Development of Standard Checklist for Safety Management of Toxic Gas facility in Domestic University Laboratory (국내 대학 실험실 독성가스 시설의 안전관리를 위한 표준 체크리스트 개발)

  • Toxic gases are managed by High Pressure Gas Safety Control Act. Toxic Gases are "31 designated species and each gas of which the permissible concentration($LC_{50}$) is equal to or less than 5000 ppm as defined in High Pressure Gas Safety Control Act.". Korean toxic gas usage in accordance with the growth of the electronic industry has increased explosively. The demand of toxic gas research in domestic university laboratories has grown together. But the research associated with toxic gas safety management in the domestic laboratory is nonexistent state. In this study, we identified weak points of toxic gas safety management through a survey of domestic university laboratory facilities. This paper presented toxic gas safety measures in order to overcome those weak points. Also this paper developed a standard checklist to improve and ensure safe management of toxic gas facility in accordance with the proposed measures. This research is to enforce safety management of toxic gas facilities in domestic university laboratory and it will provide safety guidelines for every laboratory.

Investigation of Laws and Standards related to Safety Criteria for Commercial Kitchen Machines (주방 기기 안전 기준 관련 법령 및 규격 조사)

  • This study aims to investigate laws and standards(including technical guidelines) related to safety criteria for 22 kitchen machines frequently used in commercial kitchens. The study was based on literature survey, interviews with charge persons in kitchen machines manufacturing companies, cafeteria providing group meals and relevant association, and web surfing. The results showed that there are two types of safety criteria such as legally forced ones by laws and optional ones by national industrial standards or technical guidelines. High pressure safety control act, safety control and business of liquefied petroleum gas act and city gas business act prescribed gas use apparatus safety criteria, rational energy utilization act did those of pressure vessel such large rotary caldron, industrial health and safety act did those of food processing machinery, and electrical appliances safety control act did those of electrical kitchen appliances. Compulsory or optional standards or guidelines related to safety criteria for kitchen machines were presented by 22 kitchen machines. Safety devices shown in the laws, standards and guidelines were also summarized by kitchen machines and their risk factors.

An Analysis of Safety Management Items for Low Pressure Hydrogen Facility below 0.1MPa in Domestic Hydrogen Town (국내 수소타운 내 0.1MPa 이하 저압 수소 사용시설의 안전관리 항목 분석)

  • As the interest in hydrogen energy is being increased, it is a widely issue to develop a lot of hydrogen technologies in the field of production, storage, transportation, application and others. In the aftermath, there is a hydrogen town in Ul San, which is expected to expand application fields of hydrogen energy, as a demonstration project. The hydrogen town in Ul San can consist of high and low pressure part by the gas pressure. The high pressure part is managed by 'the high pressure gas safety control act'. And, low pressure part is managed by 'the guideline for the safety management of demonstration project of hydrogen town'. In this paper, to improve efficiency of safety management, the direction of safety management is reviewed by an analysis of low pressure hydrogen facility and safety management items. And then, some improvement directions are suggested. In the end, it is expected that the results of this study could help to activate construction of hydrogen town and improve efficiency of safety management as well.

Development of the Safety Cabinet for Respiratory High-Pressure cylinder according to Consequence Analysis of Physical Explosion Damage (호흡용 고압용기 파열 피해영향 분석에 따른 안전충전함 개발)

  • A fire station and scuba have operated filling facilities for respiratory high-pressure cylinder without getting authority or reporting according to High-Pressure Gas Safety Control Act. They need facility improvement and special management to make provision for the time of accident during filling process. The Government have strived to correct illegal operations and suggested an alternative, establishing and operating the safety cabinet. It insures a safety being distance from danger caused by overpressure and a safety provoked by the protective wall equals or superiors. The safety cabinet is required to have an internal structure that smoothly distribute overpressure at the time of rupture. Plus, it needs to minimize fragments. It is also equipped with the performance of protective wall that makes overpressure to outside vent on the place where there is no person (top or bottom). This study calculated the consequence of physical explosion damage and built a prototype of safety cabinet. In addition, through the gas burst test, it derives for the ways to mitigate the physical explosion damage.

A Study on the Method for Releasing the Internal Pressure of the Propane Cylinder caused by Liquid Expansion (액팽창을 고려한 프로판용기의 내압 해소방안에 대한 연구)

  • Liquefied petroleum gas can be charged up to 85% of cylinder volume by enforcement regulations of safety control and business of liquefied petroleum gas act. The charged mass by enforcement regulations is considered by liquid expansion of internal liquefied petroleum gas at $65^{\circ}C$. But the temperature of liquid would not be suspended under $65^{\circ}C$ in a cylinder or portable vessel at certain situation. In the thermodynamics view point, the cylinder can be exposed to high pressure by liquid expansion. Consequently, it can be possible to potential risk such as physical explosion. Hence, this paper will offer a method of estimated internal pressure by liquid expansion at critical state in the closed system. Also, the structural factor which is given rise to volume increasement of cylinder is offered by experiment. This paper is expected as crucial reference for a cylinder design of liquefied petroleum gas.

Analysis of Death Accidents of Hazardous and Dangerous Works defined in Regulation for Employment Restriction and Special Education for Safety and Health (유해·위험작업의 취업제한에 관한 규칙 및 특별안전보건교육 대상작업의 사망재해 분석에 관한 연구)

  • With the changes of industrial structure, contents and types in hazardous and dangerous works have been changed considerably. However, the hazardous and dangerous works by defined "Regulation for the hazardous and dangerous work employment restriction" and "Special education for safety and health"have not been amended over twenty years. This study aimed to identify the recent trends of the works by analyzing the death accidents cases from 2004 to 2013 and to present the management methods about future hazardous and dangerous works. The results showed that amount of 1,972 cases among 11,513 death accidents were equivalent to the works presented by "Regulation for the hazardous and dangerous work employment restriction". The amount of death accidents in 'Work of using construction equipment following construction machinery management act' was biggest among the death accidents cases and that of 'Work of handling pressure vessels following high-pressure gas safety control act' didn't show up. For the works in "Special education for safety and health"amount of 1,650 death accidents cases were equivalent. The amount of death accidents in 'Work involving a crane with a capacity of 1 ton or more or work which is carried out with a crane or hoist with a capacity of less than 1 ton in a workplace having at least 5 such machines' presented by "Special education for safety and health"was biggest. Also, death accidents case didn't occurred in three works presented by "Special education for safety and health". It was analyzed that works with low death accidents cases should be needed to study thoroughly the whole disaster research involving nonfatal accidents.
