경비업의 육성 및 발전과 그 체계적 관리에 관하여 필요한 사항을 정해 경비업의 건전한 운영에 이바지함을 목적으로 1976년에 만들어진 「경비업법」은 법의 제정 이후 「경비업법」이 26차례의 제·개정을 거치면서 현재에 이르고 있다. 「경비업법」의 제·개정을 통한 민간 경비의 시대적 구분은 크게 3가지 시기로 나눠볼 수 있다. 첫 번째 정착기이다. 1976년~2001년까지 지금의 5가지 업무영역이 완성되는 시기이다. 1976년에 시설경비와 호송경비를 시작으로 1996년 신변보호, 2001년에 기계경비와 특수경비업무가 추가되면서 지금의 5가지 업무형태로 갖추게 되었다. 두 번째 성장기(양적)이다. 2002년~2013년까지 제도적인 기반 위에 양적인 발전을 이루는 시기이다. 국민의 안전의식 증가로 안전서비스의 수요를 바탕으로 각종 문화·체육·예술 행사가 증가하면서 양적인 발전이 일어났고, 더불어 개정을 통한 자본금 하양과 겸업의 가능이 영향을 미쳤다. 세 번째 성장기(질적)이다. 2013년~현재까지 양적인 성장이 둔해지고 질적인 성장을 이루는 시기이다. 양적인 성장기 이후에 성장세는 둔화하였지만, 집단민원현장에 대한 규정을 두고, 자본금의 상향으로 경비업 허가기준을 높이고, 각종 처벌규정의 제도적인 보완, 경비원 신임교육시간의 현실화와 개인 교육 허용 등으로 경비원 직업의 신뢰와 전문성을 회복하려고 하였다.

In the 1976th, Security industry in Korea play an important part by maintenance of social order and inspire 'Security of one's own accord' into the hearts of the people.

국내 시큐리티 산업은 최근 20여년간 초고속 급성장을 거듭해왔다. 그러나 이러한 급성장은 외형적인 성장에 머물렀다는 평가가 지배적이다. 양적인 팽창에만 급급한 데 따른 여러 가지 문제점이 눈에 띠게 늘고 있다는 점에서 국내 시큐리티 산업의 지속적인 성장을 위해서는 질적 성장이 수반돼야 한다. 이러한 측면에서 선진국의 시큐리티 산업 동향을 살펴볼 필요가 있으며, 특히 세계 시큐리티 산업을 주도하고 있는 미국 시큐리티 산업의 최근 동향이 주목된다. 국내 시큐리티 산업이 발전해나가야 할 방향성을 제시해 주기 때문이다. 미국 시큐리티 산업은 이미 많은 부문에서 경찰로 대표되는 법집행기관의 역할을 대신하고 있다. 시큐리티 산업 고유의 자산보호와 손실방지 기능의 확대는 물론이고 범죄예방, 보안, 그리고 수사와 재난관리에 이르기까지 지금까지 국가가 담당해온 많은 부분과 역할을 대신하고 있는 것이다. 미국 시큐리티 산업의 최근 동향은 크게 다양성과 전문성 그리고 통합성으로 요약될 수 있다. 이와 같은 동향은 역으로 국내 시큐리티 산업의 구조적인 문제점이고 리스크라고 할 수 있다. 따라서 국내 시큐리티 산업이 질적으로 성장하고 지속적인 발전과 성장을 거듭하기 위해서는 무엇보다도 국내 시큐리티 산업의 다양성, 전문성, 통합성을 강화해야 한다.

There has been a lot of growth more than 10% in the information security industry. In accordance with the industrial growth, it increased needs for the information security manpower development as a national problem. But there is an imbalance between demand and supply of the information security manpower in terms of the quantity and quality. It is mainly caused by the curriculum of the information security is made considering for suppliers not for demanders. As a resolution to solve this problem, we suggest the curriculum of information security for vocational education and training. As the information security area is wide in view of required knowledge and technology, we design the curriculum by selecting major occupation type from the information security manpower distribution and products and then by investigating the job description using NCS(National Competency Standard). And we compared the curriculum to that of two or three year diploma courses in Korea.

