Introduction of the Block Grant in Agriculture, Forestry, and Fishery Sectors (지방농정 자율성 확대를 위한 농림수산 포괄보조금제 운용 방안)

  • This study proposed the introduction of the block grant in agriculture, forestry, and fishery sectors so that the local governments get greater autonomy in agricultural policy. First of all, theoretical background on block grant was reviewed and present situation in Korea regarding block grant was examined. Four criteria were set to evaluate the eligibility for the block grant. Four criteria imply that block grant is more appropriate with small-scaled similar projects, high locality projects, easily evaluated projects, and easily formula-applied projects. Applying these criteria to the projects subsidized by the national government, appropriate projects as the block grant were selected. Finally, specific operation scheme of the block grant was proposed.

  • Korean government has introduced the modal shift grant scheme in July 2010 to help the competitiveness of carriage of rail freight and awarded a grant to private companies shifting mode of transportation from road to rail in the carriage of freight: the additional costs incurred in the modal shift are supported by the government. However, there arise needs for the amendment of the modal shift grant scheme. This study reviewed the modal shift grant schemes of foreign countries, such as EU, UK and Japan, and drew implications. Furthermore, this study suggested the future directions of the modal shift grant scheme from the respects of the maximization of the effects of the grant scheme, continual rail use of existing rail freight, and justification of the grant scheme. Finally, policy measures amending the existing modal shift grant scheme were suggested.

  • In this paper, the strategic planning to develop regional pending problems of Honam Sea Grant college program laund1ed in 2006 to support research and development, education and extension is tackled. First, the purpose of an strategic planning for Honam Sea Grant college program and development of its pending problems are discussed. Next, the needs of strategic planning established through individual demanders, managers and related organizations is introduced. Finally, network construction between domestic and overseas organizations is studied to build and maintain significant relationships with their constituents.

Grant-Aware Scheduling Algorithm for VOQ-Based Input-Buffered Packet Switches

  • In this paper, we propose a grant-aware (GA) scheduling algorithm that can provide higher throughput and lower latency than a conventional dual round-robin matching (DRRM) method. In our proposed GA algorithm, when an output receives requests from different inputs, the output not only sends a grant to the selected input, but also sends a grant indicator to all the other inputs to share the grant information. This allows the inputs to skip the granted outputs in their input arbiters in the next iteration. Simulation results using OPNET show that the proposed algorithm provides a maximum 3% higher throughput with approximately 31% less queuing delay than DRRM.

  • The purpose of this study is to carry out a comparative analysis of Korean and US Sea Grant College Program (SGCP). The important lesson learned from the US SGCP is that ocean policy requires active interaction among public and oceans since oceans are far from constituents, law makers and government officials. Also, Sea Grant Program (SGP) should be based on universities so as to facilitate the use of equipment and expertise, there is a need for a well-organized control system, legislative mandates and strong government financial support, and sea grant activities must be well combined with regional/local outreach, education and research at the appropriate level.

  • This paper evaluates performance degradation of an NG-EPON (1next-generation Ethernet-passive opticla network) system due to an unused remainder of a grant. Since a packet segmentation is not permitted in NG-EPON, a grant is wasted if the grant size is less than the packet size. Using simulations, we evaluate performance degradation due to the unused remainder.

  • In this paper we propose an adjustment algorithm for bandwidth grant interval of UGS class flows the overload status of certain frames occurs due to the pre-defined grant interval mechanism of UGS class. In IEEE 802.16/WiBro systems, UGS class is the highest priority to guaranteed QoS Parameters. However, existing grant interval mechanisms of UGS class do not consider the condition that the grant interval of multiple UGS class flows overlaps with certain frames, and thus it causes the overload status in the system. Therefore, the system cannot be guaranteed QoS for UGS class flows. In this paper, we show the occurrence of the problem through simulation studies and propose an adjustment algorithm to solve the problem. Our simulation results show that there is performance improvement in the proposed algorithm. We expect that the real system in which the proposed scheme is applied can provide more stable QoS services by reducing the delay problem that occurs due to the occurrence of the existing grant interval problem of UGS class.

  • In the ATM-PON (Asynchronous Transfer Mode-Passive Optical Network), the downstream cell transmitted by an OLT is broadcast to all ONUs. The ONU receives selectively its own cells by VP filtering. On the other hand, the upstream cell can be transmitted by ONU in the case of receiving a grant from the OLT. After providing the grant to an ONU, the OLT expects the arrival of a cell after an elapse of the equalized round trip delay. ITU-T G.983.1 recommends that one bit error is allowed between the expected arrival time and the actual arrival time at the OLT. Because the ONU processes the different delay to each type of grant (ranging, user cell, and mimi-slot grant), it is not simple to design the transmission part of ONU. In this paper, we implement a grant processor which provides the delay accurately in the ONU TC chip with the FPGA. For the given equalized delay, it deals with the delay for the cell, the byte, and the bit unit by using the shift register, the byte counter, and the D flip-flop, respectively. We verify the operation of the grant processor by the time simulation and the measurement of the optical board output.

Creep Life Prediction of Pure Ti by Monkman-Grant Method (Monkman-Grant법에 의한 순수 Ti의 크리프 수명예측)

  • Creep tests for Titan were carned out using constant-load at $600^{\circ}C$, $650^{\circ}C$ and $700^{\circ}C$. Material constants necessary to predict creep life were acquired from the experimental creep data. And the applicability of Monkman-Grant(M-G) and modified M-G relationships was discussed. It was discovered the log-log plot of M-G relationships between the rupure time(tr) and he minimum creep rate(${\varepsilon}_m$) was conditional on test temperatures. The slop of m was 2.75 at $600^{\circ}C$ and m was 1.92 at $700^{\circ}C$. However; the log-log plot of modified M-G relationships between $t_r/\varepsilon_r$ and $\varepsilon_m$ was indpendent on stresses and temperatures. That is the slop of m' was almost 3.90 in all the data. Thus, change M-G relationships to creep life prediction could be vtilized more reasonably than that of M-G relationships for type Titan. It was divided that the constant slopes never theless of temperatures of practical stresses in the modified relationship were due to an intergranular break grown by wedge-type cauities.

Innovation Resistance in Adoption Process of New R&D Grant Management System (연구비 관리제도의 혁신저항)

  • Since the concept of "innovation resistance" was introduced as a summary construct for customers not adopting a superior innovation, a lot of researchers have examined to identify the relationship between the innovation resistance and the various innovation and situation variables. This paper addresses the innovation resistance coming from the introduction of a new R&D grant management system(RGMS) in a university. The new RGMS is based on research grant management policies newly accredited by the government, where the central management of the research grants is indispensable. We have surveyed professors and researchers about the introduction of a new RGMS, and empirically analyzed the perceived innovation characteristics and the user characteristics affecting the innovation resistance. The result shows that perceived risk is the most important factor influencing on the innovation resistance.
