The energy intensity of Nepal is economically not worthy, lacks eco-friendly and importantly not sustainable, and almost four times the average global energy intensity. Considerable efforts have been exercised to reduce the energy gap yet, it is still much to achieve. Nation priority on energy sector was envisaged with promulgation of investment friendly rules and law in hydropower and renewable technology even though, could not harness the sufficient energy. In amid of this acute energy crisis, the government launched the Nepal Energy Efficiency Programme (NEEP) with technical assistance from German International Cooperation (GIZ). Energy Efficiency (EE) practice is the most cost-effective method to reduce the supply and demand gap, reduce on greenhouse gases and pollution, and deter on import of petroleum products which finally improves on trade imbalance. This paper had proposed a framework of energy management team to promote energy efficient technologies in residential consumer. The energy management teams study the past records of energy use pattern of consumers and suggest appropriate technology for energy saving options. The paper provides some reviews of energy efficiency initiatives undertaken by the concern regulatory body which highlights the current status. The comprehensive knowledge acquired through exploratory research is implemented in this paper to identify the various barriers that domestic consumer is experiencing towards the active participation in energy efficiency program launched by the Government of Nepal.
The Changes in management environment in SMEs such as rapid development of information communication technology, worldwide expansion of FTAs, enlargement of global outsourcing, etc have changed various aspects in industry-academy or industry-academy-government cooperation. It has been away from the cooperation focused on research and development and industrial training, and advanced to the cooperation focused on the business fields and practices where the executive ability and professionalism are required to commercialize major products of local SMEs. Compared with the existing model, the new model of industry-academy-government cooperation can provide effective and customized supports to local SMEs and expect better performance than ever before through the choice and focus. However, the existing support programs of government and related organizations are just top-down pattern to SMEs. In addition to the development of industrial technology, education and training for labor force and knowledge interchange between industry and university, the new cooperation model would also provide practical tasks such as enhancement of business competences and abilities to cultivate foreign markets. This study deals with Gyeongbuk PRIDE Products support project that is the new model of industry-academy-government cooperation and evaluates the effectiveness of this support project by empirically analyzing the survey results from the target SMEs.
The robot imitates humans and recognizes the external environment and judges the situation. The robot is a machine that operates autonomously. Robots are divided into manufacturing robots and service robots. Service robots are classified as professional service robots and personal service robots. Because of the intensified competition of productivity in manufacturing industries, rising safety issues, low birth rate and aging, the robots industry is emerging. Recently, the robot industry is a complex of advanced technology fields, and it is attracting attention as a new industry where innovation potential and growth potential are promising. IT, BT, and NT related elements are fused and implemented, and the ripple effect is very large. Due to changes in social structure and life patterns, social interest in life extension and health is increasing. There is much interest in the medical field. Now the artificial intelligence (AI) industry is growing rapidly. It is necessary to secure global competitiveness through strengthening cooperation between large and small companies. We must combine R&D investment capability and marketing capability, which are advantages of large corporations, and robotic technology. We need to establish a cooperative model and secure global competitiveness through M&A.

Industrial Revolution is a concept and a development that has fundamentally changed our society and economy. Industry 4.0 focuses on the end-to-end digitization of all physical assets and integration into digital ecosystems with value chain partners. At present, we find ourselves at the beginning of this fourth stage, which is characterized by so-called "Cyber-Physical Systems". These systems are a consequence of the far-reaching integration of production, sustainability and customer-satisfaction forming the basis of intelligent network systems and processes. If South Korea ran toward global ICT with the advent of the Fourth Industrial Revolution, North Korea has adhered to a unique Juche science and technology. ICT in South Korea and North Korea seems very difficult to find common interests. However, as seen in the Internet and intranets, information and communication technology can find similarities in many areas than in general science and technology. There are many differences not only in the level of ICT and science and technology but also in the direction. And IT terminology and all technologies are also different. What are we preparing for the unification of North and South Korea? If we look at the science and technology sector at present, there seems to be no systematic preparation by the government. South Korea and North Korea need to be prepared for science and technology cooperation. First, it is necessary to understand the exact situation of North Korea's science and technology. In this study, we will perform research to establish mid and long term plans for revitalization of ICT cooperation between the two Koreas. In this study, we will determine the extent to which the two Koreas utilize ICT based on available ICT capabilities and technologies. To do this, we conducted research to measure and evaluate the ICT development index of North Korea using ICT international index.

