In Korea, the construction industry has been known to have the highest risk of safety accidents compared to other industries. Therefore, in order to improve safety in the construction industry, several researches have been carried out from the past. This study aims at improving safety of labors in construction site by constructing an effective automatic safety helmet detection system using object detection algorithm based on image data of construction field. Deep learning was conducted using Region-based Fully Convolutional Network (R-FCN) which is one of the object detection algorithms based on Convolutional Neural Network (CNN) with Transfer Learning technique. Learning was conducted with 1089 images including human and safety helmet collected from ImageNet and the mean Average Precision (mAP) of the human and the safety helmet was measured as 0.86 and 0.83, respectively.

Recently, owing to global warming, average summer temperatures are increasing and the number of hot days is increasing is increasing, which leads to an increase in heat stroke. In particular, outdoor workers directly exposed to the heat are at higher risk of heat stroke; therefore, preventing heat-related illnesses and managing safety have become important. Although various wearable devices have been developed to prevent heat stroke for outdoor workers, applying various sensors to the safety helmets that workers must wear is an excellent alternative. In this study, we developed a smart helmet that measures various vital signs of the wearer such as body temperature, heart rate, and sweat rate; external environmental signals such as temperature and humidity; and movement signals of the wearer such as roll and pitch angles. The smart helmet can acquire the various data by connecting with a smartphone application. Environmental data can check the status of heat wave advisory, and the individual vital signs can monitor the health of workers. In addition, we developed an algorithm that classifies the risk of heat-related illness as normal and abnormal by inputting a set of vital signs of the wearer using a support vector machine technique, which is a machine learning technique that allows for rapid binary classification with high reliability. Furthermore, the classified results suggest that the safety manager can supervise the prevention of heat stroke by receiving feedback from the control system.

With the introduction of the law regarding severe penalties for major accidents, employers, management executives, and corporations have significantly increased the number of safety managers and invested extensively in acquiring ISO certifications to prevent accidents in industrial sites. Moreover, the implementation of the Smart Safety Management System (SSMS) has facilitated the management of personnel and safety equipment. While IoT-based management systems have been applied to safety gear such as helmets, safety harnesses, and protective clothing, the responsibility for safety shoes still primarily lies with on-site managers and individuals, leaving a vulnerability to accidents. In this study, we aim to implement a Raspberry Pi-based sensor device to proactively detect workers' safety shoe usage upon entering the site. The goal is to confirm the usage of safety shoes and prevent accidents that may occur due to non-compliance with safety shoes regulations.

Due to the characteristics of ship structure, the compartment structure is complicated and narrow, so safety accidents frequently occur during the work process. The main causes of accidents include structural collisions, falling objects, toxic substance leaks, fires, explosions, asphyxiation, and more. Understanding the on-site conditions of workers during accidents is crucial for mitigating damages. In order to ensure safety, the on-site situation is monitored using CCTV in the ship, but it is difficult to prevent accidents with the existing method. To address this issue, a smart safety helmet equipped with location identification and voice/video communication capabilities is being developed as a safety technology. Additionally, the smart safety helmet incorporates environmental sensors for temperature, humidity, vibration, noise, tilt (gyro sensor), and gas detection within the work area. These sensors can notify workers wearing the smart safety helmet of hazardous situations. By utilizing the smart safety helmet and environmental sensors, the safety of workers aboard ships can be enhanced.

As the complexity of the our environment is further complicated by advancements in industry and increase in vehicle traffic flow, the incidents of injury causing accidents are on the rise. Consequently, there is increasing emphasis on the importance of systematic and continual safety education for injury preventive behaviors. This study investigates safety related problems of elementary school students based on the PRECEDE model, proposed by Green et al.(1980 Green), to comprehensively identify the requirements of school safety education. The identified requirements were used to diagnose the current state of elementary school safety education through the analysis of multidimensional factors. A questionnaire survey was conducted on 594 sixth grade students from randomly selected 4 schools in Seoul to examine their injury preventive behaviors and to determine the educational diagnosis variables that affect it. The duration of the survey was 3 weeks starting from April 12, 1999 to May 8, 1999. A summary of the survey results are presented below; 1. Situations in which accidents have occurred were, in their order of frequency, ‘during play or sports activities within the school grounds’ was most frequent at 59.6%, ‘during play on local streets’ at 49.5%, and ‘traffic accidents’ at 41.6%. 2. Categorization of the injury preventive behavior showed that ‘not playing at high traffic flow locations such as streets and construction sites’ had the higher level of observance, while ‘wearing of helmets and joint protection devices during playing’ was least observed. 3. Considering injury preventive behaviors in relation to educational diagnosis variables indicated, for predisposing factors, lower ‘perception to injury accidents’ (p〈0.001) combined with higher ‘concerns for injury accidents’(p〈0.001), ‘practice of preventive behavior’(p〈0.001), and ‘the level of safety knowledge’(p〈0.001) resulted in significantly higher observance of injury preventive behaviors. For enabling factors, higher ‘perceived level of the school safety education’ (p〈0.001) and ‘availability of safety education resources’(p〈0.01) indicated significantly higher observance of injury preventive behaviors. For the reinforcing factor, frequent exposure to ‘safety education brochure’ (p〈0.01) and ‘audio-visual material for safety education’(p〈0.01) combined with more ‘regional safety education’ (p〈0.01), ‘home safety education’ (p〈0.01), ‘school safety education’(p〈0.001), and, ‘parents’ observance of preventive behaviors' (p〈0.001) showed significantly higher observance of injury preventive behaviors. 4. An analysis of the factors that affect injury preventive behaviors showed that the enabling factor ‘awareness of school safety education’ had the highest correlation with injury preventive behaviors followed by factors, in their order of significance, ‘practice of preventive behavior’, ‘perception to injury accidents’, ‘level of safety knowledge’, ‘parents’ observances of preventive behaviors', and ‘concerns for injury accidents.’

