This research aims to investigate the application of Keynes's theory in Indonesia, particularly in solving unemployment and poverty problems through government spending, economic growth, and human resource capacity. The basic concepts of the Keynesian theory were used as a method, through which government spending was harnessed toward economic growth in reducing unemployment and poverty rate. The analytical materials used were panel data for the 2017-2021 period in Central Java, Indonesia. The analytical methodology used was a multiple regression experimental design in selecting the best model according to Keynes's theory, especially for overcoming formidable problems. The main results showed that large Government spending program is ineffective in encouraging pro-growth, pro-job, pro-poor, and pro-equity development policy strategies. The causes of this failure include the violation of Keynes' assumptions about rationality and the low quality of education investment, which do not encourage productive and innovative entrepreneurship, as well as self-employment opportunities. As a result, government spending, including subsidies and direct financial assistance, used to implement the macroeconomic monetary, unstructured, and fiscal policy system is insufficient to significantly reduce the enormous difficulties. The main research results confirm that human capital capacity is the key to mitigating and reducing unemployment and poverty.
Since the late 1990s, the Korean government has attempted to develop the Architectural Information System (AIS, SEUMTER), led by the Ministry of Construction and Transportation, in order to improve civil complaint convenience and administrative efficiency in architectural administration. Since then, for nearly 30 years, the Korean government has been continuously upgrading the SEUMTER system. Based on these advancement projects, it is now possible to conduct civil affairs through the Internet, and civil petitioners can file complaints with government offices without visiting and without documents. In addition, statistical work and performance management became possible in real time for civil servants. And recently, by clouding the SEUMTER system, intelligent services have become possible. In this paper, the development process of the SEUMTER was divided into four stages and evaluated, and the main success factors were derived. The main success factors of SEUMTER are 1) Promotion as a National Agenda - Leadership of the President and Ministers, 2) Outsourcing of Information System Development and Dissemination, 3) Overcoming Selfishness between Ministries - Integrating Building Permits System and Building Ledger Systems, 4) Continue to Promote Information System Advancement. Subsequently, three global diffusion strategies for SEUMTER were presented: 1) the Need to Establish Globalization Strategy: Linkage with Smart City Business, 2) Small and Medium-sized System Model Needed for Globalization and ODA, and 3) System Success Needs to be Publicized Internationally.
The economic recession of North Korea has been prolonged, the need for humanitarian assistance for the women and children of DPRK has been raised. In March 2006, South Korean government signed MOU with World Health Organization (WHO) to financially support "Improving Women's and Children's Health in DPRK (IWCH)" project. The assistance projects through UNICEF and the non-government organizations of South Korea were also followed. IWCH project consists of three parts; nutrition, disease management, children and maternity care. The first term (2006-2007) of the project leading by WHO was finished, and the second term (2008-2010) is just begun. The projects driven by NGOs have relatively been delayed due to difficulties in negotiating on project contents and places with North Korea. Recently, however, re-modeling processes of an obstetric/gynecology hospital and a children hospital in Nampo were started. Up to recently, South Korean government has played only a limited role in the humanitarian assistance for North Korea. IWCH project is, however, a full-scale initiative driven by government based on a systematic review of need and priorities. A significant amount of budget and relatively long term (five year) project compare to the previous short term and small size programs were expected to make more meaningful achievement. Despite these positive aspects, the project remains a list of unsolved problems a lack of mutual trust, a different decision making process between South and North Korea, a lack of conflict management process, and unpredictability and complexity of international politics. In spite of such kind of political uncertainty, the health care sector will be a leading area in the process of improving relationship between South and North Korea, particularly, humanitarian assistance for women and children will play a crucial role in the process. The successful implementation of IWCH project, therefore, will contribute to provide the reference model in developing the mutually constructive relationship between South and North
International Procurement refers to the actions governments and public institutions worldwide buy goods and services. With the WTO agreement on government procurement, most procurements are realized by bidding, which accelerates the opening-up of International procurement. Today International procurement has drawn the world's attention. The scale of international procurement market has been developing fast, reaching about US$ 5.55 trillion this year, In our country, however, due to the difficulty in initial market access to local procurement, the participation in taking international procurement is quite inactive, especially when compared with our exporting scale. The UN procurement market has procurement rules that countries which make contributions to UN and developing countries are favorably treated, and non-discriminatory and public competition in bidding and the optimum purchase are kept, and so on. It has its own head office and many subsidiary agencies. Actually the international procurement market offers an international marketplace for suppliers of all tangible goods and services. Therefore, UN and international procurement markets are great significant foreign markets to our country. But our country lagges behind in international procurement as it has not reached to our monetary contribution to UN. Therefore, it's essential to stimulate our company's participations in the UN procurement market. To fulfil this purpose, first of all, this study analyzes the current status of UN procurement market and Korea's current participation status. Then it investigates the procurement information system of UN and Korea's international procurement market information system as well as assistance system. Based on the above, by studying on the actual spots of the interview investigations on the registered firms in UNPD, this thesis discloses the problems with the Korea's national information system and assistance system on UN procurement market. Finally, this study raises the efficient plan for the integrated international procurement information system & assistance system.

