중국의 동북아 물류중심화 현황과 발전전략에 관한 연구 (A Study of China's Condition as the Logistics Hub of Northeast Asia and a Development Strategy)

  • Purpose - Korea has a better geographical location than other nations in the Northeast Asian region. This means that Korea has an opportunity to become the center of international physical distribution in Northeast Asia. Korea should take advantage of this opportunity by exploring appropriate strategies to achieve this goal, assuming government willingness, with a view to capitalizing on the geographical advantage of the Korean peninsula and constructing a comprehensive physical distribution network system. If we prepare for this scenario, Korea could become the center of international physical distribution in Northeast Asia. Research design, data, and methodology - This study has the purpose of determining how shipping companies form partnerships with third-party logistics providers, and the relevant implications. The survey methods used were personal interview and a questionnaire distributed through e-mail, fax, mail, and telephone. A total of 600 questionnaires were distributed, out of which 285 were returned. Of the collected questionnaires, 10 were excluded because of insufficient content, leaving 275 to be used in the study as available valid samples. The data that was collected from these samples was analyzed using the data coating process and by employing a statistical package program. Results - Flexible policies, administration, and systems will be needed to create better business practices. In this dissertation, first and foremost, the results reveal that in order to become the center of Northeast Asian logistics, Korea must transition into a new paradigm based on the current economic and social systems that have stemmed from bureaucracy, inflexibility, chauvinism, and egalitarianism. Flexible policies, administration, and systems will be required to create better business practices. Domestic logistics corporations need to occupy a strategic logistics hub, create a logistics network, and activate value-added logistics business strategies by ensuring significant manpower and by building a logistics information system to strengthen their competitive edge, creating an improved system. Conclusions - In this dissertation, first and foremost, we point out that in order to become a center of North East Logistics, Korea should change to a new paradigm from the old one based on current economic and social systems that have stemmed from bureaucracy, inflexibility, chauvinism, and egalitarianism. More reasonable business laws, systems, and policies based on market-driven flexibility and transparency should be created. Moreover, social norms and rules should be reasonably established, to accomplish political and social security. Korea has to cultivate a culture of tolerance for foreign companies. This involves a change of paradigm for the development of the capital city and satellite cities. It will take a powerful task force or organization to plan and execute the vision that aims to meet these needs, accomplish the necessary goals, use the appropriate system effectively, and make Korea a key country in the field of Northeast Asian logistics.

극동지역 제조 및 물류거점 선정요인 중요도 분석에 관한 연구 (A Study on the Selecting Factors of Manufacturing and Logistic Hub in Far Eastern Area)

  • 극동지역 국가들의 협력이 지정학적, 지경학적, 지전략적 이익이 시간이 갈수록 점차 증가하면서 각국별로 핵심거점을 유치 혹은 설치하기 위해 각축을 벌이는 상황이다. 본 연구에서는 극동지역 국내외 전문가를 대상으로 주 기준 3가지 요인과, 세부기준 9가지 요인에 대해 상대적 중요도를 조사하였으며, AHP 분석으로 중요도 우선순위가 도출되었다. 극동지역 제조 물류거점 선택 요인별 중요도 분석 결과, 주 기준인 지리사회적 요인, 경제적 요인, 정책적 요인에서 가장 중요도가 높은 요인은 경제적 요인으로 세부기준으로도 경제적 요인의 산업단지 조성의 중요도가 가장 높게 나타났다. 다음으로는 정책적 요인의 투자에 대한 제도적 보장, 지리사회적 요인의 연계교통망 순으로 나타났다. 총체적 중요도 우선순위는 산업단지 조성, 투자에 대한 제도적 보장, 연계 교통망, 물류시설 우수성, 통관효율성 및 안정성, 자원 활용 용이성, 입지 지형 주변도시, 인구 세대수, 공공시설 잠재수요, 장기적 투자 계획 순으로 도출되었다. 선택요인별 중요도 분석 결과를 바탕으로 극동의 10개 지역의 경쟁력 수준을 파악해 본 결과 훈춘, 블라디보스토크, 연길, 투먼, 나진, 하산, 우수리스크, 청진, 미하일로프스키, 니제즈친스키 순으로 나타났으며, 훈춘은 입지 지형 주변도시의 적합성, 연계교통망, 산업단지조성, 물류시설 우수성, 장기적 투자계획, 투자에 대한 제도적 보장, 통관 효율성 및 정치적 안정성에서 가장 높은 경쟁력 수준을 나타냈으며, 그 외 항목 인구 및 세대수, 공공시설, 잠재수요, 자원 활용 용이성에서는 블라디보스토크가 높게 분석되었다.

