Government agencies have many difficulties for the information system development and operation. One of the difficulties is a budget estimation. Each government agency suggests individually different estimation for the personnel expenses and IT infrastructure adoption costs in the same field of informatization promotions. The other one is the operation costs are increased exponentially in every year[42, 51]. Those difficulties make government agencies can not help adopting SaaS. In fact, most of IT consulting company and government agencies already recognized a variety of SaaS advantages. The most typical SaaS's advantages are cost reduction, Software rapid development and deployment. However, once government agencies decide to adopt SaaS, they can not avoid many problems and difficulties. There is no information in a detailed item in a budget. In those kinds of situation, there is no choice whether government agencies accept SaaS provider's suggesting adoption costs or not. Thus, we provide a sheet of SaaS adoption cost estimation to government agencies. To know the cost factors, this study uses TCO(Total Cost of Ownership)'s criteria. To give a management point, this study uses Gartner's Application development Life Cycle. In this study, the integration check framework which is SaaS adoption cost estimation makes government agencies possible to establish a adequate budget.
The purpose of this study was to analyze methods and contents of global Korean food marketing. In-depth interviews were conducted from July to October in 2010 using a qualitative research approach. Government agencies and restaurant companies emphasized well-being and healthy aspects as a Korean food identity. Regarding the marketing contents, government agencies commonly included standard loanword orthography and recipes. On the other hand, restaurant companies contained their own contents differentiated from other brands. Government agencies used CF, video, book and newspaper as communication channels but restaurant companies did not have systematic communication channels. Government agencies attempted to use holding, supporting and participating expositions as communication methods, whereas restaurant companies mainly used sales promotion and point-of-purchase as communication methods.
Ideation is a process of generating new ideas or solutions using online crowd-sourcing technologies. This process has the potential to change the ways by which government agencies innovate and solve problems. Although increasingly more government agencies are implementing online ideation programs to tap into their employees' ideas and creativity, little is known about the unique challenges and effective practices of such programs. Thus, many government agencies are undergoing trial and error and often reinventing the wheel. This research aims to address this problem. By analyzing a focus group session and four cases of U.S. federal government ideation programs designed for their employees, this research identifies important organizational and technological challenges and effective practices. Furthermore, effective practices are grouped into different phases of ideation process and strategic vs. tactical levels to provide more meaningful and actionable insights. This research is an important step towards building a theoretical foundation for government ideation programs. The implications and limitations of this study are discussed.

The purpose of this study is to guide in providing quality services to meet the needs of married immigrants and their families. The researched agencies in this study were 14 public agencies and local government agencies, 21 married-immigrant family support centers, and 11 community social welfare centers located in the Seoul and Kyung-Gi areas. The program was categorized by the participating researchers, SPSS WIN 12.0 was used to calculate frequency, percentage and average then cross-tabulation was initiated. The results of the study are as follows: 1) The married-immigrant family support centers provide dominant services compared to public agencies and local government agencies, and community social welfare centers are located in the region of Seoul and Kyoung-Gi in the service areas of education, counseling, culture, child care and protect, support group and network. 2) All agencies provide service targeted to married immigrant women and their children 3) Three different types of agencies are mainly focused on providing Korean education programs. Married-immigrant family support centers and community social welfare centers are focused on providing computer skills programs. Public agencies and local government agencies are focused on providing vocation-oriented education. 4) Married-immigrant family support centers were investigated to service to the needs of married-immigrant families through networking with their neighboring communities.
The leading foreign arbitration agencies have established a representative office in China since 2015 to improve their arbitration agencies' problem being neglected by foreign parties. The Chinese government has enacted a system in which mediation services can be provided in China. The Chinese government seems to expect that if foreign arbitration agencies enter China and compete with Chinese arbitration agencies, Chinese arbitration agencies will also have an opportunity to develop through competition. In addition, it seems to reflect the expectation of Chinese parties that rather than using a foreign arbitration agency under foreign countries as the arbitration site to settle disputes, it would be more advantageous to arbitrate in China as the arbitration site with a foreign arbitration agency. The Chinese government has adopted a strategy to gradually open China's commercial arbitration service market to foreign arbitration agencies. Regarding the scope of arbitration services, China opened an arbitration service market limited to non-profit activities and foreign arbitration agencies in 2015 and then opened it to commercial activities in 2019. Also, the provision of arbitration services by foreign arbitration agencies is limited to foreign-invested companies registered in the Shanghai Pilot Trade Zone and parties in China, which are the counterparties of disputes between them. It will take a little more time to see how much the Chinese government will expand the number of parties that can use foreign arbitration agencies in the future.

