"공공기관의기록물관리에관한법률"과 "공공기관의정보공개에관한법률"제정과 함께 공무원들의 인식이 행정정보를 공개하는 것으로 전환되면서, 지방의 기록관리 필요성이 부각되고 있다. 2007년 "공공기록물관리에관한법률"이 시행되면서 영구기록물관리기관의 설치가 의무화 되었고, 지방자치 정신을 이어나갈 수 있도록 하였다. 지방자치는 중앙에 집중된 권한을 지방으로 분산시키는 것을 바탕으로 하는 제도로서, 권력분립의 원리와 함께 국민의 자유를 보장하는 역할을 한다. 이는 주민의 삶의 질을 향상시키고, 균형 있는 지역발전을 이루는 생활정치의 장이며, 민주주의 훈련의 장의 역할을 한다. 지방기록관리를 통해서 자치단체는 업무의 설명책임성과 행정의 투명성을 강화시킬 수 있으며, 이를 통해서 주민들의 자발적인 정치(행정) 참여가 더욱 활발해 질 수 있다. 본 연구는 지방기록 중에서 가장 가치가 높은 광역자치단체장의 기록 관리 방안을 제시한다. 광역자치단체장 기록의 체계적인 기록관리를 위해 법규의 정비와 생산 등록, 보존, 활용 및 서비스의 기록 관리 체제를 수립하는 방안을 제안하였다. 우선 광역자치단체장 기록의 범주를 산정하기 위해 기록을 생산하는 보조 보좌기관인 부단체장실과 비서실, 공보관실의 업무를 파악하였다. 또한 16개 시 도 비서실, 공보관실 직원의 인터뷰 결과와 정보공개청구를 통해서 광역자치단체장 기록의 관리 현황을 파악하고, 문제점을 도출하였다. 이를 해결하기 위해 법규의 정비와 기록관리 체계를 제시한다. 법규는 광역자치단체의 행정기구설치조례시행규칙과 기록관설치 운영규칙의 개정, 국가기록원의 기록관운영규칙제정참고안의 개정을 통해 법규의 정비를 제안한다. 또한 기록관리 체계로서 광역자치단체장 기록의 생산 등록, 보존체계의 구축, 광역자치단체장 기록의 활용 및 서비스를 제안한다. 기록을 생산하고 등록하기 위해 기록관리기준표에 광역자치단체장의 기록 생산과 관련된 업무를 하는 부서별로 단위과제를 신설하여 기록을 생산 등록할 수 있게 하였다. 활용 및 서비스를 위해서 웹 사이트의 활용과 기록 목록을 작성하여 목록서비스를 통해서 어떠한 기록이 관리되고 있으며, 서비스 받을 수 있는지를 주민들과 임기가 끝난 광역자치단체장에게 기록을 활용할 수 있도록 하는 것을 제안하였다.

최근 복합재난 환경 속에서 지역 방재력을 구축하기 위한 재난안전관리의 선진화에 대한 새로운 패러다임이 요구되어지고 있다. 이러한 상황속에서 2012년 9월 구미 불산 유출사고를 겪으면서 지방자치단체의 재난안전 역량의 중요성 및 필요성이 부각되었다. 이와 함께 안전 확보에 대한 국민의 관심도 증대는 지역 주민들의 재난안전정보에 대한 권리를 가시화하였고 사회적 이슈로 나타났다. 본 연구에서는 지방자치단체의 재난관리 업무역량을 평가 분석 할 수 있는 프로그램을 개발하였다. 재난관리 역량강화 지표를 데이터베이스화하여 재난관리담당자 중심의 웹 기반 체계를 구축하여 지방자치단체가 자체적으로 재난안전관리 역량 수준을 파악하도록 하였다. 또한, 재난안전관리 정보를 지역주민들이 이해하기 용이하게 지표화하여 공개하도록 하였다. 지방자치단체의 재난관리 역량강화를 위해서는 지역의 취약성을 분석하여 개선사항을 도출하는 노력과 함께 이를 지역주민에게 공시함으로서 지역사회의 참여를 바탕으로 최적의 효과를 거둘 수 있을 것이라 기대한다.

One of the prominent challenges of e-government identified in developing countries is low level of ICT literacy and skills of e-government users. For those countries at the nascent stage of e-government development, it is crucial to identify and provide e-skills needed from the demand side. However, prior research has mostly focused on the supply side of e-skills, ignoring the consumption side of e-skills. In addition, no user centric approach for e-skills identification and development for e-service consumption, with respect to the stages of e-government development, have been proposed and validated. The purpose of this article is thus to: 1) Identify skills required for e-services utilization by all participants-citizens, public, and private sector employees-involved in G2C, G2B, and G2E e-government relationships respectively; assuming they are consumers of e-government and to 2) Propose and validate an user-centric approach for e-skills identification and development based on stages of e-government utilizing the Delphi method. As a result of the study, a comprehensive list of e-skills (N = 81) was generated. We found that e-skills required for e-service consumption are not merely technical; they include a wide variety of related skills that can be applied to enhancing e-skills. Therefore, the findings can serve as a standard curriculum for training and educating both citizens and government employees in developing countries. Moreover, the findings of this research may also facilitate international organizations in indentifying and measuring citizens' readiness for e-government in terms of e-skills.