1960년대 경제개발5개년계획이 성공적으로 수행되면서 산업이 발달하고 경제가 성장하면서 각종 산업시설이 건설되어 이에 대한 시설방호문제가 대두되었다. 북한의 위협이 상존한 가운데 경찰력은 국내 치안유지를 담당하는 것도 벅찬 실정이었기에 산업시설의 경비문제를 해결하기 위하여 1962년에 청원경찰제도를 도입하였으나 제도의 비현실 때문에 활성화되지 못하고 1973년에 전면 개정되었다. 1970년에 들어와 경제성장과 함께 산업화, 도시화가 진전됨에 따라 인구의 도시집적 등의 불이익의 하나로 범죄 문제 등이 야기되어 치안수요가 급격히 증가하였다. 따라서 치안 당국은 준경찰력 확보방안의 일환으로 용역경비업법이 제정한 것이다. 그동안 성장산업으로 괄목할만한 성장을 거듭해온 경비업계가 새로운 도약을 하기 위해 방향을 설정하기 위해서는 지난날을 반추하고 성찰하는 기회가 필요하다. 본 연구의 목적은 한국 민간경비의 제도적인 기틀이 마련된 1970년대의 민간 경비를 둘러싼 사회적 환경을 분석하고 민간경비에 발전적인 계기가 되는 중요한 요소들을 체계적으로 분석하는 것이다.

The purpose of this study is to explore the underlying causes of the development of private security in the United States. These include the increasing crime rates and fear of crime, the poor performance of public policing, the decentralization of political authority, the increase of mass private property, economic growth and increase of personal income, commodification of security, insurance companies' demand for tighter security and fear of litigation, and historical events such as World War I & II. Based on the findings of this study, it is suggested that no single factor would account for the growth of private security in the United States. In other words, the rapid growth of private security in the United States should be attributed to the interrelated influences of the factors given above. Finally, it might be the contribution of this study that the future development of private security in Korea would be guided by understanding the case of the United States because of the similarities of the developmental process in private security industry of two countries.

Moreover, it's fairly lucrative since the growth industry makes lots of added values, interacting with the others. The network industry, usually called 'Ubiquitous', connects some home appliances and makes an integrated system that you can use them with whenever and wherever. A demand for network security, however, has skyrocketed due to the relatively low safety. It's been expected that the market of home security is going to be grown up nearly 30 percent every year. Recently, analog surveilance cameras have been replaced with digital ones, and they will be providing stronger security services taking advantage of mutual interaction with related industies. In this paper, a mobile monitoring system for home security is proposed, which makes it possible to supervise all home appliances wherever you're, using the conventional wired/wireless network infra.

The potential risks of Korean public security has been increasing by economic stagnation. As a result of this, a feeling of unrest about our society causes expansion of private security industry as well as necessity of professional education. It has been 15years to produce security expert in colleges which is professional education institute, and academic efforts and contributions to society are shown remarkable results for the period. A private security industry had got public interest as a potential favorable job, because of increasing dependence of public to take care of unrest facts. Many colleges have introduced courses about public security because of facing necessity of professional education system. Then total 59 institutes including 22 universities and 37 colleges introduce courses of public security. Although name of courses are diverse depends on institution, purpose of course or members of course, the ultimate purpose of these courses is preventing public from crimes and managing public security. A fixed and out of date education system of universities in Korea can not produce talent person who people, companies and government want. The institutions have been recruiting many student so far, and it shows growth of the industry in quantity aspects. However quality aspect of the industry has been failed because it is hard to get a job for graduated students. Consequently, to improve quality of the industry people need cooperation of institution, professors and students.

이 연구의 목적은 경비업법에 대한 연구자들의 관점이 아닌 언론보도 빅데이터를 분석하여 경비업법에 대한 이해를 넓히고 다양한 현상들에 대한 의미를 살펴보는데 연구의 목적을 두고 있다. 연구방법은 우리니라의 범죄예방과 사회질서유지의 중요한 주체로써 경비업무의 대한 규정하고 있는 「경비업법」을 키워드로 검색하였다. 자료검색은 빅카인즈에서 제공가능한 1990년부터 2021년까지로 하였다. 또한 자료검색 기간동안의 구체적인 분석을 위해 정착기(1976~2001), 성장기-양적(2002~2012), 성장기-질적(2013~2021)로 구분하여 분석하였다 연구결과에 따른 경비업법의 언론보도 인식은 시대의 흐름에 따라 민간경비의 사회적 역할 및 중요성은 계속 강조되고 있다고 볼 수 있다. 그에 따른 민간경비의 시장성은 앞으로도 다양한 산업군과 결합되어 국민의 생명과 재산을 보호하는데 큰 역할을 할 것으로 판단된다. 하지만 경찰과 더불어 치안서비스를 제공하는 민간경비산업은 법적 규제 및 불법적인 문제들로 야기되는 다양한 사회적 이슈로 인해 민간경비산업의 발전을 저해하는 요소로 부각될 수 있기 때문에 거기에 따른 책임 및 역할을 더욱더 강화시킬 필요성이 제기된다.
