This paper examines some relations on national crisis management and bioethics. This study stars to discuss that chance and risk of biotechnology which is the 21st century's pioneering core technology. This study reviews the traditional method that a nation(law) copes with the new scientific technique. The study also examines some difficulties of social agreement on the problems of bioethics because of nature of the rational disagreement. Then this paper attempts to incorporate the crisis of biotechnology, especially bioethics, in the system of national crisis management. this paper reviews the contents of the domestic "Act on Bioethics and Safety" on the side of the protection and restoration of crisis management. And this paper proposes some changes to manage the crisis of bioethics better, as it were, some problems of IRB and schems for improvement of it.

This paper intends to prevent dangerous goods shipments from compromising safety, and to minimize the risks to life and property inherent in air transport of dangerous goods. For this purpose, this paper reviews the changes of international standards for the international air transport of dangerous goods, and recommends the methods for improving the management system for the air transport of dangerous goods. As for the research methodology, this paper reviews the current regulations of the ICAO Technical Instructions for the Safe Transport of Dangerous Goods, IATA Dangerous Goods Regulations, and national regulations governing the air transport of dangerous goods in Korea. As the results of this paper, it is anticipated that the national regulations for shipping dangerous goods by air will be detailed, and compliance with the regulations will be enforced. In conclusion, ensuring the safe transport of dangerous goods by air is a shared responsibility of the government authorities, carriers and shippers.

As the silver population rapidly increased, it became more urgent to establish a scheme of the traffic safety for the old. As part of the scheme, a polity to apply 'designation of the silver zone' was legislated into law. However, the standard quoting 'the silver zone should be within 300m - radius of the relevant facility' was considered homogeneous and even limited to apply its original objective. This study was to introduce a new standard to select the silver zone reflecting the actual scale. Consequently, I hope that this study would be useful reference for further development and the approach in the research could be legislated into law for more efficient designation and operation of the silver zone.

A new law, the Urban and Living Environment Improvement Act, was established, promulgated, and entered into by the Ministry of Construction and Transportation as of 1st July 2003. This system under this law, which improves currently executed consulting process and upgrade its level, is to execute the legal process and procedures that are necessarily required for housing reconstruction/renewal project.. This system requires to be supplemented with addition of reasonable, logical, and systemized tools of system. Through concurrent application of professional management of renewal business(PMRB), more benefit will be provided to housing renewal associations that are constituted with residences concerned for execution of CM project.

The implementation of modern guidance law derived from optimal control theory requires accurate current states of target, for example, position, velocity and acceleration etc. But there is no sensors that measure the target states directly. So they are estimated from measurable data. For atmospheric missile engagement, direct application of the modern guidance laws may result In deterioration of Intercept performance because of poor observability associated with angles only-measurements by passive seeker and homing geometry. In this paper, a trajectory modulation method called "adaptive Intermittent maneuvers" is added to the modern guidance law, so the observability is enhanced and, consequently, improved the intercept performance. The estimation algorithm called "modified gain pseudo-measurement filter" is used for tracking filter. It is assumed that the passive seeker measure the angles between line of sight and Inertial frame. The Monte-Carlo simulation for realistic air-to-air Intercept scenario are conducted to demonstrate the effectiveness of intermittent maneuvers.ermittent maneuvers.

Safety inspection activities of the facilities including the electricity, gas, building, and firefighting, etc. are individual checks by the separate law of each government department, comprehensive inspections for the specific managed facilities or during a weak season, and national safety overall diagnostics for the disaster prevention. Thus, types of the inspections are various and they have been carried out repeatedly as well as duplicately. That can make the people or institutes to take such inspections feel great burdens. Therefore, the investigation on the current situation of the individual inspection by the separate law for the electricity, gas, building, and firefighting, etc. as well as of various others by the government needs to be carried out and according to the results the repetitive and duplicated inspections should be reduced and converged to one comprehensive one. In this regard, we proposed solutions to improve the government safety inspection system, function, and role.

The technology transfer agreements, which transfer technology from industrialized countries to developing countries, are subjected to control and restrictions in many developing countries in order to protect national interests. The licensors endeavour, therefore, to ensure that their activities fit satisfactorily into the technological policies and plans of the host countries, and contribute to the development of national scientific and technological potential, including the establishment and improvement in host countries of their capacity to innovate. Secondly, the licensors adopt in the course of their business activities practices which permit the rapid diffusion of technologies with due regard to the protection of industrial and intellectual property rights. Thirdly, the licensors endeavour to grant licenses for the use of industrial property rights or to otherwise transfer technology on reasonable terms and conditions.

In this research, we investigate the countermeasure of Product Liability through existing research or books for reference about PL and ISO 9001 : 2000 quality management system. And we analyze relation between PL system and ISO 9001 : 2000 Quality Management System after compare ISO 9001 : 2000 and ISO 9000 : 1994. base on this analysis, we integrate the Quality Management System of company and an important factor of PL system in accordance with the product liability law. So we present a general improvable scheme of ISO 9001 quality management system that reduces overlap of quality business and utilize efficiently.

In this paper, a robust nonlinear prediction-type controller (RNPC) is developed for the continuous time nonlinear system whose control objective is composed of system output and its desired value. The basic control law of RNPC is derived such that the future response of the system is first predicted by appropriate functional expansions and the control law minimizing the difference between the predicted and desired responses is then calculated. RNPC which involves two controls, i.e., the auxiliary and robust controls into the basic control, shows the stable closed loop dynamics of nonlinear system of any relative degree and provides the robustness to the nonlinear system with parameter/modeling uncertainty. Simulation tests for the position control of a two-link rigid body manipulator confirm the performance improvement and the robustness of RNPC.

South Korea, despite the financial turbulences has marked the trade volume of USD 1 trillion and marked $7^{th}$ largest exporter in 2013. Approximately 40% of the entire import of Korea was for export. In the South Korean trade structure, import and export are closely related, requiring proactive import financial assistance policies. Recognizing this, K-sure has made import insurance policy available on the market since July 2010. The K-sure insurance policy targets both financial institutions and importers. This is the reason why this research seeks to review the import insurance terms for importers and compare with foreign import insurance products to find out ways to improve. K-sure's import insurance for importers is to cover a loss of a policyholder when the policyholder or importer domestically addressed made a prepayment but cannot receive goods. The import insurance is applied to import transactions of goods or resources. K-sure's import insurance coverage needs to be expanded to intermediary trade and consignment processing trade, etc. In this sense, a more systematic educational program should be introduced about K-sure's import insurance.
