The purpose of this study is to provide policy recommendations for manpower planning by forecasting the supply and demand of Medical Technologists. Supply was estimated using an in-and-out movement method with a demographic method based on a baseline projection model. Demand was projected according to a demand-based method using the number of clinico-pathologic examinations taken for Medical Technologists. Over- or undersupply of Medical Technologists will depend on the productivity scenario and assumptions and ultimately on governmental policy direction. In other words, whether the production of Medical Technologists is higher or lower than the current level depends on the government policy to consider insurance finances. In this study, we assessed 'productivity scenario 3' based on the productivity as of 2012, when the government's policy direction was not considered. Based on the demand scenario using the ARIMA model, the supply of Medical Technologists is expected to be excessive. This oversupply accounts for less than 10% of the total and therefore should not be a big problem. However, given that the employment rate of Medical Technologists is 60%, it is necessary to consider policies to utilize the unemployed. These measures should expand the employment opportunities for the unemployed. To this end, it is necessary to strengthen the functions of laboratories in the public health center, to increase the quota of Medical Technologists, to assure their status, to establish a permanent inspection system for outpatient patients, and to expand the export of Medical Technologists overseas.
Background: The burden due to cancers is an emerging public health concern especially in resource-limited countries like Nigeria. The WHO estimates that cancer kills more people than tuberculosis, HIV/AIDS and malaria combined. As people in Nigeria and other developing countries are beginning to survive infectious diseases, there is an observed epidemiologic transition to chronic diseases, such as cancers. In 2008, 75 out of 1,000 Nigerians died of cancer. Despite the rising incidence and public health importance, Nigeria lacks an organized and comprehensive strategy to deal with cancers. Materials and Methods: This article reviewed 30 peer-reviewed manuscripts on cancer care in four countries. It highlights the limitations to cancer care in Nigeria; due to lack of awareness, low health literacy, absence of organized screening programs, inadequate manpower (in terms of quality and quantity) as well as limited treatment options. Results: This review led to the formulation of a proposal for Nigerian National Cancer Policy, mainly drawn from effective strategies used in Canada, Brazil and Kenya. This is a vertical cancer program that is patient-centered with an emphasis on tobacco control and cancer disease screening (similar to Canada and Brazil). Additionally, it emphasizes primary cancer prevention (similar to Kenya). Its horizontal integration with other disease programs like HIV/AIDS will improve affordability in a poor resourced country like Nigeria. Capacity building for health professionals, hub-and-spoke implementation of screening services, as well as investment in effective treatment options and increased research in cancer care are essential. International 'twinning collaborations' between institutions in richer countries and Nigeria will enhance effective knowledge translation and improve the quality of patient care. Conclusions: A national cancer policy must be developed and implemented in Nigeria in order to overcome the present limitations which help contribute to the observed increases in cancer morbidity and mortality rates. Cancer control is feasible in Nigeria if the nation was to consider and employ some of the cost-effective strategies proposed here.