Archives of Government-Affiliated Organizations have responsibility for collecting and preserving valuable records produced during the business processes of their work and for actively serving users at the same time. This study applied Quality Function Deployment(QFD) techniques to analyzing user's actual requirements and proposing improvements for the archives service quality of central government agencies. In order to derive the components of the QFD, a survey was conducted among internal users of records centers in six central government agencies, as well as a literature study and interviews with working-level records researcher were also conducted. Afterwards, The House of Quality(HoQ) was constructed based on the user's requirements and technical characteristics derived, and the importance and priority of the recorder service technical characteristics were derived based on it. Based on the results, archives service of central government agencies should focus on improving the usability of records for internal user. Especially, it was confirm that the support for searching, reading and borrowing services should be strengthened.
When people contact the government they can use a variety of channels. That is, they go in person to an office, use a telephone service, access information via the Internet, send a letter, or use a third party. Since the Australian Government first recognised the potential of online technology to improve service delivery in its 1997 Investing for Growth statement, it has articulated its policies and strategies for e-government in a number of papers. E-government involves government agencies delivering better programs and services online through the use of new information and communication technologies. The policy papers included Government Online-The Commonwealth's Strategy, launched in April 2000, and a new framework for e-government, Better Services. Better Government, launched in November 2002. Most recently, the Government released Australia's Strategic Framework for the Information Economy in July 2004. These papers outlined the broad directions and priorities for the future of e-government in Australia, and sought to maintain the momentum of agencies' actions under Government Online. One of its key objectives was for agencies to achieve greater efficiency in providing services and a return on their investments in ICT (Information and Communication Technology)-based service delivery. They also stated that investing in e-government should deliver tangible returns, whether they take the form of cost reductions, increased efficiency and productivity, or improved services to business and the broader community Implementation of the Government policy has led to considerable agency investment in ICT-based service delivery. However government policy also requires managers to ensure that program and service delivery is efficient and effective. Efficient and effective use of ICT has the potential to improve service delivery and to make financial savings. This paper outlines how people are using the channels to contact the government in Australia. It also examines the level of satisfaction they have with those services and their preferences and expectations. In addition, this paper aims at identifying the methods used by Australian Government to measure the efficiency and effectiveness of their delivery of services, and at assessing the adequacy of these methods.
Recently, information technology is considered as a basement of management for industries as well as administrations. Especially, government agencies deal with more high sensitive and Important data than other businesses, so, their security managements should be fair and efficient. At present, most government agencies possess and operate their own information security systems, but apply them for the sake of formality only, even do not adapt an audit system for management polices. This paper presents a design and implementation of an automated audit system which is suitable for the operation environment in government agencies, using the audit system based on the BS7799. The. proposed system aims to objectively, numerically and daily control the ISMS (Information Security Management System) for different level of government agencies. In addition, it permits to design and implement an adaptive audit tool, in order to meet a given condition of audit organization and guard the personal relationship between the auditor and its counterpart.
Currently, when the military performs military operations in wartime and peace time, it is important for him to obtain repeatedly updated traffic information for security of the military supply support. The purpose of this study is to present an acquisition way of the repeatedly updated traffic information which the military is available. To achieve this Purpose, firstly, this paper finded types of traffic information which the military demanded and limitations caused by an connection of traffic information network between the military and associated government agencies. Also. grasped ITS(Intelligent Transportation systems) equipment operation by associated government agencies (Ministry Construction & Transportation, Korea Highway Corporation, Seoul Metropolitan Government, National Police Agency, Korea Institute of Construction Technology) and connection situations of traffic information network among associated government agencies. On the basis of these materials, this study presented the most efficient connection method in the field of the space and the contents of traffic information between the military and associated government agencies and ITS connection system between the military and associated government agencies was contrived. Throughout the upper processes, this paper showed a method which is available for acquiring ITS traffic information of associated government agencies. In addition to the connection method of ITS traffic information network, resolutions for the problems caused by connection of ITS network were come up with. But the more deep study for this matter is needed since resolutions for the problems of the ITS network connection, which this paper presented, were very restricted.
The government is pushing hard to realize the electronic and knowledge government. In connection with the efforts most public institutions have already started adopting the electronic document management system(EDMS), and have entered in a phase of modification of, and supplement to the system for the flow of the electronic documents among the agencies to be made possible by the month of November this year. The present situation is that the modification and supplement of EDMS are underway in the field that is unrelated to the records and archival management, what has been foreseen in the academic world of archival science. Under this circumstances the article places emphasis on the importance of the positive participation of the archivists in the development of the EDMS. To be concrete it reveals how the archival achievements can be practically applicable to the EDMS. What is particularly conspicuous in the article is the detailed description of how usefully control of record production, classification and description, evaluation and selection that are put into practice in the archival management law can be embodied in the development of the EDMS. Finally the article put emphasis on the positive exchanges and integration to bring the archival management science and computer science, archival management law and electronic government law, the archival management agencies and the agencies in charge of the electronic government together into whole to find a way for the methodical achievements of scientific archival management to be positively applicable to the electronic document management system(EDMS).
