This study, in order to derive the implications for managing policy changes in the research council system, were analyzed together with research council functions changes as the sub-policy means of achieving the its policy objectives as the excellence of Government-funded Research Institutes (GRIs), and recognition survey of the members of GRIs in the its functions and roles. Through this process, it was intended to derive and discuss ways to organizational change of research council system, to adjust the policy means (autonomy, responsibility and connectivity) to achieve the policy objectives or to redesign the functions of the research council as a sub-policy means. The research method of this study was to establish and analyze the Structural Equation Model (SEM) based on a survey of the members of the GRIs. In addition, it attempted to supplement the limitations of quantitative research methods by analyzing the change process of policy measures with the survey. This policy change management plan of the research council system is expected to contribute to the of a policy formulation necessary for enhancing roles based on autonomy and securing independence in the GRIs, and establishing a direction for development of its management.

Accordingly, the study will propose improvement ways to shift the previous evaluation system to quality evaluation for mission-oriented R&D institutes by analysing and using the periodical characteristics such as citation half-life and immediacy index of papers. As a result, it turned out that the speed of academic change is getting faster in proportion to the dependency on the technological development but that the citation speed in the field of public technology is relatively slower and the speed of knowledge transfer in the fields related to industry is faster. In addition, the citation index among the R&D fields showed no differences, and the minimum period for citation index measurement with validity should be over 6 years. The problems of evaluation for mission-oriented R&D institutes were deducted based on the technical and statistical analysis results of the temporal characteristic of citation necessary for quality evaluation of performance among R&D fields. To solve the problems, policy alternatives for object and valid quality evaluation were proposed from the points of evaluation period and evaluation criteria.

The scientific culture programs of 13 Government-supported Research Institutes in the field of Science and Technology (GRIST) in Daedeok Innopolis are studied and classified according to the activities and operational types of programs conducted by GRIST over the past three years (2017~19). The total 150 scientific and cultural programs of GRIST were operational with annual average of 11.5 programs per institution. Science festival and field trip, as a scientific culture activity, account for 72%. By means of operational entity, the programs were identified as 68(45.3%) for PPOI(Programs Planned and Operated by Institute) and 82(54.7%) for PCPI(Programs Contributed and Participated by Institute). Also the 87.2% of all participants were elementary, middle, high school, and college students and the program for adult participants was none. From this study, we suggest that open lab type of science festival programs, which organized and operated by each GRIST, to inform ongoing and advanced research for public understand of research (PUR) and science concerts for targeting adult audiences.

In the context of the knowledge and information society, social capital has been considered significantly in conjunction with human and physical capital. Social capital contains the social capacity which is beneficial to the efficiency and associated capital of social policies. This study aims to examine the strategic plans in order to establish researcher information systems in terms of research and development, and researcher resources at the national level. To achieve the goals of this study, firstly the current status of researcher information systems in Korea was examined. The analysis of researcher information systems includes information systems in the national R&D management institutes, the national distribution institutes, and the government funded research centers. Secondly, strategic plans for researcher information systems as social capital were discussed.

Knowledge utilization is an activity directly linked to organizational capacity and is the most essential activity in knowledge management that is to produce new values. Thus, systematic and comprehensive understanding of factors and the environment that affect knowledge utilization are needed. The purpose of this study is to investigate the effects of information culture and organizational culture on knowledge utilization. For this, data were collected from 300 workers from 6 institutions including government-funded research institutes, libraries, and cooperation research institutes. This study analyzes the effects of six aspects of information cultures and four organizational culture types on knowledge utilization. The results show that information cultures(control, transparency, proactiveness) and organizational culture (The Clan Culture, The Adhocracy Culture, The Market Culture, The Hierarchy Culture) are significantly influential factors for the knowledge utilization. Based on results, this study provides the implication of knowledge sharing in the organizations and suggests further studies.
Climate action is at the top of the agenda in the international community, as demonstrated at the 2021 G7 Summit and the 2021 UN Climate Summit. Major developed countries are scrambling to make a transition to a green economy and create a new growth momentum. Following the Paris Climate Agreement in 2016, they focus on "carbon neutrality" as an effective means of tackling climate change. The Republic of Korea, a high-carbon economy, submitted its second Nationally Determined Contribution and announced carbon neutrality as a top policy priority. Accordingly, the country increases government budget in research and development (R&D) and science and technology (S&T) policies. Against this backdrop, this study analyzed policies on carbon-neutral S&T and R&D in major advanced countries. The analysis was made by identifying globally pending issues in carbon-neutral policies and climate technology. In addition, focus group interviews were conducted six times with 10 experts to come up with three R&D strategies and action plans for government-funded research institutes to achieve carbon neutrality. To be specific, the following measures were suggested. First, creative and innovative R&D programs are required to solve the problem of carbon emissions. Second, it is necessary to establish carbon neutrality policies and infrastructure which are sustainable to run and manage. Third, it is crucial to promote cooperation in climate technology based on excellence. In conclusion, the strategies proposed in this study are expected to provide directions and implications for policymakers, researchers, and scholars in science and technology to develop effective strategies to achieve national carbon neutrality.
The Korean government has selected job creation policy as first goal in order to overcome the recession and response of 4th industrial revolution. Technology based start up is worth noting in order to job creation. Because the ripple effect of technology based start up is higher than self-employment. Therefore, the government and the private sector conduct various policies and services for the vitalization of technology based start up. In order for technology based start up to be successful, it is necessary to maximize personal (founder) capacity. In this study, the correlation between "features of personal (motivation, capability, experience, entrepreneurship)", "competitiveness of company" and "corporate performance" was analyzed using structural equation modeling (SEM). Also, in this study analyzed the differences between 2 groups based on the career of CEO (work for government funded research institutes VS the others). This study can be utilized when policy making and practice about technology based start-up.
Recently, there have been active discussions of inclusiveness orientation. Thus, this study aimed to verify the influences of diversity management on the perceived performance and organizational commitment after paying attention to the diversity of human resources. For this, this study conducted a direct survey targeting the members of a research institution funded by the government. From May 2nd 2018 to July 2nd 2018, total 200 questionnaires were distributed through direct visit or department heads/team leaders, and then total 191 questionnaires were used for the final analysis. The questionnaires were sent to 200 members of the national research institutions funded by the government from May 2nd to July 2nd, and then 191 were collected and used for the analysis in this study. As the results of this study verified the positive influences of diversity management on organization, it would be necessary to verify the managerial effectiveness of diversity management by considering the concrete indexes of diversity management and verifying the influences of other performance variables. Due to the necessity to cope with the diversified characteristics of human resources, it would be needed to establish the alternative in the level of public organization or proper management.
This study examines how scientists understand standardization and standardization policy in the Korean national R&D context and analyze future policy direction of standardization policy. Interview with 15 scientists at universities and government-funded research institutes who have participated national R&D (particularly in the field of technology convergence) were conducted. The results show that considerations of standardization at the process of technology convergence is somewhat different from them at the process of general R&D. Also, considerations of standardization at the process of technology convergence is needed at the later time within the R&D time schedule because of low visibility and forecasting on the technology convergence outcome. It finds that "standardization by private sector" is the future policy direction in Korea. The government needs to be remained as "helper" for private sector to lead standardization in a globalized market
