Motion capture devices have been utilized in producing several contents, such as movies and video games. However, since motion capture devices are expensive and inconvenient to use, motions segmented from captured data was recycled and synthesized to utilize it in another contents, but the motions were generally segmented by contents producers in manual. Therefore, automatic motion segmentation is recently getting a lot of attentions. Previous approaches are divided into on-line and off-line, where ow line approaches segment motions based on similarities between neighboring frames and off-line approaches segment motions by capturing the global characteristics in feature space. In this paper, we propose a graph-based high-level motion segmentation method. Since high-level motions consist of repeated frames within temporal distances, we consider similarities between neighboring frames as well as all similarities among all frames within the temporal distance. This is achieved by constructing a graph, where each vertex represents a frame and the edges between the frames are weighted by their similarity. Then, normalized cuts algorithm is used to partition the constructed graph into several sub-graphs by globally finding minimum cuts. In the experiments, the results using the proposed method showed better performance than PCA-based method in on-line and GMM-based method in off-line, as the proposed method globally segment motions from the graph constructed based similarities between neighboring frames as well as similarities among all frames within temporal distances.
Due to climate changes accelerated by global warming, South Korea has experienced regional climate variations as well as increasing severities and frequencies of extreme weather. The precipitation in South Korea during the summer season in 2013 was concentrated mainly in the central region; the maximum number of rainy days were recorded in the central region while the southern region had the minimum number of rainy days. As a result, much attention has been paid to the importance of flood control due to damage caused by spatiotemporal intensive rainfalls. In this study, forecast rainfall data was used for rapid responses to prevent disasters during flood seasons. For this purpose, the applicability of numerical weather forecast data was analyzed using the ground observation rainfall and inflow rate. Correlation coefficient, maximum rainfall intensity percent error and total rainfall percent error were used for the quantitative comparison of ground observation rainfall data. In addition, correlation coefficient, Nash-Sutcliffe efficiency coefficient, and standardized RMSE were used for the quantitative comparison of inflow rate. As a result of the simulation, the correlation coefficient up to six hours was 0.7 or higher, indicating a high correlation. Furthermore, the Nash-Sutcliffe efficiency coefficient was positive until six hours, confirming the applicability of forecast rainfall.

In order to enhance the contrast in the regions where the pixels have similar intensities, this paper presents a new histogram equalization scheme. Conventional global equalization schemes over-equalizes those regions so that too bright or dark pixels are resulted and local equalization schemes produce unexpected discontinuities at the boundaries of the blocks. The proposed algorithm segments the original histogram into sub-histograms with reference to brightness level and equalizes each sub-histogram with the limited extents of equalization considering its mean and variance. The final image is determined as the weighted sum of the equalized images obtained by using the sub-histogram equalizations. By limiting the maximum and minimum ranges of equalization operations on individual sub-histograms, the over-equalization effect is eliminated. Also the result image does not miss feature information in low density histogram region since the remaining these area is applied separating equalization. This paper includes how to determine the segmentation points in the histogram. The proposed algorithm has been tested with more than 100 images having various contrast in the images and the results are compared to the conventional approaches to show its superiority.

This study proposed a method to select existing facilities as a landmark in order to reset accumulated errors of dead reckoning in a tunnel difficult to receive GNSS signals in automated driving. First, related standards and regulations were reviewed in order to survey 'variety' on shapes and installation locations as a feature of facilities. Second, 'recognition' on facilities was examined using image and Lidar sensors. Last, 'regularity' in terms of installation locations and intervals was surveyed through related references. The results of this study selected a fire fighting box / lamp (50m), an evacuation corridor lamp (300m), a lane control system (500m), a maximum / minimum speed limit sign and a jet fan as a candidate landmark to reset positioning errors. Based on those facilities, it was determined that error correction was possible. The results of this study are expected to be used in repositioning of automated driving vehicles in a tunnel.

