참여자 지향적 대학 창업교육 프로그램 개발을 위한 실증적 연구 (An Empirical Study for Developing a Participant-Oriented University Startup Education Program)

  • With the decline in the college student population and the increase in the youth unemployment rate, the university began to be interested in starting a business. Under the initiative of the government, the start-up support project was reflected in the university's educational programs, which led to the university students receiving various start-up support benefits. In response to the expansion of entrepreneurship education, various entrepreneurship education programs and support programs were applied in line with the government's efforts to start college students. As a result, students' entrepreneurial competence and willingness to start up increased. College student entrepreneurs and entrepreneurs are increasing. The increase of university student start-up companies is taking place in the entrepreneurial education environment within the university, and the support of university, community, and start-up support institutions for university student start-up, the starting point of the start-up ecosystem, is paying off. It can be seen that the youth entrepreneurship ecosystem based on university entrepreneurship education is in place. The university supports the entire business process from idea development, such as start-up classes, start-up club support, patent application support, prototype development support, and investment linkage. However, there is a university that develops and operates a unique program for each school and a university that does not. Therefore, it is necessary to develop an education program that can produce efficient results. The purpose of this study is to support the start-up program of the university to be the consumer-centered start-up support.

Unpacking the Influence of Entrepreneurial Orientation and Government Support Programs on New Product Performance

  • Purpose - This research paper aims to examine the impact of entrepreneurial orientation (EO) and government support programs (GSP) on new product performance in Korean Small and Medium-sized Enterprises (SME). We specifically focus on the interaction between these two factors and their influence on the new product performance of Korean SMEs. Research design, data, and methodology - We collected survey questionnaires from SMEs that are certified with Inno-biz by the Korean Ministry of SMEs and Startups. The collected data was analyzed using SPSS 26 and AMOS to create an integrated model. Result - Based on the analysis, our findings indicate that the proactiveness and innovativeness dimensions of EO have a positive effect on new product performance. However, the risk-taking dimension of EO has a negative effect. Additionally, GSP exhibit both positive and negative moderating effects on different dimensions of EO. Conclusion - It is important to recognize that GSP are not a universal solution for all challenges faced by SMEs. Hence, it is crucial for policy-makers to have a clear understanding of SMEs' capabilities and the level of EO dimensions in order to identify types of GSP that could lead to positive outcomes, while minimizing the negative effects of GSP.

벤처투자를 유치한 창업 기업의 정책지원 이용 유형 분석 (Analyzing The Types of Policy Support Used by Venture-Backed Startups)

  • 본 연구는 중소기업 창업 분야에서 정부 지원사업을 받은 기업 중 벤처투자를 유치한 기업들이 이용한 주요 사업의 연계 유형을 분석한다. 이로써 벤처투자 유치와 관련된 지원사업 간 연계 유형을 확인하고, 통합적·협력적 지원의 유용성을 검증한다. 본 연구의 주요 발견은 다음과 같다. 첫째, 창업성공패키지, 창업기반자금(I), 청년창업센터와 연수 등은 창업·벤처 기업이 주로 이용하는 대표적 사업으로서, 지원 실행기관은 이들 사업을 활용하여 성장단계별 지원을 제공하고 있다. 둘째, 정책지원을 받는 창업·벤처 기업의 다수는 일자리창출과 인력지원사업을 이용한다. 셋째, 일자리창출 사업이 기업의 고용성과 창출을 주도한다. 넷째, 지자체 지원사업은 중앙부처 지원사업에 의존하는 경향이 크다. 다섯째, 창업·벤처 분야 성장기업은 기술보증기금과의 연계가 명확하다. 이 같은 발견은 지원사업 간 연계의 구체적 유형에 대한 상세한 분석 결과로서, 사업 간 연계와 협력을 위한 더 나은 정책 방향 설정에 기여할 것으로 기대한다.

Evaluating Innovation Policies in Australian Government: Backing Australia's Ability

  • In industrialised countries, innovation is a key source of economic growth. Research is a key driver of technological innovation and involves the process of systematic investigation and/or experimentation to discover new knowledge. The Governments' industry innovation policy supports a business focus on Research and Development (R&D) through a range of programs in order to achieve these aims. The Innovation Statement, launched by the Australian Prime Minister in January 2001, commits an additional 53 billion over five years to encourage and support innovation. The Australian Government aims to build world competitive firms and strong research capability in industry to strengthen Australia's international competitiveness and increase national prosperity. It develops policies and programs to enhance investment in innovation. The Australian Government also undertakes analysis and comparisons of innovation policies, instruments and approaches to maintain a leading-edge National Innovation System. This includes analysis of the innovation activities of other nations, and evaluation of the impacts of innovation policies and programs on Australia's institutions and enterprises. This paper examines Australia's Innovation policies, Backing Australian Ability.

해양바이오 분야 정부 R&D 지원사업의 동향과 함의 (Trends in the Korean Government Support for Marine Biotechnology R&D Investment and Its Implication)

  • This study seeks to analyze trends in Korean government support for marine biotechnology R&D investment. The quantitative analysis proposed in this paper provides useful data to inform government policy making decisions in relation to R&D investment in the marine biotechnology. Data used in this study is from NTIS (National Science & Technology Information Service) DB. Empirical results indicate that national R&D investment in the area of marine biotechnology has recently been increased in terms of the number of R&D programs and the amount of R&D investment. The results also show that the R&D programs in the area of marine biotechnology involve various Ministries of the government of Korea, although the Ministry of Oceans and Fisheries (MOF) performed a key role in the R&D investment in the marine biotechnology. Finally, the results of social network analysis in this study reveals that most of the R&D programs in the area of marine biotechnology seeks the development of new materials using unique features of marine bioresources.

