A Study on the Odor and Ventilation in Sludge Incineration Facilities (슬러지 소각시설 악취 및 환기에 관한 연구)

  • Sludge incineration facilities are socially recognized as a hate facility. Therefore, a careful deodorization plan must be established. Therefore, the incineration facility must conduct research on odor ventilation. In this study, a odor diffusion simulation in an incineration facility was conducted and analyzed. In particular, research was carried out on carry-in rooms, pre-treatment rooms, and storage facilities for crops, which are expected to rapidly spread odor. As a result, ammonia 1.62, hydrogen sulfide 0.63, and acetaldehyde 0.73 were found in the transfer room. In addition, pretreatment rooms and stencil storage facilities were found to be lower than regulatory standards.

  • A questionary survey was performed to invetigate the citizen's attitude concerning the waste incineration facility. People disliked most cremetorim followed by waste transfer station, chmical factory, waste incineration facility and sanitary landfill. Most people favored 1km minimum distance of incineration facilities from the residence. Most people think that we need most composting facilities in the future followed by sanitary landfill and incineration facilities. Majority of people was willing to accept the perfect incineration facilities near their residence. However, 37.6% answered no. Most people accepted complusory measures by the goverment in the location of incineration facilites. One incineration facility per one city or Gun was slightly favored than multy-city or Gun incineration facility. People think that perfect thchnology most important to overcome Nimby's.

Utilization of Heat from Waste-Incineration Facility for Heating Large-Scale Horticultural Facilities (소각시설 여열을 이용한 대규모 시설원예 단지의 난방 시스템 적용 가능성 평가)

  • The Korean government plans to establish large-scale horticultural facilities using reclaimed land to improve the competitiveness of the national agricultural sector at the government level. One of the most significant corresponding problems is the ongoing dependence of these facilities on fossil fuel, whereby constant heating is necessary during the winter season to provide the necessary breeding conditions for greenhouse crops. In particular, high-level energy consumption is incurred from the use of heating-related coverings with large heat-transmission coefficients such as those composed of vinyl and glass. This study investigated the potential applicability of waste-incineration heat for use in large-scale horticultural facilities by evaluating the hot-water temperature, heat loss, and available greenhouse area as functions of the distance between the incineration facility and the greenhouse. In conclusion, waste-incineration heat from a HDPE pipe can heat a horticultural facility of 10 ha if the distance is less than 8 km.

A Study on Improvement Measures of Energy Recovery Efficiency through Analysis of Operational Status of Municipal Solid Waste Incineration Facilities (생활폐기물 소각시설의 운영 실태 분석을 통한 에너지회수 효율 개선방안 검토)

  • This study was carried out to examine the improvement plan by analyzing the characteristics of imported wastes, operation rate, and benefits of energy recovery for incineration facilities with a treatment capacity greater than 50 ton/day. The incineration facility capacity increased by 3,280 tons over 15 years, and the actual incineration rate increased to 2,783 ton/day. The operation rate dropped to 76% in 2010 and then rose again to 81% in 2016. The actual calorific value compared to the design calorific value increased by 33.8% from 94.6% in 2002 to 128.4% in 2016. The recovery efficiency decreased by 29% over 16 years from 110.7% to 81.7% in 2002. Recovery and sales of thermal energy from the incinerator (capacity 200 ton/day) dominated the operation cost, and operating income was generated by energy sales (such as power generation and steam). The treatment capacity increased by 11% to 18% after the recalculation of the incineration capacity and has remained consistently above 90% in most facilities to date. In order to solve the problem of high calorific value waste, wastewater, leachate, and clean water should be mixed and incinerated, and heat recovery should be performed through a water-cooled grate and water cooling wall installation. Twenty-five of the 38 incineration facilities (about 70%) are due for a major repair. After the main repair of the facility, the operation rate is expected to increase and the operating cost is expected to decline due to energy recovery. Inspection and repair should be carried out in a timely manner to increase incineration and heat energy recovery efficiencies.

  • The solid waste incineration facilities which cause environmental pollution. And those are some kind of loathing facilities for residents who do not want it. This problem could be solved by location feasibility study. The purpose of location feasibility study was to determine one site out of three candidate sites. This study which was done by the law, environmental and economic factor was considered for optimum site selection. Comparative evaluation among the candidate sites was done by ordinal scale and thus the optimum site was selected.

Simple priority setting method for Screening in public health assessment of waste incineration facilities (폐기물 소각시설 주변 환경보건평가 중 스크리닝 단계에서의 우선순위 선정기법에 관한 연구)

  • Environmental and public health concern for the emission of air pollutants from burn-up process in waste incineration plants located in the vicinity of living environment was increased during the past decade. The purpose of this study was to suggest of the simple and rapid method of priority setting model for the decision of full-scale public health assessment. This method was consists of total 5-step. Step 1 was "secure the satellite map" and we can use the satellite map which serves from the website such as NAVER Co. Step 2 was "drawing mesh on the map" for catch the point of occupation of environmental sensitivity facilities, and step 3 was "identification and sorting of the facilities", Step 4 was "setting of weight" using the "weighted linear combination (WLC) method". Finally, all facility was sorted by score. As a result, we can set a priority of 145 facilities based on 177 facilities which managed in local government. Facilities in Seoul metropolitan area was high rank in priority list. On the other side, Facilities located at the country or rural area was low rank because of low occupation of the house and the environmental sensitivity facilities such as kindergarten, elementary school, and hospital. In this study, we suggested simple and rapid method that using for screening procedure of public health assessment.

