Illegal Transactions and Import Restriction Policy (불법거래행위(不法去來行爲)와 수입제한정책(輸入制限政策))

  • Illegal transactions such as blackmarketing and smuggling allegedly result from too restrictive trade policies. A recent U.S. Senate hearing on the blackmarketing of American goods imported into Korea for the purpose of supporting United States troops and their dependents stationed in Korea concluded with the allegation that Korea's highly restrictive trade practices are responsible for the emergence of the black market. It has also suggested that the removal of such restrictive trade policies would eliminate black market activities. This study addresses the relationship between trade policy and blackmarketing by investigating whether trade liberalization results in the reduction of illegal transactions, and whether the eradication of blackmarketing indeed improves social welfare. When both legally imported goods and illegally exchanged items command the same price, trade liberalization, meaning a decrease in tariff rates or an increase in import quotas, will increase the quantity of legal imports at the expense of illegally transacted goods on the black market. But the price of legally imported goods usually differs from that of illegally sold ones. In this case, a change in the relative prices of these two groups of goods due to a change in trade policy will give rise to income, as well as substitution, effects. Initially, a decrease in the import price due to a decrease in import tax rates or an increase in the allotted quota will reduce illegal transactions, since the decrease in the import price will induce the substitution of legal imports for illegally exchanged, but otherwise, identical goods. On the other hand, the demand for the illegally transacted goods will rise, because of the income effect of the reduced import price. Thus, assuming the positive income effect overwhelms the negative substitution effect, the demand for illegal goods will increase, thwarting the reduction of blackmarketing through trade liberalization. Yet, stepping up the enforcement measures which are geared to preventing blackmarketing itself will drastically reduce the extent of illegal transactions, since it increases the cost of blackmarketing and hence the price of the illegally transacted goods. What this study suggests is that the emergence of the black market in Korea should be attributed more to the excessive supply of duty-free goods imported through U.S. commissaries and exchanges than to the excessive demand for foreign goods. On the other hand, blackmarketing, in most cases, improves economic welfare, since it constitutes an increase in the "actual" amount of imported goods. Suppressing blackmarketing through stepped-up enforcement methods is beneficial only when the substitution effect of the legally transacted goods resulting from the increase in the price of the illegal goods prevails, since the increase in the demand for legal imports must override the decrease in the demand for black market goods as well as the negative income effect.

Evaluation of Co-Management Impact in Protected Area: Field Experience from Rema-Kalenga Wildlife Sanctuary, Bangladesh

  • Forests render both a home and a livelihood for people living in and around them. To reconcile the need of local communities with conservation, the Nishorgo Support Project (NSP or Nishorgo) is supporting co-management in five protected areas of Bangladesh, including Rema-Kalenga Wildlife Sanctuary. The main focus of this study is to assess the effectiveness of alternate income generating activities (AIGAs) which is provided by the Nishorgo Support Project. It is a tool for reducing dependence on forest resources by people living in and around Rema-Kalenga Wildlife Sanctuary and also play effective role in forest conservation. This study compares the socioeconomic condition (income, living style etc.) and forest dependency before and after implementation of co-management activities in Rema-Kalenga Wildlife Sanctuary. A total of 11 villages (sampling intensity was 31%) namely Kalibari, Mongoliabari, Chokidarbari, Chonbari, kalenga, Krishnochura, Hatimara, Himalia, Rashidpur, Goramchori and Horinmara were studied. We surveyed 272 households in these villages (Incase of households survey, sampling intensity was 100%). Data analysis shows that the major income generating livelihood activities were agro farming (30%), followed by fuelwood collection (22.50%), nursery raising (12.5%), cattle rearing (10%), fisheries (7.50%) and others. Study also reveals that after being implementation of the co-management activities the average income levels of the studied villages have rises on 578 Tk/households (1US$ = 70 Taka, Taka means Bangladeshi currency). Further more, many of the illegal loggers became forest protector, which make their life more secured. It was also found that peoples of the study villages are now actively engaging in forest management activities and it is the only hope for conservation and restoration of forest resources not only in Rema-Kalenga Wildlife Sanctuary but also in other protected area's of our country.

