  • Block Chain is a technology that records and shares distributed ledgers without a central authority, providing a decentralized platform for transparent transactions in the business and enhancing transparency and traceability in all transactions to ensure trust in the transaction. Despite initial doubts about this technology, it is committed to adopting, adapting and improving the technology in a wide range of industries, including finance, government, security, logistics, food, medical, legal, and real estate. This study examines this technology, its applicability and potential benefits to the manufacturing supply chain. A tracking system of manufacturing supply chain to visualize transparency and traceability is implemented, and the conditions for adopting the technology in the manufacturing supply chain and the issues to be addressed are discussed.

  • Urban transit consists of signaling system, railway systems, power facilities systems and the other complicated facilities and the standards notify the standardizations, safety standards, performance standards and quality certification standards according to the Urban Transit Act. The government notifies and recommends these standards to improve the performance, safety and maintenance efficiency of urban transit. Now, we need to manage the records and traceability of the standards because they have reciprocal relations with the others so that, if some standards have been changed it could make some problems to the others. As a result, in this research, we suggest the way to manage the traceability of the standards by using the computation support tools.

  • 이 연구는 기록물관리와 정보공개 간의 연관성과 관련된 규정을 파악하는데 있다. 이를 위해 특별시 광역시 도의 지자체 정보공개와 관련된 89개의 자치법규를 분석하였다. 조사결과 자치법규의 조항요소 측면에서 '정보공개심의회'와 '행정정보의 공표'가 가장 많이 규정되었으며, '다른 법률과의 관계'에서는 정보공개의 비대상이 되는 정보만 나타났다. 기록관의 역할에 대해서는 '총괄부서(전담부서)의 명확한 표기의 필요성'과 '기록관 업무의 구분 필요성'이 기술되었다. 업무 협업에서는 '처리과'와 '기록관'의 정보(기록물)를 구분하고 있으며, 이에 대한 협력체계를 나타내었다.

A Basic Study for the Restoration of Noryang Temporary Palace (노량행궁의 복원을 위한 기초연구)

  • Noryang Temporary Palace was a place where king Jeongjo (1752-1800) would have lunch after crossing the Temporary Palace River on his way to Hwaseong Temporary Palace to worship at Hyeonryungwon, the tomb of his father, Sadoseja. The government offices in charge of ship bridge construction 'Jugyosa' and 'Byeoljangso' were located in the Temporary Palace. The central buildings of the Haenggung Palace, which ranged up to Yongyangbongjeojeong, were arranged to observe both 'Jugyosa' and 'Byeoljangso' from the Temporary Palace by lifting the ground from Sammun Gate to Yongyangbongjeojeong. Yongyangbongjeojeong, the center of Noryang Temporary Palace, features the style of royal palace architecture and functions of housing architecture. The 'Jugyosa' and 'Byeoljangso' buildings had eight quarters. According to the records, in addition, 15 wood sheds, 5 rice hubs, 3 barns, 1 side gate quarter, 1 front gate, 70 separate sheds, 2 suragan temporary buildings, oesammun gate and hongsalmun gate were found. Such architectural layout is matched with the Temporary Palace Jugyohwaneodo Painting.

The social changes and food situation in the late period of Joseon (구한말 사회변혁과 식량사정)

  • The influence of the social changes on the food and nutritional status of Korean during the late period of Joseon Kingdom (1800-1910) was analysed by using old literatures and the records of the Westerners visited Korea during the period. The late period of Joseon can be designated the most poor and miserable period in the history of Korea. The people suffered from the corrupted and incompetent government and social disturbances. The main driving forces to reforming the society at that time were 'Silhak' (Practical Learning), introduction of Catholic church and Donghak movement. The food related literatures written in this period in Korea described the life of upper classes (Yangban) and paid little attention to the life of the poor majority. This paper introduces the food availability and habits of Korean observed by the Westerners visited Korea at that time.

SINGAPORE CONTRACTORS' ATTITUDES TOWARDS ENVIRONMENTAL SUSTAINABILITY

  • Noting the changes within the Singapore construction industry, fuelled by the government's 'green' initiatives in tandem with the prolonged effect of the 1997-2005 recession, this paper investigates Singapore contractors' attitudes towards environmental sustainability. Data were collected from 34 interviews with senior management of large and medium-sized general building contractors and the firms' archival records. The results show that the majority of the contractors embrace positive attitudes towards environmental sustainability. The respective contractors explicitly express their environmental drives by incorporating keywords such as 'quality', 'sustainability' and 'environmental and social benefits' into their firms' mission statements. The results also show that three environmental-related measures implemented by all contractors are: (i) stricter housekeeping procedures in construction sites; (ii) stricter wastage rates for construction materials; and (iii) greater focus on Just-In-Time delivery to minimise materials deterioration due to inappropriate site storage.

