The provision of local public goods in water supply (지방노후상수도 관망교체 및 정수장 국비지원의 효율화 방안)

  • This paper tries to show the efficiency of water financing between central and local governments. From the year of 2017, the operation and maintenance costs for change water pipes has been provided by central government as block grants system(RDSA: Regional Development Special Account). Even though the water financing is responsible for local government, water drought and high production cost in poor area affects the quality of life nowadays. Then, fiscal transfer through block grant for water financing has been decided to invest regional SOC. The purpose of the paper sheds light on the function of the block grant for public provision by water financing. The firstly tried empirical results are based on the survey from local governments and ministry of environments. The point of the empirical analysis shows that the local governments does not have proper measurement for unexpected water leakage and termination until now. In a policy manner, the paper raises the issues about benefit principle for water users by the increase of tariffs. In order to do so, the paper investigates the relationship between the water provision and fiscal status of each local governments.

What Factors Do Government Subsidy Programs Care about for Inter-Firm Collaboration? Priortization of Evaluation Criteria of Small Business Collabortation Grant, Korea

  • Purpose: In this study we aim to identify factors affecting successful inter-firm collaboration. We tried to find out whether government subsidies to small-business owners should be made to experienced and competent cooperatives or to cooperatives with potential even if inexperienced. Research design, data and methodology: Using analytic hierarchy process (AHP), we examine if evaluation criteria for the Small Business Collaboration Grant (SBCG) reflect the potential of successful collaboration of applicant cooperatives. Results: We found that experts tend to think that applicant cooperatives without any experience as a recipient for the SBSG need to be evaluated by their growth potential and their preparation of the application rather than by their business performance or achievement history. The weight of the evaluation must be different between the growth potential and the achievements already achieved. By means of an expert survey, we confirmed that Rookies should weigh evaluation indicators that can reflect their growth potential, and experienced groups should give weight to evaluation indicators that can reflect their achievements. Conclusions: For SBCG applicants with experiences, experts tend to weigh more on SBCG business performances and feasible sharing systems. The screening procedure for the first applicant cooperatives need to focus more on "partner selection" stage, whereas elements related to "realization" apply to experienced applicant cooperatives.

Sexual Dimorphism in Morphometric Characteristics of Korean Chub Zacco koreanus (Pisces, Cyprinidae)

  • We measured a set of 37 morphological characteristics in 97 specimens of adult Korean chub, Zacco koreanus, trapped in the Milyang River, Korea, in May and October of 2005. Twelve out of thirty-seven morphometric measurements were significantly different between the sexes. In particular, both the pectoral fin length and the direct distance between the insertion of the dorsal fin and the insertion of the anal fin were highly significant (p < 0.001). This sexual dimorphism may reflect the outcome of sexual selection in this species.

  • This study aimed at proposing an policy improving directions of the rural empty homes grant scheme in Korea. The implementation procedures and results of the relevant schemes / projects on optimum use of rural empty homes at home and abroad were reviewed by literature and internet searches. From the reviewing results, an tentative set of policy directions for project improvement were proposed ; extension of project scope to all the redundant resources, dual focussing of project objectives on housing innovation and economic regeneration of communities, and systematization of project plan and implementation especially in the statutory aspects.
