Relentless competition and price cutting race make small/medium software business very difficult to maintain their business. Especially small software businesses are often at a disadvantage when they try to win government contracts, Due to the characteristics and importance of software industry, there is no doubt that government support for mall/medium software business is indispensible. In fact, the development of the US software industry has been strongly influenced by government policy during postware period. This paper attempts to examine the general small/medium business supporting policies currently implemented. In addition, policies in the construction industry and the US federal government are explored, in order to find appropriate roles the government should play.

Korean e-goverment has shown its development phase upgrade following the world' e-government evolution. By United Nations, Korea was ranked number one in e-government yet it was not even in top ten for past years. Even now, a number of Korean government organizations such as Ministry of Security and Public Administration and Ministry of Science, ICT and Future Planning have presented and executed various directions and strategies (for example, e-gov 3.0). On the other hand, World Economic Forum put Korea out of top 10 in Networked Readiness Index and hence wireless mobile communication of Korea is a weak point making difficulties for smart office and Bring Your Own Device (BYOD) implementation. This paper details the analysis of leading countries' strategies and policies on m-Government and provides some suggestions for Korean m-government.

To study the relationship between various information sources and first-to-market product innovation, this research examined how the internal and external information sources relate to first-to-market product innovation and how government regulations (economic, social and administrative) affect first-to-market product innovations, applying the perspective of Institutional Theory. For the analysis, variables used were first-to-market product innovation, internal and external information sources, and economic, social, and administrative regulations. This study was conducted based on survey data from the Korean Innovation Survey 2020 by the Science and Technology Policy Institute of Korea (STEPI). The data analyzed included small and medium-sized enterprises (SMEs) in the manufacturing industry, and a total of 586 firms were used from 2017 to 2019. By analyzing the internal and external information source and government regulations that have been relatively underexplored in previous research, this study suggests new directions and provides practical and managerial implications based on the results.
The SW-centered battlefield management information system R&D project takes a long period of 5-10 years or more by applying a complex and rigid batch acquisition strategy. In order to solve this problem, it is necessary to institutionalize a rapid and flexible battlefield management information system R&D project management procedure applying agile development methodology, and a government project management organization and contract management method to support it In this study, we analyzed the case of applying the Agile development method centered on Scrum to the US SW-centered weapon system R&D project and the characteristics and problems of the battlefield management information system R&D project in Korea, and suggested improvement measures as follows. First, the battlefield management information system R&D model applies the hybrid development method, and the system requirements analysis and system structure design use the existing waterfall development procedure, and the agile method is applied from the SW requirements analysis to the system integration stage. Second, flexible adjustment of performance, schedule, and cost by organizing an Agile IPT in which military (requirements) - DAPA (project management) - developer - functional specialized organizations (test and evaluation, quality, government research institutes, etc.) participate. Third, improving the Basic Order Agreement so that it can be applied to agile R&D.

SME's (Small and Medium-sized Enterprises) have limited resources to build information systems on their own. We suggest what government need to do to support SME's, which includes establishing a one-stop service center, outsourcing of public service, and triggering strategy In order for the government support to be effective, it should serve SME's needs continuously and professionally.
In industrialised countries, innovation is a key source of economic growth. Rrsearch is a key driver of technological innovation and involves the process of systematic investigation and/or experimentation to discover new knowledge. The Governments'industry innovation policy supports a business focus on Research and Development (R&D) through a range of programs in order to achieve these aims. The Innovation Statement (DISR 2000, 20010, launched by the Australian Prime MinisterJanuary 2001, commits an additional ${\$}$3 billion over five years to encourage and support innovation. The Australian Government aims toworld competitive firms and strong research capability in industry to strengthen Australia's international competitiveness and increase national prosperity. It develops policies and programs to enhance investment in innovation. The Australian Government has established a number of R&D funding support programs aimed at increasing the level of R&D in Australia. The backbone of these programs is the tax concession program, which is made up of the 125 per cent R&D tax concession, the 175 per cent premium tax concession and the tax offset. Over 4000 businesses take advantage of the tax concession scheme, which costs the government around ${\$}$400mi11ion a year. This cost is expected to rise to over hall a billion by 2005-06 (commonwealth or Australia, 2003). Ensuring these resources are invested where they provide significant national economic benefits is a major policy issue. In this sense, this paper looks at the appropriateness, effectiveness and efficiency of the R&D tax concession with costs and benefits analysis.
It is true that every country which includes the developing country has planned own economic development through government subsidies. Korea also has developed their some major industry through supporting government subsidies. Under the WTO structure, however, government's specific supports for export firms come under prohibited subsidy and subsidy supporting must be based on WTO ASCM(Agreement on Subsidies and Countervailing Measures). The purpose of this paper was to study on the WTO ASCM and to analyze cases on the shipbuilding and Hynix DRAM dispute which Korean concerned major subsidy issue. Korea has been undergoing subsidy dispute with EU and U.S.A. concerned matter of shipbuilding and Hynix DRAM respectively. From this research results were as follow : First of all, the WTO ASCM introduced a definition of subsidy and divided subsidies into three categories and was legally bound through dispute settlement mechanism and implemented by all WTO members. Also, through analyzing cases, results were indicated that Korea wins a lawsuit against the matter of shipbuilding subsidy whereas losing the lawsuit against the matter of DRAM subsidy. It means that the case of shipbuilding subsidy do not violation WTO ASCM and the case of Hynix DARAM is against WTO ASCM. Additionally, as we see the dispute cases concerned Korean industry, it is necessary that government should operate subsidies which were provided for certain governmental policy as consisted with WTO ASCM.

In absence of general record management system for government-affiliated organizations, establishment of the standard; Functional requirements of systems with record management for government-affiliated organizations, etc. NAK/S 24:2014(v1.0) is meaningful because it can consensus the functional requirements and directions which are considered when organizations develop in-house record management systems. This study aims to analyze functional requirements and suggest procedures and strategies for application of the standard in the case of development of the record management system.

The delay in construction is the challenge often faced in the course of executing construction projects. To the government projects, the delays become very serious. This problem directly affects the lives, social welfare of the people, and the other negative social impacts. However, the government projects have not been much interest. The questionnaire surveys in Vietnam were conducted to determine the causes of the delay and to find solutions for dealing with the delay. The average index was used to rank the delay factors and the solutions. This study identified the 5 most highly ranked delay factors and the 8 best solutions from a list of 31 delay factors and 19 solutions for the delay. The five most highly ranked delay factors were: information delays and lack of information exchange between the parties; incompetent owner; incompetent supervision consultant; incompetent contractor; and difficulties in financing project by owner. The findings of the study can help the parties involved the government construction projects and practitioners to give appropriate strategies for countering the delay in their projects.