Due to the growing awareness and demand for corporate social responsibility, the corporate activities designed to make a social contribution are becoming increasingly diversified. Nonetheless, according to a periodic survey, the public has become dissatisfied with the social contribution activities of domestic corporations. The perceptions of the social contribution activities of domestic corporations and the public were found to be quite different. In this study, the Social Contribution Activities were classified into three factors, "Socio-Cultural Resource Activities", "Indirect Social Resource activities" and "Economic Resource Activities", and the effect of each factor on the inter-firm connected activities and achievements of local development were analyzed. Firstly, the "Socio-Cultural Resource Activities" and "Indirect Social Resource Activities" were shown to have a positive effect on the Inter-firm connected activities in the community. Secondly, it was found that the more active the Inter-firm connected activities were in the community, the bigger their positive effect was on the achievements of local development. Thirdly, the "Economic Resource Activities" were shown to have a positive effect on the achievement of local development. Fourthly, "Socio-Cultural Resource Activities" and "Indirect Social Resource Activities" were shown to have a positive effect on the Inter-firm connected activities and an indirect positive effect on the achievement of local development. Based on this research, we quantitatively determine the relationship between the corporate social contribution activities and performance.

In this study, the changes of the streamflow characteristics of the watershed were analysed depending on the infiltration methods of CAT. The study area, Boryeong-dam watershed located in Chungcheongnam-do area, has been suffered from severe drought in recent years and stabilized regarding on the storage rate through efforts such as constructing a channel connecting the upstream of Boryeong-dam from the downstream of the Geum river. In this study, the effects of soil infiltration parameters on the watershed streamflow characteristics were analyzed by the infiltration methods of CAT such as Rainfall Excess, Green&Ampt and Horton. And the parameter calibrations were conducted by SCEUA-P, a global optimization technique module of the PEST, the package for parameter optimization and uncertainty analysis, to compare the yearly variations of soil parameters for infiltration methods of CAT. In addition, the streamflow characteristics were analyzed for three infiltration methods by applying three different scenarios, such as applying calibrated parameters for every years to simulate the model for each years, applying calibrated parameters for the entire period to simulate the model for entire period, and applying the average value of yearly calibrated parameters to simulate the model for entire period.
Contemporary global space economy is so dynamic that any one specific structural force can not explain the whole dynamic processes or trajectories of spatial industrial development. The major purpose of this paper is extending the traditional notion of industrial districts to functioning and development of new industrial districts with relation to the development of high technology industries. Several dynamic forces, which are dominated in new industrial districts in the modern space economy, are incorporated in the formation and dynamic aspects of new industrial districts. Even though key forces governing Marshallian industrial district are localization of small firms, division of labor between firms, constructive cooperation, and industrial atmosphere, Marshall points out a possibility of growing importance of large firms and non-local networks in the districts with changes of external environments. Some of Italian industrial districts can be regarded as Marshallian industrial districts in broader context, but the role of local authorities or institutions and local embeddedness seem to be more important in the Italian industrial districts. More critical implication form the review of Marshallian industrial districts and Italian industrial districts is that the industrial districts are not a static concept but a dynamic one: small firm based industrial districts can be regarded as only a specific feature evolved over time. Dynamic aspects of new industrial districts are resulting from coexistence of contrasting forces governing the functioning and formation of the districts in contemporary global space economy. The contrasting forces governing new industrial districts are coexistence of flexible and mass production systems, local and global networks, local and non-local embeddedness, and small and large firms. Because of these coexistence of contrasting forces, there are various types of new industrial districts. Nine types of industrial districts are identified based on local/non-local networks and intensity of networks in both suppliers and customers linkages. The different types of new industrial districts are described by differences in production systems, embeddedness, governance, cooperation and competition, and institutional factors. Out of nine types of industrial districts, four types - Marshallian; suppliers hub and spoke; customers hub and spoke; and satellite - are regarded as distinctive new industrial districts and four additional types - advanced hub and spoke types (suppliers and customers) and mature satellites (suppliers and customers) - can be evolved from the distinctive types and may be regarded as hybrid types. The last one - pioneering high technology industrial district - can be developed from the advanced hub and spoke types and this type is a most advanced modern industrial district in the era of globalization and high technology. The dynamic aspects of the districts are related with the coexistence of the contrasting forces in the contemporary global space economy. However, the development trajectory is not a natural one and not all the industrial districts can develop to the other hybrid types. Traditionally, localization of industries was developed by historical chances. In the process of high technology industrial development in contemporary global space economy, however, policy and strategies are critical for the formation and evolution of new industrial districts. It needs formation of supportive tissues of institutions for evolution of dyamic pattern of high technology related new industrial districts. Some of the original distinctive types of new industrial districts can not follow the path or trajectory suggested in this paper and may be declined without advancing, if there is no formation of supportive social structure or policy. Provision of information infrastructure and diffusion of an entrepreneurship through the positive supports of local government, public institutions, universities, trade associations and industry associations are important for the evolution of the dynamic new industrial districts. Reduction of sunk costs through the supports for training and retraining of skilled labor, the formation of flexible labor markets, and the establishment of cheap and available telecommunication networks is also regarded as a significant strategies for dynamic progress of new industrial districts in the era of high technology industrial development. In addition, development of intensive international networks in production, technology and information is important policy issue for formation and evolution of the new industrial districts which are related with high technology industrial development.

