미디어 융합에 대응한 EU의 통신규제정책에 대한 평가 (The Evaluation on EU′s Info-Communication Regulatory Policy in Preparation for Media Convergence)

  • EU가 2003년 7월에 채택한 $\ulcorner$2003년 프레임워크$\lrcorner$ 는 종래의 수직 통합형 산업구조가 인터넷 기술발전에 따라 물리적인 네트워크, 전송서비스, 컨텐츠로 정보통신산업이 층별로 세분화되어 가고 있다는 사실을 반영한 새로운 규제체계로 평가할 수 있다. 과도기적 현실을 반영한 이 규제의 틀은 경쟁이 미진한 분야에는 사전적 규제, 경쟁이 활성화된 분야에는 사후적 규제를 가한다는 방향성을 지니고 있다. $\ulcorner$2003년 프레임워크$\lrcorner$ 의 특징은 미디어 횡단적인 규제체계, 일반인증에 입각한 진입규제의 완화 및 사전규제로부터 사후규제로의 이행으로 요약할 수 있다.

수평축 풍력발전기의 모델링 및 속도제어 (Modeling and Speed Control of a Horizontal Axis Wind Generator)

  • Wind turbine system converts wind energy into electric energy. Since the velocity of wind is random in nature, control of the angular velocity of the blade is necessary in order to generate high quality electric power. The control of a blade can be divided into a stall regulation and a pitch control types. The stall regulation type which is based on the characteristics of an aerodynamic stall of the blades is simple and cheap, but it suffers from fluctuation of the resulting power. Or the contrary, pitch control type is based on the fact that the torque of the blade can be changed by varying the pitch angle of the blade. It is mechanically and mathematically complicated, but the control performance is better than that of the stall regulation type. This paper suggests a method of denying a mathematical modeling of the wind turbine system, and develops a speed control algorithm by pitch control. The validity of the algorithm is demonstrated with the results produced through sets of simulation.

  • In this paper, we explore the economic principle behind the revenue-sharing rule for interconnection charges. First, we assert that firms can collude by splitting tile revenues equally i.e., choosing the revenue-sharing ratio equal to l/2. Also, we characterize the optimal revenue-sharing ratio in a model of horizontal interconnection and discuss the relation between the optimal ratio and the optimal access price.

  • International nuclear export control regimes have been continuously strengthening through revision of guidelines to prevent a horizontal nuclear proliferation. Recently, they have been trying to include sensitive technologies, information exchange on export permission and supply conditions to their guidelines. Therefore, this study analyzes current issues of the amended guidelines within international export control regimes and proposes a proper solution to effectively implement the national regulation.

  • 2019년 1월 과학기술정보통신부는 2019년부터 2023년까지의 제3차 전파진흥기본계획을 발표하였고, 그 핵심은 시장기반 전파제도를 도입하고, 수평적 규제체계를 수립하는 것이다. 다소 늦은 감은 있으나 이러한 전파제도의 개혁은 매우 합리적이고 체계적인 것으로 세계적으로 전례가 드문 획기적인 입법적 진보라고 평가할 수 있다. 이러한 시장기반 전파제도와 수평적 규제체계를 완성하기 위해서는 유상의 면허대가와 일정한 이용기간을 전제로 한 단일한 주파수 면허제를 도입하여야 한다. 이를 통해 유한한 전파자원의 효율적 배분을 실현할 수 있게 될 것이다. 또한 주파수 면허의 생애주기적 체계를 전파법에 잘 반영시켜 법률 조문화하는 입법적인 노력이 요구된다.

이송모터 전류 감지를 통한 절삭력의 간접측정과 절삭공정 감시 및 제어에의 응용 (Indirect Cutting Force Measurement by Using Servodrive Current Sensing and it's Application to Monitoring and Control of Machining Process)

  • This paper presents an indirect cutting force measuring system, which uses the current signals from the AC servo drive units of the horizontal machining center, with its applications to the adaptive regulation of the cutting forces in various milling processes and to the on-line monitoring of tool breakage. A typical model for the feed-drive control system of a horizontal machining center is developed to analyze cutting force measurement from the drive motor. The pulsating milling forces can be measured indirectly within the bandwidth of the current feedback control loop of the feed-drive system. It is shown that the indirectly measured cutting force signals can be used in the adaptive controller for cutting force regulation. The whole scheme has been embedded in the commercial machining center and a series of cutting experiments on the face cutting processes are performed. The adaptive controller reveals reliable cutting force regulating capability against the various cutting conditions. It is also shown that the tool breakage in milling can be detected within one spindle revolution by adaptively filtering the current signals. The effect of the cutter run-out has been considered for the reliable on-line detection of tool breakage.

