  • The objective of this paper is to think about what structural reforms of the Korean government S&T development management system might be. Korean society is currently experiencing a drastic socio-economic transformation. The results of this transformation should be reflected on the determining process of the directions and breadths of structural reforms of government S&T development management system. Because the government system design will be based on the premises of socio-economic conditions under which administrative activities perform and also this socio-economic changes can influence on changes of the premises of government management system design. Moreover, S&T development management system is a subsystem of government system so that the directions of structural reform of those subsystems should be considered in the broad framework changes in the development management system of the government. For the last forty years, the Korean government S&T development management system has been based on the premises including transformation from an agrarian society to an industrial society, authoritarianism and centrally controlled institutions, and exteremely small portions of private investments for science and thechonology R & D of the total. Recently, however, the premises of Korean government S&T development management system have rapidly changed. the characteristics of these changes are including tranformation from an industrial society to a knowledge and information intensive society, globalization, localization, and relatively large portion of private investments for science and technology R & C of the total. The basis of government reforms in Korea was the realization of the performances and values through the enhancement of national competitive capacity, attainment of lean government, decentralization and autonomy. However, the Korean government has attached a symbolic value of strategic organizations representing strong policy intentions of government for the science and technology based development. Most problems associated with the Korean government S&T development management system have grown worse during 1990s. Many people perceive that considerable part of this problem was generated because the government could not properly adapt itself to new administrative environment and the paradigm shift in its role. First of all, the Korean government S&T development management system as a whole failed to develop an integrated vision under which processes in formulating science and thechology development goals and developing consistent government plans concerning science and technology development are guided. Second, most of the local governments have little organizational capacity and manpowers to handle localized activities to promote science and technology in their regions. Third, the measure to coordinate and set priorities to invest resources for the development of science and technology was not effective. Fourth, the Most has been losing its reputation as the symbol of ideological commitment of the top policy maker to promote science and technology. Various ideas to reform government S&T development management system have been suggested recently. Most frequently cited ideas are as follow : (ⅰ)strengthen the functions of MoST by supplementing the strong incentive and regulatory measures; (ⅱ)create a new Ministry of Education, Science & Technology and Research by merging the Ministry of Education and the MoST; (ⅲ)create a new Ministry of Science & Technology and Industry ; and(ⅳ)create a National Science and Technology Policy Council under the chairmanship of the President. Four alternatives suggested have been widely discussed among the interested parties and they each have merits as well as weaknesses. The first alternative could be seen as an alternative which cannot resolve current conflicts among various ministries concerning priority setting and resource allocation. However, this alternatives can be seen as a way of showing the top policymaker's strong intention to emphasize science and technology based development. Second alternative is giving a strategic to emphasize on the training and supplying qualified manpower to meet knowledge and information intensive future society. This alternative is considered to be consistent with the new administrative paradigm emphasizing lean government and decentralization. However, opponents are worrying about the linkages and cooperative research between university and industry could be weakening. The third alternative has been adopted mostly in nations which have strong basic science research but weak industrial innovation traditions. Main weakness of this alternative for Korea is that Korean science and technology development system has no strong basic science and technology research traditions. The fourth alternative is consistent with new administrative paradigms and government reform bases. However, opponents to this alternative are worried that the intensive development of science and technology because of Korea's low potential research capabilities in science and technology development. Considerning the present Korean socio-economic situation which demands highly qualified human resources and development strategies which emphasizes the accumulations of knowledge-based stocks, I would like to suggest the route of creating a new Ministry of Education, Science & Technology and Research by intergrating education administration functions and science & technology development function into one ministry.

  • As information disclosure is actively requested, loopholes of the government's Records Management System have exposed. Important documents of government have been disposed, lost, and closed to the public by the reason that they are 'classified'. This study starts from the recognition of these problems. Researches on classified records are necessary to reveal the historical truth. The purpose of this study is to examine the organization of Records Management System and the management of classified documents of the government institutions. Through the analysis of actual condition of classified records management, it is found that the classified records management is poorly implemented in Korea. This study especially deals with the classified records management system in special records management institutions such as legislative, judiciary, and military agencies. Though this study deals with a specific part of government, it may contribute to improvement of classified records management in government as a whole.