한반도의 동북아 육상물류체계 위상과 발전 전략에 관한 연구 (The Strategy for the Position and Development of the Land Logistics System of the Korean Peninsula)

  • 동북아 지역은 세계에서 가장 빠르게 발전하고 변화하는 지역중의 하나다. 세계경제에서의 위상이 점증되고 있으며 다양한 물류체계와 Network이 구축되고 있다. 한국,북한,중국,일본과 러시아, 몽골 등의 국가가 연해있는 동북아지역은 원활한 경제발전과 국제적 교역의 효율을 높이기 위해 체계적인 물류 체계의 구축과 발전전략이 요구되고 있다. 한반도는 분단으로 육상물류측면에서 매우 비효율적인 상태에서 오래 그 체제가 유지되어 왔고, 새로운 변화의 필요성이 강조되고 있다. 동북아 육상물류체계에서 남한은 하나의 섬으로서 인식되었고, 한반도도 대륙과 원활하게 연계되지 못하여 효율적인 물류체계의 구축과 발전전략에 대한 연구와 비전제시가 부족하였다. 동북아경제권(통일한국, 일본, 중국 동북3성, 극동러시아, 몽골)은 2050년 북미경제권, 유럽경제권에 버금가는 세계 최대 경제공동체를 형성할 것으로 전망되고 있다. 통일 한반도는 동북아경제권의 Land Bridge로서 그리고 동북아 물류 허브로서 중요한 역할이 기대된다. 본 연구에서는 동북아에서 한반도의 물류위상과 과제 및 문제점을 살펴보고 바람직한 발전전략과 비전을 모색해 보았다. 이를 위해 철도로 대표되는 육상물류체계 상의 문제를 파악하고 미래지향적인 발전 전략을 제시하였다. 궁극적으로 한반도가 동북아 물류중심 국가로 발전하고 육상 물류영역에서 주도적 역할을 담당하는 비전을 실현하기 위한 전략을 모색, 제시하고자 한다. 선행연구와 현장의 자료들을 통한 문헌적 연구로서 이론적 틀과 비전 및 전략의 제안에 의미를 찾을 수 있다. 넓은 연구범위로 세부적인 대안제시에 미흡한 부분들은 향후연구에 더 보완될 필요가 있다고 본다.

지상 무선 백본망과 위성 통신망 통합을 위한 동적 라우팅 연동 방안 (Dynamic Routing Interworking Method for Integrating Terrestrial Wireless Backbone Network and Satellite Communications System)

  • The terrestrial wireless backbone network and satellite communications system have been independently developed depending on their own purposes and operational concepts, which results in different characteristics in terms of network architecture and routing protocol operation. In this paper, we propose a method for structurally integrating them in consideration of routing mechanism in an autonomous system. Our approach is that the routers of satellite network operate the OSPF in PTP mode on their interfaces connected to the routers of terrestrial wireless backbone network with grid connectivity, whereas the OSPF in satellite network whose topology is of hub-spoke type runs in NBMA mode. We perform some simulations to verify that the satellite communications system can be integrated and interwork with the terrestrial wireless backbone network by our proposed approach. From simulation results, it is also found that the increases of network convergence time and routing overhead are acceptable.

A Suggestion for the Strategic Choice of Seoul to be a Network Center in Northeast Asia

