch'ongnok 海東文獻總錄). Actually, he started the preparatory works for compiling them. We should keep in mind that this compilation was completed following Japanese Invasion of Korea in 1592. It means that he has cultural awareness of preserving Korean literal heritages. Hence, it can be evaluated as the results of the enhancement of national studies. We have seen that He truly highlights realization of humanistic spirit by insisting the practices of moral values. In fact, his mind is linked to genuine affection to Korean territory, culture and literatures. Such affection can be paraphrased as moral awareness of humanity and its practices. In conclusion, his humanistic spirit should be understood as strong belief on universality of human morality. His cultural awareness of homeland and the will to practices should be considered as cultural pride of Korean intellectual traditions rather than following Chinese culture blindly.

Characteristics of Imported Malaria and Species of Plasmodium Involved in Shandong Province, China (2012-2014)

  • Malaria remains a serious public health problem in Shandong Province, China; therefore, it is important to explore the characteristics of the current malaria prevalence situation in the province. In this study, data of malaria cases reported in Shandong during 2012-2014 were analyzed, and Plasmodium species were confirmed by smear microscopy and nested-PCR. A total of 374 malaria cases were reported, 80.8% of which were reported from 6 prefectures. Of all cases, P. falciparum was dominant (81.3%), followed by P. vivax (11.8%); P. ovale and P. malariae together accounted for 6.4% of cases. Notably, for the first time since 2012, no indigenous case had been reported in Shandong Province, a situation that continued through 2014. Total 95.2% of cases were imported from Africa. The ratio of male/female was 92.5:1, and 96.8% of cases occurred in people 20-54 years of age. Farmers or laborers represented 77.5% of cases. No significant trends of monthly pattern were found in the reported cases. All patients were in good condition after treatment, except for 3 who died. These results indicate that imported malaria has increased significantly since 2012 in Shandong Province, especially for P. falciparum, and there is an emergence of species diversity.

Effects of an Anti-Smoking Program to Prevent Lung Cancer among Urban Aboriginals in Taiwan

  • Background and Purpose: Indigenous people who leave their hometowns and move to the city to earn a living became urban aboriginals. During the process of adapting to urban living situations, they may use various coping strategies such as smoking to overcome their stress. Therefore, it is crucial to provide health education including smoking prevention, increasing knowledge regarding of tobacco hazard, self-efficacy of anti-smoking, and adjusting smoking behavior so as to empower their anti-smoking motivation to prevent lung cancer. The purpose of this study was to explore the effectiveness of an anti-smoking program on urban aboriginals in Taiwan. Methods: A quasi-experimental study design with purposeful sampling was employed. A total of 125 aboriginal subjects were recruited from two local churches at Shu Lin area in northern Taiwan. Subjects were divided into an experimental group (n =64 ) and a control group (n = 61). Both took pre-tests in order to set baseline values, and only the experimental group participated for 3-weeks in the anti-smoking program classes. Both groups took post-tests immediately after the intervention in order to evaluate the immediate effects of the teaching program, and a follow-up test was conducted four weeks after the intervention. Data were analyzed using descriptive statistics, one-way ANCOVA, and repeat measure ANCOVA. Results: After controlling for confounding variables, the results showed that there were statistically significant differences in the self-efficacy of anti-smoking and smoking behavior between experimental and control groups in the immediately post-test and the follow-up test (p < 0.05). However, there was no significant differences in the recognition of hazards of smoking at eiter time point. Conclusions and Implications for Practice: The findings of this study revealed that the anti-smoking program effectively improved self-efficacy of anti-smoking, and decreased the smoking behavior in urban aboriginals. They provide useful information as a reference regarding of aboriginal health promotion to health providers. It is imperative that anti-smoking be reinforced for those regular smokers to prevent induction of lung cancer.