As a result of the efforts the study was established to secure the numbers of nursing manpower at a resonable level and use the unskilled persons at the utilizing field and seek the possible area of their activity for more efficient service through the investigation of ablity of simple nursing activities of regiestered nurses and nurse aides for rational function according to the educational levels and talents. The method of study was established by the registered nurses and nurse and nurse aides(R.N 229, N.A 226) who are working in 15 hospitals with over 200 beds. This surrey was conducted from Mar 29, 1989 to April 8, 1989. The method to test the degree of importance, difficulties, and the abillity of performance of a simple nursing activities was classified into 35 activities on the basis of references on this field. The degree of importance was composed from point l(Not so important) to 5(Very important). the degree of difficulties. was composed as follows; very easy - Point 1 very difficult and complicated - Point 5. and the ability of performance was composed from point 1 to 5. The materials gathered through the survey were analyzed with frequency, mean standard deviation, percentage. t-test, Anova, pearson's coefficient of correlation, stepwise multiple regression. factor analysis, discriminant analysis. The obtained results are summarized as follows: 1. The recognition values of the simple nursing activities of each group of registered nurse and nurse aides show; The degree of importance; 4.04 and 4.26 The degree of difficulties; 2.72 and 2.94 The ability of performance; 2.07 and 2.38 The brief summary shows there are little differences between who two groups the simple nursing activities turned out to be easy and simple work. 2. Regardless of the degree of importance, and difficulties, the ability of performance the important in fluencing of the degree of the simple nursing activities between the registered nurses and nurse aides was the order of educational level, hospital career, working career in wards and ages of the registered nurses and ages and hospital creer of nurse aides. The result was that the simple nursing activities could easily be familiar through the training of their working environment and period of experience. 3. Among the 35 simple nursing activities the items capable of resonable entrusting to the nurse aides are 5 that is helping bed-bathing, 8itz Bath, using bed pan, care while delivering patient, accompaying patient when visitor's check. There wasn't and differences between RN and nurse aides in performing the above 5 items. In anywhere. so we can say obviosuly that this nursing activities should be performed under the nursing system of which chief of nurse are supposed to supervise nurse aides as a possible function to be entrusted. In view of the above mentioned results, therefore, this partial functional job of the simple nursing activities can able be entrusted to the nurse aides through the regular training course. In case of these functional activities could be entrusted under, the responsibility of registered nurse, we can able suggest to for that there are the following advantages: 1.. In the nursing activities-affairs, the qualified guarantee of the nursing services can be kept and increased or promotoed with accommodation of the required nursing service and roles being expanded presently. 2. In the productivity of the hospital manpower, therefore, we have comt to view and consider in favourly that when an automational administration times would be come in the near future time to hospital affairs as a reality, to utilize the existing nures aides is better rather than investing so as to develop the other source manpowers or seek its for the efficient business management in the operational strategy or its policy.
The study was designed to investigate what effect of working time reduction which will be gradually expanded to corporate size from June, 2004 could give to medical industries, and to provide basic information for hospitals and government to prepare the policy. 276 hospitals were surveyed about medical service income and manpower realities during the first half of 2003, using a structured survey tool. Response rate was 8% and 20 hospitals were finally analyzed. The effect of working time reduction in hospital management was different to the size of hospitals and the alternative. Income to existing service income was decreased by $2.2{\sim}4.6%$ in tertiary hospitals, by $3.2{\sim}5.7%$ in general hospitals with more than 300 beds, and by $3.7{\sim}6.0%$ in general hospitals with less than 300 beds. In preparation against such decrease in income, government is required to raise insurance payment, to calculate added service charge for day-off on Saturday forenoon, to retain emergency care payment, to expand emergency care facilities, to secure duty doctors, and to support middle and small sized hospitals. Hospitals are required to give self improving efforts such as fortifying of weekday care, development of weekend care program, strengthening of care capacity and function of emergency care center, and making manpower operation efficient.

Purpose: The purpose of this study is to identify the operational status and current management of Sub-Health Centers in Limpio, Paraguay. Second, understanding the use of Sub-Health Centers and Perceptions of Sub-Health Centers in Limpio, Paraguay. Third, Providing policy implications for strengthening the Health Delivery System in Paraguay. Methods: The survey of the current status of sub-health centers in Limpio was conducted with observation and interview. Utilization of Sub-Health centers was analyzed in the 2018 Paraguay Community Health Survey. A face to face interview was conducted to complete a questionnaire and 831 samples were collected for the study. Results: In order to perform the normal function of the sub-health center, it will be necessary to allocate manpower that meets the standard. A common problem with sub-health centers in Limpio is that they have an environment vulnerable to rain. Currently, there are no health promotion and communicable disease management programs in sub-health center. Satisfaction of users about treatment, equipment, medicines and cleanleness of rooms. Implications: First, it is necessary to allocate human resources and organize spaces according to the standard. Second, there was a problem caused by moisture, and continuous maintenance and repair are required. Third, water and sewage related facilities must be safely improved to prevent contamination of groundwater. Forth, it is necessary to implement a program that fits the role of the sub-health center. Fifth, it is necessary to form a health delivery system considering the accessibility of residents. Finally, it is necessary to discuss the location of sub-health center considering travel time of Limpio residents.

