A Study on the Theory and Historical Development of Official Document Classification Scheme in Korea - Since Chosun Dynasty to Current Korea Government - (문서분류의 이론과 변천에 관한 연구 - 조선조이후 현행 '정부공문서분류'까지 -)

  • This study is to aim on the theory of document classification system and historical development of official document classification scheme since Chosun dynasty to Republic of Korea. We have been new version of classification scheme 'Document Classification Standard' is scheduled in 2004, though there are many fundamental problems in governmental agencies and record centers. Thus new 'Document Classification Standard' should be make discussion and inquire.

The Document of Museum of Chosen General Government and its systemic management of document (일제하 총독부 박물관 문서와 관리체계)

  • The Museum of Chosen General Government(MCGG) was a supreme organ to take charge of business affairs of historical remains Japanese imperial rule. The MCGG was established in Kyongbok Palace in 1915. The MCGG was changed the reorganization of the Chosen General Government(CGG) setups, the MCGG was to maintain the cultural assets, to excavate the ruins and to put on display the remains. However, the Japanese colonist took advantage of the MCGG for political purposes. They didn't use the MCGG to promote the research of Korea culture. Therefore, the MCGG was an organization to belong to the Department of Education of the CGG. In this reason, the MCGG produced the amount of public document to business affairs. Now, This document left in the Museum of Korea. We have seen the document to study the cultural policies and the cultural assets of the CGG. This document includes the abundant information for the historical remains and ruins at that time. Accordingly, this document will help to survey the archaeological research and historical research. In addition, this document will help to manage the cultural assets. What then is the advantage of this document? The first is to see the cultural policies of the CGG through this document. The Japanese colonist took advantage of Korea history, which was low-grade culture, to justify rule of the colony. Therefore, they needed collect Korean assets to verity their theory. The second is to see the administration system of the MCGG. Indeed, this document includes information of organization of the MCGG, the policies and the process of the MCGG. In substance, we can see the systemic proceedings of the MCGG. The third is to provide historical materials to the historian. This document has the persons to plan the colonial culture policy of the MCGG, and events to rule the Korea culture. Moreover, the document of the MCGG would help to inquire into the truthfulness of history and to get the national identity.

Mongolian Traditional Stamp Recognition using Scalable kNN

  • The stamp is one of the crucial information of traditional historical and cultural for nations. In this paper, we purpose to detect official stamps from scanned document and recognize the Mongolian traditional, historical stamps. Therefore we performed following steps: first, we detect official stamps from scanned document based on red-color segmentation and document standard. Then we collected 234 traditional stamp images with 6 classes and 100 official stamp images from scanned document images. Also we implemented the processing algorithms for noise removing, resize and reshape etc. Finally, we proposed a new scale invariant classification algorithm based on KNN (k-nearest neighbor). In the experimental result, our proposed a method had shown proper recognition rate.

A Proposal of Methods for Extracting Temporal Information of History-related Web Document based on Historical Objects Using Machine Learning Techniques (역사객체 기반의 기계학습 기법을 활용한 웹 문서의 시간정보 추출 방안 제안)

  • In information retrieval process through search engine, some users want to retrieve several documents that are corresponding with specific time period situation. For example, if user wants to search a document that contains the situation before 'Japanese invasions of Korea era', he may use the keyword 'Japanese invasions of Korea' by using searching query. Then, search engine gives all of documents about 'Japanese invasions of Korea' disregarding time period in order. It makes user to do an additional work. In addition, a large percentage of cases which is related to historical documents have different time period between generation date of a document and record time of contents. If time period in document contents can be extracted, it may facilitate effective information for retrieval and various applications. Consequently, we pursue a research extracting time period of Joseon era's historical documents by using historic literature for Joseon era in order to deduct the time period corresponding with document content in this paper. We define historical objects based on historic literature that was collected from web and confirm a possibility of extracting time period of web document by machine learning techniques. In addition to the machine learning techniques, we propose and apply the similarity filtering based on the comparison between the historical objects. Finally, we'll evaluate the result of temporal indexing accuracy and improvement.