Fundamental Analysis of Major Refurbishment Cycles and Timing of Technical Diagnosis for Municipal Solid Waste Incineration Systems (생활폐기물 소각시설의 대보수 주기와 기술 진단 시점에 대한 기초 분석)

  • Background: Municipal solid waste incineration (MSWI) facilities in South Korea are facing challenges in maintaining their efficiency due to aging. Over 50% of these facilities have been in operation for more than 15 years, resulting in a decline in performance and an increase in pollutant emissions, both of which are impacting air quality and public health. Objectives: The objective of this study is to evaluate the optimal major refurbishment cycles for MSWI facilities and assess the appropriate timing for technical diagnostics. The goal is to maintain operational efficiency, minimize pollutant emissions, and ensure compliance with environmental standards. Methods: This study analyzed operational data from 2003 to 2022, focusing on facilities with a capacity of over 30 tons/day. Cost comparisons between major refurbishments and new installations were also performed using 2022 price data. Results: The results showed that, compared to new installations, refurbishments can save approximately 28% in costs while improving performance and reducing emissions. Facilities operating beyond 15 years showed significant declines in efficiency, highlighting the need for timely refurbishment. Conclusions: Refurbishing MSWI facilities every 15 years is both economically and environmentally beneficial. This strategy ensures that the facilities remain efficient and comply with environmental standards while protecting public health.

A Study on the Improvement Method of Forest Fire Caused by Waste Incineration at the Farming Residential Area (농촌 주거지역 쓰레기소각으로 인한 산불화재 개선방안에 관한 연구)

  • Currently the forest area is 6,370,000 hectare (ha) which occupies 63.7% in Korea. The forest has good functions such as production of forest products, conservation of national land, prevention of disasters, etc. However constructing houses near the forest area make bad situation like illegal waste incineration by resident. So research subject is forest fire caused by waste incineration place including facility. And this study was conducted about statistical analysis and research analysis of the 100 waste incineration places including facilities at the country town. Statistical analysis shows that March is 27% which percentage is the highest number of forest fire in 10 years' average. The number of forest fire caused by waste incineration is 45 which is the third highest number in the fire statistic. The distance between waste incineration place including facility and forest area is 30m, 40m and 50m. That 40m (36%) is the most common distance from forest area. The types of waste incineration are ground (62%), the temporary facility made with oil drum can (35%) and other made with steel sheet, concrete, etc. The result of this study is that government and local government must conduct the improvement measure to reduce illegal incineration such as waste pickup area made with rain and wind proof type installed near residence, expenses for waste treatment, enlightenment and training, etc. Also considering their age and income are needed for realistic improvement.

A Study on the Integrated Management System of Municipal Solid Waste from Seoul Metropolitan City (서울시 일반폐기물의 통합적 관리체계에 관한 연구)

  • The integrated solid waste management for Seoul Metropolitan city can be established on the basis of the following hierarchy of priorities: 1. Efforts for source reduction should be propelled by both government and citizens to achieve the effects of resource conservation. The adequate production and consumption which are environmentally amenable and sustainable can be induced by the reasonable imposition of deposit money for waste treatment to one-time use products. To accomplish source reduction effectively, the induction of legal and institutional regulation of producer and consumer participation is requisite. 2. For resource recovery, wastes generated should be recycled as far as practicable. Community residents are responsible to separate discharge, the authorities concerned have responsibility of separate collection, and recycling industry should be assissted through tax reduction and financing. Resource separation facilities can be constructed at Kimpo Metropolitan landfill site for wastes not separately collected due to some unavoidable circumstances. 3. Garbage should be composted. Garbage is uneconomical for incineration, because it has high moisture content and low calorie, thus there is no reason for the incineration of garbage even though garbage is classified into combustibles. Composting facilities can be located at sites which are not densely populated and easily accessible to transportation, for example, Kimpo Metropolitan landfill site. Compost produced can be managed by the authorities for the use of fertilizer to a green tract of suburban land and farms. 4. Nonhazardous combustible wastes not recyclable can be utilized for thermal recovery at the incinerators which are completely equipped with pollution control devices. According to the trend of local autonomy and the equity principle of local autonomous entities, incineration facilities of minimal capacity required can be constructed at each districts of Seoul Metropolitan city which have organized local assembly. In case of Yangcheon district, the economically combustible waste quantity is about 260 tons/day which exceeds 150 tons/day, the incineration capacity of existing facility. But, from now on, waste quantity can be reduced substantially by the intensive efforts of citizens for source reduction and recycling and the institutional support of administrative organizations. Especially, it is indispensable for the government to constitute institutional and technological bases that can recycle paper and plastics form 43% of waste generated. A good time for constructing of incineration facilities for municipal solid waste can be postponed to the time that pollution control technologies of domestic enterprises are fully developed to satisfy the standards of air pollution prevention, because the life expectancy of Kimpo Metropolitan landfill site is about 25 years. Within this period, institutional improvements and technological advancements can be attained, while the air qual. ity of Seoul Metropolitan city can be ameliorated to the level to afford incineration facilities. 5. For final disposal, incombustibles and ash are landfilled sanitarily at Kimpo Metropolitan landfill site.

Evaluation of Air Quality and Site Feasibility for the Construction of the Incineration Facilities in Won Ju City (원주시 소각시설의 입지와 주변지역의 대기질예측에 관한 연구 - 입지여건의 평가를 중심으로)

  • In this study, we investigated the site feasibility for the construction of the incineration facilities in Won Ju City. To assess the environmental impact of its construction, we examined the current status of air quality in the selected candidate sites and predicted the extent of air quality change upon its operation through modification of stack type. If the stack height is assumed to be 70 m, the concentrations of $SO_2$ and dioxin in the surrounding area were predicted to increase by 0.05 ppb and 0.09 pg/$m^3$, respectively. The impact of its operation was assessed and compared among different sites. According to this analysis, more impact was expected from the residential area for the Dan-Gye site than from agricultural areas of the Kwan-Sul and Sa-Je site.