The domestic construction market is recently daunted because of the sustainable real estate regulation policy by the government. In other aspect, after the WTO(World Trade Organization)system opened overseas construction is growing continuously with grow of international economy and opening of market through world. Therefor needs to establish strategy on expansion or over seas construction competitive power. The purpose of this research is expansion on over seas construction competitive power by suggesting project cost guarantee methods to Owner and cost guarantee methods are Official Development Assistance(ODA). Accordingly, this research analyzed a developed $country^{\circ}{\phi}s$ ODA and domestic ODA. Moreover, survey to Expert of related field about over seas construction and ODA for identified problems. Especially, based on the results it intends to analyzed domestic ODA competitive power and improve strategy to competitive power of receive an order on over seas construction.
The National League for Democracy (NLD) has restored a civilian government since the military had taken political power in 1962 as a result of general elections on 7, November 2015. But Daw Aung San Suu Kyi could not take part in the presidential election due to some restraints in constitution, so new government created the state counsellor position and the ministry of sate counsellor's office against military's resistance. It never publicized whether the military has to back to barracks including abolish of military's occupying the parliament seats. The ruling party is still taking laissez-faire to the military's political and economic role. The National level Ceasefire Agreement called the 21st Panglong conference launched in the end of August for a week, but stakeholders only insisted their demands. Rohingya issue is not involved in the 21st Panglong conference which aims to achieve national unity. The U.S. fully lifted a comprehensive sanction toward Myanmar since 1993, Japan promised huge grant assistance succeeding the former quasi civilian government. China strived to restore alienated relations of two countries. Although Korea kept Official Development Assistance, the summit which was planed two times in 2016 did not hold. The civilian government announced twelve points of developmental agenda in July 2016, instead of destroying the national development policy of the Thein Sein government. This agenda only showed the direction of policy not road map which was the same trend of the former government. The main direction of economic development stressed agriculture but manufacture like light industry was ignored.

The purpose of this paper was to draw implications for community economic development policies of Korean local governments by investigating the community economic development policies of the USA local governments. Those policies can be segmented to first wave(1950s-1970s), second wave(1980s), and third wave(1990s) of development policy. First two policies entailed some expense to community residents by providing low tax rates, tax abatement, tax reliefs, industrial revenue bonds, and direct state loans for potential companies. These policies brought ‘clawback’ and ‘drawbacks’ to the local residents. The third wave of community economic development policy includes capital market programs(predominantly government-financed loan programs and government support for predominantly privately financed loan or equity programs), providing information and education for small business in the communities, supporting small business by providing high technology and research, and export assistance-providing information/training opportunity how to export, sending trade missions, and export financing. Local government authorities in Korea should learn the community economic development policies administrated by the USA local governments so that they can avoid the potential try-and-errors in establishing, planning, and administrating their economic development policies.

Purpose : This study aimed to identify the educational effects of the International Development Cooperation and Healthcare course from 2018 to 2020. Methods : Changes in awareness of international development cooperation (understanding international development cooperation as well as government Official Development Assistance [ODA], thoughts on aid, and thoughts on government's aid scale) were analyzed using web-based surveys. The pre-course survey was conducted 1-2 weeks before the semester started, and the post-course survey was conducted 1-2 weeks after the semester ended. All data were analyzed using the SPSS 26.0 program, and statistical significance was set at p< .05. Results : A total of 314 people participated in the survey before taking the course, and 286 people participated in the survey after taking the course. Analysis of the changes in students' awareness of international development cooperation showed that all items (understanding international development cooperation and government ODA, as well as having thoughts on aid and government's aid scale) were improved. Regarding changes in awareness according to general characteristics, thoughts on aid were statistically significant according to all characteristics except for 2018. Regarding government's aid scale, awareness scores increased after taking the course in students who majored in healthcare, fine arts and athletics, broadcasting and media studies, and digital contents. Conclusion : This study showed that changes in awareness of international development cooperation were largest in second-year students. Compared to changes regarding international development cooperation, government ODA, and thoughts on aid, changes regarding thoughts on government's aid scale were minor. In the future, it is necessary to develop class content suitable for the first-year level and to supplement and operate content that can change the way of thinking on government's aid scale.

This study presents improvement measures at the local government level by analyzing the step-by-step projects of Suwon City's Suwon Village Development Project, which is being carried out with public development assistance in the Kingdom of Cambodia. For this study, realistic research was conducted by visiting the site and interviewing the person in charge. The following conclusions are drawn. First, public development assistance projects for local governments in Korea should be carried out, with detailed programs to implement them under the central government's ODA policy. Second, provided a project is competitively carried out, and is not simply pork barreling or enhancing the external image of local governments, the project should be continued, and supplementary measures taken based on an evaluation system and the results of the project's performance. Third, ODAs in the economic and social development sectors-not sporadic aid among central government ministries and local governments-should be centered on the central government and KOICA while local governments are small. If development cooperation is achieved by focusing on the software sector, criticism that it wastes taxpayers' money is likely to decrease. This study suggests that local governments need to establish ODA plans and cooperate with the central government.
Government tries to revise the article 25 in Korea Maritime Transport Act which describes subject of coastal carriage for exported-imported container cargoes. The subject of coastal carriage will be replaced coastal carrier by ocean liner carrier according to the revised article 25. By adopting the revised article, coastal shipping industry will be deteriorated in terms of returns on investment, sales and etc. Even though the revision is inevitable to harmonize the flow of exported-imported container cargo movement, coastal shipping industry should be developed and restructured to get competitive power and to set up an efficient international logistics system. To enhance competitive power of coastal shipping companies successfully, government must realize the importance of coastal shipping, and aid the industry through various methods such as arrangement of law and regulation, indirected financial assistance, decrease of tax rate, etc.
