The Economic Impacts of an GHG Emission Trading System in Korea (온실가스 배출권거래제도 국내도입의 경제적 효과분석)

  • We compare impacts of different $CO_2$ abatement mechanisms using a CGE model. Focus is on the way the tradable permits are initially distributed for emissions trading, namely auction and grandfathering. For three major energy consuming industries (basic chemical, iron & steel and electricity) in Korea, emissions trading is clearly superior to individual $CO_2$ abatement, but auction and grandfathering show somewhat different patterns of impact. We show that depending on how the government uses the revenue from permit auction, auction may be preferable to grandfathering.

Centralized Allocation of GHG Emissions based on DEA (DEA를 활용한 중앙집중식 온실가스 감축 할당 모형)

  • Emissions Trading System (ETS) is utilized in many countries, including South Korea, as an efficient policy to abate GHG (Greenhouse Gas) emissions. Grandfathering on the basis of historic emissions is used as the way to allocate permits in South Korea. It, however, has caused an increase in the emission permits and lack of equity. To overcome these drawbacks, we propose an alternative DEA model for centralized allocation of emission abatement to evaluate the amount of emissions abatement by company based on the energy efficiency. In addition, an empirical analysis of 36 assigned companies for ETS in Korean metal industry is conducted to validate the feasibility of the proposed model. The result of the analysis shows that energy-efficient companies achieve reduced target of the emissions abatement and companies with low energy efficiency score are turned out to have contrary outcome, against the result of applying Grandfathering.

The Experience of Paternity Fathers with Grandchildren (손자녀를 둔 남성의 부성경험에 관한 일 연구)

  • Using ethnographic methods, this study identifies the meaning of paternal experiences through a series of individual one to two hour interviews with men who have grandchildren. The interviewees consisted of twelve fathers from fifty to seventy years of age and the middle SES class. The results were as follows. First, adult-children-marriage and parent transitions were found to be important changes for men on their father's perception of their role as a father. Second, fathers with grandchildren felt happiness due to their grandchildren and held grandchildren as being important. Third, protecting and supporting their families was the main focus of paternity. Forth, the period of paternal experiences with grandchildren can be called "the stage of strong grandfather identity" because men who have grandchildren put more importance in the relationship with grandchildren than do their own adult-children, and grandchildren themselves play an important role in establishing male identity.
