A Study on Establishing the presidential Library through Elevating the Status of the Government Archives and Records Service (대통령기록관의 설립 및 정부기록보존소의 위상에 관한 연구)

  • This paper examines urgent issues of establishing the presidential library in relation to the current standing of the Government Archives and Records Service. As government records have been tremendously accumulated every year, the Government Archives and Records Service will be full within three years, which indicates that the constructing of new storage repositories is an emergent issue. In addition, presidential records are one of the most significant and influential public properties for preserving historical value and interpretation at the national level. Some serious concerns relating to the presidential library are raised for consideration. First of all, it is compulsory to preserve presidential records and to construct the presidential library. Second, the presidential library performs a variety of functions including the acquisition, preservation, access, reference, research, education, and display of presidential records as well as exhibits of public activities and administration personally and in public during the president' regime. A new presidential library should function as both of a depository and museum of presidential records through systematic arrangement and display. Thus a new repository of the Government Archives and Records Service should be co-constructed with the presidential library within the same boundary. Third, a newly constructed presidential library should be at least double- or triple- sized more than estimated in order to contain all related holdings. Fourth, to take custody of public records across the legislature, judiciary and administration, the Government Archives and Records Service should be directed by an official at the level of vice-minister and upgraded to an independent office such as "National Archives and Records Administration." Fifth, the presidential library's location and surrounding environments should be selected with careful planning.

  • Social media, also known as the 'revolution of communication', has become a major means of communication and service in contemporary society. Unlike existing media, the advantage of being able to deliver interactive information is already beyond the level of use between individuals and government efforts to use it. In fact, local governments in Korea operate one or more social media services for various purposes, which promotes policies of local governments or provides prompt information to local residents. These social media records are based on public business and should be managed as records. However, the legal basis for managing records of social media in the area of public records management is currently small, and each local government does not recognize the need for records management. Social media operate by local governments are not only of different types but also difficult to manage as standardized guidelines. Nevertheless, minimal guidance is needed to manage and preserve social media records. The purpose of this study is to draw out the least common elements in the preparation of guidelines for social media record management. For this purpose, the guidelines and policies established by advanced countries that already systematically manage social media were analyzed and the items and characteristics were derived. In addition, the guidelines were checked for application by comparing actual social media records with social media archives. This study is meaningful in that it proposed components that should be included in the development of guidelines for the management of social media records in local governments through the actual status of social media archive operations.

  • This paper examines new phenomenon and transformation that arise from the expansion of knowledge-based economy, envisions the meaning of e-government through comparing traditional administration with new governance, formulates the e-government model, and presents a direction for next e-government for the conclusion. These new phenomenon include a transformation to product and service convergence model, cyber sovereignty dilemma, privacy and information security threats, and various others. Also, there is a gradual transformation from government-oriented administrative approach to a new governance model that strengthens the role of NGO. And, e-government must work together to realize this new governance ideology. New e-government must be transformed where government and citizens can implement and manage e-government together. Therefore, expanding applications of Public Key Infrastructure (PKI) technologies, promotion of e-Democracy, and improvement of user interface to improve usability must be emphasized.

A Study on the Record Usage of the Internal Users of the Local Government in Seoul Metropolitan Area (수도권 기초자치단체 내부 이용자들의 기록 이용에 관한 연구)

  • This study recognized the public servants of the local governments as the principal users of the records centers. It also attempted to identify their records usage behavior and the requirements of record usage so that records and services that meet their needs as the main users would be met. Therefore, the researchers identified through an information disclosure request the highly ranked departments that use records more than the others based on their usage frequency of the records centers and the standard records management system (standard RMS) during the third quarter of 2017. A questionnaire survey was subsequently conducted to the public servants of the local governments in the metropolitan area. The questionnaire identified the users' opinion on general usage behavior, usage of standard RMS, and usage of the records center. Based on the survey results, improvements in the management of the records centers the record management system, and the record services of the local governments were suggested.

Records Management and Archives in Korea : Its Development and Prospects (한국 기록관리행정의 변천과 전망)

  • After almost one century of discontinuity in the archival tradition of Chosun dynasty, Korea entered the new age of records and archival management by legislating and executing the basic laws (The Records and Archives Management of Public Agencies Ad of 1999). Annals of Chosun dynasty recorded major historical facts of the five hundred years of national affairs. The Annals are major accomplishment in human history and rare in the world. It was possible because the Annals were composed of collected, selected and complied records of primary sources written and compiled by generations of historians, As important public records are needed to be preserved in original forms in modern archives, we had to develop and establish a modern archival system to appraise and select important national records for archival preservation. However, the colonialization of Korea deprived us of the opportunity to do the task, and our fine archival tradition was not succeeded. A centralized archival system began to develop since the establishment of GARS under the Ministry of Government Administration in 1969. GARS built a modem repository in Pusan in 1984 succeeding to the tradition of History Archives of Chosun dynasty. In 1998, GARS moved its headquarter to Taejon Government Complex and acquired state-of-the-art audio visual archives preservation facilities. From 1996, GARS introduced an automated archival management system to remedy the manual registration and management system complementing the preservation microfilming. Digitization of the holdings was the key project to provided the digital images of archives to users. To do this, the GARS purchased new computer/server systems and developed application softwares. Parallel to this direction, GARS drastically renovated its manpower composition toward a high level of professionalization by recruiting more archivists with historical and library science backgrounds. Conservators and computer system operators were also recruited. The new archival laws has been in effect from January 1, 2000. The new laws made following new changes in the field of records and archival administration in Korea. First, the laws regulate the records and archives of all public agencies including the Legislature, the Judiciary, the Administration, the constitutional institutions, Army, Navy, Air Force, and National Intelligence Service. A nation-wide unified records and archives management system became available. Second, public archives and records centers are to be established according to the level of the agency; a central archives at national level, special archives for the National Assembly and the Judiciary, local government archives for metropolitan cities and provinces, records center or special records center for administrative agencies. A records manager will be responsible for the records management of each administrative divisions. Third, the records in the public agencies are registered in the computer system as they are produced. Therefore, the records are traceable and will be searched or retrieved easily through internet or computer network. Fourth, qualified records managers and archivists who are professionally trained in the field of records management and archival science will be assigned mandatorily to guarantee the professional management of records and archives. Fifth, the illegal treatment of public records and archives constitutes a punishable crime. In the future, the public records find archival management will develop along with Korean government's 'Electronic Government Project.' Following changes are in prospect. First, public agencies will digitize paper records, audio-visual records, and publications as well as electronic documents, thus promoting administrative efficiency and productivity. Second, the National Assembly already established its Special Archives. The judiciary and the National Intelligence Service will follow it. More archives will be established at city and provincial levels. Third, the more our society develop into a knowledge-based information society, the more the records management function will become one of the important national government functions. As more universities, academic associations, and civil societies participate in promoting archival awareness and in establishing archival science, and more people realize the importance of the records and archives management up to the level of national public campaign, the records and archival management in Korea will develop significantly distinguishable from present practice.

