소규모 농가의 영농의사결정 지원을 위한 재무정보시스템 설계 및 구현 (Design and Implementation of Financial Information Systems for the Small Farm Business Decision Supports)

  • During the past several years, a number of attempts have been made to develop computer applications for the farm business. However, none of them truned out properly applicable to small farms occupying more than 90% of the total agri-business in number as they failed to take it into consideration that small farm, typically a private busines is quite different by nature from the large-scaled farm corporate. Small-sized farming is usually done on the houshold basis, and thus there is no distinction between the household and the business economy. In addition, small farm managers are mostly lacking knowledge or skills of both computers and accounting. This study, therefore, aims at the design and implementation of the financial management and accountign information system for small farms, with an attempt to relax constraints and resolve pitfalls revealed in previously developed applications. The following principles were introduced for the study : 1) The user-system interfaces have to be managed in the natural language as much as possible, so that the users can operate the system without any professional terms. 2) Household accounting has to be seperarte by some means from the business accounting, so that small farm businesses can manage their finance and accounting as necessary. 3) The system has to be designed so as not only for the users to manage transactional data but to analyse historical data in multiple dimensions for their decision-makings. The results from this study would perhaps help not only for the farmers but for the educators, policy makers, and counselors for the farming.

A Study on the Poverty of Mountain People Depending on Forests

  • Livelihood capitals have a clear influence on livelihood development. As for the livelihood results, it has been pointed out in the analysis of the poor households that the ability of people to escape poverty depends especially on the access to livelihood capitals. This study aims to analyze the impacts of livelihood capital on poverty among mountain people who depend on forests through human capital, social capital, natural capital, physical capital and financial capital. This research employs the model of binary regression function. Independent variables x1, x2, …, xn are targets of livelihood strategy, vulnerability context, and livelihood capitals. These variables were selected to be included in the original model with dependent variable Y as poor and non-poor households. This study surveys households living in upland areas, near forests, and households of ethnic minorities. The results show that,out of the poor household rate, nearly 4% are newly-poor households or those falling back into poverty. Therefore, the government needs to pay more attention to this disadvantaged group and implements policies such as education and training policies, credit support policies, policies to support forest development, and payment for forest environmental services in the context of emerging countries like Vietnam.

The Effects of Lowering the Statutory Maximum Interest Rate on Non-bank Credit Loans

  • This paper analyzes the effects of the cut in the legal maximum interest rate (from 27.4% to 24%) that occurred in February of 2018 on loan interest rates, the default rates, and the loan approval rate of borrowers in the non-banking sector. We use the difference-in-difference identification strategy to estimate the effect of the cut in the legal maximum interest rate using micro-level data from a major credit-rating company. The legal maximum rate cut significantly lowers the loan interest rate and default rate of low-credit borrowers (i.e., high-credit-risk borrowers) in the non-banking sector. However, this effect is limited to borrowers who have not been excluded from the market despite the legal maximum interest rate cut. The loan approval rate of low-credit borrowers decreased significantly after the legal maximum interest rate cut. Meanwhile, the loan approval rate of high-credit and medium-credit (i.e., low credit risk and medium credit risk) borrowers increased. This implies that financial institutions in the non-banking sector should reduce the loan supply to low-credit borrowers who are no longer profitable while increasing the loan supply to high- and medium-credit borrowers.

Households' Characteristics, Forest Resources Dependency and Forest Availability in Central Terai of Nepal