Stable expression of brazzein protein, a new type of alternative sweetener in transgenic rice (형질전환 벼에서 brazzein 감미단백질의 안정적인 발현)

  • Brazzein is the smallest sweet protein and was isolated from the fruit pulp of Pentadiplandra brazzeana Baillon, native to tropical Africa. From ancient times, the indigenous people used this fruit in their diet to add sweetness to their daily food. Brazzein is 500 to 2000 times sweeter than sucrose on a weight basis and 9500 times sweeter on a molar basis. This unique property has led to increasing interest in this protein. However, it is expensive and difficult to produce brazzein other than in its native growing conditions which limits its availability for use as a food additive. In this study, we report high production yields of, brazzein protein in transgenic rice plants. An ORF region encoding brazzein and driven by the $2{\times}CaMV\;35S$ promoter was introduced into rice genome (Oryza sativa Japonica) via Agrobacterium-mediated transformation. After transformation, 17 regenerated plant lines were obtained and these transgene-containing plants were confirmed by PCR analysis. In addition, the selected plant lines were analyzed by Taqman PCR and results showed that 9 T0 lines were found to have a single copy out of 17 transgenic plants. Moreover, high and genetically stable expression of brazzein was confirmed by western blot analysis. These results demonstrate that recombinant brazzein was efficiently expressed in transgenic rice plants, and that we have developed a new rice variety with a natural sweetener.

  • South Korea did not take action when South Korea was in a situation of lost the diplomatic rights in 1909, despite Gando is incorporated into Chinese territory illegally by the Gando Convention between Japan and China. But it is obvious that Gando is called South Korea's territory in various cultural aspects and historical facts scattered in Gando. But China employs every means possible to make it their own territory taking up the territory projects including the China's Northeast Asian Project distorting the facts that Gando is South Korea's territory. This is the ulterior motive to make it their territory by distorting the history and culture rather than arguing right or wrong on the meaninglessly convention. We need to take action about it because we know the ulterior motive of China. To do this, it is really important to reveal the fact who is the original owner of culture scattered in Gando. As cultural sovereignty is also one of the factors that determine the territorial sovereignty, real owner of the land is a people who enjoy the culture inhabited in its territory. This paper says that master of Gando culture is ours who are the owner of a northern culture leading from old Chosen dynasty. Because our nation settles the culture in Gando since the release of modern Bonggeum area as well as ancient. In addition to knowing that we are the owner of Gando culture, the researcher proposes a methodology to respond to the China that often distorts the cultural truth. Past history can be manipulated, but culture which is embedded with human's interior mature and formed with exposures out cannot be distorted. In addition, the researcher proposes the political agenda to review whether the Chung history is really a Chinese history or not.

Emergy Analysis Overview of Korea (한국의 자연환경과 경제에 대한 EMERGY분석)

  • An emergy analysis of the main energy flows driving the economy of humans and life support systems was made including environmental energies, fuels, and imports, all expressed as solar emjoules. The total emergy use (4, 373 E20 sej/yr) is 90 per cent from imported sources, fuels and goods and services. The emergy flows from the environment are modest, because the share of global inputs such as ruin and geological uplift flux is modest. Consequently, the ratio of outside investment to attracting natural resources is already large, like other industrialized countries. The population level is already in excess of carrying capacity. The emergy use per person in Korea indicates a moderate emergy standard of living, even though the indigenous resource is very poor. If the present economy were running entirely on stored reserves of fuels, soils, woods, etc., it would last about 2 years. Its carrying capacity for steady state on its renewable sources is only 3.3 million people, compared to 43.3 million in 1991. Continued availability of foreign oil at a favorable balance of emergy trade, currently about 7 to 1 net emergy, is the basis for present economic activity and must decrease as the net emergy of foreign oil purchased goes down. Close economic integration with Middle East may determine how long this is possible in the future.

A Study on the Factors Retarding the Development of Public Libraries in Korea - With a Special Reference to the Consciousness of Librarians & Users- (한국의 전통문화와 공동도서관에 관한 연구)