Ultra-High Performance Concrete (UHPC) has recently been one of the most active research fields in Korea as well as in foreign countries, because it can contribute to a longer life and economic efficiency of structures. Although precast-type UHPC fabricated in a factory is preferable in terms of quality control and reduction of construction period, there exist, even in the precast structure, some parts that need to be cast in-place such as the joints between precast segments. In the cast-in-place UHPC, however, it is probable that an optimum curing condition can hardly be realized in contrast to the factory production. In this study, therefore, the trend of compressive strength development of UHPC was experimentally investigated by assuming various inferior curing conditions that may be anticipated at a construction site. Concrete specimens were fabricated and cured under different conditions with the variables such as curing temperature, delay time before the initiation of curing, duration of curing time and moisture condition. The strengths were compared with those of the specimens cured by standard high temperature steam. Through the analysis of the test results, some minimum requirements for curing have been proposed that are required when the UHPC is cast in-place. It is expected, through this study, that practical use of UHPC in construction sites can be increased.
Despite growing international cooperation for maintenance of international peace and security, wars continue to occur due to conflicted state interests. Continuing conflicts has advanced development of various weapon systems such as global integrated intelligence, surveillance and reconnaissance. However, with a big increase in the number of civilian casualties caused by the weapon systems development, the international community has also advanced diplomatic efforts to minimize deaths of civilian and military personnel. Therefore, it is essential to observe the principle of discrimination between combatants and non-combatants when operating unmanned aerial vehicles (UAVs), better known as drones. Drones have become more capable of distinguishing combatants from non-combatants due to its high-tech prowess. In the operation of drones, any parties involved in combat or the war are responsible for mounting civilian casualties. In addition, it should comply with the principle of proportionality that calls for a balance between results of such action and expected military advantage anticipated from the attack. The rule of proportionality prohibits use of military force which may be expected to cause excessive civilian harm. Drones have been able to track and monitor targets for hours and select the accurate locations of the targets. The aim is to reduce civilian losses and damage to a minimum. Drones meet the standards of Article 51.4 of the Additional Protocol.
The classification of the effect of ionospheric disturbances on the radio occultation signal amplitude has been introduced based on an analysis of more than 2000 seances of radio occultation measurements per formed with the help of the CHAMP German satellite. The dependence of the histograms of variations in the radio occultation signal amplitude on the IMF variation index has been revealed. It has been indicated that it is possible to introduce the radio occultation index characterizing the relation between ionospheric disturbances and solar activity. An amplitude radio occultation (RO) method is proposed to study connection between the ionospheric and solar activity on a global scale. Sporadic amplitude scintillation observed in RO experiments contain important information concerning the seasonal, geographical, and temporal distributions of the ionospheric disturbances and depend on solar activity. The probability of strong RO amplitude variations (RO $S_4$ index greater than 0.2) in the CHAMP RO signals diminishes sharply with the weakening of solar activity from 2001 to 2008. The general number of RO events with strong amplitude variations can be used as an indicator of the ionospheric activity. We found that during 2001-2008 the daily globally averaged RO $S_{4a}$ index depends essentially on solar activity. The maximum occurred in January 2002, minimum has been observed in summer 2008. Different temporal behavoir of $S_{4a}$ index has been detected for polar (with latitude greater than $60^{\circ}$) and low latitude (moderate and equatorial) regions. For polar regions $S_{4a}$ index is slowly decreasing with solar activity. In the low latitude areas $S_{4a}$ index is sharply oscillating, depending on the solar ultraviolet emission variations. The different geographical behavoir of $S_{4a}$ index indicates different origin of ionospheric plasma disturbances in polar and low latitude areas. Origin of the plasma disturbances in the polar areas may be connected with influence of solar wind, the ultraviolet emission of the Sun may be the main cause of the ionospheric irregularities in the low latitude zone. Therefore, the $S_{4a}$ index of RO signal is important radio physical indicator of solar activity.

For the purpose of comparison between the designed coverage and actual coverage of Korean DGPS (Differential Global Position System) beacon stations, we have received the ship‘s positions with states and IDs of their stations on the navigation route of Jeju-Tianjin by automatic selection mode of DGPS receiver and on them of Jeju-Inchun and Jeju-Vladibostok by manual mode. Also in case that some obstructions were on propagation routes from DGPS beacon stations to receiving positions, a restriction on available ranges of DGPS beacon signals was investigated. The results obtained are as follows : 1. The coverage of Korean DGPS beacon stations was designed 100NM (Nautical mails) at 40.0dB(over ${\mu}$V/m). But the actual coverages of them according to their stations and propagation routes were 0.3-3.6 times as wide as designed coverage. 2. In case that the propagation route of beacon signals from DGPS beacon stations was on the sea, the propagation distance of north direction from the stations was longer than south direction. 3. The coverages of Echongdo and Ulungdo stations were 366NM on the yellow sea and 342.3NM on the east sea of Korea respectively, and were widest than any other stations. 4. The coverage of Marado station on the south and yellow seas of Korea was very unstable because of the Halla mountain on the propagation route. Maximum receiving range to be measured by automatic selection mode of DGPS receiver was 145NM on the route of Jeju-Tianjin on June 22-July 1, 2002. Minimum receiving range to be not measured by manual selection mode was 28.7NM on the route of Jeju-Inchun on June 26-28, 2003
This study used crop data from statistics yearbooks in Naju and climate data from Gwangju weather station to investigate whether climate changes have had significant impact on crops. The sample crops are rice, barley, pear, radish, Korean cabbage and red pepper. The results showed that the changes in temperature have shifted crop phonology and affected crop growth. The rice and barley heading date were advancing and had negative correlation with average temperature over 30days before average heading date. The number of rice grains per unit area $(m^2)$ were decreasing while the number of barley grains per unit area $(m^2)$ were increasing because average temperature during grain filling period of rice (barley) was increasing (decreasing). Therefore, decreasing (increasing) yields of rice (barley) can be predicted by global warming. The sprouting, flowering and full flowering date of pear were advancing. The sprouting date of pear had negative correlation with average temperature from February to March and the flowering and full flowering date of pear had negative correlation with average temperature from February to April. The brix and weight of pear were increased and were most sensitive to August and September average temperature. An earlier blossom of pear trees holds the danger of damage by late frosts. The plant length of radish and chinese cabbage were decreasing and negatively influenced by maximum temperature on September. The fruit set numbers of red pepper were increasing recently and had positive correlation with minimum temperature on August. The growth of radish and Korean cabbage will be poor, but the growth of red pepper will be good by rising temperature.

In this study, we conducted in - depth interviews of young entrepreneurs who are currently in the process of establishing new entrepreneurs management diagnosis and consulting for young entrepreneurs, and found the common difficulties experienced in young entrepreneurs' perception of entrepreneurship, In addition, through a case study, we verified product suitability through customer issue / solution suitability, idea marketability verification and MVP (Minimum Viable Product) using Lean Canvas according to the structure of Lean Start-up It is aimed at voluntary management diagnosis and consulting of small business owners, activation of young entrepreneurs' entrepreneurship, and reduction of startup failure rate. The purpose of this study is to examine the items of five young entrepreneurs from the perspective of the customer for about 10 months, focusing on the case of small entrepreneurs in the small entrepreneurs support project. Or we could provide the customer's problem or solution based on Lean Start-up. This study was conducted as a case - based qualitative study due to the limited sample and it is hoped that this study will be used as a basic research to verify the effectiveness of the lean start-up methodology for small business owners through quantitative research.