Recently, there has been an increase of accidents related to the rise in the use of Personal Mobility Vehicle (PMV). To solve this problem, the National Assembly announced an amendment that restricted the use of PMV to bicycle roads and to prohibited for people under 13 years old to use PMV, but there is no detailed information about travel speed and safety. In this study, a survey was conducted by dividing the group into minors and adults based on the age of obtaining a driver's license to find out the direction of improvement of laws and systems about PMV. Our results showed that adults considered PMV as more dangerous (Adults 5.50, Minors 4.94) and the suggested age for PMV use was lower from minors than adults (Adults 15.70, Minors 13.85). We found that proper travel speed on bicycle roads differed according to the presence of a driveway (Driveway 26.21 km/h, Non-Driveway 23.55 km/h) and minors had higher a travel speed than adults on all types of bicycle road. Also, Helmets for PMV were seen as the most important safety equipment on all types of bicycle road. and the importance of other safety equipment differed according to the presence of a driveway (Driveway Front-Lighting, Non-Driveway Car Horn). Through this study, It proposes that we have to make new regulations about the use of front lights and horns, as well as enforcement measures that differentiate the speed on each bicycle road type as a way to improve the laws and systems for PMV.
Electromygram was measured in three different cases; not wearing of a helmet, wearing of a 920g helmet, and wearing of a 1310g helmet, and it was revealed that there was a high level of muscle activities on the opposite side (sternocleidomastoid muscle) while the head and the neck were moving right and left and muscle activities of the curve and of the hyperextension were found to be not significant. Especially, the presence of a helmet seemed to cause a difference in a level of muscle activities on the deltoid and erector spine muscles while lifting or lowering with a weight placed on the deniz backboard. Therefore, it would be possible to assume that this newly developed smart helmet would not affect muscles around the necks of paramedics if they do not move their necks and heads right and left while lowering or lifting a patient using the deniz backboard. In addition, in case of the deltoid and erector spine muscles, it is shown that an increase in the degree of movement could lead to an increase in the level of muscle activities on the muscles controlling of the corresponding action, which are waist and back muscles. Despite it, it would be possible to prevent possible injuries and/or muscular and skeletal diseases around the lumbar by fully complying with a basic rule of straightening of the waist while making a power-lifting motion.

This paper proposes a safety management method that extracts ETA (event tree analysis) based scenario and combines ICT technology to reduce serious disasters occurring workplace for shipbuilding and offshore plant. The statistics of Safety and Health Agency and (previous)Ministry of Public Safety and Security show that the most frequent accident among the serious disasters related to shipbuilding and offshore plant is falling. The main cause of accidents is absence of a safety belt and safety belt ring. To solve these problems, we create ETA based scenarios to derive results based on safety considerations. Based on these results, we propose a solution by applying ICT technology for accident prevention. Deriving ETA based scenarios and ICT technology, the proposed solutions include a system for detecting the wearing of safety belts and safety helmets, a system for detecting whether or not the safety belts are connected, and a hook system for measuring safety distances. These safety related systems can reduce the probability of death of workers. By preventing accidents using the proposed method, we can reduce serious disasters in shipbuilding and offshore plant and establish systematic safety management.
This research is to investigate the detention facilities of police stations and their real operations through the perceptions of detainees at police station cells and to present the policy suggestions for them. To fulfill the research, a questionnaire was made out on the basis of 'the Regulation on Detention and Escort for Suspects'. 'the Regulation on a Standard Plan for Detention Facilities' and 'the Regulation on the Lowest Standard to Treat Detainees' ; and detainees at 23 police station cells under the jurisdiction of Kyungbuk Local Police Agency were asked to answer it. Policy suggestions following from the result of the investigation of detainees' perceptions of the detention facilities of the police stations are as follows; Firstly, the structure of police station cells should be arranged in straight lines in order to take their human rights into consideration and more detention facilities are needed to be built in order to separate male, female, handicapped and juvenile inmates. Secondly, shower rooms and washrooms outside the cells should always be open to detainees whenever they need to be used. Thirdly, any detention facilities deficient in fire fighting equipment should have exit doors installed as soon as possible in case of an emergency and provide sufficient fire extinguishers considering the number of detainees and the size of the facilities. Fourthly, the detention facilities should have sufficient windows for ventilation and take necessary measures to obtain natural lighting instead of electric lighting. Fifthly, air conditioners should be equipped properly taking account of the number of detainees and the dimensions of the facilities. Policy suggestions according to the result of the investigation of detainees' perceptions of the operation of detention facilities of police stations are as follows; Firstly, the problem of operating the detention facilities must deal with worn-out facilities and measures to secure the budget should be taken as soon as possible. Secondly, considering that most detained suspects have difficulties in livelihood, daily necessaries must be issued to them. Thirdly, personal belongings deposited by inmates must be properly managed with the same documentation throughout the police station detention facilities. The number of female guards to take exclusive charge of the physical checkups and processing of female detainees should be increased. Also the facilities for handicapped detainees must be expanded, improved and managed properly. Fourthly, except for handcuffs and ropes to bind detainees in the detention facilities, helmets to prevent self-harm must be withdrawn. The budget to improve the quality of meal issued by the government must be urgently secured and the price of private food sent to detainees must be readjusted to be in line with the consumer price. Health and medical care and sanitation for detainees must be substantial, and also sunbathing and outdoor exercises should be allowed to detainees.