  • The East Asian Region has experienced remarkable economic growth and transformation of interurban networking over the past three decades, and urban competiti veness for a networking hub in this region has become a critical issue confronting cities. Competitiveness of the Seoul capital region for a networking hub in Northeast Asia is outstripped by other competing cities in East Asia, notwithstanding its geo-politically and geo-economically advantageous location in this region. In this paper, we aim to appraise the Seoul capital region's competitiveness in terms of logistics distribution, financial function and logistics distribution, financial function and agglomeration of transnational corporations (especially of RHOs and other managerial functions), and to advance the networking strategies of the region for a Northeast Asia hyb. As a result of analysis, we suggest that the Seoul capital region be developed as a Northeast Asian center for regional headquarters or leading global corporations and financial services for being a strategic nodal point in Northeast Asia in the 21st century. A recent survey shows that where to locate an RHQ is influenced by various factors, such as potential market and manufacturing site in the city's hinterland, quality of life, such things as culture, health, safety, education, a well-educated, English-speaking population, reliable air transport, state-of-the-art communications, and an active policy to offer foreign companies generous incentives. The Seoul capital region, which is located at a strategic nodal point advantageous as a springboard for its Northeast Asian hinterland, cannot meet the other conditions mentioned above. To overcome these drawbacks in attracting transnational capital and to create competitiveness as a strategic hub of RHQs in Northeast Asia, it is urgent to initiate a structural reform of the Korean economy, politics, and overall society, to minimize the regulation of FDI, and to provide various incentives for foreign investment. Moreover, we propose the construction of an 'International Business Town' in the Seoul capital region, as a medium to intermediate these strategies and to shape them in a spatial scale. The projected 'International Business Town(IBT)' will be a 'free city' open to international business in which liberal economic activities are guaranteed by special legislation and administration, infrastructures needed for international and improved accessibility to the airport are furnished, and the preference of foreign high-income investors for cultural and living environment are satisfactorily met. IBT is conspicuously differentiated from a raft of other cities' incentives in that it combines deregulation and incentive programs to attract the investment of transnational capital, with a spatial program of offering an urban environment preferred by the high-income investors for cultural and living environment are satisfactorily met. In conclusion, 'International Business Town', in line with other legislative and administrative incentive programs, will function as a driving force to make the Seoul capital regional more competitive as a regional business hub in Northeast Asia.

비셰그라드 그룹의 협력에 따른 유통과학의 역량과 에너지유통의 역할 (Capacity of Distribution Science and the Energy Distribution Role for Visegrád Group Cooperation)

  • Purpose - The Visegrád Group cooperation of the past 14 years and that of V4 for the past 20 years has very important significance in the 21st century that must be maintained. This cooperation is valuable because of the trade routes that connect northern Poland to the Balkans in southern Croatia, which forman important basis for the resuscitation of Central European development. Currently, because of the European manufacturing base and industrial development, an energy supply and stable energy distribution networks have been introduced to secure cooperation and not competition within the Visegrád Group. This paper's research emphasizes the supply chain hub in neighboring countries. Although Central and Eastern European countries are small, they can provide a competitive response to Western Europe if they collaborate with the V4 group and other countries. Research design, data, and methodology - The subjects of this study in the Visegrád Group area are related to the development of Marketing and Distribution Sciences in the integrated European Union. In relation to the existing energy infrastructure, construction companies and financial institutions benefit from large-scale construction projects. Existing or new infrastructure facilities among the V4 must comply with the preconditions of regional energy markets. The network of emerging markets is changing into a European-logistics hub of new markets. This hub is closely associated with the economic development of European self-sustainment given that energy for distribution and consumption is imported from Russia. Therefore, this paper indirectly provides data on the regional distribution of energy as alternative bases in Europe for market expansion to Asia. Results - As a result, it appeared unlikely that V4 failed to implement homogeneity following the standards of Western Europe, as proposed by the EU. Throughout European history, individuals have gathered in Central Europe as an innovation hub. Currently, the region is being established independently for energy industrial development and not for tourism development, and is expected to play a central role in innovation and distribution consumption. Therefore, similar to Western and Northern Europe, V4 only appears to engage in distribution consumption on the basis of the identity that it formed for itself. This area is expected to either create a regional platform or a voice over a single economic policy. Conclusions - To this end, regarding the distribution of consumer groups within and outside the region, the V4 group is expected to be established for various policy areas and as a Eurasian outpost of trade and distribution logistics. In addition, given its purpose of engaging in the distribution of energy cooperation and trade clusters, the Visegrád Group will be in charge of the center axis of the bridge for distribution logistics trading partners from the Western Balkans to Caucasus and Eastern Europe. Thus, the Visegrád Group is entering this region as a platform for market share by enabling all or any investor can gain greater industrial benefits.

부산 북항-신항 연계발전 방안 (A Study on Succeeding Together-Busan North & New Port)

