본 연구에서는 지금까지의 고정설비에 대한 정량적 위험성 평가에서 벗어나 위험물질 수송 시 고려되는 여러 가지 요소들을 확인하여 발생할 수 있는 잠재위험성을 확인하였다. 수송 시 발생할 수 있는 잠재위험성을 확인하였다. 또한 수송 시 발생할 수 있는 최악의 사고 시나리오와 대안적인 사고 시나리오를 통하여 피해 영향 범위에 대한 개인적 위험성 및 사회적 위험성을 평가하였으며 최적의 경로를 선정하였다. 이러한 평가를 기반으로 수송 시 중대사고의 피해 영향 범위에 대한 효율적인 위험성 감소 대책과 지역사회, 공공기관, 산업체들과의 연계를 통한 사고에 따른 피해를 최소화 할 수 있는 체계적인 비상대응 시스템을 구축할 수 있을 것이다.
Process safety incidents and loss events can be prevented if we identify and adequately take measures on process safety incident precursors in a timely manner. If we look into and take action against the process safety hazard factors causing the incident in the refinery and petrochemical plant, major process safety incidents can be prevented through eliminating or decreasing hazardous factors. We conducted a survey for the major process safety incident precursor to look specifically into the potential process safety hazardous factors of refineries and petrochemical plants in the Yeosu chemical complex. A self-assessment checklist, which was published by Center for Chemical Process Safety "Recognizing catastrophic incident warning signs in the process industry" on major incidents warning sign, was used for the survey. Through this survey, the major process safety incident leading indicators in the process industry were found by process safety management elements, and each site and/or facility can use these leading indicators for activities for process safety incident prevention. In addition, we proposed action items required to eliminate the root cause of those process safety incident leading indicators.
본 연구에서는 상용 유리화설비 설계를 위한 기초자료에 도움이 되고자 용융공정에서 발생되는 배기가스의 특성과 배기가스 처리계통 운영사례를 조사하였다. 유리화설비 운영의 목적은 용융공정으로 투입된 방사성폐기물 내에 함유되어 있는 유해물질과 용융공정 내에서 발생된 다양한 화학종을 함유하고 있는 유해 배기가스를 처리하는 것이다. 유리화설비를 건설, 운영하기 위해서는 안전성 분석을 통한 인허가가 필수적이며, 부산물로 발생하는 방사성핵종이나 유해물질을 법적 환경배출규제치 이하로 처리하는 것이 매우 중요하다. 이를 위해서는 배기가스의 특성을 정확히 파악하여 그 특성에 따라 적절한 배기가스 처리공정을 설계해야 한다. 따라서 적절한 배기가스 처리계통을 설계하는 데는 폐기물 발생 특성, 용융로 특성, 배기가스 규제지침, 배기가스 발생 특성, 배기가스 처리장치에 대한 성능 평가 등의 광범위한 요소를 고려해야 한다.
토양 중 유해원소 분석용 인증표준물질 KRISS CRM 109-03-SSD를 개발하였다. 인증 대상 원소는 현행 토양환경보전법에서 규제하고 있는 비소, 카드뮴, 크로뮴, 구리, 수은, 니켈, 납, 아연이다. 인증표준물질 제조를 위한 출발물질은 강원도 상동의 텅그스텐 폐광 광미 더미에서 채취하였다. 출발물질은 선별, 건조, 분쇄, 체거름, 혼합, 병입, 살균의 일련의 과정을 거쳐 제조한 다음 ISO Guide 35의 절차를 준용하여 인증하였다. 측정에는 동위원소희석 질량분석법(ID-ICP/MS) 및 기기중성자방사화분석법(INAA)을 이용하였다. 균질도 평가는 ISO 13528의 부속서 B를 준용하여 실시하였다. 인증값은 서로 다른 두 가지 측정방법에 의한 분석 결과 또는 동일한 방법이지만 독립적으로 2회 반복 시행된 분석의 결과로부터 결정하였다. 최종으로 비소, 카드뮴, 크로뮴, 구리, 납, 니켈, 아연 7개 원소에 대한 인증값을 결정하였다. 수은은 낮은 농도로 인해 균질도 요건을 만족시키지 못해 철, 텅그스텐과 함께 참고값으로 제공된다. 환경감시목적으로 많이 이용되는 ISO 11466에 따른 왕수에 의한 용출시험 또한 실시하였다. 용출시험은 공립시험소 및 대학 시험소 등 6개 기관의 공동분석으로 수행되었다. 용출시험의 실험실간 편차는 인증값의 불확도에 비해 크게 나타났다. 용출시험에 대한 공동분석 결과는 참고값으로 제공된다.
