경호·경비분야 전문인력양성을 위한 대학 인적자원개발 - 경호관련학과를 중심으로 - (Development of Human Resources at universities for training of specialist in security industries - based on Departments related Security services -)

  • With rapid social change, security industries were diversified and universities related total security service were founded for training of specialist with a theory and practical affairs. Today, universities must provide an education which fits to job characteristics in rapidly changing society. Also students through this education must find their job properly. The purposes of this study, therefore, are to search a career selection of students majoring in total security service related departments and to study a role of universities for development of specialist related security industries. Revitalization plan of human resources for departments related security services are as follows ; roles of universities: a specialization of curriculum and a diversification of training method. 'academic-industrial cooperation', role of government: 'a legal and institutional policy on academic-industrial cooperation';. Universities, cooperations, government must cooperate mutually for development of specialist related security service field.

  • 본 연구의 목적은 기록관리분야에서 갈수록 복잡한 양상을 띠는 다양한 정보공개 요구에 적절히 대응할 수 있는 방안을 모색하는 것이다. 현재 우리나라는 기록관리법에 의해 기록연구사가 기록관리를 하고 있으며, 동시에 정보공개를 함께 담당하고 있는 경우가 많다. 정보공개 업무는 단순히 정보의 공개 비공개 결정을 떠나 기관의 업무 지식과 법률적 지식을 비롯한 전문성을 필요로 한다. 그렇기 때문에 기록연구사는 정보공개 업무에 많은 어려움을 겪고 있으며, 주 업무인 기록관리에도 부담을 주고 있다. 이에 대한 개선 방안으로, 본 연구는 미국 연방정부의 정보공개를 전문적으로 담당하는 정부정보전문가(Government Information Specialist)라는 정보공개 전담 직렬의 도입을 주장하는 바이며, 이에 관한 수요를 파악하기 위해 한국의 공공기관에서 기록관리와 정보공개 업무를 병행하고 있는 실무 기록연구사를 대상으로 설문 및 심층면담을 시도하였다.

  • IT중소기업(Small and Medium-size Enterprises)의 기술개발은 대학, 출연연구소 및 대기업의 기술 개발과는 달리 인력, 재원, 규모 둥에서 환경이 매우 열악하다. 중소기업들이 열악한 환경은 정부가 지원하는 기술개발 출연사업에 대한 과열경쟁을 불러오고, 기술개발 규모는 과제당 3억원 내외로 적은 예산을 다수의 기업에 나누어 지원하는 현상이 발생하고 있다. 다수 소액과제를 지원관리하면서 연구개발 내용보다는 기업의 부실화 둥 기술개발 외적인 관리에 치중하게 된다. 따라서 실태조사 등 불필요한 현장 감사가 진행될 수밖에 없는데, 감독목적의 실태조사보다 기술개발을 주관하는 중소기업의 기술애로 해소 및 상업화 등 노하우 지원이 시급한 실정이다. 따라서 중소기업의 실질적인 기술개발 지원을 위해서 대학이나 연구소 등에 근무하는 기술개발 및 상용화 전문가들을 중소기업의 기술개발 지원 전문가로 활용하는 방안을 제안한다.

기자 경력 및 기자 전문성에 따른 취재활동 분석 - 메르스 취재를 중심으로 - (A Study on the Specialism and Professionalism of Journalists: A MERS-CoV Case)

  • 본 연구에서는 2015년 발생한 메르스 사태를 중심으로 기자들의 취재 활동을 분석했다. 과학 의료 보건 등의 영역과 언론의 융합에 해당하는 전문기자와 전문기자가 아닌 경우 어떤 차이가 있는지와 기자들의 경력에 따라 어떤 차이가 있는지를 보았다. 기자 21명을 구조화된 설문지를 통해 인터뷰했고, 이들을 전문기자 여부와 기자 경력의 고저에 따라 4개의 소그룹으로 구분해, 소그룹 별 차이를 분석했다. 분석 결과, 일부 전문기자들은 정부 발표 이외의 취재원으로부터 국내 최초의 메르스 환자가 발생했다는 사실에 대해 처음 접한 경우가 발견됨으로써, 전문기자로서 오랜 기간 구축한 취재원 네트워크가 유효했다는 것을 추정할 수 있었다. 또한 전문기자들은 일반기자들에 비해 해외의 취재원을 접촉한다든가 메르스 관련 논문을 직접 찾아서 읽어보는 등 더 깊이 있는 취재활동을 했음을 알 수 있었다. 한편, 메르스 사태에서 기자들이 정부의 소통에 문제의식을 느낀 시점에 대해 조사한 결과, 전문기자들은 정부의 접촉자 판단 기준 밖에서 확진자가 발생한 것을 꼽았고, 일반기자들은 정부가 병원명을 공개하지 않은 것을 꼽았다.