  • For centuries, forests have been a key component of rural livelihood. They are important both socially and economically in Nepal. Firewood and fodder are the basic forest products that are extracted daily or weekly basis in most of the rural areas in Nepal. In this study, a field survey of 100 households was conducted to examine the degree of forest dependency and forest resource availability, households' livelihood strategy and their relationship with forest dependency in Chitwan, Nepal. A household' response indexes were constructed, Gini coefficient, Head Count Poverty Index (HCI) and Poverty Gap Index (PGI) were calculated and one way ANOVA test was also performed for data analysis. Data revealed that 82/81% of all households were constantly used forest for firewood and fodder collection respectively while 42% of households were used forest or forest fringe for grazing. The Forest Product Availability Indexes (FPAI) showed a sharp decline of forest resources from 0.781 to 0.308 for a 20-yr time horizon while timber wood was noticeably lowered than the other products. Yet, about 33% of households were below the poverty threshold line with 0.0945 PGI. Income distribution among the household showed a lower Gini coefficient 0.25 than 0.37 of landholdings size. However, mean income was significantly varies with F-statistics=246.348 at P=0.05 between income groups (rich, medium and poor). The extraction of firewood, fodder and other forest products were significantly different between the income group with F-statistics=16.480, 19.930, 29.956 at P=0.05 respectively. Similarly, landholdings size and education were also significantly different between the income groups with F-statistics=4.333, 5.981 at P=0.05 respectively. These findings suggested that income status of households was the major indicator of forest dependency while poor and medium groups were highly dependent on the forests for firewood, fodder and other products. Forest dependency still remains high and the availability of forest products that can be extracted from the remaining forestlands is decreasing. The high dependency of households on forest coupled with other socioeconomic attributes like education, poverty, small landholders and so on were possibly caused the forest degradation in Chitwan.Therefore, policy must be directed towards the poor livelihood supporting agenda that may enhance the financial conditions of rural households while it could reduce the degree of forest dependency inspired with other income generating activities in due course.

중국 상업은행의 대출자산에 대한 부실위험 분석 (Analysis on Default Risk of Loan Assets of Commercial Chinese Banks)

  • 본 연구는 중국 상업은행의 대출자산에 대한 위험도를 확인하고, 중국 상업은행의 안정성에 영향을 주는 요인이 무엇인지 분석하고자 함이 목적이다. 또한 자산규모 2천억 위안을 기준으로 중국 상업은행을 구분하고, 규모에 따른 안정성의 차이를 규명한다. 분석결과는 다음과 같다. 첫째, 중국 상업은행의 가계대출비중과 기업대출비중이 증가할수록 은행의 안정성은 낮아지는 것으로 추정되었다. 현재 중국 금융당국이 은행의 부실자산 비중을 낮추기 위해 대출자산을 보수적으로 운용하도록 제한하고 있으나, 향후 적정 예대율 기준을 설정하여 대출자산에 대한 선제적인 리스크 관리가 필요할 것이다. 둘째, 은행자산 2천억 위안을 기준으로 하여 대형은행의 안정성을 분석한 결과 규모가 큰 대형은행의 안정성이 더 낮은 것으로 추정되었다. 대형은행들은 대마불사의 원칙에 근거하여 공격적인 대출자산운용이 이루어질 가능성이 크므로 안정성이 더 낮아질 수 있는 만큼 앞으로 지속적인 부실자산에 대한 관리가 요구된다. 본 연구는 중국 상업은행의 대출자산 운용이 재무안정성에 미치는 영향을 추정함으로써 중국 상업은행들의 안정성 제고를 위한 바로미터가 될 것이라고 본다. 특히 대형은행들의 안정성을 규명해 봄으로써 대형은행의 취약점을 진단하여 지속가능한 금융산업 발전을 위한 전략이 요구됨을 시사한다.

농촌지향 이주 가구의 귀촌적응과정과 영농실태 (Adaption Process of Migration and Reality of Households Heading to Farming)

  • 본 연구의 목적은 전국의 귀촌자를 대상으로 설문조사를 통해 귀촌적응과정과 영농실태를 분석하여 특성에 따른 귀촌정책방안을 제언하는 것이다. 이를 위하여 도시민의 농촌지향 이주자들이 어떤 동기와 특성을 갖고 귀촌하였는지 설문조사를 통해 실태를 살펴보았다. 귀촌동기는 경제외적 사유가 주를 이루며, 귀촌 시 가장 큰 영향을 준 사람은 배우자와 부모로 나타났다. 귀촌자금은 초기영농활동을 위해 주로 사용되었으며, 영농생활 시 가장 큰 도움과 영농지식과 기술을 가장 많이 얻은 곳은 이웃 독농가였다. 영농생활의 가장 큰 애로사항과 농촌 거주시 가장 큰 불편사항은 영농자금조달과 소득수준이며 이를 위한 정부 지원책을 가장 바라고 있었다. 향후 농촌생활방향은 농업을 본업으로 하며 농촌에 계속 거주하겠다고 응답하여 미래의 농촌현실은 밝을 것이다. 앞으로 이와 같은 동향과 특성을 기초로 세밀한 도시민의 농촌지향 인구의 정착방안에 대한 발전전략 연구를 수행할 필요가 있다.