The general purpose of this paper is to identify opportunities for and to measure existing collaboration on research and development between institutions from the countries of Asia and Latin America in FEALAC's framework, in the fields of biotechnology and nanotechnology and their convergence. The methodological approach includes scientific and technological surveillance and research seeking to identify both the R&D and innovation capacities of the countries as well as the degree of international cooperation between countries of the two regions; case studies and a study of the governance framework of international collaboration in R&D about issues considered global challenges. The study has three main findings. First, nanotechnology, biotechnology and their convergence contribute to solving the problem of contamination by heavy metals affecting most of the countries that are part of FEALAC and to address problems arising from the accelerated rate of energy consumption, which also contributes to environmental damage. In this scenario, important business opportunities arise from the adaptation and development of bio-refinery technologies. Second, the scientific relationship between FEALAC countries, mainly between Asian and Latin American countries, is weak as can be seen in research for articles and patents. But there is plenty of room and potential for improvement. Third, current and upcoming joint R&D programs and projects should be linked both to existing governance structures and to new ones that serve as experiments of STI public policy regarding innovative management of intellectual property and capacity building. Practical implications are included in lessons learned and a set of recommendations involving a couple of proposals. One proposal calls for research and innovation in promising fields for international cooperation. Another proposal creates mechanisms in the governance framework for sharing knowledge, capacity building, and funding.
The Army, which is dreaming of a military leap forward through the fourth industrial revolution, needs to also consider the side effects and adverse functions of the fourth industrial revolution. In particular, this study conducted an analysis of whether it was consistent with the global technological trend of normal 'military security'. This paper focuses on the countermeasures that could result from 4th industrial revolution by utilizing the text-mining technique and social network technique of big data. 1. Active promotion of a convergence program with private, public, militaryand industrial, academic, and solidarity, 2. Information Sharing for International Cooperation and Cooperation in Cyber security, 3. Military Innovation and Military Unsymmetric Cyber security innovation, 4.The Establishment of Military Security Convergence Interface Management System in accordance with the Fourth Industrial Revolution, 5. Cooperation in the transition from technology engineering to social technology, 6. Establishing a military security governance system in the military, 7. Specifying confidential military digital data We look forward to providing useful information so that the results of this study can help develop the military and enhance military confidentiality.

In this study, a new meta-heuristic optimization algorithm, Vision Correction Algorithm (VCA), designed according to the optical properties of glasses was developed. The VCA is a technique applying optometry and vision correction procedure to optimization algorithm through the process of myopic/hyperopic correction-brightness adjustment-compression enforcement-astigmatism adjustment. The proposed VCA unlike the conventional meta-heuristic algorithm is an automatically adjusting global/local search rate and global search direction based on accumulated optimization results. The proposed algorithm was applied to the representative optimization problem (mathematical and engineering problem) and results of the application are compared with that of the present algorithms.