방송통신융합 담론의 형성과 실천 그리고 변위 (The forming, practicing and shifting of the discourse on the convergence of broadcasting & telecommunication)

  • 방송통신융합은 그 자체로 현실이 아니라 그것을 정의하고 설명하는 담론 속에서 사고되고 현실로 인식된다. 이 논문은 방송통신융합 담론이 어떻게 형성되고 실천되며 변화하고 있는지를 살펴보는 것을 목적으로 한다. 하나의 동일한 담론이 정치사회적 싱황에 따라 어떠한 영향을 미치고 어떻게 그 진화과정을 달리 할 수 있는지를 극명하게 밝히기 위해 한국과 프랑스를 비교하였다. 방송통신융합 담론은 OECD의 보고서와 유럽위원회의 녹서에 의해 프랑스와 한국에서 지식담론으로 태어나고 본격적으로 사회적 논의의 대상이 된다. 이 담론은 프랑스에서 저항담론과 충돌하였고 한국에서는 별다른 저항 없이 수용되었다. 이 담론은 결과적으로 프랑스에서는 분리규제 유지와 수평규제 도입으로 실천된 반면 한국에서는 통합기구의 설립으로 실천된다. 마지막으로 프랑스와는 달리 방송통신융합은 한국에서 지식담론의 차원을 넘어 정치적 혹은 유토피아적 담론으로 자리를 이동하게 된다. 이러한 진화과정에서 나타난 프랑스와 한국의 극명한 차이는 담론에 의한 현실 인식의 문제, 담론의 모순과 복잡성 그리고 담론이 안고 있는 지식과 권력의 문제를 고찰할 수 있는 기회를 제공한다.

사이드 펄링과 최적 토크스케줄을 고려한 소형 풍력터빈 해석 프로그램 개발 (Development of an Analysis Program for Small Horizontal Wind Turbines Considering Side Furling and Optimal Torque Scheduling)

  • A program to design a small capacity wind turbine blade is proposed in this study. The program is based on a matlab GUI environment and designed to perform blade design based on the blade element momentum theory. The program is different from other simulation tools available in a point that it can analyze the side-furling power regulation mechanism and also has an algorithm to find out optimal torque schedule above the rated wind speed region. The side-furling power regulation is used for small-capacity horizontal axis wind turbines because they cannot use active pitch control due to high cost which is commonly used for large-capacity wind turbine. Also, the torque schedule above the rated wind speed region should be different from that of the large capacity wind turbines because active pitching is not used. The program developed in this study was validated with the results with FAST which is the only program that can analyze the performance of side-furled wind turbines. For the validation a commercial 10 kW wind turbine data which is available in the literature was used. From the validation, it was found that the performance prediction from the proposed simple program is close to those from FAST. It was also found that the optimal torque scheduling from the proposed program was found to increase the turbine power substantially. Further experimental validation will be performed as a future work.

LED 광원을 이용한 마스트 항해등 조명광학계 개발 (Optical Illumination System Design for LED Masthead Navigation Light)

  • This paper dealt with the LED optical illumination system design for the Masthead navigation light to replace halogen lamps. We made Fresnel lens satisfy luminous intensity distribution of "Convention on the International Regulation for Preventing Collisions at Sea(COLREG)". The optical system is designed by classifying three parts: light source, lens, and cut off plate. The source of light has been made to have the uniform horizontal and vertical light distribution by placing 6 LEDs at intervals of $54^{\circ}$, and as the cylindrical Fresnel lens, the lens has been designed to achieve the uniform horizontal and vertical light distribution in the range of plain light. Finally, the cover has been designed to block the light from the outside of plain light and ultimately met the standards for light distribution of navigation lights. In addition, the validity of design has been verified with manufacturing a trial product.

체위 변화에 수반되는 순환 및 호흡반응 (Circulatory and Respiratory Responses to Postural Changes)

  • An attempt was made to study circulatory and respiratory responses to the passive tilt. Anesthetized dogs were tilted from horizontal to upright $(+90^{\circ})$ and head down $(-90^{\circ})$ position. The arterial blood pressure was decreased in the upright position and was decreased slightly in the head down position comparing to that in the horizontal position. Cardiac index also decreased in the both upright and head down positions. The total systemic vascular resistance was slightly increased in the upright position and was markedly increased in the head down position. The mean pulmonary arterial pressure was significantly decreased in the both upright and head down positions. The total pulmonary vascular resistance was decreased in the both upright and head down positions. Oxygen consumption was slightly decreased in the upright position, whereas it was slightly increased in the head down position. The A-V $O_2$ difference (vol. %) was slightly increased in the upright position and increased in the head down position. From the above results, process of the circulatory compensation to the gravity in the Passive tilting test was discussed. Neuronal cardiovascular regulation to the gravity and tile adaptation of capacitance vessles to hydrostatic stress and oxygen consumption concerning anoxic endurance of the brain were also discussed.