정부는 1980년대 이후 급증하는 교통사고 감소를 위한 실질적인 교통안전대책 추진 방안으로 "교통사고 잦은 지점"과 "위험도로"에 대한 개선방안을 제시하였다. 이중 "위험도로"의 경우는 도로여건이 조악하여 주행차량의 안전운행에 무리가 발생할 것으로 판단되는 도로구간이며 도로의 기하구조와 기타 환경적 요인에 일정 점수를 부여하여 그 평점으로 선정된다. 이런 위험도로에 대한 개선사업은 차량의 도로 주행시 차량안전만을 고려한 기하구조 개선을 중심으로 사업이 진행되어지고 있어 이로 인한 각 사업에 과다한 사업비가 투자되기도 하여 경제적 낭비를 초래하기도 한다. 이러한 현실하에 개선안 제시에서부터 경제적 접근이 필요하게 되어 본 연구에서는 효율적인 개선안 제시를 통해 사고에 대한 안전성 향상과 과다투자로 인한 경제적 낭비를 막고자 한다. 이를 위해 1995년에 선정된 건설교통부 광주국도유지사무소 관할 위험도로 자료를 선택하여 통계적 처리를 통한 교통사고 예측모형을 제시하였다. 이는 도로기하구조와 교통사고간의 상관관계를 정량적으로 나타냄으로서 특정 요인의 통제를 통한 교통사고 감소를 극대화하기 위함이다.` 또한 노선변경법을 기반으로 위험도로 개선방안의 적정 공사비 산출식을 제시하였다. 제시되어진 적정 공사비 산출식을 통한 공사비와 개선사업에 따른 교통사고 감소간의 비교를 통해 최적의 경제적 파급효과를 유도할 수 있는 개선안을 제시하였다. 그러나 본 연구는 자료선별의 공간적 제약에서 벗어나지 못했으며, 다양한 개선안에 대한 접근이 이루어지지 못한 한계를 내포하고 있어 이를 극복한 연구가 진행되어져야 할 것으로 사료된다.
Polycyclic aromatic hydrocarbons(PAHs) have known as potentially hazardous air pollutants(HAPs0 to human health because of its carcinogenic and mutagenic behaviors. The purpose of this study was to determine the level of 6 PAHs(Fluoranthene, Pyrene, Benzo[a]anthracene, Chrysene, Benzo[b]fluoranthene, and Benzo[a]pyrene) as well as 10 inorganic elements(Cr, Na, K, Zn, Pb, Fe, Cu, Ti, Al and Cd) in the ambient PM-10. The total of 115 samples had been collected from February, 1996 to June, 1996 on quartz fiber by a PM-10 high volume air sampler near the Yong-Tong Apartment complexes. A statistical analysis was performed for the PAHs and inorganic elements data set using a principal component analysis in order to identify qualitatively the potential sources of PM-10. A total of 6 principal components were separated by intensive data pretrement and transformation processes, such as soil, refuse incineration, oil burning, coal burning, field burning, vehicle emission sources. The results showed that PAHs were associated with various burning activities like refuse and field burning, coal burning, and oil burning emissions in the study area. These derived sources were well matched with the previously known source profiles in terms of compositonal order and level of measured species. The combination data set consisted of both organic and inorganic species might provide more powerful source signature and might increase the number of potentially derived sources than PAHs or inorganic data alone.