The proposition to improve the management of school health at the level of education office or the board of education is as follows. 1) The formal and informal relation among health center, hospital, and the board of education should be strenthened at the technical and administrative sides. 2) Health center should train the nurse-teachers of school and the health engineers of education office or the board of education. 3) The autonomous health budget of each school should properly be made. 4) The compulsory health budget should properly be made in school education budget. 5) The formal or informal training Course for the nurse-teachers should be practical. The proposition to improve the management of school health at the level of school is as follows. 1) The equipment of nursing room should be used properly, so that the function of nursing room should be revitalized. 2) Nursing room should not be used with other function except nursing function. 3) Oral cavity should be tested when pupils and students undergo physical checkup. 4) The interval of physical checkup at each school should be more than 2 days. And then the pupils and students with abnormal health should be referred to hospital etc.. 5) The misappropriation of the allowance of school doctor should be protected.

Objectives: The purpose of this manuscript was to propose the policy and perspectives of prevention and management for hypertension and diabetes in Korea. Methods: Authors reviewed the chronic disease prevention and management projects and models were executed in Korea until now, and analyzed and evaluated their performances. Results: In the circumstances of Korea, the following several requisites should be improved ; Specific Korean strategy for development and pursuing of national level policy agenda for chronic disease management must be established. There are a need to establish several means of supplementing the weaknesses of the current chronic disease management policies and programs. Firstly, development and distribution of contents of guidelines on the systematic project execution regime (regarding systematization of local community, subjects and contents of the projects) with guarantee for the quality of chronic disease prevention and management are necessary. Secondly, there is a need for development of information system that can lead the chronic disease management programs currently being implemented. Thirdly, there is urgent need to develop resources such as cultivation of manpower and facilities for provision of education and consultation for the patients and holders of risk factors of chronic disease. Fourthly, there is a need for means of securing management system and financial resources for operation of policies and programs. Conclusions: The results can be able to use as a road map, models, and direction and strategies of policies for chronic disease prevention and management of Korea.
This study compared and analyzed the trends of wellness-related tourism polices in Japan, which have policy similarities with Korea, through related literature research and online interview surveys amid growing demand for wellness tourism in Korea's wellness tourism policy implications. According to the survey, wellness tourism-related concepts do not differ particularly between Korea and Japan, and the use of health tourism or wellness tourism concepts is more common in Japan than healing tourism. Wellness tourism policy is analyzed to be more systematic in Japan in the areas of policy principal agent's flexibility, policy efficiency, related certification, and human resource development, and Korea in the driving force and institutional maintenance of policy. It was judged that Korea needs to establish a wellness tourism consultative body, such as the case of Japan, and improve efficiency through systematic certification of wellness tourism and qualitative management of related manpower. In order to industrialize wellness tourism, it is necessary to increase the healing effectiveness and product value of wellness tourism by organically linking wellness resources specialized by region, and to conduct in-depth analysis of the direction and strategies of wellness tourism policies in preparation for the post-Corona(COVID-19) Era and an empirical study of tourism sites.
This study was performed to investigate the supply and demand of the oriental medical doctor(OMD) based on the supply and demand analysis of OMD up to the year 1997. The baseline projection and demographic methods were considered to examine the supply of OMD. On the contrary, for the demand analysis, two different approaches were conducted with the nonlinear regression model. The findings of this study indicate that the OMD will be oversupplied before the year 2012 with decreasing rate. However, when we consider the demand of OMD in the future. it is anticipated that the demand of oriental medicine will be increased rapidly with two major aspects. The first is the expansion of insurance benefits. The second is the increasing number of adult diseases because of the aging of the population structure. Therefore, the effective cooperation system and mutual exchange between western and oriental medicine is required for the future. Also. it is necessary to make the oriental medicine of the pharmaceutical services in more scientific way for the appropriate policy of the demand and supply of OMD. For the future study, the students who study abroad, especially China should be considered. These students will be the key element for the future supply of OMD.
