A Study on Small Business Development and Support Policies

  • The number of small businesses being founded nationally is constantly increasing and various kinds of aggressive efforts are being made to remain competitive. As such, political support by the government for small businesses that have great productivity and competitiveness must increase. The founding of small businesses is being promoted by the government in order to boost the economy, and interest in founding new businesses is high amongst not only college students, but even general workers. Thus, the purpose of this study is to examine problems regarding the founding of small businesses, and to give new businesses a competitive edge by presenting political answers to these problems. After analyzing the status of current issues concerning the foundation of small businesses, this paper suggests some positive policy alternatives. Existing studies on small businesses were focused on the promotion of small and medium distributors, and studies on policy alternatives aimed directly at promoting the businesses are, so far, insufficient. Further studies are required to examine political alternatives from the perspective of the roles of non-profit organizations, which the Government is responsible for, in supporting small business.

A Study on Embody e-Government at Home with Home Network Infrastructure (홈네트워크기반의 가정 내 전자정부 구현을 위한 연구)

  • This study is to reconstruct the user-oriented e-government service based on home network infrastructure using ubiquitous computing technology. Until now, 31 e-government roadmap tasks have been promoted as main projects of e-government. This study explores what should be respective priorities for the suppliers and users of e-government if the services are provided in linkage with home network infrastructure. The result of survey showed us that the efficiency of administration and the improvement of the civil service, including citizens' online participation should be priorities. In order to reinforce home network infrastructure in implementing u-government, the government, at first, has to relax regulation, support businesses to develop related technologies, and construct safe infrastructure for citizens to use e-government services. Second, businesses should develop home network technologies that include various contents and construct home network systems that citizens can use easily. Third, citizens should have interests and participate in the government policies for home network services. Particularly, this study aims to suggest policies that consider positions of both the suppliers and users of e-government so that home network-based e-government can be implemented in the future.

  • With signs of the redevelopment of the domestic sewing industry, national support agencies were established. This study aims to assess the present conditions of the domestic sewing industry and investigate the effectiveness of national sewing industry support policies. According to the results of a survey of 30 sewing companies managers, the biggest factor causing product defects was work being rushed because of tight delivery dates, and the reduction in sales was caused by a lack of orders. Moreover, sewing technicians are aging, and the biggest reason for their decrease in number is that people do not pursue the job because of the common understanding that it is difficult. Managers perceived that the government's sewing technician training program was not a practical help. They were well aware of the support program to improve the work environment and the sewing equipment support program and showed high satisfaction with these programs, but they complained that the period for equipment rental was fixed. A majority of them thought that the Korean sewing industry environment had still not improved, and were skeptical about its future outlook. They identified its most urgent needs as the expansion of orders and the securing of manpower. The support programs that they wanted urgently included support for employees' four major public insurances and the enactment of the increase of toll processing fees.

CALS Implementation Policy for Information-based Management of Small and Medium Companies (중소기업의 정보화를 위한 CALS 도입 정책 방안)

  • This study aims to suggest CALS implementation strategies and policies for information-based management of small and medium companies in Korea. At the turning point from traditional document-based management to recent digital-based one, it is well known that implementation of CALS concept is crucial for advancing business management of small and medium enterprises In order to attack the aim, this paper critically analyzes the empirical difficulties and obstacles of the current information-based management of small and medium companies in Korea. On the basis of the above analysis, this paper suggests the strategic plans and policies of CALS implementation for small and medium enterprises in Korea as follows. First, government should provide the supporting policies and proper system so that the large enterprise can be linked with small and medium companies for sharing necessary information. Second, similar enterprises should be integrated on the basis of information and automation evaluation. Third, implementation strategies and plans should be advanced on the basis of the informationalized phases with respect to the technology level of small and medium enterprises. For more efficient CALS implementation, this paper also proposes the following subsidiary policies. First, it is substantially important to publicize the nation-wide spreading of CALS mind. Second, it is strongly recommended to educate and train CALS specialist on a consistant basis. Third, government should support the enterprises by providing sufficient fund for CALS implementation. Fourth, the ideal CALS implementation models for small and medium enterprises should be developed. Fifth, the consulting and training program for CALS implementation should be established through ECRC (Electronic Commerce Resource Center).   • Increasing uncertainties in the technological innovation environment and increasing technology competition also present new challenges in terms of industrial technology security. Therefore, the purpose of this study was to identify the direction of policy change necessary for the improvement of related policies in the future by examining the importance and implementation of the government's industrial technology security support policies for small and medium-sized enterprises engaged in industrial technology innovation activities. As a result of the analysis, first of all, small and medium-sized enterprises that responded to the government's industrial technology security support policy were perceived to be less performing than the importance of the program. These results can be said to mean that selective budget expansion for related policy programs may be necessary, along with efforts to improve the quality of each program. Second, an analysis of the differences in group recognition between new technology certification firms and industrial technology verification(certification) companies showed that significant differences exist between groups for the program. These results suggest that more effective operation of the relevant policies may require policy enforcement in consideration of the level of security and will of each company in industrial technology, as much as the quantitative characteristics of the entity. This study is meaningful in providing the necessary policy directional basic information for the design and execution of more specific and effective industrial technology security policies by presenting empirical research results that domestic small and medium-sized enterprises are aware of about the government's industrial technology security policies.