A Study on the Production Period and Background of Gyeongbokgungdo (「경복궁도」 제작 시기와 배경 연구)

  • Gyeongbokgungdo depicts the composition and layout of Gyeongbokgung Palace before the Japanese Invasion of Korea in 1592, as well as a monument related to pro-jamrye held at the site of Gyeongbokgung Palace in Yeongjo. Based on literature such as Dongguk Yeoji Seungram, such as Gyeongbokgungdo painted major buildings, government offices, and buildings in the backyard. In addition, the literature and the foot of the mountain, waterway, and Pond, which were identified as the site identified during the reconstruction process, are reflected, and some of the Gyeongbokgungdo contain reconstruction records. As such, Gyeongbokgungdo depicts Gyeongbokgung Palace in the early Joseon Dynasty and facilities built after the Imjin War based on the literature, and seems to have been produced around the time of reconstruction as it reflects the mountain and water system. In addition, the layout of the main hall of Gyeongbokgungdo was partially reflected in the reconstructed Gyeongbokgung Palace and used as a material to understand the layout of Gyeongbokgung Palace in the early Joseon Dynasty.

How to set up and implement a presidential archives system in Korea? : Examples and lessons from U.S. experiences (대통령기록관의 설립과 운영 방향 : 미국 대통령기록관의 사례와 교훈)

  • I examined the U.S. presidential library system and suggested some directions of establishment and management presidential library in Korea. To promote the preservation and use of presidential records, it is very important to establish an workable presidential archives system in Korea. Following is my observations and lessons from the study of U.S. presidential library system It is legitimate and reasonable to establish a presidential archives system in Korea under the authority of GARS for professional and neutral management. The presidential archives should be managed professionally and neutrally, free of political interventions and parti san considerations. For accountability and transparency of the government, the neutrality of the presidential archives is a must. The presidential records should be protected for a certain period to encourage their production and preservation. A legal apparatus to protect them is necessary. Archivists should make a comprehensive catalog of the presidential archives available to public, especially provide an online search system. Online catalog system of Ford and Carter Presidential Libraries are examined to help understanding of the issue. Finally, GARS should proceed to make a workable laws and regulations Lo provide the legal foundations for the establishment of the presidential archives. Public awareness and supports will only malle it possible. In sum, the presidential archives should be established as an attached archives of the GARS to guarantee a professional and neutral management.

Conservation of Minutes of the Cabinet Meeting held by the National Archives of Korea Measures to Improve the Binding Methods for Bulky Bound Records (국가기록원 소장 국무회의록 보존처리 -거대 편철 기록물의 보존성 향상을 위한 편철 개선-)

  • Minutes of cabinet meetings (hereafter referred to as "minutes") offer records on important activities of the government of the Republic of Korea. The National Archives of Korea has implemented a series of preservation for these minutes such as condition survey, deacidification, microfilming, digitization, making boxes, etc. Conservation treatment plans were further established in 2018 to pursue more preservation of over 2,000 volumes of minutes based on the result of the condition survey of the minutes. Among ninety-seven volumes that require conservation treatments, six volumes have been treated so far. A major concern of conservation treatment of minutes was found that a single volume of minutes contains 800 pages, leading to heavier and bulkier than most of other bound volumes. This paper presents the measures taken to solve the problems resulting from this bulky structure of the bound minutes. It is expected that the study will offer an opportunity to consider effective conservation methods for records on paper of which the physical shapes are yet to be determined.

Compliance of Electronic Bill of Lading Regulation in Korea with Model Law on Electronic Transferable Records

  • Purpose - The UNCITRAL Model Law on Electronic Transferable Records (Model Law) is based on the principles of non-discrimination against the use of electronic means, functional equivalence, and technology neutrality underpinning all UNCITRAL texts on electronic commerce. Investigating the disagreements between the Model Law and the Koran Commercial Act (KC Act), including the B/L Regulation, and suggesting the revision of the KC Act including the B/L Regulation, could be a valuable study. The purpose of this paper is to contribute to the harmonization of Korean legislation regarding electronic bill of lading in compliance with the Model Law. Design/methodology - The Model Law is flexible to accommodate the use of all technologies and models, such as registries, tokens, and distributed ledgers: that is, blockchain. In 2007, the KC Act was revised to regulate electronic bills of lading to promote the widespread legal use of electronic bills of lading. In addition, The Regulation on Implementation of the Provisions of the Commercial Act Regarding Electronic Bills of Lading (the B/L Regulation) was enacted to regulate the detailed procedures in using electronic bills of lading in 2008. This paper employs a legal analysis by which this paper does find differences between two rules in light of technology neutrality and global standard of electronic bills of lading model. Findings - The main findings are as follows: i) the Korean registry agency has characteristics of a closed system. ii) The KC Act has no provision regarding control. iii) The KC Act discriminates other electronic bills of lading on the ground that it was issued or used abroad. Moreover, this study does comprehensive analysis of Korean Acts in comparison with the Model Law and, in particular, this study analyzes the differences between the KC Act and the Model Law by comparing article by article in view of the harmonization of the two rules. Originality/value - The subject of previous several studies was draft provisions on Electronic Transferable Records before completion of the Model Law; thus, these studies did not take into consideration the character of the Model Law as the Model Law was chosen at the final stage of legislation. This study is aimed at the final version of the Model Law. So, this study is meaningful by finding the suggestion and directions for the Korean government to revise the KC Act and the B/L Regulation in line with the Model Law.