Research is a key driver of technological innovation and involves the process of systematic investigation and/or experimentation to discover new knowledge. The Governments' industry innovation policy supports a business focus on Research and Development (R&D) through a range of programs in order to achieve these aims. The Innovation Statement (DISR 2000, 20010, launched by the Australian Prime Minister in January 2001, commits an additional $\$3$ billion over five years to encourage and support innovation. The Australian Government aims to build world competitive firms and strong research capability in industry to strengthen Australia's international competitiveness and increase national prosperity. It develops policies and programs to enhance investment in innovation. The Australian Government has establisher a number of R&D funding support programs aimed at increasing the level of R&D in Australia. The backbone of these programs is the tax concession program, which is made up of the 125 per cent R&D tax concession, the 175 per cent premium tax concession and the tax offset. Over 4000 businesses take advantage of the tax concession scheme, which costs the government around $\$400$ million a year. This cost is expected to rise to over half a billion by 2005-06 (Commonwealth of Australia, 2003). Ensuring these resources are invested where they provide significant national economic benefits is a major policy issue. In this sense, this paper looks at the appropriateness, effectiveness and efficiency of the R&D tax concession with costs and benefits analysis.

의류 봉제업 경영인의 봉제산업 현황과 정부 지원에 관한 의견 조사 (A survey of the opinions of sewing company managers on the present conditions of the sewing industry and the government's policy on support)

  • With signs of the redevelopment of the domestic sewing industry, national support agencies were established. This study aims to assess the present conditions of the domestic sewing industry and investigate the effectiveness of national sewing industry support policies. According to the results of a survey of 30 sewing companies managers, the biggest factor causing product defects was work being rushed because of tight delivery dates, and the reduction in sales was caused by a lack of orders. Moreover, sewing technicians are aging, and the biggest reason for their decrease in number is that people do not pursue the job because of the common understanding that it is difficult. Managers perceived that the government's sewing technician training program was not a practical help. They were well aware of the support program to improve the work environment and the sewing equipment support program and showed high satisfaction with these programs, but they complained that the period for equipment rental was fixed. A majority of them thought that the Korean sewing industry environment had still not improved, and were skeptical about its future outlook. They identified its most urgent needs as the expansion of orders and the securing of manpower. The support programs that they wanted urgently included support for employees' four major public insurances and the enactment of the increase of toll processing fees.

제조업 한계기업의 정상기업 전환에 대한 실증분석 : 기업의 R&D 활동과 정부 지원효과를 중심으로 (Empirical analysis of conversion of marginal companies in manufacturing to normal companies : Focusing on company's R&D activities and government's support effect)

  • 본 연구에서는 기술혁신 관점에서 창업기업 여부, 연구전담조직 보유, 국가연구개발사업 수혜 등의 특성이 한계기업의 정상기업 전환에 유의하게 기여하는지를 분석하였다. 분석결과, 한계기업 중 창업기업에게 국가연구개발사업을 지원하면, High-tech 산업을 중심으로 정상기업으로의 전환에 긍정적으로 기여하는 것으로 나타났다. 또한 한계기업의 연구전담조직의 보유여부가 정상기업으로의 전환에 긍정적으로 기여하였다. 이는 연구전담조직이 체계적인 R&D를 수행할 수 있는 조직기반이 되고 있음을 시사한다. 상기 분석결과는 한계기업에 대한 구조조정 위주의 기존 산업정책에서 정상기업으로의 전환 가능성이 높은 한계기업에 대한 선별적인 R&D 지원정책으로 패러다임 전환이 필요함과 동시에 한계기업의 정상기업으로의 전환을 지원하기 위한 국가연구개발사업의 전략성 강화가 필요함을 시사한다.

Cost-Effectiveness Analysis of HPV Vaccination: Comparing the General Population with Socially Vulnerable Individuals

  • Background: After the WHO recommended HPV vaccination of the general population in 2009, government support of HPV vaccination programs was increased in many countries. However, this policy was not implemented in Korea due to perceived low cost-effectiveness. Thus, the aim of this study was to analyze the cost-utility of HPV vaccination programs targeted to high risk populations as compared to vaccination programs for the general population. Materials and Methods: Each study population was set to 100,000 people in a simulation study to determine the incremental cost-utility ratio (ICUR), then standard prevalence rates, cost, vaccination rates, vaccine efficacy, and the Quality-Adjusted Life-Years (QALYs) were applied to the analysis. In addition, sensitivity analysis was performed by assuming discounted vaccination cost. Results: In the socially vulnerable population, QALYs gained through HPV vaccination were higher than that of the general population (General population: 1,019, Socially vulnerable population: 5,582). The results of ICUR showed that the cost of HPV vaccination was higher for the general population than the socially vulnerable population. (General population: 52,279,255 KRW, Socially vulnerable population: 9,547,347 KRW). Compared with 24 million KRW/QALYs as the social threshold, vaccination of the general population was not cost-effective. In contrast, vaccination of the socially vulnerable population was strongly cost-effective. Conclusions: The results suggest the importance and necessity of government support of HPV vaccination programs targeted to socially vulnerable populations because a targeted approach is much more cost-effective. The implementation of government support for such vaccination programs is a critical strategy for decreasing the burden of HPV infection in Korea.