  • 동북아 항만의 Hub Port 경쟁이 더욱 치열해 지고 있고, 신항 개발이 가속화되면서 공급과잉상태를 초래하게 되어, 부산 북항과 신항이 상생하기에 충분한 물동량 확보가 어려운 시점에서 부산항만은 많은 어려움에 직면하고 있다. 또한 북항은 시설이 노후화되어 있고 초대형선박이 접안하기에 필요한 수심 16m을 확보할 수 없으며, 또한 북항 재개발의 진행과 정책부재로 물동량은 자연스럽게 신항으로의 이전이 가속화되고 있다. 따라서 부산 신항의 추가적인 선석 개장운영과 더불어 부산 북항과의 역할정립 및 연계 발전 방안 모색을 서둘러야 할 시점이다. 북항과 신항의 연계발전 전략은 다음과 같이 요약될 수 있다. 첫째, 북항-신항 연계발전을 위한 모델 정립이 필요하다. 따라서 신항은 16m의 수심과 최첨단시설을 보유하고 있으므로 극대형선(ULCC) 위주로 특화기능을 부여하고, 지속적인 개발과 첨단시설 유치로 세계적인 글로벌 항만으로 발전시켜 나가야 한다. 반면에 북항은 항만리모델링을 통해 피더선 중심의 동북아 중심 항만으로 새로운 기능을 수행하도록 해야하고, 대부분의 공간은 북항 재개발 개념에 포함시켜 시민 친수공간으로 기능을 재부여 하여야 한다. 둘째, 북항의 컨테이너 전용부두를 기능 전환하여 부산항만의 항만별 부두기능을 재배치함으로써 항만기능 집적화를 통한 시너지 창출을 기하여야 한다. 셋째, 북항의 기능이 살아있는 한 북항과 신항의 효율적 연계교통망 확충을 통해 환적화물 처리를 효율적으로 할 수 있도록 하여 부산항만을 동북아 환적중심항만으로 발전시켜 나가야 한다. 넷째, 신항과 부산진해경제자유구역을 연계발전시켜 자체 수요 물동량 창출형 항만배후물류단지를 개발하여야 한다. 다섯째, 물동량 창출을 위해 화주고객, 운송사, 복합운송주선업자 및 관련 기관간 SCM을 구축하여 상호 협력적인 Win-Win 관계를 유지하는 것이 중요하다.

대학 산학협력 역량의 공간적 패턴 및 군집분석 (Spatial Pattern and Cluster Analysis of University-Industry Collaboration Competency of Korean Universities)

  • 본 연구는 한국 대학들의 산학협력 역량의 공간적 패턴을 분석하고, 산학협력 연계성이 높은 공간 범위를 파악하기 위한 군집분석을 수행하였다. 대학 설립유형별로는 거점국립대학의 산학협력 역량이 전반적으로 우세하며, 특히 기술이전·사업화 부문과 인프라 부문에서 사립대학이나 일반 국립대학보다 우위에 있는 것으로 나타났다. 산학협력 역량의 공간적 패턴은 시·도별 차이가 비교적 명확히 나타났다. 부문별 산학협력 역량에서, 인재양성 부문과 인프라 부문에 있어서는 지역 간 격차가 크지 않으나, 기술이전·사업화 부문과 창업 부문에 있어서는 지역 간 격차가 비교적 큰 것으로 확인되었다. 산학협력 패턴의 유사성과 공간적 근접성 측면에서 연계성이 높은 공간 범위를 파악하기 위해서 군집분석을 한 결과 15개 군집으로 나누어졌으며, 산학협력 전 부문이 강하게 나타나는 군집에서 거점국립대학이 속해 있는 것으로 나타났다. 따라서 산학협력의 효과성 제고를 통해 지역혁신성장을 달성하기 위한 정책 방안으로 거점국립대학이 허브(hub) 역할을 하고 인근의 지역대학들이 스포크(spoke) 역할을 하는 허브 & 스포크(hub & spoke) 네트워크형 협업 체계의 구축을 제안한다.

  • The interaction network of protein -protein plays an important role to understand the various biological functions of cells. Currently, the high -throughput experimental techniques (two -dimensional gel electrophoresis, mass spectroscopy, yeast two -hybrid assay) provide us with the vast amount of data for protein-protein interaction at the proteome scale. In order to recognize the role of each protein in their network, the efficient bioinformatical and computational analysis methods are required. We propose a systematic and mathematical method which can analyze the protein -protein interaction network rigorously and enable us to capture the biological and physical essence of a topological character and stability of protein -protein network, and sensitivity of each protein along the biological pathway of their network. We set up a Laplacian matrix of spectral graph theory based on the protein-protein network of yeast proteome, and perform an eigenvalue analysis and apply a perturbation method on a Laplacian matrix, which result in recognizing the center of protein cluster, the identity of hub proteins around it and their relative sensitivities. Identifying the topology of protein -protein network via a Laplacian matrix, we can recognize the important relation between the biological pathway of yeast proteome and the formalism of master equation. The results of our systematic and mathematical analysis agree well with the experimental findings of yeast proteome. The biological function and meaning of each protein cluster can be explained easily. Our rigorous analysis method is robust for understanding various kinds of networks whether they are biological, social, economical...etc