중소기업의 정보화를 위한 CALS 도입 정책 방안 (CALS Implementation Policy for Information-based Management of Small and Medium Companies)

  • This study aims to suggest CALS implementation strategies and policies for information-based management of small and medium companies in Korea. At the turning point from traditional document-based management to recent digital-based one, it is well known that implementation of CALS concept is crucial for advancing business management of small and medium enterprises In order to attack the aim, this paper critically analyzes the empirical difficulties and obstacles of the current information-based management of small and medium companies in Korea. On the basis of the above analysis, this paper suggests the strategic plans and policies of CALS implementation for small and medium enterprises in Korea as follows. First, government should provide the supporting policies and proper system so that the large enterprise can be linked with small and medium companies for sharing necessary information. Second, similar enterprises should be integrated on the basis of information and automation evaluation. Third, implementation strategies and plans should be advanced on the basis of the informationalized phases with respect to the technology level of small and medium enterprises. For more efficient CALS implementation, this paper also proposes the following subsidiary policies. First, it is substantially important to publicize the nation-wide spreading of CALS mind. Second, it is strongly recommended to educate and train CALS specialist on a consistant basis. Third, government should support the enterprises by providing sufficient fund for CALS implementation. Fourth, the ideal CALS implementation models for small and medium enterprises should be developed. Fifth, the consulting and training program for CALS implementation should be established through ECRC (Electronic Commerce Resource Center).   • 본 연구에서는 기술이전과 매매기준을 제공할 수 있는 차원에서 개별기술의 가치평가 모델을 제시하고자 한다. 개별기술 가치평가는 정부. 정책시행기관. 기업 등에서 시급히 해결해야할 과제로 인식되어야 하며 기술평가방법 수단의 객관화. 기술평가의 전문가 양성ㆍ축적, 기술평가기관의 전문화, 공신력 확보, 기술평가결과의 활용 확대 등 개별기술평가제도의 정착이 필요하다. 또한 기술거래소의 설치 운영이 필수적이라는 사고가 정착되어야 한다.

  • Procedures to establish well-balanced development and effectiveness of environmental impact assessment need include various stakeholder's participation in writing and reviewing document of environmental impact assessment, collecting public opinion, and post monitoring. Accordingly, to encourage effective and efficient collection of resident's opinion analyze present conditions and problems and suggest institutional and politic alternative proposals of it. This study resulted in following conclusions. In institutional aspects, (1) Proposal for drafting document of environmental impact assessment (2) Composition of committee for collecting and regulating stakeholder's opinion (3) Width of civil participation scale. In politic aspects, (1) Use of local community (2) Guide of local information from local society and environmental specialist (3) Understandable document and data of environmental impact assessment (4) Strength of roles and duties of local government.

  • 정보통신기술의 발전과 인터넷 보급 확산의 영향으로 디지털 범죄는 해마다 증가하고 있다. 고도화 전문화되어 가고 있는 디지털 범죄를 해결하기 위해서는 디지털 포렌식 프로세스 표준화, 전문가 양성 및 교육, R&D, 정부의 정책적인 지원 등 디지털 포렌식 기술 발전을 위한 노력이 필요하다. 이에 본 연구에서는 국내 디지털 포렌식 기술의 현황을 파악하고 발전방안을 제시하고자 한다.