History Document Image Background Noise and Removal Methods

  • It is common for archive libraries to provide public access to historical and ancient document image collections. It is common for such document images to require specialized processing in order to remove background noise and become more legible. Document images may be contaminated with noise during transmission, scanning or conversion to digital form. We can categorize noises by identifying their features and can search for similar patterns in a document image to choose appropriate methods for their removal. In this paper, we propose a hybrid binarization approach for improving the quality of old documents using a combination of global and local thresholding. This article also reviews noises that might appear in scanned document images and discusses some noise removal methods.

  • Document image binarization is an important pre-processing step in document analysis and archiving. The state-of-the-art models for document image binarization are variants of encoder-decoder architectures, such as FCN (fully convolutional network) and U-Net. Despite their success, they still suffer from three limitations: (1) reduced feature map resolution due to consecutive strided pooling or convolutions, (2) multiple scales of target objects, and (3) reduced localization accuracy due to the built-in invariance of deep convolutional neural networks (DCNNs). To overcome these three challenges, we propose an improved semantic segmentation model, referred to as DP-LinkNet, which adopts the D-LinkNet architecture as its backbone, with the proposed hybrid dilated convolution (HDC) and spatial pyramid pooling (SPP) modules between the encoder and the decoder. Extensive experiments are conducted on recent document image binarization competition (DIBCO) and handwritten document image binarization competition (H-DIBCO) benchmark datasets. Results show that our proposed DP-LinkNet outperforms other state-of-the-art techniques by a large margin.   • China has countless ancient books that contain thousand years of continuously recorded history across every generation. It is essential to organize the ancient cultural literature in order to better communicate. The study of ancient Chinese literature recently has become a subject of priority. Shi-Ji, one of the representative documents, is used for record keeping because of its experience with ancient Chinese historic materials and artifacts. This draft of Shi-ji is based on ancient Chinese research methods with the purpose to explore the character, phonology, syntax, exegesis and collation of historical value.

Archival Appraisal of Public Records Regarding Urban Planning in Japanese Colonial Period (조선총독부 공문서의 기록학적 평가 -조선총독부 도시계획 관련 공문서군을 중심으로-)

  • In this article, the task of evaluating the official documents that were created and issued by the Joseon Governor General office during the Japanese occupation period, with new perspectives based upon the Macro-Appraisal approaches developed by the Canadian scholars and personnel, will be attempted. Recently, the Canadian people and the authorities have been showing a tendency of evaluating the meaning and importance of a particular document with perspectives considering the historical situation and background conditions that gave birth to that document to be a more important factor, even than considering the quality and condition of that very document. Such approach requires the archivists to determine whether they should preserve a certain document or not based upon the meaning, functions and status of the entity that produced the document or the meaning of the documentation practice itself, rather than the actual document. With regard to the task of evaluating the official documents created and issued by the Joseon Governor General office and involved the city plans devised by the office back then, this author established total of 4 primary tasks that would prove crucial in the process of determining whether or not a particular theme, or event, or an ideology should be selected and documents involving those themes, events and ideologies should be preserved as important sources of information regarding the Korean history of the Japanese occupation period. Those four tasks are as follow: First, the archivists should study the current and past trends of historical researches. The archivists, who are usually not in the position of having comprehensive access to historical details, must consult the historians' studies and also the trends mirrored in such studies, in their efforts of selecting important historical events and themes. Second, the archivists should determine the level of importance of the officials who worked inside the Joseon Governor General office as they were the entities that produced the very documents. It is only natural to assume that the level of importance of a particular document must have been determined by the level of importance(in terms of official functions) of the official who authorized the document and ordered it to be released. Third, the archivists should be made well aware of the inner structure and official functions of the Joseon Governor General office, so that they can have more appropriate analyses. Fourth, in order to collect historically important documents that involved the Koreans(the Joseon people), the archivists should analyze not only the functions of the Joseon Governor General office in general but also certain areas of the Office's business in which the Japanese officials and the Koreans would have interacted with each other. The act of analyzing the documents only based upon their respective levels of apparent importance might lead the archivists to miss certain documents that reflected the Koreans' situation or were related to the general interest of the Korean people. This kind of evaluation should provide data that are required in appraising how well the Joseon Governor General office's function of devising city plans were documented back then, and how well they are preserved today, utilizing a comparative study involving the Joseon Governor General office's own evaluations of its documentations and the current status of documents that are in custody of the National Archive. The task would also end up proposing a specialized strategy of collecting data and documents that is direly needed in establishing a well-designed comprehensive archives. We should establish a plan regarding certain documents that were documented by the Joseon Governor General office but do not remain today, and devise a task model for the job of primary collecting that would take place in the future.

