Determination of Optimal Permissible Weights in Manual Material Handling for High Lifting Frequency (고인양빈도에 대한 수운반작업의 최적 허용중량 결정)

  • Manual lifting, as a part of manual materials handling activities, is recognized by authorities in the fields of occupational health and safety as a major hazards to industrial workers. In order to minimize the injuries caused by manual material handling activities as well as maximize job productivity, it is important to determine the maximum weights. This paper presents the optimal combination of membership functions according to the high lifting frequency and determines the safe maximum acceptable weights in manual lifting activities through the actual experiment.

A Review on Recent Debate on Proposals of Amendment of the Article of Prohibition of Inhouse-Contract for Harmful Work in the Industrial Safety and Health Act (유해작업 사내도급 금지와 관련된 논란 및 개정방안에 관한 고찰)

  • Objectives: The purpose of this study is to review the debate on the Article 28(Prohibition of Inhouse-Contract for Harmful Work) of the Industrial Safety and Health Law. Methods: Literatures and recent debate for prohibition and permission of inhouse-contract for harmful work were reviewed. Proposals of revision for the Article 28 of the Industrial Safety and Health Law were also reviewed. Results: It was not found reasonable to revise the Article 28 based on increased fatal accidents or diseases in the electroplating work and heavy metals handling works that are currently listed in the Presidential Decree under the law as the harmful works. Regulation types of prohibition or authorization for any harmful work shall have inherently poor coverage since the scope of application is extremely limited. Contractors for maintenance and repair of chemical facilities may not be included in the scope of application if the harmful works are defined as chemical handling works. If harmful works are prohibited, the contractor workers may loose their jobs. Therefore, it is necessary to consider balancing job security and occupational safety and health safety. Conclusions: Various limitations were found in the Article 28 and the proposals to revise it. Currently in-house subcontracting is widely spread in the workplace. Therefore, it may be inappropriate to set one or two Article such as the Article 28 and 29 to protect in-house subcontract workers from injury and illness. It is believed that it needs fundamental redirection and new approach with new paradigm to impose occupational safety and health duty to prime contractors.

  • This study analyzed the gender factors and priorities that are on the basis for establishing the school safety education policy according to the times when the demand for customized education is increasing. AHP analysis method was used in the paper for systematic and hierarchical analysis. We had checked a safety education specialist group to identify the priorities of important factors to improve the efficiency of analysis. The male group first considered the change of the beneficiary by policy guidelines, and the female group regarded the change of interest and public opinion as important. This has studied the difference in approach between the two groups, although the key elements of the detailed policy are the same. This study suggests that school safety education is effective in improving effective gender safety education response capacity and ensuring substantive policy sustainability.

An analysis of Volatile Organic Compounds for the Application of Petroleum-based UVCB Substances to the Occupational Safety and Health Act (석유계 UVCB 물질의 산업안전보건법 규제 적용을 위한 일부 휘발성 유기화합물 분석)

  • Objectives: To ensure that employers handling petroleum compounds understand whether petroleum-based UVCB (unknown or variable composition, complex reaction products, or biological materials) substances contain hazardous substances and comply with the Occupational Safety and Health Act, petroleum-based UVCB substances were analyzed and the results from samples were compared with MSDS (Material Safety Data Sheet) contents. Methods: Twenty-one petroleum samples were analyzed using GC-MS (Gas Chromatography-Mass Spectrometry), targeting ten volatile organic compounds regulated by the Occupational Safety and Health Act. Results: The target chemicals were detected in 13 out of 21 samples. All 13 samples were in the naphtha (low boiling point naphthas (gasolines)) group. There were also naphtha group samples containing 2% benzene. Some naphtha samples used as solvents contained about 1% benzene. Conclusions: This study shows that naphtha group petroleum substances contain hazardous chemicals in many cases. In particular, if benzene, n-hexane, and toluene with low occupational exposure limits are contained above the limit concentration. Such information should be delivered in the article on MSDS legal regulations.

The relationship between the utilization of health center and exposed amount to solvent by using cumulative exposure index (누적 폭로지수를 이용한 유기용제 폭로량과 의무실 이용간의 관계)

  • This study was conducted in order to clarify the factors affecting the number of utilization to health center for the shipyard workers who have been work in exposed environment to solvent. At first the tendencies of the number of utilization to health conte. in accordance with cumulative exposure(CE), lifetime weighted average exposure(LWAE), one's place of duty, work contents, states of using safety apparatus, the degree of the knowledge on handling solvents, exposure year. 1). The increase in the cumulative exposure(CE) war significantly higher in the number of utilization to health center. The group with longer exposure year showed significantly higher number of utilization to health center(p<0.01). Considering the work contents such as power blasting, spray, mixing and touch-up, the group of touch-up showed higher number of utilization to health center and this difference was statistically significant(p<0.001). Those who were not using the safety apparatus, showed higher number of utilization to health center, which was statistically significant(p<0.05). The degree of the knowledge on handling the solvent had no relation with using health center. 2) The results conducted from this study by multiple regression analysis in clarifying the factors affecting the number of utilization to health center, CE, exposure year and using safety apparatus was significant factor in utilization of health center.