  • The economy has deteriorated worldwide due to COVID-19, and the domestic economy has also been hit hard. Accordingly, the government implemented unprecedented financial support policies related to COVID-19 to solve the financial difficulties experienced by SMEs. In addition, as the spread of COVID-19 continued, the government implemented guidelines and measures along with recommendations for non-face-to-face contact. Organizations in the public and private sectors have introduced non-face-to-face work methods. Considering this situation, this study investigated the impact of COVID-19-related financial support policies on technological innovation of SMEs. External support is important for corporate innovation, but internal capabilities are also important. Therefore, the effect of entrepreneurship on product innovation was identified. In addition, as the non-face-to-face work method was activated, the effect of smart work was identified by comparing companies that introduced smart work and companies that did not. As a result of the analysis, entrepreneurship showed a positive (+) effect regardless of the introduction of smart work. Financial support policies related to COVID-19 were found to show mixed results according to the type of support.

  • This study discusses the core contents and implications of the design support policy of government in the creation of the designer-makers' business ecosystem through the analysis of 'Young man's Creative Work & Startup Support Project'. This case, which aims to cultivate a design brand based on maker technology and to create jobs for young people, suggests the role of government as a creative culture creator so that designer-makers are able to create creative activities in a more free and creative atmosphere. Furthermore, this study emphasizes the importance of efficient integration and reorganization of similar maker support policies implemented by each government department, the necessity of a roadmap for realizing this, and the support for quality improvement. As a result, the design support policy of government for the designer-makers' business activation should evolve into the qualitative development of intellectual property based on a mature shared culture and the discovery of a new production paradigm model of the manufacturing industry based on the open manufacturers beyond the economic and numerical goals of creating new jobs.

R&D Tax Concession Program in the Australian Government

  • In industrialised countries, innovation is a key source of economic growth. Research is a key driver of technological innovation and involves the process of systematic investigation and/or experimentation to discover new knowledge. The Governments' industry innovation policy supports a business focus on Research and Development (R&D) through a range of programs in order to achieve these aims. The Innovation Statement (DISR 2000, 20010, launched by the Australian Prime Minister in January 2001, commits an additional $3 billion overfive years to encourage and support innovation. The Australian Government aims to build world competitive firms and strong research capability in industry to strengthen Australia's international competitiveness and increase national prosperity. It develops policies and programs to enhance investment in innovation. The Australian Government has established a number of R&D funding support programs aimed at increasing the level of R&D in Australia. The backbone of these programs is the tax concession program, which is made up of the 125 per cent R&D tax concession, the 175 per cent premium tax concession and the tax offset. Over 4000 businesses take advantage of the tax concession scheme, which costs the government around $400-million a year. This cost is expected to rise to over half a billion by 2005-06 (Commonwealth of Australia, 2003). Ensuring these resources are invested where they provide significant national economic benefits is a major policy issue. In this sense, this paper looks at the appropriateness, effectiveness and efficiency of the R&D tax concession with costs and benefits analysis.

  • The cruise tourism industry is viewed as a promising growth industry in the 21st century. But legislative framework to allow the cruise tourism industry to develop in China have not yet been fully prepared. Therefore, this study is intended to propose a industry policy for Chinese cruise tourism industry. The policies that Chinese central government implements that should drive growth for development of the cruise tourism industry are as follows: First, government must establish industry policy to slow cruise infrastructure construction. second, government must improve industry policy for attracting visits by cruise vessels. Third, the government must take steps to support cruise product development. Fourth, the government must take steps to support cruise business and social groups. Last, government must intensify the out abroad tourist screening system and cruise casino management.

  • This research has its purpose to seek, among the CEOs of social enterprises, the influence of job stress on business performance, social support inbetween them, and adjusting role of government-supported policies. CEO of social enterprise, which is established to realize its social purposes, receives the job stress due to business ethics, profitability, identity crisis, management challenges and etc. We would like to set the foundation for the enterprises to constantly conduct social purposes within the local society by raising the business performances of social enterprises through seeking the measures to resolve such job stresses of the CEOs by expressing them. This research applied the ISR Job Stress Model theroy as its main ground of theoretical background. We would like to analyze the inter-significance by setting the job stress causes and job stress influences as independent variables, business achievements as a dependent variable, and social support, government-supported policies as moderating variables. For the methods of the research, we collected, using structuralized questionnaire, from 223 social enterprise CEOs located within Korea. Data analysis used IBM SPSS Statristics 20.0 programme, and through general characteristic of sample, confidence testing, factorial analysis, correlation analysis and research hypothesis testing, drew the following results. First, job stress factor and influence were analyzed to have negative impacts on business performance. Second, social support was found to lower job stress factor and influence, and raise business performance. Third, government-supported policy was analyzed to lower job stress factor and influence, and raise business performance.