호스피스 전달체계 모형

  • Hospice Care is the best way to care for terminally ill patients and their family members. However most of them can not receive the appropriate hospice service because the Korean health delivery system is mainly be focussed on acutly ill patients. This study was carried out to clarify the situation of hospice in Korea and to develop a hospice care delivery system model which is appropriate in the Korean context. The theoretical framework of this study that hospice care delivery system is composed of hospice resources with personnel, facilities, etc., government and non-government hospice organization, hospice finances, hospice management and hospice delivery, was taken from the Health Delivery System of WHO(1984). Data was obtained through data analysis of litreature, interview, questionairs, visiting and Delphi Technique, from October 1998 to April 1999 involving 56 hospices, 1 hospice research center, 3 non-government hospice organizations, 20 experts who have had hospice experience for more than 3 years(mean is 9 years and 5 months) and officials or members of 3 non-government hospice organizations. There are 61 hospices in Korea. Even though hospice personnel have tried to study and to provide qualified hospice serices, there is nor any formal hospice linkage or network in Korea. This is the result of this survey made to clarify the situation of Korean hospice. Results of the study by Delphi Technique were as follows: 1.Hospice Resources: Key hospice personnel were found to be hospice coordinator, doctor, nurse, clergy, social worker, volunteers. Necessary qualifications for all personnel was that they conditions were resulted as have good health, receive hospice education and have communication skills. Education for hospice personnel is divided into (i)basic training and (ii)special education, e.g. palliative medicine course for hospice specialist or palliative care course in master degree for hospice nurse specialist. Hospice facilities could be developed by adding a living room, a space for family members, a prayer room, a church, an interview room, a kitchen, a dining room, a bath facility, a hall for music, art or work therapy, volunteers' room, garden, etc. to hospital facilities. 2.Hospice Organization: Whilst there are three non-government hospice organizations active at present, in the near future an hospice officer in the Health&Welfare Ministry plus a government Hospice body are necessary. However a non-government council to further integrate hospice development is also strongly recommended. 3.Hospice Finances: A New insurance standards, I.e. the charge for hospice care services, public information and tax reduction for donations were found suggested as methods to rise the hospice budget. 4.Hospice Management: Two divisions of hospice management/care were considered to be necessary in future. The role of the hospice officer in the Health & Welfare Ministry would be quality control of hospice teams and facilities involved/associated with hospice insurance standards. New non-government integrating councils role supporting the development of hospice care, not insurance covered. 5.Hospice delivery: Linkage&networking between hospice facilities and first, second, third level medical institutions are needed in order to provide varied and continous hospice care. Hospice Acts need to be established within the limits of medical law with regards to standards for professional staff members, educational programs, etc. The results of this study could be utilizes towards the development to two hospice care delivery system models, A and B. Model A is based on the hospital, especially the hospice unit, because in this setting is more easily available the new medical insurance for hospice care. Therefore a hospice team is organized in the hospital and may operate in the hospice unit and in the home hospice care service. After Model A is set up and operating, Model B will be the next stage, in which medical insurance cover will be extended to home hospice care service. This model(B) is also based on the hospital, but the focus of the hospital hospice unit will be moved to home hospice care which is connected by local physicians, national public health centers, community parties as like churches or volunteer groups. Model B will contribute to the care of terminally ill patients and their family members and also assist hospital administrators in cost-effectiveness.

환경변화에 따른 국제통상학 교육의 발전방향 (Suggestions for the International Trade and Commerce Education in the Changing Environment)

  • With starting of the WTO system, the environments of international trade and commerce met new aspects of affairs such as lowering of trade barriers among nations and bittering of competition among companies that transcend nation's border. In these changing environments of international trade and commerce, to accomplish high rates of export growth, it is necessary that the government and private companies have to establish new international trade and commerce policies and effective counter plans. In relation to these situations, to cultivate international trade and commerce specialist constantly who can be adapted to the situation of the times, the persons concerned with international trade and commerce education of the university must be considering the change of environments, and analyze the problems and pursue the change constantly to fulfill the needs of the society. Therefore, in this study, we investigated the changing features of the educational environments for international trade and commerce in Korea, and suggested improvement direction of education of international trade and commerce of university. We suggest that following; firstly, development of the link major, secondly, development of standardized curriculum, thirdly, enlargement of cooperation with foreign countrie's universities, and fourthly, activation of the trade incubator project.