The Measurement and Investigation of Fire and Explosion Properties for Acetone (아세톤의 화재 및 폭발 특성치 측정 및 고찰)

  • For the safe handling of acetone, the flash point, the explosion limit at $25^{\circ}C$ and the temperature dependence of the explosion limits were investigated. And the AIT for acetone were experimented. By using the literatures data, the lower and upper explosion limits of acetone recommended 2.5 vol% and 13.0 vol%, respectively. In this study, the lower flash points of acetone recommended $-20^{\circ}C$. This study was determined relationship between the AITs and the ignition delay times by using ASTM E659-78 apparatus for acetone, and the experimental AIT of acetone was $565^{\circ}C$. The new equations for predicting the temperature dependence of the explosion limits of acetone is proposed. The values calculated by the proposed equations were a good agreement with the literature data.

  • For the safe handling of n-hexane, the explosion limit at $25^{\circ}C$, the temperature dependence of the explosion limits and the lower flash point were investigated. And AITs(auto-ignition temperatures) by ignition delay time for n-hexane were experimented. By using the literatures data, the lower and upper explosion limits of n-hexane recommended 1.0 Vol% and 8.0 Vol%, respectively. In this study, the lower flash points of n-hexane recommended $-23^{\circ}C$. This study measured relationship between the AITs and the ignition delay times by using ASTM E659-78 apparatus for n-hexane, and the experimental AIT of n-hexane was $240^{\circ}C$. The new equations for predicting the temperature dependence of the explosion limits of n-hexane is proposed. The values calculated by the proposed equations were a good agreement with the literature data.

Non-chemical Risk Assessment for Lifting and Low Back Pain Based on Bayesian Threshold Models

  • Background: Self-reported low back pain (LBP) has been evaluated in relation to material handling lifting tasks, but little research has focused on relating quantifiable stressors to LBP at the individual level. The National Institute for Occupational Safety and Health (NIOSH) Composite Lifting Index (CLI) has been used to quantify stressors for lifting tasks. A chemical exposure can be readily used as an exposure metric or stressor for chemical risk assessment (RA). Defining and quantifying lifting nonchemical stressors and related adverse responses is more difficult. Stressor-response models appropriate for CLI and LBP associations do not easily fit in common chemical RA modeling techniques (e.g., Benchmark Dose methods), so different approaches were tried. Methods: This work used prospective data from 138 manufacturing workers to consider the linkage of the occupational stressor of material lifting to LBP. The final model used a Bayesian random threshold approach to estimate the probability of an increase in LBP as a threshold step function. Results: Using maximal and mean CLI values, a significant increase in the probability of LBP for values above 1.5 was found. Conclusion: A risk of LBP associated with CLI values > 1.5 existed in this worker population. The relevance for other populations requires further study.

Chromosome Aberrations and Sister Chromatid Exchanges in Peripheral Lymphocyte of Nurses Handling Anticancer Drugs (항암제 취급 간호사의 염색분이상 및 자매염색분교환빈도)

  • The frequencies of chromosome aberrations and sister chromatid-exchanges in peripheral blood lymphocyte of 44 nurses handling anticancer drugs were compared with those in 44 age-match controls. The frequencies of dicentric chrdmosome were $2.4\times 10^{-3}$ in the exposed and $0.5\times 10^{-3}$ in the control. The frequencies of sister cromatid exchanges in the exposed were slightly higher (5.68 SCEs/cell) than those in the control (5.04 SCEs/cell). The frequencies of chromosome aberrations and sister cromatid exchanges were not associated with duration of drug handling and types of anticancer drugs, but associated with use of safety cover.

Hazard Evaluation on Fire and Explosion Characteristics of Resorcinol (레조르시놀의 화재·폭발 위험성 평가)

  • Resorcinol is widely used as a wood, tire adhesives, and a raw material of synthetic dye. This material with white crystals at room temperature, the particulates in the air can form explosive mixtures. It is known to be an explosion hazard when exposed to heat in a confined space. The study was evaluated fire and explosion characteristics of the resorcinol through thermal analysis, thermal stability, dust explosion characteristics, and the minimum ignition energy. From this study, it can be used to provide a safety information in the using and handling process of the resorcinol.