The purpose of this study is to analyze the safety issues with regard to architectural elements in housing. Causes of accidents and threats to health are reviewed for 'safety' aspects. Threats to health tend to draw more attention due to recent increase of SHS and its public perceptions. The majority of victims by accidents in residential houses are on juveniles aged under 14 in bathrooms and living rooms. Non-slip finish materials are recommended to floors for access and circulation and protective pads to furniture edges. Colored glass may increase the safety of the windows in the living room. Handles and non-slip mats will be a good addition for the safety. Human scale design of the kitchen system is mandatory and appropriate size of storages for hazardous equipment are to be provided. Passive air ventilation for better air quality by dwellers in residence is occasionally used whereas large-scale apartments provide mechanical ventilation to supplement the volume of fresh air. Since the internal air quality is proved one of the major causes of atopic and respiratory diseases, steady effort to achive better air quality utilizing appropriate materials, plants and equipment is mandatory. Frequent cleaning and the use of anti-fungus materials are necessary because House Dust Mites are believed to be one of main causes of such diseases.
Although the rare earth elements (REEs) recycling industry is expected to increase worldwide in hightech industry, regulations for worker safety have yet to be established. This study was conducted to understand the potential hazard/risk of REE recycling and to support the establishment of regulations or standards. We review the extensive literature on the toxicology, occupational safety, and health issues, and epidemiological surveys related to the REEs, and propose suitable management measures. REE recycling has four key steps such as collection, dismantling, separation, and processing. In these processes, hazardous substances, such as REEs-containing dust, metals, and chemicals, were used or occurred, including the risk of ignition and explosion, and the workers can be easily exposed to them. In addition, skin irritation and toxicities for respiratory, nervous, and cardiovascular systems with the liver toxicity were reported; however, more supplementary data are needed, owing to incompleteness. Therefore, monitoring systems concerning health, environmental impacts, and safety need to be established, based on additional research studies. It is also necessary to develop innovative and environment-friendly recycling technologies, analytical methods, and biomarkers with government support. Through these efforts, the occupational safety and health status will be improved, along with the establishment of advanced REE recycling industry.
High-capacity secondary batteries can cause explosion hazards owing to microcurrent variations or current surges that occur in short circuits. Consequently, complete safety cannot be achieved with general protection that is limited to a mere current fuse. Hence, in the case of secondary batteries, it is necessary for the protector to limit the inrush current in a short circuit, and to detect the current during microcurrent variations. To serve this purpose, a fuse can be employed for the secondary battery protection circuit with current detection. This study aims at designing a protection device that can stably operate in the hazardous circumstances associated with high-capacity secondary batteries. To achieve the said objective, a detecting fuse was designed from an alloy of low melting point elements for securing stability in abnormal current states. Experimental results show that the operating I-T and V-T characteristic constraints can be satisfied by employing the proposed current detecting self-contained low melting point fuse, and through the resistance of the heating resistor. These results thus verify that the proposed protection device can prevent the hazards of short circuit current surges and microcurrent variations of secondary batteries.
Portable electronic devices secondary batteries can cause fire and explosion due to micro-current change in addition to the situation of short-circuit inrush current, safety can not be secured with a general operation limited current fuse. Therefore, in secondary battery, it is necessary for the protector to satisfy both the limit current type operation in the open-short-circuit inrush current and the current detection operation characteristic in the micro current change situation and for this operation, a fuse for the current detection type secondary battery protection circuit can be applied. The purpose of this study is to design a protection device that operates stably in the hazardous situation of small capacity secondary battery for portable electronic devices through the design of low melting fuse elements alloy of sensing type fuse and secures stability in abnormal current state. As a result of the experiment, I-T and V-T operation characteristics are satisfied in a the design of the alloy of the current sensing type self-contained low melting point fuse and the resistance of the heating resistor. It is confirmed that it can prevent accidents of short circuit over-current and micro current change of secondary battery.