  • In many enterprises, fraudulent activities and processes are widely prevalent. But, their employees would not report the illegal activities since they would be attacked by defensive and reactive retaliations in their enterprises. Against this backdrop, we design notification systems for whistle blowing. The design would certainly be useful for fraudulent process notification while using management information systems in the field of business. The fraudulent process notification is related to whistle blowing systems, methods, storage media, and so on. Also, we establish the whole architecture of fraudulent process notification with functional structure from the viewpoint of systems and whistle blower. The flow diagram of notification method is added.

  • As it seems like critical information leakages have been increasing due to industrial espionage and malicious internal users, the importance of introducing audit and log security technology is growing every now and then. In this paper, we suggest the session logging system for the company's internal control to meet the SOX legislation level, by monitoring and analyzing users behaviors connecting to the business-critical Operating System. The system proposed in this paper aims to monitor the user's illegal activities in the Operating System, and to present the clear evidence of purpose of those activities by detailed logs. For this purpose, we modified Operating System by adding multiple services suggested in this paper. These services utilize interfaces provided by the existing Operating System and add functions to control access and get logs. The system saves and manages session logs of users or administrators connected to the server with centralized log storage. And the system supports session log searching and lookup features required by SOX legislation for the company's internal controls with the level of computer forensics and logging technology.

  • This paper examines the pecuniary effects stemming from insider trading in the equities of firms targeted for acquisition. Illegal exchanges by those having advantageous information are found to result in excessive returns to stockholders of the sought firms. However, unusual market activities are not typical immediately subsequent to the illegal trading date, suggesting that nonpublic information is synthesized by market mechanisms with sufficient speed so that others cannot profit by imitating the better informed traders. The obtained evidence does not support the contention that insider trading on nonpublic information harms the outsider stockholders of involved firms.

  • With the development of global automotive technology and the expansion of market size, demand for vehicles is increasing, which is leading to a decrease in the number of passengers on the road and an increase in the number of vehicles on the road. This causes traffic jams, and in order to solve these problems, the number of illegal vehicles continues to increase. Various technologies are being studied to crack down on these illegal activities. Previously developed systems use trigger equipment to recognize vehicles and photograph vehicles using infrared cameras to detect the number of passengers on board. In this paper, we propose a vehicle occupant detection system with deep learning model techniques without exploiting existing system-applied trigger equipment. The proposed technique proposes a system to detect vehicles by establishing triggers within images and to apply deep learning object recognition models to detect real-time boarding personnel.

  • Anti-drone (anti-drone) is at the center of the debate over the failure to shoot down a North Korean drone that invaded the metropolitan area at the end of 2022. Anti-drone is a means of detecting and restraining drone flights in unauthorized airspace. Anti-drone technology is a key defense system for drone technology that is essential in the current illegal situation of various drones. We must be alert in the war in Ukraine, where the role of drones has increased. Drone attacks, which are not easy to defend, may determine the victory or defeat of the war. Competition for anti-drone technology development in countries around the world will rise. When new anti-drone technology emerges, drones that go beyond it will be developed. This study presented the current status of anti-drone by analyzing the defense system of domestic drones.

  • From the 1978 Seasat synthetic aperture radar(SAR) to present systems, spaceborne SAR has demonstrated the capability to image the Earth's ocean and land features over broad areas, day and night, and under most weather conditions. The application of SAR for surveillance of commercial fishing grounds can did in the detection of illegal fishing activities and provides more efficient use cf limited aircraft or patron craft resources. In the area of vessel traffic monitoring for commercial vessels, Vessel Traffic Service (VTS) which uses the ground-based radar system has some difficulties in detecting moving ships due to the limited detection range cf about 10 miles. This paper introduces the field testing results of ship detection by RADARSAT SAR imagery, and proposes a new approach for a Vessel Monitoring System(VMS), including VTS, and SAR combination service.

  • Digital visual information(image and video) plays an important role in our society, and everyday, more and more visual information is available from many sources around the world. And there is an increasing number of cases where the these visual informations are created, stored, retrieved, and re-used by computational systems. But information modification, distortion and compilation occurred through trans-coding or legal/illegal information processing often make these operations difficult. Subordinately, advanced technology or commercialized software for retrieving and identifying the desired information among these massive and diverse ones is strongly required. In the paper, some recent activities and technical content of MPEG-7 Visual Group are described, especially with regarding to Visual Identifier.