An Archival Study on the Arrangement and Description of Old Document(Diploma) (고문서 정리(整理)에 대한 기록학적 연구 - 새로운 고문서 정리 방법의 모색을 위하여 -)

  • An Old document(Diploma) is a historical and unique record, so it must be collected, arranged, and preserved for research as soon as possible. Especially, for the effective use of the Old Document(Diploma), it is needed to arrange and describe the material systematically on the ground of modern archival theory. The Kyujanggak Archives in the Seoul National University has published 23 volumes of Old document(Diploma) material Old Document(Diploma). But they seem to cause the readers inconvenience, because the materials are classified and gathered only by genre, the titles or the orders of the materials are not standardized, and there is no description about the content of each Old document(Diploma). Jangseo-gak Library in The Academy of Korean Studies has also published the series of Old document(Diploma) material Old Document(Diploma) Collection. However the case is not different, since they are all mixed up with materials classified and gathered by genre, family, academy, or local school. And a great part of the materials have no titles and no description about the content of each Old document(Diploma), either. About the arrangement and description of the records, European and American archival science has established the theory of l)the principle of provenance, 2)the principle of original order, 3)levels of control, 4)collective description. These theories are valuable for the effective use of Old document(Diploma). On the viewpoint of the principle of provenance, Old document(Diploma) materials should not be classified by subject and genre, but by family and person. Then, the Old document(Diploma) materials, after collected by the unit of family or person on the viewpoint of the principle of provenance, should be arranged in their original order for more detailed arrangement and furthermore, for the work to find their relationship. This is so called the principle of original order. The hierarchical management of the Old document(Diploma) materials, for example, classifying by record group, sub-group, series, item and so on, is the concept of the levels of control, and comprehensive description of the each hierarchical structure is the concept of the collective description. Let's apply these archival theories to 34 pieces of the Chung, Man-Seok's material in the series of Old document(Diploma) material Old Document(Diploma). First, collect the Old document(Diploma) materials into Chung, Man-Seok's collection(the principle of provenance), which were scattered in the series classified by genre. Secondly, rearrange them chronologically(the principle of original order), and then we can find the comprehensive information about Chung, Man-Seok. For the hierarchical management of the Old document(Diploma) materials, we should establish a few concepts from the general, large group to specific, small item. The concepts can be organized as following; l)record group(Chung, Man-Seok record group) - 2)sub-group(personnel document, property document, family document, social activity document, political activity document, etc) - 3)series(gyoji-series, gyoseo-series, yuji-series etc. in the personnel document) - 4)folder(document with additions) - 5)item(one document). According to the the theory of the collective description, in the level of record group, there should be a collective description of Chung, Man-Seok's biography or a summary of record group. Similarly, there should be a collective description of a summary of sub-group in the level of sub-group and a summary of series in the level of series.

  • In this paper, we introduce a method to effectively highlight retrieval results without impairing meaningful features after historical documents were digitized into XML format. Especially, making the best of the features of historical documents, we perform string matching for the highlighting. Also, considering the features of the XML document, we carry out various processes when highlighting tag is inserted.