  • The objective of this study is to catch hold of the problem occurring in the process in which librarians have obtained government publications and to show the method that can construct the rational distribution system of government publications. For this study, total 56 librarians who work for 44 institutes sponsored by central government and 12 institutes sponsored by local government were chosen as the objects of research and questionnaire survey to know how to obtain government publications. How to construct the rational distribution system of government publications is as follows. (1) The exclusive organization to manage overall service for government publications should be established newly or previous similar organization should be reorganized. (2) As reinforcing the law concerning deposit copy, government publications should be distributed obligatorily to all of the depository agency, and the depository library system of government publications should be introduced and managed newly. Especially the management of deposit copy and the depository library system of government publications should be undertaken by the exclusive agency of government publications. (3) Free-government publications should be converted to pay-government publications as much as possible so that everyone can purchase government publications easily. And free-government publications which are difficult to convert to pay-government publications should be distributed according to rational standard by the exclusive agency of government publications. (4) Pay-government publications should be sold by private distribution organization under exclusive agency of government publications. Also printing, editing and pricing of pay-government publications should be done by private distribution organization to compete with general books. (5) In order to promote the sales of pay-government publications, the sales centers of government publications must be established even in city and county. Also special government publications which have much demand should be sold even in general book stores. Especially the management of the sales centers should be undertaken by private distribution organization. (6) It is necessary to abolish or improve unreasonable regulations or system related to government publications and to make legislative, institutional devices for government publications. • Since the late 1990s, the Korean government has attempted to develop the Architectural Information System (AIS, SEUMTER), led by the Ministry of Construction and Transportation, in order to improve civil complaint convenience and administrative efficiency in architectural administration. Since then, for nearly 30 years, the Korean government has been continuously upgrading the SEUMTER system. Based on these advancement projects, it is now possible to conduct civil affairs through the Internet, and civil petitioners can file complaints with government offices without visiting and without documents. In addition, statistical work and performance management became possible in real time for civil servants. And recently, by clouding the SEUMTER system, intelligent services have become possible. In this paper, the development process of the SEUMTER was divided into four stages and evaluated, and the main success factors were derived. The main success factors of SEUMTER are 1) Promotion as a National Agenda - Leadership of the President and Ministers, 2) Outsourcing of Information System Development and Dissemination, 3) Overcoming Selfishness between Ministries - Integrating Building Permits System and Building Ledger Systems, 4) Continue to Promote Information System Advancement. Subsequently, three global diffusion strategies for SEUMTER were presented: 1) the Need to Establish Globalization Strategy: Linkage with Smart City Business, 2) Small and Medium-sized System Model Needed for Globalization and ODA, and 3) System Success Needs to be Publicized Internationally.

  • Government R&D Project Management in Korea has had considerable difficulties because of the lack of project monitoring systems and insufficient communication. The National Program for Tera-level Nanodevices (TND Program) is a ten-year R&D program for commercialization in the area of nano technology. Collaboration and communication among the various participants such as business companies, universities, and government R&D institutes are key success factors in this R&D program. TND Program office has developed a Web-based project management system. This system consists of mostly four sub-management functions: (1) Milestones management of all R&D projects; (2) DR (Design Review) management as the mechanism for checking the performance against milestones; (3) Project activity management using the WBS (Work Breakdown Structure); (4) Budget management. Additionally, it also has many R&D supporting functions such as technology information bulletin board, community management, and visual summary of project progress and performance. This system is effective for monitoring research project as well as measuring project performance of the overall research program. This Web-based system has become the useful tool of R&D moving target mechanism and effective communication and collaboration tool. System features and adoption process of the system are also suggested.

  • The Korean central government has been investing a lot of efforts to promote performance of local governments. For example, the Ministry of Public Administration and Security (MOPAS) supported the local governments to develop and provide with a 'balanced score card' and a 'customer satisfaction innovation. ' Many other central ministries also conducted individual evaluations for local governments in their substantive policy areas. These evaluation systems of 78 appraisals for local governments conducted by the MOPAS and other ministries had made the local governments to work harder. However, most local governments have appealed their 'reform fatigue' caused by the overlapping evaluation systems. In this context, the MOPAS initiated merging the evaluations into a co-evaluation system under the new Government Performance Evaluation Act of 2006. In this process of introduction of new evaluation system, there are two significant movements. Firstly, as Korean Government has strong information technology, MOPAS has developed 'Virtual Policy Studio (VPS)' which evaluates the performance of each local government with on line. In other words, in the co-evaluation system for local government performance most evaluation steps are implemented by computer and Internet. So most stakeholder can access and work on the VPS in real time when they want to. And the other thing is that cooperation among stakeholders has been occurred in the co-evaluation system. Furthurmore the cooperative governance is systemized and sustain for a long time because MOPAS made IT based co-evaluation system. Therefore this paper intends to illustrate the process of introduction of VPS, main process of co-evaluation system based on VPS and analyze collaborative governance of the co-evaluation system.