의료보험(醫療保險) 실시이후(實施以後) 지역주민(地域住民)의 의료기관이용행태(醫療機關利用行態) 변화(變化) 추이(推移)와 그 요인(要因)에 관한 조사연구(調査硏究) (Analysis on the trends and causes of inhabitant's behavioral changes in medical institutions's utilization after enforcement of regional medical insurance.   • The objectives of this study was to analyze the major causes of decreasing utilization rate of health care institutios in pilot-project area of regional medical insurance, Kwang-hwa and Kun-wi country. After the implementation of medical insurance, utilization rate of health institutions turned out' to be lower than it was estimated, when the pilot-project of regional medical insurance was planned. It might be due to changes in inhabitant's behavioral attitude toward medical insurance. So this study was made to find measures for financial stability by increasing utilization rate of health care institutions and to be available for basic demand-supply program of medical care. The hypothesis of this study was as follows; First. there is difference in understanding health care institutions between Kun-wi and Kwang-hwa. Second. respondesnts of inquiry survey have exact knowledge of their past experience of treatment taken prior to enforcement of medical insurance, Questionaire survey was made as to each 700 household among total 11, 884 households in Kun-wi and 20,919 households in Kwang-hwa. In case of Kun-wi, 70% of inquired households (491) gave their answers. In Kwang-hwa, the number was 560 households (80% of inquireds). Dollected data was processed and analyzed by way of using SPSS batch system. To evaluate facto rs distribution aspects of data and to make comparison between two area, percentage and $X^2$ distribution were applied. The results were as follows; L The utilization rate of health care institutions in Kun-wi and Kwang-hwa was lower than it was estimated. when pilot-project of medical insurance was planned. 2. Prior to the implementation of medical insurance. inhabitants in two area chose the medical institutions considering such factors. First was medical care fee cheap. second in habitant's residence, Third was the institutions conveniently easy of access. 3. After the implementation of medical insurance. 26.1% of inqurieds in Kun-wi and 41.6% in Kwang-hwa, changed medical institutions. In case of Kwn-wi, from health care institution (p 0.05), and in case of Kwang-hwa, vice versa, from general medical institutions to health care institutions. 4. Evaluation by factors were made such as follows. Inquired gave high marks to following facts: In case of Kun-wi, general medical institutions were difficult of access and relation between patients: was not friendly, but burden of medical expenditure was light. Effects of treatment and facilities was good. In case of Kwang-hwa, inquired gave high evaluation marks to the follow ing facts; facilities of medical institutions was not good, but the burden of medical expenditure was light. 5. After the implementation of medical insurance, the services was evaluated as good, but inquired hopec for lessening the burden of medical expenditure. 6. In case of exact understanding of cost-sharing, the evaluation rate in Kwang-hwa was higher than that of Kun-wi (p < 0.005). And positive attitude toward necessity of medical insurance was also good in Kwang-hwa (p < 0.05). 7. In case of inquired's attitude toward medical institutions, Kwang-hwa showed positive response (p < 0.05) 8. In the case of comparison between general medical institution and health care institution, two area showed similar positive response; medical manpower, facilities of medical institutions and effest: of treatement was good. 9. In comprehensive evaluation of benefit-service; the general medical institution's positiveness was higher than that of health care institutions in Kun-wi. But in Kwang-hwa vice-versa. 10. If the medical expenditure of general medical institution and health care institutions was equal 77% of inquireds in Kun-wi and 59.1% in Kwang-hwa answered that they chose general medical insurance. Considering results above mentioned, the conclusion of this study was made as follows. 1. In Kwang-hwa county, where the understanding of health care institutions's was good, the utilization's of health care institutions was shown high. Therefore, in case of Kwang-hwa, betterment: should be made to induce increasing utilization rate for negative factors of health care institutions. 2. In case of Kun-wi, where the understanding of health care institutions was on the decrease, measures for changing such negative factors should be taken by way of strengthening public relations. And cases of Kwang-hwa should also be studied. 3. On the side of financial stabilization and establishing health care delivery system, primary health care should be available. Therefore, the major cause of inhabitant's avoiding health care institutions should be known. And measures for activating that institutions have to be taken. So, the facilities of health care institution have to be improved up to the level of clinic. And supportive measures for securing equipment and improving health care services should also be taken. It is necessary that strategy for public relations should be employed with policy considerations and supports.
