  • Brain drain of scientists and technologists to the United States from other countries is a phenomenal issue due to the potential developmental impacts it could have on sending countries. Immigration policies undoubtedly play the major part to shape the human resource outcomes. There has been a common sense explanation to the brain drain trend, which states that the lower English language requirements in the scientific and technology jobs compared to other high skill brain drain jobs offer immigrants more favorable employment opportunities. These and other language related variables are used with standard human capital model variables to assess the validity of the common sense proposition.

Effects of Seasonal Cycle on Yin-Yang Five-States (계절이 오행의 상태에 미치는 영향)

  • Objectives: Recently, Korean medicine has been explored by employing mathematical methods, which is an effort to raise Korean medicine to a higher level of scientific research. In that vein, we propose a mathematical model, analyzing the effects of seasonal cycle as an external factor in addition to the internal interactions of five-states, the engendering and the restraining. Methods: Some modified differential equations with 5-state variables were given to describe the interactions of the engendering and the restraining, and effect of seasonal cycle, and are numerically analyzed by Runge-Kutta method. We then simulated it along with time and dynamically analyzed it by Moran's I, a spatial autocorrelation. Results: We showed the effects of seasonal cycle on yin-yang five-states and applied it to the human life cycle. Conclusions: Our result is comparable to previous results in the respect that we consider the seasonal cycle and its effect on five-states, unlike others' mainly focusing on internal interaction. Furthermore, we suggest some follow-up study taking into consideration the complexity and diversity of external factors.

The Level of Knowledge Required to Fulfill the Task of Fashion Design -A Cross-cultural Study between South Korea and the United States - (패션디자이너 직무수행을 위해 필요한 지식수준에 관한 연구 - 한국과 미국을 중심으로 -)

  • Employees overseas have a need to prepare according to the different environments and industrial structures between countries. Therefore, to investigate qualities for fashion designers to possess when they work abroad, especially in the United States, this study compared the level of knowledge required to fulfill the work of fashion design in both South Korea and the United States. Responses from workers who are engaged to fashion design from the representative online career information systems of two countries, 'Worknet' in South Korea and '$O^*Net$' in the United States, were used as data. Looking at the result derived from the analysis of this study, first by comparing various statistical indicators, results showed the difference between knowledge level required to fashion designer in South Korea and in the United States. Even with the same type of job, because environments and industrial structures of each country are dissimilar, a different level of knowledge will be required in order to perform their tasks. Second, fashion designers in both South Korea and the United States required a high level of knowledge in the 'fine arts', 'administration and management', 'production and processing', and 'design' to perform their duties as a fashion designer. As a result, both countries have similarities that fashion designers need to possess a high level of the knowledge in areas such as 'production of products' as well as 'sales of products'. Furthermore, human relationship field of knowledge such as 'counseling', 'psychology', and 'communication' appeared to be more necessary to fashion designers in South Korea than those in the United States. On the other hand, higher degree of knowledge of 'machines and tools', ' fine arts', and 'transportation' appeared to be more necessary to fashion designers in the United States than those in South Korea.

A Study on the Types of Human Errors for Railway Safety Personnel (철도 안전업무 종사자의 휴먼에러 요인에 대한 조사연구)

  • There is no universally agreed classification of human error, nor is there one in prospect. Thus, a taxonomy is usually made for a specific purpose. To seek the types of human errors in the environment of man-machine interface under the railway industry, we develop a cognitive information processing model incorporating the human's mental states. Using the model, this study investigates the types of human errors about the railway workers. Thus, a survey is conducted for railway safety personnel-locomotive engineers, station employees, and train commanders- in Korean railway company. Through the survey that is designed to investigate four types of human errors from the Questionnaires composed of thirty Questions, we analyze the types of human errors related to railway safety according to affiliated offices, operation shifts, age, and working years. Finally, from the insights of the results some guidelines for the railway safety management are presented.

Utilizing Korean Ending Boundary Tones for Accurately Recognizing Emotions in Utterances (발화 내 감정의 정밀한 인식을 위한 한국어 문미억양의 활용)

  • Autonomic machines interacting with human should have capability to perceive the states of emotion and attitude through implicit messages for obtaining voluntary cooperation from their clients. Voice is the easiest and most natural way to exchange human messages. The automatic systems capable to understanding the states of emotion and attitude have utilized features based on pitch and energy of uttered sentences. Performance of the existing emotion recognition systems can be further improved withthe support of linguistic knowledge that specific tonal section in a sentence is related with the states of emotion and attitude. In this paper, we attempt to improve recognition rate of emotion by adopting such linguistic knowledge for Korean ending boundary tones into anautomatic system implemented using pitch-related features and multilayer perceptrons. From the results of an experiment over a Korean emotional speech database, the improvement of $4\%$ is confirmed.

  • Robotics has emerged as an important field for the future. It is our vision that robots in future will be able to transcend these precincts and work side by side humans for the greater good of mankind. We developed a face robot for this purpose. However, Life like robots demands a certain level of intelligence. Some scientists have proposed an event based learning approach, in which the robot can be taken as a small child and through learning from surrounding entities develops its own personality. In fact some scientists have proposed an entire new personality of the robot itself in which robot can have its own internal states, intentions, beliefs, desires and feelings. Our approach should not only be to develop a robot personality model but also to understand human behavior and incorporate it into the robot model. Human's personality is very complex and rests on many factors like its physical surrounding, its social surrounding, and internal states and beliefs etc. This paper discusses the development of this platform to evaluate this and develop a standard by a society based approach including the cultural paradigm. For this purpose the fuzzy control theory is used. Since the fuzzy theory is very near human analytical thinking it provides a very good platform to develop such a model.

The American influence on the literary works of Yourcenar (유르스나르의 문학작품에 나타난 미국의 영향)

  • Although Marguerite Yourcenar, a representative French woman writer, lived 47 years in the United States from 1939 to 1987, the American influence on her life has not been studied either at home or abroad. The purpose of this study is to examine chronologically the American influence on the following three literary works of Yourcenar: The Little Mermaid (1942), River Deep, Dark River (1966) and Recluse (1982). The Little Mermaid is a drama, presented in musical format, about the identity crisis and inner conflict of Yourcenar. Unlike the little mermaid who burst like a bubble in Hans Christian Andersen's fairy tale, Yourcenar associates her death with the image of ascension. River Deep, dark river is a translation of the Negro spiritual expressing the suffering of African Americans. Recluse, her last novel, deals with the life story of a simple man living in nature on a small island. This novel shows Yourcenar's desire for a pure world that is not defiled by human greed. Yourcenar sponsored major human rights organizations and environmental groups in her life, and donated her entire fortune for human rights and the protection of Wild Fauna and Flora. The American influence on the literary works of Yourcenar can be summarized as a "great turning point", because she was transformed from a humanistic writer into an intellectual actor.

  • There are many studies indicate that human is one of the major contributing factors to the aviation accident. To this end, the Human Factor of pilots and in flight operations has been a popular subject to be studied, however, not of the air traffic controllers. Recently, some States have started studying Human Errors in Air Traffic Control field, removal of the potential errors in advance and prevention of the similar errors. This study analyzed Human Errors in air traffic control in terms of LOSA of airlines, which has been actively studied. This study will contribute to safe Flight Operation and Air Traffic Control.