Digital Platform Government Promotion and Response Direction as a National Task : Focusing on the Impact that Will Have on the Management of Public Records (국정과제로서의 디지털플랫폼정부 추진과 대응 방향 공공기록물 관리에 미치게 될 영향을 중심으로)

  • As the Yoon Seok-yeol administration enters its second year in office, it is beginning to vigorously promote policies related to the "digital platform government," which is the 11th of the 120 national tasks. Accordingly, the Digital Platform Government Committee established and reported the 'Digital Platform Government Realization Plan' to the President in April 2023, and the 「Act on Provision and Use of Public Data」 and 「Data An amendment to the Act on the Vitalization of Infrastructure Administration" was submitted to the National Assembly in June 2023. In addition, the 「Regulations on the Promotion of Administrative Efficiency and Collaboration」, which is a Presidential Decree, was revised to 「Regulations on Operation and Innovation of Administrative Affairs」, including the name change, to effectively promote innovation in administrative work, and was completed on June 27, 2023. Therefore, this study aims to examine the trends of public institutions related to the digital platform government as a government task, and discuss whether the recent trends will affect the management of institutional records. Indications to respond to the government's digital platform, which is leading the way, it was emphasized that the operation of the current Medical Records Act is strange.

Redesigning Retention Schedules for Accurate Documentation of Government Activities (공공업무의 체계적 기록화를 위한 보유일정표 설계 방안)

  • Retention schedule is the most essential tool for accurate documentation of government activities. The purpose of this study is to provide a guideline for redesigning retention schedules to support systematic documentation of government activities, that can replace the existing retention schedule ('bunryukijunpyo'). This present paper begins with articulating the role of retention schedules in life cycle management of records based on ISO 15489. And it compares and analyses 'disposal authorities' of Australia, 'records schedules' of United States. and the existing records retention schedules of Korea, in terms of types, structure and components of retention schedules. Based on these analyses, it suggests directives to redesign the retention schedules at the state level.

  • It is the responsibility of the government organization in the field of history and archives to control preproduction of records and their production sphere. Moreover, it should also manage all kinds of archives and presidential records as its function is to manage and share public information, and carry out compilations of historical records. With this, this study explains how having all these functions would make the ideal reorganization of the government. It should correspond to principle of Government's reorganization such as transparency, responsibility, communication. A plan for reformation needs two-track approach. I would like to propose the establishment of the 'Ministry of National Archives' or the 'National Memory Committee' at the organization that is in charge of national records and memory management. It means that the National memory isn't limited to public sphere. In terms of Total archives, the organizations should contain the whole community's memory. This organization should be formed independently.

A Study on Records Management System through Kyeonggukdaejeon(經國大典) (『경국대전』의 기록관리 규정)

  • This study is focused on clarifying the Joseon Dynasty Period's records management system mentioned on Kyeonggukdaejeon(經國大典). Through out investigations of the legislations of public records in 'creating stage', it was revealed. that is, records in creating stage had characters of original records and those was managed as the records themselves and circulated by sending and receiving, and finally those was kept and used in each agency. Through out investigations of the legislations of public records in 'management stage', it was revealed that is, as the Records Management Organization the Chunchukwan(春秋館) was a government agency that is composed by 15 central government agencies' concurrent officials(兼任史官) and took charge of both records creating and records management, and was a central government body for compilation of the Sillok(實錄). As National Archives the Sillok was not accessible at that time. In this point the Sillok is basically different from modem archives that is preserved for use. And the Sillok was compiled from original records, In this point the Sillok is basically different from modern archives that is arranged from original records.

A Study on Managerial Strategies of Electronic Mail(E-Mail) Messages as Records (전자우편문서의 기록관리적 접근전략에 관한 연구)

  • Records may furnish proof of a particular action, contain information that protects the rights of individuals or government, and document decisions made during the course of government business. As business in and between government agencies will increasingly be conducted through electronic messaging service, the need to manage e-mail messages and systems is the same as for other record management systems concerning the creation of, retention of, and access to public records. Therefore government agencies that use electronic mail(e-mail) have an obligation to make employee aware that e-mail messages, like paper records, must be managed according to established record management procedures. The purpose of this paper is to suggest guidelines and/or strategies on managing e-mail messages as records for agencies which must take steps in order to make, capture, maintain, dispose, store, protect, and provide access to e-mail messages. This paper discusses on the definition of e-mail messages, principles on managing e-mail message, and how to manage e-mail messages as records.