많은 연구에서 행정정보 데이터세트의 중요성을 언급해왔으나 지금까지 실질적인 관리는 전무했다. 이런 상황에서 2020년 국가기록원은 행정정보 데이터세트 관리를 중점 추진사업으로 선정하며 본격적인 관리 작업에 착수하였다. 국가기록원의 노력에도 불구하고 업무를 수행하여야 할 기록관은 새로운 사업에 대한 우려를 보였다. 이에 이 연구에서는 공공기관에서 이미 실시하고 있는 공공데이터 사업과의 비교를 통해 행정정보 데이터세트 관리의 문제점을 확인하고, 개선방안을 찾고자 하였다. 법률, 고시, 지침, 소관 부처에서 발행한 간행물의 내용을 중심으로 대상을 분석, 비교하였다. 분석 결과를 토대로 단위기능 책정시 정부기능분류 참조, 행정정보 데이터세트 관리기준표 재구성, 유관 시스템과의 데이터 연계를 행정정보 데이터세트 관리의 개선방안으로 제안하였다.

Domestic and foreign software components are rapidly developing continuously. However, the government's plan to activate BIM remains relatively sluggish. In particular, BIM based information management systems have been developed to enable the development of degraded railway industries in infrastructure BIM based areas. For this purpose, we analyzed domestic and oversea policies and guidelines. We conducted a survey on the personnel of the railroad corporation. Based on the survey result, the elements applicable to BIM were reflected in the system.

이제 중앙행정기관 뿐 아니라 기초자치단체에도 기록물관리 전문요원들이 다수 채용되어 체계적인 기록관리의 형태를 갖추어 가고 있다. 이 연구에서는 기초자치단체 기록관을 대상으로 한 기록관리현황을 알아보고자 하였다. 이를 위해 기록물관리 전문요원의 채용이 많이 이루어졌던 서울 경기 인천 등 수도권에 소재한 기초자치단체 기록관 중 11곳에서 2009년 9~10월 사이에 기록물관리 전문요원들과 심층면담을 시행하였다. 이를 통해 기초자치단체 기록관의 제도적 측면, 운영 관련 및 기록정보 서비스 관련 분야의 현황과 문제점을 분석해보고, 이들 각각의 분야에 대해 개선 방안을 찾아보고 제시하였다.

This study attempted to analyze the factors that influence the participation of beneficiary companies in the government's defense industry promotion support project. To this end, experimental data were analyzed by constructing a prediction model consisting of highly important variables in beneficiary company decisions among various company information using the decision tree model, one of the data mining techniques. In addition, various rules were derived to determine the beneficiary companies of the government's support project using the analysis results expressed as decision trees. Three policy measures were presented based on the important rules that repeatedly appear in different predictive models to increase the effect of the government's industrial development. Using the analysis methods presented in this study and the determinants of the beneficiary companies of the government support project will help create a sustainable future defense industry growth environment.

미국 연방정부는 정부의 정보 및 정보시스템에 대한 연방정보보안관리법을 적용하여 각 기관의 정보보안을 강화하기 위한 프레임워크를 제시했다. 동 법에 따라 NIST 주관으로 연방정보보안관리법 실행 프로젝트를 실행하여 미국 연방정부의 정보 및 정보시스템을 보호해 안전한 미국연방정부 설립이라는 목적을 달성하고자 한다. 이를 위해 각 연방기관의 정보보안강화를 위한 근거를 마련하고 관리예산처 및 인반회계감사원 등 이를 관리 감독할 수 있는 체계를 구성하고 있다. 우리나라의 경우 국가사이버안전관리규정을 통해 국가차원의 사이버안전 관리강화를 위해 노력하고 있으며 특히 국가사이버안전매뉴얼에서는 각급기관이 평시에 자신의 정보시스템에 대한 관리를 수행할 수 있도록 평시 안전점검 체크리스트를 만들었다. 본 논문에서는 미국의 연방정보보안관리법에 따른 보안관리체계를 분석해 우리나라의 사이버안전 관리체계 강화 시 참고하고자 한다.

Children's play facilities have changed over a decade from the traditional play facilities in the front yard to the new type of commercial play facilities which install more exciting and enjoyable facilities, such as Kids Park. The more diversified in the type of facilities, the more difficult in the safety management by the existing system. The 'Safety Management System of Children's Play Facilities' of MOSPA(Ministry of Security and Public Administration) has provided the safety information uni-directly by government sector to the private communities. Recently, multi-directional information sharing methods, such as community mapping are adopted actively in the social activities which have common purpose for making the better community by information sharing with government and private sector. On the purpose of citizen's participation for safe play facilities and preventing accidents, this study investigated the status of child accidents and safety standards, especially focused on the children's play facilities. And the way for sharing safety information among the communities with the GIS mapping skills is suggested in the respect of more easily monitoring and practically inputting the comments on the status of management of play facilities by real users based on their experiences. It is expected that more activities from the private sector would participate to the safety management of children's play facilities by realizing the suggested system.

To promote the efficiency of production process of small and medium sized company, government conducts production information business that collects and analyzes information of production field automatically and helps process' controlling and supervising by supporting costs of purchase, installment, etc. of hard-software and network related to middle and small sized company intending e-Manufacturing of production field with computer and information & communication network. As a result, the number of middle and small sized companies that introduce and manage production information system is increased. Therefore, the purposes of this research are to arrange contents of production information system introduced to solve current problems of middle and small sized companies and analyze effects of small and middle sized companies' introduction through example companies.