  • This study hypothesizes that the present deadlock situation in public library development in Korea has chiefly been caused by the underdevelopment of the consciousness of the librarians themselves presently employed in various levels of public libraries throughout the country. This study, therefore, aims to define the areas in librarians' consciousness in which elements of backwardness prevail, and thereby to produce a theoretical framework to develop public library services in Korea on an indigenous footing. To do this, the present author set up a relationship between the traditional consciousness of the Korean People and the public library performances, based on existing published materials. In order to prove hisirelatonship, he then sent out questionnaires to public librarians and male high school students and analyzed the answered questionnaires using Pearson's Correlation Analysis and Multiple Regression Analysis. Results of the analysis are asfollows: 1) Those who place an importance on the show of respectability tend to prefer to work in an indirect services area. 2) Male librarians tend to show a job satisfaction because of chances of promotion reflecting a positive correlation between this-worldiness of librarians and their job satisfaction. 3) Male librarians tend to be satisfied in their job for the conviction for their self-accomplishment, and female librarians tend to be satisfied in their job for the attention and respect they receive from users. 4) Library technicians tend to draw their job satisfaction from their sense of job stability. 5) Male librarians tend to be dissatisfied for the lack of the monetary rewards they receive, while female librarians tend to be dissatisfied for the lack of promotional chances. 6) Most librarians tend to maintain a positive job attitude for the promotional chances, reflecting a positive correlation between this­worldliness in librarians and their service attitude. 7) Power-orientednes in librarians and their job satisfaction correlate negatively in the case of male librarians. This does not apply to female librarians. 8) Power-orientedness and good service attitude correlate negatively in the case of male librarians. This does not apply to female librarians. 9) The fact that male high school students desire to enter good colleges and universities and to obtain a position in his job positively correlate to the fact that public libraries have transformed themselves into a mere reading room. 10) Male library science students show a maladjustment in their major department in earlier years for the professional uncertainty, and as they advance into senior years they show a positive attitude about the library profession.

A Study of "Missed Encounter" between American Culture and Latin Culture and the Border Theory (미국문화와 라틴문화의 '어긋난 조우'와 탈경계성 연구: 테오도르 루스벨트와 호세 마르티, 그리고 1898년 미서 전쟁을 중심으로)

  • Many States such as Arizona, Texas, New Mexico, Colorado, California, New Mexico, Florida were obtained either from Spanish Empire or from Mexico. In 1848 due to the Guadalupe-Hidalgo treaty America could obtain half of the original territory of Mexico. American identity cannot be understood without the history of American expansionism further consolidated by the Spanish-American War in 1898, which brought other ex-Spanish colonies such as Guam, Puerto Rico, the Philippines to the US. The US's interest in these territories dates back to the Monroe doctrine in 1823 when Monroe "declared the Americas off-limits to any new European colonization." America justifies their expansion based on the notion of Manifest Destiny which was created by O'Sullivan at the hight of American fever to annex Texas to US. The intent of this paper is to study how Anglo-Saxon and Latin Culture clashed against each other especially right before and after the Spanish-American War. In this study the American hero, Theodore Roosevelt and Latin American hero, $Jos{\acute{e}}$ Martí will be compared, though they did not meet each other during the Spanish-American war due to Marti's early death in 1895 at the battle for the Cuba Libre. Their comparison is significant in that the former represents the American expansionist spirit and the latter the spirit of Anti-imperialism and Anti-Anglocentrism. Along with the concept of Manifest Destiny of America, 'American exceptionalism' is also mentioned which motivates U.S. to expand further even after the Spanish-American war in the form of 'informal imperialism' characterized by 'gunboat politics'of the US. These discussions will draw attention to how recent theorists such as Bryce Traister criticizes the Border Theory represented by $Jos{\acute{e}}$ David Saldívar. Here the Border Theory is criticized to repeat the discourse of the globalized capitalism which prefers the weak state and the transnational aspects by focusing on the in-betweenness of the border. In the end the paper will focus on how the Border theory as represented by Saldivar is political enough and sets up a resistant example against American expansionism of today in its focus on the call for pan-American and pluri-versal subjectivity of the borderlands. This point will be supported by a discussion of how Saldivar's view is confirmed by Walter Mignolo who advocates the "bottom up" resistance of the indigenous people of Chiapas and other social forums such as World Social Forum and the Social Forum of the Americas derived from the Zapatistas' movement whose motto is "A World in which many world co-exist."

  • This paper treats indigenous themes on of Kim Si-seup(金時習). has strong local color to the others of "Keumoh-shinhwa(金鰲新話)". This novel is set in Nam-won(南原) and Manbok-sa (萬福寺)which are used to realize the subject. Not only a folk game like Jeopo is used as important tool, but the main character of the novel is native Namwon man. Kim Si-seup stayed for a long time in Namwon. Because of this experience, he can realize unique and local setting, and then can break from the convention about a place setting of classic novel. The local color on is confirmed at . This tale have come down in Namwon, and then was recorded early 1970s. This tale is very similar with , so many researchers understood that the tale is the orginal work of . However, I suggest that is the orginal. Written with Chinese character, was very difficult to read. Besides, many Chosun scholar couldn't find this novel. Nevertheless, has a strong local color, so many Namwon people could accept this novel, and could create new folk tale easily.
